Agenda 21, the 40-chapter action plan, agreed to by all nations participating in the 1992 Earth Summit represents an ambitious effort to provide policy guidance across the entire spectrum of environment, development, and social issues confronting mankind. In the area of oceans and coasts (Chapter 17 of Agenda 21), the Earth Summit underscored that the management of oceans and coasts should be ‘integrated in content and anticipatory in ambit.’ To assist those responsible for implementing the Earth Summit guidelines on ocean and coastal management, this article first reviews the fundamental shift in paradigm reflected in the Earth Summit agreements as well as the specific recommendations contained in Chapter 17. Next, the article examines the central concept of ‘integrated management,’ noting both its importance and its limits. A general or ‘synthesis’ model of ‘integrated coastal management’ is then presented, addressing such questions as management goals, what is being managed, where, how, and by whom. In a concluding section, methods are proposed whereby the general or ‘synthesis model’ can be tailored to diverse national contexts, involving varying physical, socio-economic, and political conditions.

The objective of this study was to address the importance of implementing Coastal and Marine Protected Areas in Brazil and to examine their distribution, based on the delimitation of Large Marine Ecosystems. Out of a total of 336 protected areas identified in Brazilian coastal and marine areas, the North Platform has the largest protected area, but the ecosystem with the largest number of protected area, predominantly sustainable areas, was the East Coast followed by the South Platform. One of the reasons the eastern coast of Brazil to have more protected areas is the fact that there is a largest amount of coral reefs. Additionally there was political opportunities for the creation of protected areas for sustainable use. The coastal region of Brazil has achieved the goal proposed by the Seventh Conference of the Parties to the Convention on Biological Diversity - 7, but only then through the category V of the International Union for Conservation of Nature, which is not the best efficient means of conserving resources. The goal for marine conservation shows only the area above the recommended under protection in North Platform. The Marine portion of the East Coast and the South Platform has few protected areas, regardless of category management. We consider the coastal region the range of 12 nautical miles from baselines determined in accordance with the United Nations Convention on the Law of the Sea. As for the number of strategies permitted by law and used for the conservation of coastal and marine systems, coastal systems show a higher number when compared with the marine system. We suggest that the Brazilian government should specify strategies for the protection of marine systems and expand the protected areas of all Large Marine Ecosystems. © 2013 Elsevier Ltd.

The National Marine Sanctuaries Act (16 U.S.C. 1431, as amended) gives the Secretary of Commerce the authority to designate discrete areas of the marine environment as National Marine Sanctuaries and provides the authority to promulgate regulations to provide for the conservation and management of these marine areas. The waters of the Outer Washington Coast were recognized for their high natural resource and human use values and placed on the National Marine Sanctuary Program Site Evaluation List in 1983. In 1988, Congress directed NOAA to designate the Olympic Coast National Marine Sanctuary (Pub. L. 100-627). The Sanctuary, designated in May 1994, worked with the U.S. Coast Guard to request the International Maritime Organization designate an Area to be Avoided (ATBA) on the Olympic Coast. The IMO defines an ATBA as "a routeing measure comprising an area within defined limits in which either navigation is particularly hazardous or it is exceptionally important to avoid casualties and which should be avoided by all ships, or certain classes of ships" (IMO, 1991). This ATBA was adopted in December 1994 by the Maritime Safety Committee of the IMO, “in order to reduce the risk of marine casualty and resulting pollution and damage to the environment of the Olympic Coast National Marine Sanctuary”, (IMO, 1994). The ATBA went into effect in June 1995 and advises operators of vessels carrying petroleum and/or hazardous materials to maintain a 25-mile buffer from the coast. Since that time, Olympic Coast National Marine Sanctuary (OCNMS) has created an education and monitoring program with the goal of ensuring the successful implementation of the ATBA. The Sanctuary enlisted the aid of the U.S. and Canadian coast guards, and the marine industry to educate mariners about the ATBA and to use existing radar data to monitor compliance. Sanctuary monitoring efforts have targeted education on tank vessels observed transiting the ATBA. OCNMS's monitoring efforts allow quantitative evaluation of this voluntary measure. Finally, the tools developed to monitor the ATBA are also used for the more general purpose of monitoring vessel traffic within the Sanctuary. While the Olympic Coast National Marine Sanctuary does not currently regulate vessel traffic, such regulations are within the scope of the Sanctuary’s Final Environmental Impact Statement/Management Plan. Sanctuary staff participate in ongoing maritime and environmental safety initiatives and continually seek opportunities to mitigate risks from marine shipping.(PDF contains 44 pages.)

