Performance evaluation increasingly assumes a more important role in any organizational environment. In the transport area, the drivers are the company’s image and for this reason it is important to develop and increase their performance and commitment to the company goals. This evaluation can be used to motivate driver to improve their performance and to discover training needs. This work aims to create a performance appraisal evaluation model of the drivers based on the multi-criteria decision aid methodology. The MMASSI (Multicriteria Methodology to Support Selection of Information Systems) methodology was adapted by using a template supporting the evaluation according to the freight transportation company in study. The evaluation process involved all drivers (collaborators being evaluated), their supervisors and the company management. The final output is a ranking of the drivers, based on their performance, for each one of the scenarios used.

In the trucking industry, drivers are the company's image and for this reason it is important to develop and increase their performance and commitment to the company's goals. This paper aims to create a performance appraisal model for trucking drivers, based on a multi-criteria decision aid methodology. The PROMETHEE and MMASSI methodologies were adapted using the criteria used for performance appraisal by the trucking company studied. The appraisal involved all the truck drivers, their supervisors and the company's Managing Director. The final output is a ranking of the drivers, based on their performance, for each one of the scenarios used. The results are to be used as a decision-making tool to allocate drivers to the domestic haul service.

Este trabalho busca avaliar, com suporte da metodologia MCDA - análise de decisão multicritério, os terminais de contêineres brasileiros quanto a suas potencialidades como vetores de crescimento sustentado da economia, no médio e longo prazo, para priorização de investimentos públicos e privados. O trabalho se consubstancia em um levantamento bibliográfico do tema decisório, que lhe serve de base, seguido de um estudo do tema portuário, a fim de levantar os fatores que tornam viável o florescimento e desenvolvimento de um sítio portuário, além de buscar tendências do setor de contêineres no Brasil. Após estas etapas, foi desenvolvido uma modelagem para o problema de avaliação dos terminais, com ajuda do software Expert Choice. Os resultados obtidos apontam para uma alteração sensível de paradigma no panorama portuário nacional em um cenário futuro. Portos que hoje se localizam na parte superior da lista de movimentação de contêineres, à frente nas estatísticas, podem não ter para onde se expandir, enquanto outros, que se encontram menos pujantes, podem florescer nas próximas décadas, devido às características de cada sítio portuário. As mais relevantes foram selecionadas como critérios do modelo desenvolvido, são eles: águas abrigadas, retroáreas, acessos terrestres e marítimos, equacionamento de questões ambientais, localização estratégica, vocação regional, extensão de cais e áreas de expansão. Entre as conclusões deste estudo, pode-se citar: 1 - O Porto de Santos, tradicional líder do ranking nacional em movimentação de contêineres, deve se manter entre os primeiros, graças à sua proximidade com o principal centro econômico e industrial nacional, a região da grande São Paulo, embora esteja com sua capacidade perto do limite operacional, conta com áreas de expansão, como o projeto Barnabé-Bagres. 2 - Outro porto que se destacou na classificação final foi o de Itaguaí, já hoje com movimentação crescente e enorme potencial de crescimento na área de contêineres. Possui excelente condição de águas abrigadas, boa localização estratégica, entre Rio de Janeiro e São Paulo, dois pólos econômicos fortes, com influência decisiva no cenário nacional, e que dispõe de consistente plano de expansão, especialmente relacionado ao aumento de contêineres.

The Pridneprovsky Chemical Plant was one of the largest uranium processing enterprises in the former USSR, producing a huge amount of uranium residues. The Zapadnoe tailings site contains most of these residues. We propose a theoretical framework based on multicriteria decision analysis and fuzzy logic to analyze different remediation alternatives for the Zapadnoe tailings, which simultaneously accounts for potentially conflicting economic, social and environmental objectives. We build an objective hierarchy that includes all the relevant aspects. Fuzzy rather than precise values are proposed for use to evaluate remediation alternatives against the different criteria and to quantify preferences, such as the weights representing the relative importance of criteria identified in the objective hierarchy. Finally, we suggest that remediation alternatives should be evaluated by means of a fuzzy additive multi-attribute utility function and ranked on the basis of the respective trapezoidal fuzzy number representing their overall utility.

