Prosperity and environmental sustainability of cities are inextricably linked. Cities can only maintain their prosperity when environmental and social objectives are fully integrated with economic goals for the purpose of a sustainable urban development. Sustainability assessment helps policy-makers decide what actions they should and should not take in an attempt to make our cities more sustainable. There are numerous models available for measuring and evaluating urban sustainability, and they focus their analysis on a specific scale—i.e., micro, mezzo, or macro. In most cases these results are inadequate for the other scales, though generating reliable results for that particular scale. The paper introduces a multiscalar urban sustainability approach by linking two sustainability assessment models evaluate sustainability performances in micro- and mezzo-levels and generate multiscalar results for the macro-level. The paper puts this approach into test in Gold Coast, Australia, and sheds light on the development of a more accurate sustainability analysis that may be interconnected with UN-Habitat’s City Prosperity Index.

Rapid urbanization, improved quality of life, and diversified lifestyle options have collectively led to an escalation in housing demand in our cities, where residential areas, as the largest portion of urban land use type, play a critical role in the formation of sustainable cities. To date there has been limited research to ascertain residential development layouts that provide a more sustainable urban outcome. This paper aims to evaluate and compare sustainability levels of residential types by focusing on their layouts. The paper scrutinizes three different development types in a developing country context—i.e., subdivision, piecemeal, and master-planned developments. This study develops a “Neighborhood Sustainability Assessment” tool and applies it to compare their sustainability levels in Ipoh, Malaysia. The analysis finds that the master-planned development, amongst the investigated case studies, possesses the potential to produce higher levels of sustainability outcomes. The results reveal insights and evidence for policymakers, planners, development agencies and researchers; advocate further studies on neighborhood-level sustainability analysis, and; emphasize the need for collective efforts and an effective process in achieving neighborhood sustainability and sustainable city formation.

The practical application of systemic sustainability analysis (SSA; Bell and Morse, 1999) as applied in-a project instigated and managed by 'Blue Plan', one of the regional activity centres of the Mediterranean Action Plan, is set out and explained in this paper. The context in which SSA was applied and adapted to SPSA (systemic and prospective sustainability analysis). is described in the Mediterranean, primarily in Malta. The SSA process is summarized, its extension and linkage to the prospective approach is described and the comments of stakeholders in the context are added. Some preliminary outcomes are suggested. The pauticular focus of the paper is on the lessons learned from doing SSA/SPSA within a classic blueprint project framework. It is-not assumed that SSA/SPSA is 'finished' or 'definitive'. Rather, we suggest that it is a developing and changing approach that practitioners can adapt and change to meet the specific needs of the circumstances that confront them. In the Dominican Republic economic growth in the past twenty years has not yielded sufficient improvement in access to drinking water services, especially in rural areas where 1.5 million people do not have access to an improved water source (WHO, 2006). Worldwide, strategic development planning in the rural water sector has focused on participatory processes and the use of demand filters to ensure that service levels match community commitment to post-project operation and maintenance. However studies have concluded that an alarmingly high percentage of drinking water systems (20-50%) do not provide service at the design levels and/or fail altogether (up to 90%): BNWP (2009), Annis (2006), and Reents (2003). World Bank, USAID, NGOs, and private consultants have invested significant resources in an effort to determine what components make up an “enabling environment” for sustainable community management of rural water systems (RWS). Research has identified an array of critical factors, internal and external to the community, which affect long term sustainability of water services. Different frameworks have been proposed in order to better understand the linkages between individual factors and sustainability of service. This research proposes a Sustainability Analysis Tool to evaluate the sustainability of RWS, adapted from previous relevant work in the field to reflect the realities in the Dominican Republic. It can be used as a diagnostic tool for government entities and development organizations to characterize the needs of specific communities and identify weaknesses in existing training regimes or support mechanisms. The framework utilizes eight indicators in three categories (Organization/Management, Financial Administration, and Technical Service). Nineteen independent variables are measured resulting in a score of sustainability likely (SL), possible (SP), or unlikely (SU) for each of the eight indicators. Thresholds are based upon benchmarks from the DR and around the world, primary data collected during the research, and the author’s 32 months of field experience. A final sustainability score is calculated using weighting factors for each indicator, derived from Lockwood (2003). The framework was tested using a statistically representative geographically stratified random sample of 61 water systems built in the DR by initiatives of the National Institute of Potable Water (INAPA) and Peace Corps. The results concluded that 23% of sample systems are likely to be sustainable in the long term, 59% are possibly sustainable, and for 18% it is unlikely that the community will be able to overcome any significant challenge. Communities that were scored as unlikely sustainable perform poorly in participation, financial durability, and governance while the highest scores were for system function and repair service. The Sustainability Analysis Tool results are verified by INAPA and PC reports, evaluations, and database information, as well as, field observations and primary data collected during the surveys. Future research will analyze the nature and magnitude of relationships between key factors and the sustainability score defined by the tool. Factors include: gender participation, legal status of water committees, plumber/operator remuneration, demand responsiveness, post construction support methodologies, and project design criteria.

