The system of beliefs and values, that shaped the model for management and organizations during the 20th century, is just not good enough today. In order to keep a business functioning well and competing successfully in markets that are increasingly more global, complex, professionally demanding, constantly changing and oriented towards quality and customer satisfaction a new model is needed. In this paper, we will propose that both Management by Instructions (MBI) and Management by Objectives (MBO) today give notoriously inadequate results. By contrast, description of a new approach labeled: Management by Values (MBV), seem to be emerging as a strategic leadership tool. The paper outlines this approach and discusses the implementation of MBV as a tool to redesign culture in organizations and prepare them for the next millenium.

Given the increasingly demanding labor market, today’s professional should act according to certain generic competencies, which allows him to perform as required by the contemporary world. In parallel, human resource management (HRM) current trends, highlight the importance that managing by competencies has in the organizational context, in the sense that it impels a more strategic and integrated HRM. The evidence of the theoretical and practical pertinence of this theme resulted in an exploratory study of a qualitative nature, which findings lead us to conclude that the most valued generic competencies by firms are flexibility, interpersonal relationship, adjustment to change and teamwork. Another finding is that HRM managing by competencies practices is characterized by informality. Managing by competencies is more frequent presence in processes as: recruitment, retention and in the employees’ development plans.

As parcerias entre o Poder Público e a sociedade civil organizada é uma realidade na Administração Pública e tida como fundamental ao modelo gerencial, implementada na Reforma de Estado em 1995, onde se buscou concentrar as atividades estratégicas e de formulação de políticas no Estado e alocar as atividades não exclusivas em parceiros privados. O crescimento destas parcerias e sua relevância são significativos em especial nas áreas dos Direitos Sociais. Embora já existissem normas disciplinando algumas formas de parcerias específicas foi editada uma nova legislação cuja abrangência é mais ampla, o Marco Regulatório das Organizações da Sociedade Civil. Business organisations are excellent representations of what in physics and mathematics are designated "chaotic" systems. Because a culture of innovation will be vital for organisational survival in the 21st century, the present paper proposes that viewing organisations in terms of "complexity theory" may assist leaders in fine-tuning managerial philosophies that provide orderly management emphasizing stability within a culture of organised chaos, for it is on the "boundary of chaos" that the greatest creativity occurs. It is argued that 21st century companies, as chaotic social systems, will no longer be effectively managed by rigid objectives (MBO) nor by instructions (MBI). Their capacity for self-organisation will be derived essentially from how their members accept a shared set of values or principles for action (MBV). Complexity theory deals with systems that show complex structures in time or space, often hiding simple deterministic rules. This theory holds that once these rules are found, it is possible to make effective predictions and even to control the apparent complexity. The state of chaos that self-organises, thanks to the appearance of the "strange attractor", is the ideal basis for creativity and innovation in the company. In this self-organised state of chaos, members are not confined to narrow roles, and gradually develop their capacity for differentiation and relationships, growing continuously toward their maximum potential contribution to the efficiency of the organisation. In this way, values act as organisers or "attractors" of disorder, which in the theory of chaos are equations represented by unusually regular geometric configurations that predict the long-term behaviour of complex systems. In business organisations (as in all kinds of social systems) the starting principles end up as the final principles in the long term. An attractor is a model representation of the behavioral results of a system. The attractor is not a force of attraction or a goal-oriented presence in the system; it simply depicts where the system is headed based on its rules of motion. Thus, in a culture that cultivates or shares values of autonomy, responsibility, independence, innovation, creativity, and proaction, the risk of short-term chaos is mitigated by an overall long-term sense of direction. A more suitable approach to manage the internal and external complexities that organisations are currently confronting is to alter their dominant culture under the principles of MBV.

The implementation of Metalib in UOC's Library was framed within a project centred on the end user. For the adaptation of Metalib to the users' needs and search behaviour, we carried out three tests: - One with students, conducted by a consulting company; - A second one with teachers, carried out by the Library; - The third, with teachers and staff, also was carried out by the Library, after having made some changes resulting from the first and second tests. The tests, made with the software Morae, underlined a number of difficulties to understand the concepts related to metasearching. The tests also showed difficulties in navigating and in managing search results. All the information gathered was used to improve navigation through the interface. The presentation tells about the tests' methodology, the conclusions reached through this experience, and the decisions finally taken by the Library to improve the Metalib interface.