Stomach contents of 110 franciscanas (Pontoporia blainvillei), from northern Argentina were analysed in order to improve our knowledge about the feeding habits of this species and to better characterise the lactation period. The samples included calves, juveniles and adults of both sexes. Evidence of predation by franciscanas is seen at a very young age (2.5-3 months), with a transition diet composed by both milk and solid food, mainly represented by crustaceans. Weaning seems to begin by April, when franciscanas are about 6-7 months old. Franciscanas inhabiting two different habitats were analysed in this study: a brackish water estuary and an adjacent marine coastal system. The diet of Pontoporia blainvillei in northern Argentina was composed by a total of 26 prey species: 20 teleosts, 4 crustaceans and 2 cephalopods. Based on the Index of Relative Importance (IRI) the main prey species were Cynoscion guatucupa, Micropogonias furnieri, Loligo sanpaulensis and Urophycis brasiliensis. Estuarine franciscanas preyed mainly on Micropogonias furnieri (dominant species), Cynoscion guatucupa, Odonthestes argentinensis and Macrodon ancylodon, while dolphins from marine areas preyed mainly on Cynoscion guatucupa (dominant species), Loligo sanpaulensis and Urophycis brasiliensis. Our results confirm that franciscanas prey mainly on juvenile fish (< 8cm) and small loliginid squids, in close agreement with previous results obtained in southern Brazil and Uruguay. Qualitative and quantitative differences observed in the diet of dolphins from each habitat emphasise the need to discriminate between samples from different habitats and environmental parameters. SPANISH: Se analizaron 110 contenidos estomacales de franciscanas (Pontoporia blainvillei) provenientes de la costa norte de Argentina, para extender en conocimiento sobre su dieta y caracterizar la lactancia. Las muestras incluyeron cachorros, juveniles y adultos de ambos sexos. Las primeras etapas de predación se inician a muy temprana edad (2,5-3 meses), presentando una dieta de transición compuesta tanto por leche como por presas sólidas, principalmente crustáceos; el destete se iniciaría a partir de abril, a una edad estimada entre 6 y 7 meses. Las franciscanas estudiadas provienen de dos habitats diferentes: un área estuarial de baja salinidad y la region marina adyacente. La dieta de Pontoporia blainvillei de Argentina estuvo compuesta por un total de 26 especies: 20 teleósteos, 4 crustáceos y 2 cefalópodos. Basados en el Indice de Importancia Relativa (IIR), las presas más importantes fueron Cynoscion guatucupa, Micropogonias furnieri, Loligo sanpaulensis y Urophycis brasiliensis. Las franciscanas provenientes del área estuarial predaron principalmente sobre Micropogonias furnieri (especie dominante), Cynoscion guatucupa, Odonthestes argentinensis y Macrodon ancylodon, mientras que los delfines marinos predaron sobre Cynoscion guatucupa (especie dominante), Loligo sanpaulensis y Urophycis brasiliensis. Nuestros resultados confirman que la franciscana preda sobre peces juveniles (< 8cm) y pequeños calamares Loliginidae, coincidiendo con resultados previos obtenidos en el sur del Brasil y Uruguay. Las diferencias cualitativas y cuantitativas observadas en la dieta de cada uno de las áreas analizadas, nos sugieren que los futuros estudios sobre ecología trófica de la franciscana deberían discriminarse de acuerdo al origen de los ejemplares y a la tipificación del ambiente.

