La gestion des villes d’Afrique de l’Ouest pose problème à la période contemporaine : extension urbaine non maitrisée, services de base insuffisants, insécurité foncière. À travers l’aide internationale, d’importantes réformes visant à améliorer son efficacité ont pourtant été mises en place, mais elles semblent avoir été inefficaces. Dépassant ce constat d’échec, la thèse vise à comprendre comment se déroule l’acte de gérer la ville dans les circonstances particulières des villes d’Afrique de l’Ouest. La mise en œuvre du Registre foncier urbain (RFU), système d’information foncière municipal multi-fonctions introduit au Bénin à travers des programmes de développement au début des années 1990, constitue le prisme à travers lequel la gestion urbaine est analysée. Celle-ci est ainsi approchée par les actes plutôt que par les discours. S’appuyant sur une démarche socio-anthropologique, la mise en œuvre de l’instrument est analysée depuis le point de vue des acteurs locaux et selon une double grille de lecture : d’une part, il s’agit de saisir les logiques de l’appropriation locale dont le RFU a fait l’objet au sein des administrations; d’autre part, il s’agit de comprendre son interaction avec le territoire, notamment avec les dynamiques complexes d’accès au sol et de sécurisation foncière. Une étude de cas multiple a été menée dans trois communes : Cotonou, Porto-Novo et Bohicon. Deux ensembles de conclusions en découlent. Tout d’abord, le RFU s’est imposé comme l’instrument pivot de la fiscalité locale, mais est mis en œuvre de manière minimale. Ce fonctionnement particulier est une adaptation optimale à un contexte fait de rivalités professionnelles au sein d’administrations cloisonnées, d’enjeux politico-financiers liés aux différentes sources de revenus communaux et de tensions politico-institutionnelles liées à une décentralisation tardive. Les impacts du RFU en termes de développement des compétences professionnelles nationales sont insuffisants pour réformer la gestion urbaine depuis l’intérieur de l’administration municipale. Ensuite, alors qu’il vise à centraliser l’information sur les propriétaires présumés de la terre, le RFU se heurte à la marchandisation de cette information et à la territorialisation de la régulation foncière. La mise en œuvre du RFU s’en trouve affectée de deux manières : d’une part, elle s’insère dans ces circuits marchands de l’information foncière, avec cependant peu de succès ; d’autre part, elle a un impact différencié selon les territoires de la régulation foncière. En définitive, l’acte de gérer la ville au Bénin n’est pas devenu automatique avec l’introduction d’instruments comme le RFU. La municipalité se repose plutôt sur les piliers classiques de l’action publique, l’administration et le politique, pour gérer la ville plurielle de manière différenciée. À l’endroit des concepteurs d’action publique, cette thèse plaide pour une prise en compte des modes de régulation existant dans les sociétés africaines, fussent-ils pluriels, reconnaissant les voies originales que prend la construction des institutions en Afrique.

Between the 22nd and the 26th of March 2006, Barcelona hosted the 4th Biennal Europea de Paisatge (European Biennial of Landscape Architecture). It comprised a day of presentations for the Rosa Barba Prize for European Landscape Architecture, a day long symposium, and a half day discussion on IBA park projects. Approximately 300 people attended, including sizable groups from Barcelona, France, The Netherlands, Denmark, and Germany. Only three participants from English speaking countries were present, despite simultaneous translation into English throughout.

