People with intellectual disability who sexually offend commonly live in community-based settings since the closing of all institutions across the province of Ontario. Nine (n=9) front line staff who provide support to these individuals in three different settings (treatment setting, transitional setting, residential setting) were interviewed. Participants responded to 47 questions to explore how sex offenders with intellectual disability can be supported in the community to prevent re-offenses. Questions encompassed variables that included staff attitudes, various factors impacting support, structural components of the setting, quality of life and the good life, staff training, staff perspectives on treatment, and understanding of risk management. Three overlapping models that have been supported in the literature were used collectively for the basis of this research: The Good Lives Model (Ward & Gannon, 2006; Ward et al., 2007), the quality of life model (Felce & Perry, 1995), and variables associated with risk management. Results of this research showed how this population is being supported in the community with an emphasis on the following elements: positive and objective staff attitude, teamwork, clear rules and protocols, ongoing supervision, consistency, highly trained staff, and environments that promote quality of life. New concepts arose which suggested that all settings display an unequal balance of upholding human rights and managing risks when supporting this high-risk population. This highlights the need for comprehensive assessments in order to match the offender to the proper setting and supports, using an integration of a Risk, Need, Responsivity model and the Good Lives model for offender rehabilitation and to reduce the likelihood of re-offenses.

There are several studies on managing risks in information technology (IT) projects. Most of the studies identify and prioritise risks through empirical research in order to suggest mitigating measures. Although they are important to clients for future projects, these studies fail to provide any framework for risk management from IT developers' perspective. Although a few studies introduced a framework of risk management in IT projects, most of them are presented from clients' perspectives and very little effort has been made to integrate this with the project management cycle. As IT developers absorb a considerable amount of risk, an integrated framework for managing risks in IT projects from developers' perspective is needed in order to ensure success in IT projects. The main objective of the paper is to develop a risk management framework for IT projects from the developers' perspective. This study uses a combined qualitative and quantitative technique with the active involvement of stakeholders in order to identify, analyse and respond to risks. The entire methodology has been explained using a case study on an information technology project in a public sector organisation in Barbados.

Purpose - The main objective of the paper is to develop a risk management framework for software development projects from developers' perspective. Design/methodology/approach - This study uses a combined qualitative and quantitative technique with the active involvement of stakeholders in order to identify, analyze and respond to risks. The entire methodology has been explained using a case study on software development project in a public sector organization in Barbados. Findings - Analytical approach to managing risk in software development ensures effective delivery of projects to clients. Research limitations/implications - The proposed risk management framework has been applied to a single case. Practical implications - Software development projects are characterized by technical complexity, market and financial uncertainties and competent manpower availability. Therefore, successful project accomplishment depends on addressing those issues throughout the project phases. Effective risk management ensures the success of projects. Purpose – The purpose of this paper is to help managers to successfully plan, implement, and operate enterprise resource planning (ERP) projects using a risk management framework. Design/methodology/approach – This paper adopted a combined literature review and case study method. Using literature review, the paper first identified major issues of managing ERP projects and develops a risk management framework for managing those issues. The proposed risk management framework was then applied to a ERP implementation project of a UK-based energy services group and its effectiveness for managing ERP projects implementation had been demonstrated. Additionally, the risk factors as identified from the case application are compared with the risk factors from the previous researches so as to suggest mitigating measures. Findings – All the risk factors are categorized into planning, implementation and operations phases along with project processes, organizational transformation and information technology (IT) perspectives. Project implementation phase is the most vulnerable to failure. The case study results reveal that the effect of other projects on on-going ERP project, management of overall IT architecture and non-availability of resources for organizational transformation are most critical from likelihood and impact perspectives. Managing risk across various phases of project and equal emphasize to effective project management, organizational transformation and IT adoption are the key to success in ERP implementation. Practical implications – The risk factors, which were identified using literature review and the case study, have great significance as mitigating measures of those risks may result successful implementation of ERP projects in the industry. Additionally, proposed risk management framework could be customized to implement ERP projects elsewhere. Originality/value – ERP projects are risky as they are capital intensive, technically complex, and call for organizational transformation. There are both success and failure stories. However, both researchers and practitioners agree, that if it can be implemented and operated successfully and benefits should be achievable. Although there are many studies on ERP implementation, little has been discussed on managing risks of ERP projects. Therefore, this paper bridges the gap.

