Joves, marginalitat urbana i territori a Salt: hipòtesis i punts de partida

Amb les transformacions de la societat postfordista i la progressiva retirada dels estats de Benestar, emergeixen per una part, noves modalitats de transicions juvenils de bloqueig i precarietat, així com noves formes de marginalitat urbana per efecte de tres components; l’extensió de l’atur de llarga durada i la relació precaritzada amb el treball, la relegació en barris de concentració de la pobresa i l’estigmatització territorial; dinàmiques que generen la nova marginalitat avançada. Aquest treball, planteja una aproximació teòrica als condicionants i els efectes de les noves formes de marginalitat sobre els joves en determinats contextos territorials, plantejant hipòtesis respecte el micro-context de Salt

La garantia social: un recurs de lluita contra l'exclusió social

En aquest article s'ofereix una perspectiva general al voltant del concepte de garantía social, intentant oferir un horitzó que supera la dimensió de la inserció laboral amb la finalitat d'assolir una adequada integració social. En aquest sentit, es desenvolupen les característiques del centre de recursos per la garantía social com model d'atenció integral, detallant els objectius i els processos bàsics a seguir.

Estratègies de revitalització dels antics conjunts d’habitatge social

El projecte té la voluntat de reflexionar a l’entorn de l’envelliment del parc d’habitatge social construït als anys 60 i 70. Es pren com a punt de partida les antigues promocions de grups d’habitatge social plurifamiliar marginats i desconnectats a nivell sòcio-urbà que es converteixen en part de la imatge de decadència de les ciutats, buscant casos d’estudi a la ciutat de Girona i del seu entorn.L’estudi es centra en els conjunts més que en l’habitatge aïllat, ja que es parteix en buscar l’interès en aquestes gran peces dins la trama urbana actual. Són configuracions singulars que en el seu moment, van ser claus per al creixement de la ciutat però que és un problema que restin immòbils a les noves capes que s’han anat construint des de llavors. Son part del teixit de la ciutat que han passat de ser una solució a generar una problemàtica i creen una certa exclusió al seu entorn més immediat.Estudiar-ne la problemàtica, identificar-ne el potencial i plantejar-ne estratègies de transformació per tal de revitalitzar aquests complexos històrics singulars són els passos previs a finalment projectar la rehabilitació integral d’un d’aquests conjunt s (el grup Sant Jaume de Salt)

Pla de ciutadania sobre el municipi de Salt. Per què Salt necessita un Pla de Ciutadania? En primer lloc, pel canvi poblacional sobtat, ja que en menys d’una dècada (1999-2009) s’ha passat d’un 6% de població nouvinguda, a més del 40%. Tot un repte per a la convivència quotidiana, per una resposta de qualitat des dels serveis públics i per a la cohesió com a poble. Tot el poder als joves! : els consells de joves com a instruments de participació ciutadana en temps de crisi globalitzada i d'exclusió social de la joventut

En una època de transformacions vertiginoses que han situat les generacions joves en una situació d'exclusió social, política, econòmica i simbòlica, les polítiques de joventut han d'esdevenir un revulsiu per a l'aprenentatge i la normalització de la ciutadania activa, dins un ampli programa de reforma social orientat a la recuperació de l'Estat del benestar i de la iniciativa política per part d'unes institucions refundades sobre nocions de democràcia participativa. En aquest context, el moviment associatiu juvenil és una expressió genuïna d'apoderament, participació autònoma i capacitat d'anàlisi que pot tenir un paper protagonista, amb l'extensió del model de consells de joves arreu del territori com a espais de deliberació, decisió i participació democràtica

O palco dos excluídos: os bastidores e personagens do Albergue Noturno de Bauru

The “Albergue Noturno de Bauru” (Night Shelter of Bauru) is a social assistance entity mantained by the “Centro Espírita Amor e Caridade (CEAC)” in partnership with the “Secretaria do Bem Estar Social (SEBES)”, that aims to temporarily shelter migrants in town and people in homeless situation. Every day, about 50 people look for the Shelter, because of several reasons. Opened in 1951, the entity – the only public service that offers overnight stay in town - surpassed social transformations over the years and never stopped its work. With the opening of its new headquarters in July 2011, it also began to develop a systematic monitoring of some sheltered people, looking for the reintegration of them into the social context. All this work has made the Night Shelter accumulate many stories, especially from those people who have gone through or are still in it. Thus, this paper aims to present, through a non-fiction novel, this scenario, exposing the history and functioning of the Bauru Night Shelter, while exposing the lives of different people who are part of this universe. Through the monitoring of several night shifts, narrated in diary format, it was possible to understand how the service started, the dilemmas involved in their development and how sheltered and volunteers build this reality.

Water scarcity, social power and the production of an elite suburb: the political ecology of water in Matadepera, Catalonia

This article investigates the history of land and water transformations in Matadepera, a wealthy suburb of metropolitan Barcelona. Analysis is informed by theories of political ecology and methods of environmental history; although very relevant, these have received relatively little attention within ecological economics. Empirical material includes communications from the City Archives of Matadepera (1919-1979), 17 interviews with locals born between 1913 and 1958, and an exhaustive review of grey historical literature. Existing water histories of Barcelona and its outskirts portray a battle against natural water scarcity, hard won by heroic engineers and politicians acting for the good of the community. Our research in Matadepera tells a very different story. We reveal the production of a highly uneven landscape and waterscape through fierce political and power struggles. The evolution of Matadepera from a small rural village to an elite suburb was anything but spontaneous or peaceful. It was a socio-environmental project well intended by landowning elites and heavily fought by others. The struggle for the control of water went hand in hand with the land and political struggles that culminated – and were violently resolved - in the Spanish Civil War. The displacement of the economic and environmental costs of water use from few to many continues to this day and is constitutive of Matadepera’s uneven and unsustainable landscape. By unravelling the relations of power that are inscribed in the urbanization of nature (Swyngedouw, 2004), we question the perceived wisdoms of contemporary water policy debates, particularly the notion of a natural scarcity that merits a technical or economic response. We argue that the water question is fundamentally a political question of environmental justice; it is about negotiating alternative visions of the future and deciding whose visions will be produced.

Identity formation in social networks websites: facebook and the interaction between young individuals in the cases of Slovenia and Catalonia

This paper lays down some theoretical framework for further research to be made on the subject of how identity of young Slovenian and Catalan users is forming within the social networking website Facebook. The author pursues his interest based on observation of how communicationand thus interaction between users is changing and how this is reflected in everyday practices. In so doing he tries to identify the connections between the individual, society and technology, asthese are more and more interwoven, and we cannot think one without the other in thecontemporary globalised world.

Social spending and demographics: The role of public policies in the intergenerational redistribution of income. Empirical evidence from Spain and Catalonia

The demographic shift underway in Southern Europe requires a revision of some of the fundamental principles of the traditional welfare state. We analyze the evolution of several aspects of welfare and social expenditure over the last two decades. We find that in the context of the present demographic changes and real estate boom current social and pension policy leads to a new distribution of benefits and burdens which is highly intergenerationally unequal. We argue for a revised definition of public policy based on Musgrave's proposition as a possible rule for an intergenerationally fair distribution.