Since the 1940s, portions of the Island of Vieques, Puerto Rico have been used by the United States Navy (USN) as an ammunition support detachment and bombing and maneuver training range. In April 2001, the USN began phasing out military activities on the island and transferring military property to the U.S. Department of the Interior, the Municipality of Vieques, and the Puerto Rico Conservation Trust. A small number of studies have been commissioned by the USN in the past few decades to assess selected components of the coral reef ecosystem surrounding the island; however, these studies were generally of limited geographic scope and short duration. The National Oceanic and Atmospheric Administration’s (NOAA) National Centers for Coastal Ocean Science (NCCOS), in consultation with NOAA’s Office of Response and Restoration (OR&R) and other local and regional experts, conducted a more comprehensive characterization of coral reef ecosystems, contaminants, and nutrient distribution patterns around Vieques. This work was conducted using many of the same protocols as ongoing monitoring work underway elsewhere in the U.S. Caribbean and has enabled comparisons among coral reef ecosystems in Vieques and other locations in the region. This characterization of Vieques’ marine ecosystems consists of a two part series. First, available information on reefs, fish, birds, seagrasses, turtles, mangroves, climate, geology, currents, and human uses from previous studies was gathered and integrated into a single document comprising Part I of this two part series (Bauer et al. 2008). For Part II of the series, presented in this document, new field studies were conducted to fill data gaps identified in previous studies, to provide an island-wide characterization, and to establish baseline values for the distribution of habitats, nutrients, contaminants, fish, and benthic communities. An important objective underlying this suite of studies was to quantify any differences in the marine areas adjacent to the former and current land-use zoning around Vieques. Specifically of interest was the possibility that either Naval (e.g., practice bombing, munitions storage) or civilian activities (e.g., sewage pollutants, overfishing) could have a negative impact on adjacent marine resources. Measuring conditions at this time and so recently after the land transfer was essential because present conditions are likely to be reflective of past land-use practices. In addition, the assessment will establish benchmark conditions that can be influenced by the potentially dramatic future changes in land-use practices as Vieques considers its development. This report is organized into seven chapters that represent a suite of interrelated studies. Chapter 1 provides a short introduction to the island setting, the former and current land-use zoning, and how the land zoning was used to spatially stratify much of the sampling. Chapter 2 is focused on benthic mapping and provides the methods, accuracy assessment, and results of newly created benthic maps for Vieques. Chapter 3 presents the results of new surveys of fish, marine debris, and reef communities on hardbottom habitats around the island. Chapter 4 presents results of flora and fauna surveys in selected bays and lagoons. Chapter 5 examines the distribution of nutrients in lagoons, inshore, and offshore waters around the island. Chapter 6 is focused on the distribution of chemical contaminants in sediments and corals. Chapter 7 is a brief summary discussion that highlights key findings of the entire suite of studies.

Caribbean policymakers are faced with special challenges from climate change and these are related to the uncertainties inherent in future climate projections and the complex linkages among climate change, physical and biological systems and socioeconomic sectors. The impacts of climate change threaten development in the Caribbean and may well erode previous gains in development as evidenced by the increased incidence of climate migrants internationally. This brief which is based on a recent study conducted by the Economic Commission for Latin America and the Caribbean (LC/CAR/L.395)1 provides a synthesis of the assessment of the economic and social impacts of climate change on the coastal and marine sector in the Caribbean which were undertaken. It provides Caribbean policymakers with cutting-edge information on the region’s vulnerability and encourages the development of adaptation strategies informed by both local experience and expert knowledge. It proceeds from an acknowledgement that the unique combination of natural resources, ecosystems, economic activities, and human population settlements of the Caribbean will not be immune to the impacts of climate change, and local communities, countries and the subregion as a whole need to plan for, and adapt to, these effects. Climate and extreme weather hazards related to the coastal and marine sector encompass the distinct but related factors of sea level rise, increasing coastal water temperatures, tropical storms and hurricanes. Potential vulnerabilities for coastal zones include increased shoreline erosion leading to alteration of the coastline, loss of coastal wetlands, and changes in the abundance and diversity of fish and other marine populations. The study examines four key themes in the analysis: climate, vulnerability, economic and social costs associated with climate change impacts, and adaptive measures.