Enterprise Resource Planning (ERP) projects are strategic and capital intensive, so failure may be costly and even cause bankruptcy of companies. Previous studies have proposed ways for improving implementation, but they are mostly generic and follow standardized project management practices as specified in various standards (e.g. the “project management body of knowledge” of the Project Management Institute). Because ERP is interdisciplinary (involving change management, project management and information technology management), it warrants a customized approach to managing risks throughout the life cycle of implementation and operation. Through a practical case study, this paper demonstrates a qualitative, user friendly approach to ERP project risk management. Firstly, through a literature review it identifies various risk factors in ERP implementation. Secondly, the risk management practices of a UK-based multinational consulting company in one of its clients are evaluated. The risk factors from the case study organization and literature are then compared and discussed.

OBJECTIVE: Various support measures useful for promoting joint change approaches to the improvement of both shiftworking arrangements and safety and health management systems were reviewed. A particular focus was placed on enterprise-level risk reduction measures linking working hours and management systems. METHODS: Voluntary industry-based guidelines on night and shift work for department stores and the chemical, automobile and electrical equipment industries were examined. Survey results that had led to the compilation of practicable measures to be included in these guidelines were also examined. The common support measures were then compared with ergonomic checkpoints for plant maintenance work involving irregular nightshifts. On the basis of this analysis, a new night and shift work checklist was designed. RESULTS: Both the guidelines and the plant maintenance work checkpoints were found to commonly cover multiple issues including work schedules and various job-related risks. This close link between shiftwork arrangements and risk management was important as shiftworkers in these industries considered teamwork and welfare services to be essential for managing risks associated with night and shift work. Four areas found suitable for participatory improvement by managers and workers were work schedules, ergonomic work tasks, work environment and training. The checklist designed to facilitate participatory change processes covered all these areas. CONCLUSIONS: The checklist developed to describe feasible workplace actions was suitable for integration with comprehensive safety and health management systems and offered valuable opportunities for improving working time arrangements and job content together.

International businesses bring with them additional negotiation complexities and extra risks, thus calling for negotiation integrative solutions and additional legal protection. The recent economic crisis forced, companies, including SMEs, to look for international markets and face these additional complexities and issues. In the search for a practical and simplified solution, to serve less sophisticated companies, this paper brings insights from the negotiation literature to a specific legal issue. Specifically, I investigate the negotiation and use of contingent agreements as a tool for facilitating the negotiation process and managing risk in international deals. Looking into an international sale of goods from Portugal to Brazil, this paper proposes the structuring of two contingent contracts related to two category of products in order to demonstrate the potential benefits of some of its relevant features, specifically the creation of incentives and identification and allocation of future risks. In general, the structuring of contingent agreements is likely to provide positive results in mitigating the issues of lack of trust and dealing with the additional risks derived from international deals, therefore facilitating and improving the overall quality of the deal.