O sucesso da aplicação de técnicas de Análise das Decisões como apoio em problemas com um único objetivo predominante abriu caminho para estudos de problemas mais ambiciosos como os de decisões com multicritérios e decisões e de grupo (estes dois tipos utilizam metodologias muito semelhantes). Como evolução natural da Análise das Decisões, resultou a metodologia MAUT (Multi-Attribute Utility Theory). Seu rigorismo teórico torna as aplicações difíceis para um analista menos preparado. Como conseqüência, surgiu a metodologia AHP (Analytic Hierarchy Process) de utilização extremamente simples. A crítica ao AHP veio da escola européia que criou uma série de métodos conhecidos pela abreviação comum: MCDA (Multicriteria Decision Aid).

Este artigo apresenta e discute o emprego da Metodologia Multicritério de Apoio à Decisão - Construtivista (MCDA-C) na avaliação de programas de capacitação desenvolvidos na administração pública, por meio de sua aplicação em um estudo de caso na Polícia Militar de Santa Catarina, especificamente, na avaliação do processo de capacitação dos policiais militares instrutores do Programa Educacional de Resistência às Drogas (Proerd). No que diz respeito ao enquadramento metodológico, este trabalho, quanto à natureza do objetivo, é exploratório, e pela natureza do artigo, prático. A lógica de pesquisa foi indutiva e a coleta de dados utilizou dados primários, obtidos por meio de entrevistas semiestruturadas com os gestores do programa. Já a abordagem do problema se deu de forma quali-quantitativa. Esta pesquisa é aplicada, e o principal procedimento técnico utilizado foi o estudo de caso. Como resultados, o modelo construído, com 62 critérios de avaliação, permitiu apurar que o processo de capacitação do Proerd alcançou 69 pontos na avaliação global, além de evidenciar as principais preocupações dos decisores em relação ao programa de treinamento e o quanto cada um desses fatores contribui para o sucesso da capacitação, individual e globalmente, revelando, ainda, como gerenciar as oportunidades de aperfeiçoamento criadas.

Multi-criteria decision analysis(MCDA) has been one of the fastest-growing areas of operations research during the last decades. The academic attention devoted to MCDA motivated the development of a great variety of approaches and methods within the field. These methods distinguish themselves in terms of procedures, theoretical assumptions and type of decision addressed. This diversity poses challenges to the process of selecting the most suited method for a specific real-world decision problem. In this paper we present a case study in a real-world decision problem arising in the painting sector of an automobile plant. We tackle the problem by resorting to the well-known AHP method and to the MCDA method proposed by Pereira and Fontes (2012) (MMASSI). By relying on two, rather than one, MCDA methods we expect to improve the confidence and robustness of the obtained results. The contributions of this paper are twofold: first, we intend to investigate the contrasts and similarities of the results obtained by distinct MCDA approaches (AHP and MMASSI); secondly, we expect to enrich the literature of the field with a real-world MCDA case study on a complex decision making problem since there is a paucity of applied research work addressing real decision problems faced by organizations.

The painting activity is one of the most complex and important activities in automobile manufacturing. The inherent complexity of the painting activity and the frequent need for repainting usually turn the painting process into a bottleneck in automobile assembly plants, which is reflected in higher operating costs and longer overall cycle times. One possible approach for optimizing the performance of the paint shop is to improve the efficiency of the color planning. This can be accomplished by evaluating the relative merits of a set of vehicle painting plans. Since this problem has a multicriteria nature, we resort to the multicriteria decision analysis (MCDA) methodology to tackle it. A recent trend in the MCDA field is the development of hybrid approaches that are used to achieve operational synergies between different methods. Here we apply, for the first time, an integrated approach that combines the strengths of the analytic hierarchy process (AHP) and the Preference Ranking Organization METHod for Enrichment Evaluations (PROMETHEE), aided by Geometrical Analysis for Interactive Aid (GAIA), to the problem of assessing alternative vehicle painting plans. The management of the assembly plant found the results of value and is currently using them in order to schedule the painting activities such that an enhancement of the operational efficiency of the paint shop is obtained. This efficiency gain has allowed the management to bid for a new automobile model to be assembled at this specific plant.
