Phlebotomus oliverioi Barretto & Coutinho, 1941 was originally described based only on the male holotype and has since been considered junior-synonym of Psathyromyia brasiliensis (Costa Lima, 1932). The study of the holotype of Ph. oliverioi allowed us to conclude that the head of this specimen belongs to the genus Psychodopygus and the wings, thorax and abdomen belong to a different species of Psathyromyia. Thus, Ph. oliverioi is a not valid species, and must be removed from the synonym and excluded from the provisions of the International Code of Zoological Nomenclature (Articles 17.2 and 23.8). The specimen was measured, drawn, photographed and the morphological characters are discussed. Lectotype and paralectotypes to Pa. brasiliensis are designated.

The differences between Pseudodynerus auratoides (Bertoni, 1918) and Pseudodynerus serratus (Fox, 1902) are established. Lectotypes of Stenodynerus mondaiensis Bertoni, 1918 and Stenodynerus auratoides Bertoni, 1918 are designated. Pseudodynerus penicillatus (Zavattari, 1912) is redescribed and newly raised from synonymy under P. serratus (Fox, 1902).

ABSTRACTHere we describe seven new species of Limnophora from Ecuador: Limnophora bifasciatasp. nov. from Napo, Quito; Limnophora equatoriensissp. nov. from Zamora-Chinchipe, Zamora; Limnophora femurosetalissp. nov. from Zamora-Chinchipe, Zamora; Limnophora lamasisp. nov. from Zamora-Chinchipe, Zamora; Limnophora longivittatasp. nov. from Napo, Quito; Limnophora penaisp. nov. from Azuay, Cuenca and Limnophora polletisp. nov. from Napo, Quito. We provide an identification key for the ten recognized species of Limnophora from Ecuador, including L. marginata Stein, 1904, L. pica(Macquart, 1851) and L. saeva (Wiedemann, 1830). We also redescribed Limnophora marginata Stein, 1904, and designated designed lectotype male and paralectotypes males and females of the species.

The Diptera collection of the Natural History Museum Berlin holds one of the most important collections of Neriidae. In this paper, the type specimens (holotypes, lectotypes, paratypes, paralectotypes, syntypes) of this historical collection are listed. 28 species-group taxa are dealt with. A lectotype designation is made for the species Brachantichir purpusianus Enderlein, 1922 in order to fix the identity of the name. Holotypes are recognized by monotypy of the species Chaetomeristes bullatus Enderlein, 1922; Chaetomeristes peruanus Enderlein, 1922; Derocephalus angusticollis Enderlein, 1922; Glyphidops limbatus Enderlein, 1922; Longina abdominalis Wiedemann, 1830; Loxozus clavicornis Enderlein, 1922; Oncopsia mexicana Enderlein, 1922; Paranerius fibulatus Enderlein, 1922; Telostylinus dahli Enderlein, 1922; Telostylus latibrachium Enderlein, 1922; and Telostylinus luridus Enderlein, 1922. Syntypes are labelled and listed for Brachantichir robusta Enderlein, 1922; Nerius terebratus Enderlein, 1922; Odontoloxozus punctulatus Enderlein, 1922; Telostylinus apicalis Enderlein, 1922; Telostylinus obscuratus Enderlein, 1922; and Telostylinus ornatipennis Enderlein, 1922. The account concludes with geographic and taxonomic summaries; an appendix listing the abbreviations, localities, and collectors cited in the text; and a bibliography.

A re-examination of the syntypes of Lutzomyia (Helcocyrtomyia) trinidadensis (Newstead,1922) in the British Museum (Natural History) led to the designation of a lectotype male and a paralectotype female, and both are now described. On the basis of these descriptions, the status of forms previously placed in synonymy with L. trinidadensis is discussed.

What genotype should the scientist specify for conducting a database search to try to find the source of a low-template-DNA (lt-DNA) trace? When the scientist answers this question, he or she makes a decision. Here, we approach this decision problem from a normative point of view by defining a decision-theoretic framework for answering this question for one locus. This framework combines the probability distribution describing the uncertainty over the trace's donor's possible genotypes with a loss function describing the scientist's preferences concerning false exclusions and false inclusions that may result from the database search. According to this approach, the scientist should choose the genotype designation that minimizes the expected loss. To illustrate the results produced by this approach, we apply it to two hypothetical cases: (1) the case of observing one peak for allele xi on a single electropherogram, and (2) the case of observing one peak for allele xi on one replicate, and a pair of peaks for alleles xi and xj, i ≠ j, on a second replicate. Given that the probabilities of allele drop-out are defined as functions of the observed peak heights, the threshold values marking the turning points when the scientist should switch from one designation to another are derived in terms of the observed peak heights. For each case, sensitivity analyses show the impact of the model's parameters on these threshold values. The results support the conclusion that the procedure should not focus on a single threshold value for making this decision for all alleles, all loci and in all laboratories.

This report provides our advice to the Minister for Education and Science on the application for designation as a university made by Waterford Institute of Technology (WIT). WIT submitted an application for designation in February 2006. There is a statutory procedure for the creation of a new university under Section 9 of the Universities Act 1997. We were asked to advise the Minister on the merits of the submission in order for her to provide guidance to Government on whether such a formal statutory review should be initiated. It is not a straightforward task to advise on this case for several reasons. These include the facts that: the regulatory environment for Institutes of Technology has changed significantly since WIT made their application; and the designation of any IoT would potentially challenge the government’s current higher education policy. So our report has to range more widely than the merits of the WIT application, taken at face value.

The paper considers some issue in the governance of the European Protected Designation of Origin (PDO). The PDO systems are the outcomes of both farmers and consumers expectations and connect the valorisation of the agricultural and rural resources of given territories to the quality of typical products. A critical point in the governance of the PDO systems is represented by the connection between the quality strategies and the uncertainty. The paper argues that the PDO systems can be thought of as strictly coordinated subsystems in which the ex post governance play a critical role in coping with quality uncertainty. The study suggests that the society's inducements given raise to complex organizational systems in which the allocation of decision rights to PDO collective organizations play a major role. The empirical analysis is carried out by examining ten Italian PDO systems in order to identify the decision rights allocated.