Ulkoistaminen on tunnettu jo pitkään yritysten keinona kehittää toimintaa tehokkaammaksi. Ulkoistamalla yrityksen toimintoja saadaan siirrettyä resursseja yrityksen sisällä tukitoiminnoilta enemmän ydinliiketoiminnan pariin ja lisäksi päästään hyötymään palveluntarjoajan skaalaeduista. Yritykset ovat alkaneet hakea tehokkuutta myös ulkoistamalla taloushallintoa ja keskittymällä näin enemmän strategiaa ja ydinliiketoimintaa tukeviin tehtäviin. Taloushallinnon ulkoistamisesta on tullut mahdollisuus kaiken kokoisille yrityksille ja ulkoistuspalveluiden suosio on ollut kasvussa viime vuosina. Taloushallinnon ulkoistamisesta on noussut keskeinen trendi yritysten sopeutuessa kasvavaan kilpailuun ja yhteiskunnan muutoksiin. Taloushallinnon ulkoistuspalvelujen tarjonta on kasvanut merkittävästi ja tilitoimisto alalla on tapahtunut paljon ketjuntumista muodostaen suuriakin yhtiöitä. Tämän kandidaatintutkielman tarkoituksena on tarkastella taloushallinnon ulkoistamista suomalaisissa pk-yrityksissä ja lisätä aiempaan tehtyyn tutkimukseen nähden ymmärrystä ja tietoa taloushallinnon ulkoistamiseen liittyvistä riskeistä ja riskienhallinnasta. Tutkielmassa otetaan huomioon sekä ulkoistajien, että palveluntarjoajien näkökulmia ja hahmotetaan ulkoistamisprosessin tyypillistä kulkua pk-yrityksissä. Kirjallisuuskatsauksen ja empiirisen tutkimuksen avulla tutkittiin taloushallinnon ulkoistamista ja päästiin siihen tulokseen, että riskienhallinta on otettu huomioon monin eri tavoin pk-yrityksissä. Pk-yrityksillä ei kuitenkaan usein ole kirjallista strategiaa tai kokonaissuunnitelmaa riskienhallinnalle. Riskejä hallitaan muun muassa sopimuksilla, vastuuvakuutuksilla, vaitiolovelvollisuudella, koulutuksella ja kommunikaatiolla. Pk-yritysten ulkoistamisprosessi noudatti vaiheita, jotka ovat valmistelu, palveluntarjoajan valinta, siirtyminen, yhteistyön hallinta sekä uudelleenkäsittely.

Este documento se centra en la presentación de información y análisis de la misma a la hora de establecer la manera en que empresas del sector de extracción de gas natural y generación de energía a base de dicho recurso, toman decisiones en cuanto a inversión, centrándose en la lógica que usan a la hora de emprender este proceso. Esto debido a la constante necesidad de establecer procesos que permitan tomar decisiones más acertadas, incluyendo todas las herramientas posibles para tal fin. La lógica es una de estas herramientas, pues permite encadenar factores con el fin de obtener resultados positivos. Por tal razón, se hace importante conocer el uso de esta herramienta, teniendo en cuentas de qué manera y en que contextos es usada. Con el fin de tener una mayor orientación, este estudio estará centrado en un sector específico, el cual es el de la extracción de petróleo y gas natural. Lo anterior entendiendo la necesidad existente de fundamentación teórica que permita establecer de manera clara la forma apropiada de tomar decisiones en un sector tan diverso y complejo como lo es el mencionado. El contexto empresarial actual exige una visión global, no basada en la lógica lineal causal que hoy se tiene como referencia. El sector de extracción de petróleo y gas natural es un ejemplo particular en cuanto a la manera en cuanto se toman decisiones en inversión, puesto que en su mayoría son empresas de capital intensivo, las cuales mantienen un flujo elevado de recursos monetarios.

Este artigo problematiza o acontecimento risco, em uma vertente histórica e política. Apresenta um panorama do debate sobre esta categoria analítica, desnaturalizando-a. Em uma segunda parte do texto, busca-se tecer uma descrição de como o acontecimento risco entrou em cena na política de proteção às crianças e aos jovens como modo estratégico de defesa social e prevenção. Em seguida, analisa-se como a gestão de riscos é materializada em práticas de conselheiros tutelares no Brasil, após a aprovação do Estatuto da Criança e do Adolescente. O conselho tutelar se torna um órgão central de gerência dos desvios em nome da proteção integral. Conclui-se que gerir riscos implica governar condutas a partir da lógica da sociedade de segurança.