Large marine areas and regional seas present a challenge in terms of management. They are often bordered by numerous maritime jurisdictions; with multi-use and multi-sector environments; involving varying governance arrangements; and generation of sufficient levels of data to best inform decision-makers. Marine management at the regional scale involves a range of mechanisms and approaches to ensure all relevant stakeholders have an opportunity to engage in the process; and these approaches can differ in their legal and regulatory conditions. At present, no such comparable structures exist at the transnational level for the ecosystem-based management of the Celtic Sea. Against this backdrop, a participative process, involving representatives from differing sectors of activity in the Celtic Sea spanning four Member States, was established for the purpose of identifying realistic and meaningful management principles in line with the goals of the Marine Strategy Framework Directive.

The Baltic Sea is one of the most eutrophic marine areas in the world. The role of nitrogen as a eutrophicating nutrient in the Baltic Sea has remained controversial, due to lack of understanding of nitrogen cycling in the area. We investigated the seasonal variation in sediment nitrification, denitrification, anaerobic ammonium oxidation (anammox), and dissimilatory nitrate reduction to ammonium (DNRA) at two coastal sites in the Gulf of Finland. In addition to the in situ rates, we assessed the potential for these processes in different seasons. The nitrification and nitrogen removal processes were maximal during the warm summer months, when the sediment organic content was highest. In colder seasons, the in situ rates of the nitrification and nitrate reduction processes decreased, but the potential for nitrification remained equal to or higher than that during the warm months. The denitrification and nitrification rates were usually higher in the accumulation basin, where the organic content of the sediment was higher, but the transportation area, despite lower denitrification rates and potential, typically had higher potential for nitrification than the accumulation basin. Anammox and DNRA were not significant nitrate sinks in any of the seasons sampled. The results also show that the denitrification rates in the coastal Gulf of Finland sediment have decreased, and that benthic denitrification might be a less important sink for fixed nitrogen than previously assumed.

Since 1999, NOAA’s Biogeography Branch of the Center for Coastal Monitoring and Assessment (CCMA-BB) has been working with federal and territorial partners to characterize, monitor, and assess the status of the marine environment around northeastern St. Croix, U.S. Virgin Islands. This effort is part of the broader NOAA Coral Reef Conservation Program’s (CRCP) National Coral Reef Ecosystem Monitoring Program (NCREMP). With support from CRCP’s NCREMP, CCMA conducts the “Caribbean Coral Reef Ecosystem Monitoring project” (CREM) with goals to: (1) spatially characterize and monitor the distribution, abundance, and size of marine fauna associated with shallow water coral reef seascapes (mosaics of coral reefs, seagrasses, sand and mangroves); (2) relate this information to in situ fine-scale habitat data and the spatial distribution and diversity of habitat types using benthic habitat maps; (3) use this information to establish the knowledge base necessary for enacting management decisions in a spatial setting; (4) establish the efficacy of those management decisions; and (5) develop data collection and data management protocols. The monitoring effort in northeastern St. Croix was conducted through partnerships with the National Park Service (NPS) and the Virgin Islands Department of Planning and Natural Resources (VI-DPNR). The geographical focal point of the research is Buck Island Reef National Monument (BIRNM), a protected area originally established in 1961 and greatly expanded in 2001; however, the work also encompassed a large portion of the recently created St. Croix East End Marine Park (EEMP). Project funding is primarily provided by NOAA CRCP, CCMA and NPS. In recent decades, scientific and non-scientific observations have indicated that the structure and function of the coral reef ecosystem around northeastern St. Croix have been adversely impacted by a wide range of environmental stressors. The major stressors have included the mass Diadema die off in the early 1980s, a series of hurricanes beginning with Hurricane Hugo in 1989, overfishing, mass mortality of Acropora corals due to disease and several coral bleaching events, with the most severe mass bleaching episode in 2005. The area is also an important recreational resource supporting boating, snorkeling, diving and other water based activities. With so many potential threats to the marine ecosystem and a dramatic change in management strategy in 2003 when the park’s Interim Regulations (Presidential Proclamation No. 7392) established BIRNM as one of the first fully protected marine areas in NPS system, it became critical to identify existing marine fauna and their spatial distributions and temporal dynamics. This provides ecologically meaningful data to assess ecosystem condition, support decision making in spatial planning (including the evaluation of efficacy of current management strategies) and determine future information needs. The ultimate goal of the work is to better understand the coral reef ecosystems and to provide information toward protecting and enhancing coral reef ecosystems for the benefit of the system itself and to sustain the many goods and services that it offers society. This Technical Memorandum contains analysis of the first six years of fish survey data (2001-2006) and associated characterization of the benthos (1999-2006). The primary objectives were to quantify changes in fish species and assemblage diversity, abundance, biomass and size structure and to provide spatially explicit information on the distribution of key species or groups of species and to compare community structure inside (protected) versus outside (fished) areas of BIRNM. The overall purpose of this project was to collect available information on the characteristics of essential fish habitats in protected and non-protected marine areas around the islands of Puerto Rico. Specifically, this project compiled historical information on benthic habitats and the status of marine resources into a Geographic Information System (GIS) by digitizing paper copies of existing marine geologic maps that were developed for the Caribbean Fishery Management Council (CFMC) for areas around the Commonwealth of Puerto Rico. In addition, information on benthic habitat types, Essential Fish Habitat (EFH) requirements, and fishing and non-fishing impacts to marine resources were compiled for two priority areas: La Parguera and Vieques. The information obtained will help to characterize and select habitats for future monitoring of impacts of fishing and non-fishing activities and to develop management recommendations for conservation of important marine habitats. The project focused specifically on areas identified as priorities for conservation by the Puerto Rico Department of Natural and Environmental Resources (DNER) and the Local Action Strategy Overfishing Group.

