Local officials' preferences of performance measurements: A study of local police services

The purpose of this study is to identify the determinants of local officials' preferences of performance measures under the assumption that public officials' consensus on performance measures can enhance the accountability in public service delivery. This research consists of two steps: multiple case studies and a survey. The author conducted the case studies in five general-purpose municipalities in Florida, interviewing 25 local officials, attending community meetings, and reviewing relevant local documents. Based on the case studies and the relevant literature, a survey was developed and sent to 445 local officials in 67 general-purpose municipalities in Dade, Broward, and Palm Beach Counties, Florida. The findings of the case studies and the survey suggest that local officials' preferences of performance measures are influenced by their perception of utilities of performance measures and their desire to measure the achievement of organizational goals. The author concludes that a consensus among local officials for outcome-oriented performance measures is easier to achieve if a prospective performance measurement system is designed for reporting and management purposes rather than for budgeting purposes. ^

En aquesta memòria de pràctiques es desenvolupa el projecte que s'ha portat a terme durant els darrers tres mesos en el Departament d'Educació Viària de la policia local de Montmeló. El projecte s'ha aplicat, per mitjà de l'assessorament als agents, amb la finalitat de proporcionar-los unes eines bàsiques perquè en el futur puguin revisar i modificar les seves intervencions educatives o dissenyar-ne unes altres de noves, d'una manera molt més ajustada i totalment autònoma.

Les pratiques de la police de proximité dans le Canton de Vaud (Suisse) avant la Loi sur la Police Vaudoise du 1er Janvier 2012

En Grande-Bretagne et en Amérique du Nord, la police est une institution publique qui suscite de nombreux travaux académiques. En France, elle est perçue comme un objet sale jusqu’aux travaux de Montjardet. En Suisse, la police est le reflet de la structure fédérale du pays. A travers un cadre réglementaire et légal, chaque canton a organisé sa police. Ainsi, le canton de Vaud s’est doté d’une police cantonale et de polices municipales dont le fonctionnement se fonde sur la proximité. Seules la police cantonale et celle de Lausanne disposent d’une compétence maximale. Bien que la police de proximité soit bien documentée au niveau légal, il n’existe pas de recherche compréhensive sur le fonctionnement de cet ensemble de principes policiers. Ce manque de connaissance pratique est problématique car le canton a entrepris une réforme policière qui est entrée en vigueur au 1er Janvier 2012. Dans ses pratiques liées à l’information, la police de proximité semble s’inspirer de deux modèles incompatibles que sont la police de communauté et l’intelligence led policing. C’est pourquoi, dans cette recherche, nous souhaitons comprendre comment les modèles théoriques trouvent à s’appliquer dans la pratique de la police de proximité. Nous avons opté pour une démarche qualitative semi-dirigée en réalisant 23 entretiens avec des policiers vaudois. L’analyse thématique a été réalisée à l’aide du logiciel Atlas Ti. Trois résultats ont retenu notre attention. Tout d’abord, notre analyse a permis de clarifier la notion de proximité par rapport à celle de communauté tout en tenant compte des particularismes locaux de redevabilité. Ensuite, nous avons identifié les divers circuits de l’information et mis en évidence les divergences dans le vocabulaire lié à l’analyse criminelle. Enfin, il apparaît que la police vaudoise se positionne comme une interface qui coordonne les partenaires susceptibles de résoudre les problèmes de la population.

Acceptable vs. marginal police officers' psychological ratings : a longitudinal comparison of job performance

Archival research was conducted on the inception of preemployment psychological testing, as part of the background screening process, to select police officers for a local police department. Various issues and incidents were analyzed to help explain why this police department progressed from an abbreviated version of a psychological battery, to a much more sophisticated and comprehensive set of instruments. While doubts about psychological exams do exist, research has shown that many are valid and reliable in predicting job performance of police candidates. During a three year period, a police department hired 162 candidates (133 males and 29 females) who received "acceptable" psychological ratings and 71 candidates (58 males and 13 females) who received "marginal" psychological ratings. A document analysis consisted of variables that have been identified as job performance indicators which police psychological testing tries to predict, and "screen in" or "screen out" appropriate applicants. The areas of focus comprised the 6-month police academy, the 4-month Field Training Officer (FTO) Program, the remaining probationary period, and yearly performance up to five years of employment. Specific job performance variables were the final academy grade average, supervisors' evaluation ratings, reprimands, commendations, awards, citizen complaints, time losses, sick time usage, reassignments, promotions, and separations. A causal-comparative research design was used to determine if there were significant statistical differences in these job performance variables between police officers with "acceptable" psychological ratings and police officers with "marginal" psychological ratings. The results of multivariate analyses of variance, t-tests, and chi-square procedures as applicable, showed no significant differences between the two groups on any of the job performance variables.

Exploring Determinants of Urban Motorcycle Accident Severity: The Case of Barcelona

Public authorities and road users alike are increasingly concerned by recent trends in road safety outcomes in Barcelona, which is the European city with the highest number of registered Powered Two-Wheel (PTW) vehicles per inhabitant,. In this study we explore the determinants of motorcycle and moped accident severity in a large urban area, drawing on Barcelona’s local police database (2002-2008). We apply non-parametric regression techniques to characterize PTW accidents and parametric methods to investigate the factors influencing their severity. Our results show that PTW accident victims are more vulnerable, showing greater degrees of accident severity, than other traffic victims. Speed violations and alcohol consumption provide the worst health outcomes. Demographic and environment-related risk factors, in addition to helmet use, play an important role in determining accident severity. Thus, this study furthers our understanding of the most vulnerable vehicle types, while our results have direct implications for local policy makers in their fight to reduce the severity of PTW accidents in large urban areas.