Assessing and managing risks relating to the consumption of food stuffs for humans and to the environment has been one of the most complex legal issues in WTO law, ever since the Agreement on Sanitary and Phytosanitary Measures was adopted at the end of the Uruguay Round and entered into force in 1995. The problem was expounded in a number of cases. Panels and the Appellate Body adopted different philosophies in interpreting the agreement and the basic concept of risk assessment as defined in Annex A para. 4 of the Agreement. Risk assessment entails fundamental question on law and science. Different interpretations reflect different underlying perceptions of science and its relationship to the law. The present thesis supported by the Swiss National Research Foundation undertakes an in-depth analysis of these underlying perceptions. The author expounds the essence and differences of positivism and relativism in philosophy and natural sciences. He clarifies the relationship of fundamental concepts such as risk, hazards and probability. This investigation is a remarkable effort on the part of lawyer keen to learn more about the fundamentals based upon which the law – often unconsciously – is operated by the legal profession and the trade community. Based upon these insights, he turns to a critical assessment of jurisprudence both of panels and the Appellate Body. Extensively referring and discussing the literature, he deconstructs findings and decisions in light of implied and assumed underlying philosophies and perceptions as to the relationship of law and science, in particular in the field of food standards. Finding that both positivism and relativism does not provide adequate answers, the author turns critical rationalism and applies the methodologies of falsification developed by Karl R. Popper. Critical rationalism allows combining discourse in science and law and helps preparing the ground for a new approach to risk assessment and risk management. Linking the problem to the doctrine of multilevel governance the author develops a theory allocating risk assessment to international for a while leaving the matter of risk management to national and democratically accountable government. While the author throughout the thesis questions the possibility of separating risk assessment and risk management, the thesis offers new avenues which may assist in structuring a complex and difficult problem

As subsidiárias de corporações multinacionais sofrem pressões do ambiente interno e externo. Internamente competem por recursos e reconhecimento da matriz, externamente precisam se preocupar com os concorrentes e demais forças do mercado, de maneira que para desenvolver-se a subsidiária deve explorar as oportunidades de mercado e mostrar o potencial empreendedor que possui. Essas oportunidades podem estar num produto ou processo novo ou substancialmente aprimorado no qual a subsidiária teve o auxílio de um parceiro da rede em que está inserida. Particularmente, essa pesquisa analisa as inovações desenvolvidas localmente (dentro do país hospedeiro) através das subsidiárias instaladas no país, essas inovações são passíveis de serem transferidas para as suas matrizes e então utilizadas pelas demais subsidiárias espalhadas pelo mundo, tornando-se inovações globais. O foco principal deste estudo está em compreender a influência do empreendedorismo e das redes de empresas sobre o desenvolvimento e transferência dessas inovações. Para tanto, o presente estudo analisa uma amostra de 172 subsidiárias estrangeiras que operam no Brasil, a qual foi modelada utilizando-se a técnica de equações estruturais para o teste das hipóteses, mensuração do efeito mediador e comparação multigrupos visando avaliar o efeito moderador referente ao porte das subsidiárias. Os resultados sugerem que o empreendedorismo da subsidiária exerce influência significativa sobre o desenvolvimento das parcerias e consequente enraizamento da subsidiária na rede de empresas do mercado emergente, esse enraizamento na rede é um fator determinante para o desenvolvimento de inovações na subsidiária as quais podem ser transferidas para a matriz e então tornarem-se inovações globais. A partir desses resultados, a pesquisa contribui para um maior entendimento dos direcionadores de inovação nas subsidiárias e aprofunda a discussão sobre o desenvolvimento de inovações globais, particularmente àquelas provenientes de mercados emergentes.

Time, cost and quality achievements on large-scale construction projects are uncertain because of technological constraints, involvement of many stakeholders, long durations, large capital requirements and improper scope definitions. Projects that are exposed to such an uncertain environment can effectively be managed with the application of risk management throughout the project life cycle. Risk is by nature subjective. However, managing risk subjectively poses the danger of non-achievement of project goals. Moreover, risk analysis of the overall project also poses the danger of developing inappropriate responses. This article demonstrates a quantitative approach to construction risk management through an analytic hierarchy process (AHP) and decision tree analysis. The entire project is classified to form a few work packages. With the involvement of project stakeholders, risky work packages are identified. As all the risk factors are identified, their effects are quantified by determining probability (using AHP) and severity (guess estimate). Various alternative responses are generated, listing the cost implications of mitigating the quantified risks. The expected monetary values are derived for each alternative in a decision tree framework and subsequent probability analysis helps to make the right decision in managing risks. In this article, the entire methodology is explained by using a case application of a cross-country petroleum pipeline project in India. The case study demonstrates the project management effectiveness of using AHP and DTA.