In this work the effect of doping concentration and depth profile of Cu atoms on the photocatalytic and surface properties of TiO(2) films were studied. TiO(2) films of about 200 nn thickness were deposited on glass substrates on which a thin Cu layer (5 nm) was deposited. The films were annealed during 1 s to 100 degrees C and 400 degrees C, followed by chemical etching of the Cu film. The grazing incidence X-ray fluorescence measurements showed a thermal induced migration of Cu atoms to depths between 7 and 31 nm. The X-ray photoelectron spectroscopy analysis detected the presence of TiO(2), Cu(2)O and Cu(0) phases and an increasing Cu content with the annealing temperature. The change of the surface properties was monitored by the increasing red-shift and absorption of the ultraviolet-visible spectra. Contact angle measurements revealed the formation of a highly hydrophilic surface for the film having a medium Cu concentration. For this sample photocatalytic assays, performed by methylene blue discoloration, show the highest activity. The proposed mechanism of the catalytic effect, taking place on Ti/Cu sites, is supported by results obtained by theoretical calculations. (C) 2010 Elsevier B.V. All rights reserved.

O presente trabalho tem como objetivo caracterizar o processo de decisão e implementação da Parceria Público-Privada da Saúde na Bahia – Hospital do Subúrbio. A metodologia utilizada foi a pesquisa qualitativa, na modalidade de estudo de caso, direcionada a compreender esse caso, através da narrativa dos principais stakeholders, de análise documental e da bibliografia nacional e internacional sobre o tema, desde textos legais até relatos de experiências internacionais. Com isso, pretende-se contribuir para o maior conhecimento e entendimento da PPP como uma nova modalidade institucional para a gestão da saúde, documentando um momento ainda inicial desse processo. Os resultados apontam que as principais condicionantes para a contratação de PPP, conforme a literatura internacional, foram atendidas: Análise Value for Money (VFM), elaboração de edital e contrato, licitação, formação de Sociedade de Propósito Específico (SPE), Fundo Garantidor de PPP. Analisando os pontos centrais na Nova Gestão Pública – gestão para resultados, construção de um modelo organizacional mais flexível e accountability – foi possível concluir que o projeto do Hospital do Subúrbio está alinhado com os princípios da gestão pública contemporânea. No entanto, é preciso amadurecer principalmente a accountability e seguir o caso para acompanhar seus resultados. Os programas sociais do governo se inserem em um novo contexto teórico e político, com a mudança do foco assistencialista para uma visão mais científica e com o devido comprometimento político, inclusive realçado no Planejamento Plurianual Avança Brasil 2000/2003, que prevê ações integradas e um orçamento próprio para os programas sociais. Ao mesmo tempo, vive-se no Brasil a mudança de uma administração pública burocrática para uma administração por resultados, que tem como uma das principais dificuldades a implementação da gestão propriamente dita e do controle, considerando-se os aspectos culturais até então vigentes. Nessa conjuntura, avaliar um programa social requer contextualizá-lo na perspectiva da administração por resultados, considerando-o em relação aos próprios princípios e aos daquela. O objetivo deste trabalho é avaliar a eficiência do controle do Programa Bolsa Família, na perspectiva de cumprimento de sua proposta e da gestão por resultados. O estudo de caso foi feito por meio de uma pesquisa documental, e os resultados demonstraram falhas no referido controle.

A adoção de uma governança voltada para resultados na administração pública surgiu como uma abordagem de gestão organizacional, fazendo parte de um amplo movimento da nova gestão pública (NGP). No Brasil, as empresas públicas têm se preocupado em buscar melhores mecanismos de controle da gestão no sentido de lograr bons resultados na prestação dos serviços públicos para os clientes e à sociedade usuária dos serviços. O termo "Gestão de Desempenho Organizacional" refere-se a qualquer abordagem integrada e sistemática que vise melhorar o desempenho para alcançar objetivos estratégicos e promover a missão e os valores da organização. Assim, esta pesquisa estuda práticas relacionadas à gestão de desempenho organizacional, que possibilitem o direcionamento dos esforços na melhoria dos processos chaves, levando em consideração as particularidades inerentes à natureza pública. Outro aspecto de relevância deste trabalho advém dos estudos da Gestão por Objetivos e da Gestão para Resultados, adotando a compreensão de Gerenciar por Objetivos para se conquistar os Resultados. Deste modo, foi realizada uma pesquisa bibliográfica para identificar os principais frameworks sobre desempenho organizacional. Após esta etapa, foi estabelecida uma análise crítica dos frameworks, observando as principais contribuições e pontos fortes. E por último, foi construído um modelo de avaliação com o propósito de fazer um diagnóstico dos processos gerenciais, e qualificar em qual estágio a empresa objeto deste estudo se encontra, sob o enfoque da governança para resultados. O resultado desta avaliação refletiu as percepções dos funcionários e gestores sobre o desempenho e seus determinantes.