Analysis using historical data on the phosphate sources in Changjiang (Yangtze River) estuary show that phosphate was supplied equally from the east, south, west and north of the estuary. These sources include the Changjiang River, the Taiwan Warm Current (TWC), a cyclone-type eddy, and the 32A degrees N Upwelling, supplying different phosphates in different times, ways and intensities. The magnitude of their supplying phosphate concentration was related with the size in the order of the Changjiang River < the TWC < the 32A degrees N Upwelling < the cyclone-type eddy, and the duration of the supplying was: the Changjiang River > the TWC > the cyclone-type eddy > the 32A degrees N Upwelling. The four sources supplied a great deal of phosphate so that the phosphate concentration in the estuary was kept above 0.2 mu mol/L in previous years, satisfying the phytoplankton growth. The horizontal and vertical distribution of the phosphate concentration showed that near shallow marine areas at 122A degrees E/31A degrees N, the TWC in low nutrient concentration became an upwelling through sea bottom and brought up nutrients from sea bottom to marine surface. In addition, horizontal distribution of phosphate concentration was consistent with that of algae: Rhizosolenia robusta, Rhizosolenia calcaravis and Skeletonema, which showed that no matter during high water or low water of Changjiang River, these species brought by the TWC became predominant species. Therefore, the authors believe that the TWC flowed from south to north along the coast and played a role in deflecting the Changjiang River flow from the southern side.

The Channel Catchments Cluster (3C) aims to capitalise on outputs from some of the recent projects funded through the INTERREG IVa France (Channel) England programme. The river catchment basins draining into the Channel region drain an area of 137,000km2 and support a human population of over 19M. Throughout history, these catchments, rivers and estuaries have been centres of habitation, developed through commerce and industry, providing transport links to hinterland areas. These catchments also provide drinking water and food through provision of agriculture, fisheries and aquaculture. In addition, many parts of the region are also economically important now for the tourism and leisure industries. Consequently, there is a need to manage the balance of these many and varied human activities within the catchments, rivers, estuaries and marine areas to ensure that they are maintained or restored to good environmental condition . This document highlights some of the recent work carried out by projects within the INTERREG IVa programme that provide tools and techniques to assist in the achievement of these goals.