President’s Report Hello fellow AITPM members, First I would like on behalf of all AITPM members to send our condolences to all who have been affected by February’s tragic bushfires in regional Victoria, and deliver our best wishes to all of those involved in the rebuilding efforts. Over time I expect that the Victorian Government’s Royal Commission will analyse the circumstances and put forward a range of measures which will improve fire safety in vulnerable areas. As transport professionals it will be important for us to consider the findings and look to undertaking any recommendations that relate to the work we do. Not only in Victoria, but nationwide. In particular, the importance of logistics was highlighted following the fire events. Donors across Australia were this time requested to donate money rather than goods, presumably due in part to problems associated with the transport system coping with additional uncoordinated freight load, whilst being needed to support emergency management vehicle and managed freight movements. Notwithstanding, it was wonderful to see otherwise difficult to obtain goods, such as animal feed, being donated from far afield and transported in kind by trucking operators. As stated in last month’s Newsletter, AITPM made a direct cash donation to the Red Cross Bushfire Appeal immediately following the events, and a further donation to the Queensland Premier’s Disaster Relief Fund to support recovery after the North Queensland floods, which claimed seven lives. Again, we will need to monitor how the rebuilding effort unfolds particularly in regional Victoria and centres including Ingham in North Queensland, but I would urge all AITPM members who are in a position to support the restoration of the affected communities to play a part, particularly over time once the initial shock subsides and the steady job of rebuilding is underway. Onto lighter matters, AITPM’s flagship event, the 2009 AITPM National Conference, Traffic Beyond Tomorrow, being held in Adelaide from 5 to 7 August, is fast approaching. www.aitpm.com has all of the details about how to register, sponsor a booth, and so forth. We are looking forward to catching up with our conference “regulars” and meeting with new folks to AITPM, and Australian traffic and transport planning and management. Adelaide is one of my favourite places to visit and I’m looking forward to riding the light rail line extension through town and checking out progress on the road system development. This work reviews the rationale and processes for raising revenue and allocating funds to perform information intensive activities that are pertinent to the work of democratic government. ‘Government of the people, by the people, for the people’ expresses an idea that democratic government has no higher authority than the people who agree to be bound by its rules. Democracy depends on continually learning how to develop understandings and agreements that can sustain voting majorities on which democratic law making and collective action depends. The objective expressed in constitutional terms is to deliver ‘peace, order and good government’. Meeting this objective requires a collective intellectual authority that can understand what is possible; and a collective moral authority to understand what ought to happen in practice. Facts of life determine that a society needs to retain its collective competence despite a continual turnover of its membership as people die but life goes on. Retaining this ‘collective competence’ in matters of self-government depends on each new generation: • acquiring a collective knowledge of how to produce goods and services needed to sustain a society and its capacity for self-government; • Learning how to defend society diplomatically and militarily in relation to external forces to prevent overthrow of its self-governing capacity; and • Learning how to defend society against divisive internal forces to preserve the authority of representative legislatures, allow peaceful dispute resolution and maintain social cohesion.

As a tertiary educator, business is now starting to heat up for my colleagues and me as Semester 1 commences. I’d like to take this opportunity to wish all readers who are students or academic staff, whether sessional or full-time, a successful year of teaching to, and learning more about, the transport profession. ‘Sustainable Grazing in the Channel Country Floodplains’ was initiated by industry to redress the lack of objective information for sustainable management in the floodplains of Cooper Creek and the Diamantina and Georgina Rivers. The project has maintained links with the grazing community and has extensively drawn upon expert local experience and knowledge. The project has provided tools for managers to better anticipate the size of beneficial flooding arising from rains in the upper catchment and to more objectively assess the value of the pasture resulting from flooding. The latest information from the project has enabled customisation of the EDGENetwork™ Grazing Land Management training package for the Channel Country. In combination, these tools will assist in making earlier cattle stocking decisions, including when cattle may need to be mustered out of floodplain paddocks, how many additional cattle will be required to take advantage of the flood–grown pasture, and the timing of cattle turnoff. These will reduce costs by providing a greater lead time to plan cattle movements and purchases, and may enhance the sustainability of the resource base by better matching cattle numbers with the feed on offer.

On 17 March 2009, we hosted a live discussion of fresh new ideas in the epidemiology of schizophrenia. Discussion leaders Dana March of Columbia University, James Kirkbride of the University of Cambridge, and Wim Veling of Parnassia Psychiatric Institute delivered a wide-ranging discussion of social factors such as migration, ethnicity, and urbanicity, but also asked how this research could benefit from genetic insights. Finally, they discussed possible biological mechanisms that might transduce social factors into psychosis

We obtained the images of the eastern part of the solar corona in the Fe xiv 530.3 nm (green) and Fe x 637.4 nm (red) coronal emission lines during the total solar eclipse of 29 March 2006 at Manavgat, Antalya, Turkey. The images were obtained using a 35 cm Meade telescope equipped with a Peltier-cooled 2k x 2k CCD and 0.3 nm pass-band interference filters at the rates of 2.95 s (exposure times of 100 ms) and 2.0 s (exposure times of 300 ms) in the Fe xiv and Fe x emission lines,respectively. The analysis of the data indicates intensity variations at some locations with period of strongest power around 27 s for the green line and 20 s for the red line. These results confirm earlier findings of variations in the continuum intensity with periods in the range of 5 to 56 s by Singh et al. (Solar Phys. 170, 235, 1997). The wavelet analysis has been used to identify significant intensity oscillations at all pixels within our field of view. Significant oscillations with high probability estimates were detected for some locations only. These locations seem to follow the boundary of an active region and in the neighborhood, rather than within the loops themselves. These intensity oscillations may be caused by fast magneto-sonic waves in the solar corona and partly account for heating of the plasma in the corona.