Problem structuring methods or PSMs are widely applied across a range of variable but generally small-scale organizational contexts. However, it has been argued that they are seen and experienced less often in areas of wide ranging and highly complex human activity-specifically those relating to sustainability, environment, democracy and conflict (or SEDC). In an attempt to plan, track and influence human activity in SEDC contexts, the authors in this paper make the theoretical case for a PSM, derived from various existing approaches. They show how it could make a contribution in a specific practical context-within sustainable coastal development projects around the Mediterranean which have utilized systemic and prospective sustainability analysis or, as it is now known, Imagine. The latter is itself a PSM but one which is 'bounded' within the limits of the project to help deliver the required 'deliverables' set out in the project blueprint. The authors argue that sustainable development projects would benefit from a deconstruction of process by those engaged in the project and suggest one approach that could be taken-a breakout from a project-bounded PSM to an analysis that embraces the project itself. The paper begins with an introduction to the sustainable development context and literature and then goes on to illustrate the issues by grounding the debate within a set of projects facilitated by Blue Plan for Mediterranean coastal zones. The paper goes on to show how the analytical framework could be applied and what insights might be generated.

O conceito de desenvolvimento sustentável e sua operacionalização emergem como uma necessidade de pensar em novas formas de mensurar o crescimento, daí o surgimento dos “Indicadores de Sustentabilidade”, criados para medir a sustentabilidade de um sistema, baseado em índices de diversas variáveis que apontam para a sustentabilidade ou não de uma região. Na Amazônia e no Estado do Pará, pouco se tem aplicado ferramentas de análise de sustentabilidade em suas mais diversas dimensões. Recentemente nesta região, foram criados os “Pólos de Produção do Biodiesel” através da Política Nacional de Produção do Biodiesel – PNPB e neste sentido, destaca-se o Município de Moju, no Pará, como um dos maiores produtores de dendê. Apesar da enorme expansão de cultivo de dendezeiro neste município, há dúvidas sobre a capacidade de Moju de receber uma política pública como essa, que se configura em novas territorialidades e novas dinâmicas sociais, econômicas e ambientais e trazem imensos desafios, que requerem uma capacidade de gestão ambiental forte. Dessa forma, o estudo dedica-se a analisar o nível de sustentabilidade do município de Moju e a capacidade de gestão ambiental deste município. Foram realizadas entrevistas e busca de dados secundários e para a análise de sustentabilidade usou-se como ferramenta de avaliação o Barômetro da Sustentabilidade. Observou-se que este município tende a baixa sustentabilidade com poucos avanços socioeconômicos e ambientais, o que denota a fragilidade do município nas questões socioambientais. Em geral, o município possui habilitação para exercer a gestão ambiental plena, ou seja, apresenta uma estrutura administrativa considerada desejável, porém sua estrutura operacional ainda é deficitária ou ineficaz, o que trará certamente problemas para a condução do PNPB.

Laboratory of Chemical Waste Management programs are being implemented in various universities of the country and the world, in recognition of the urgent need to change the reality of disregard for the environment, together with objective responsibility of the generator, and especially the awareness of sustainability. Analysis and research laboratories involve a range of waste in developing their studies with intrinsic characteristics related to their form of generation. The amount of waste generated in this segment is negligible compared to industrial activities, but the environmental issue is that these residues do not have a standard technique for treatment due to the potential variation of its composition. This research project, aiming their suitability and continuous improvement, aims to diagnose and analyze the current situation of the management and disposal of chemical waste generated by the laboratories IGCE UNESP, Campus Rio Claro / SP. Universities, through their research, teaching and extension, end up generating potentially hazardous chemicals that may contaminate the environment when they are disposed of improperly, with no concern for the environment and / or public health. Aiming to assist in improvements with respect to this issue, the purpose of this study is to understand the management and disposal of chemical waste from the IGCE, laboratories UNESP - Rio Claro / SP, in order to discuss the situation of such waste, and present proposals to reduce generation of the same and minimizing the environmental impact, thereby increasing the local hygiene through proper disposal. La dissertazione ha riguardato l’analisi di sostenibilità di un sistema agronomico per la produzione di olio vegetale a fini energetici in terreni resi marginali dall’infestazione di nematodi. Il processo indagato ha previsto il sovescio di una coltura con proprietà biofumiganti (brassicacea) coltivata in precessione alla specie oleosa (soia e tabacco) al fine di contrastare il proliferare dell’infestazione nel terreno. Tale sistema agronomico è stato confrontato attraverso una analisi di ciclo di vita (LCA) ad uno scenario di coltivazione della stessa specie oleosa senza precessione di brassica ma con l’utilizzo di 1-3-dicloropropene come sistema di lotta ai nematodi. Allo scopo di completare l’analisi LCA con una valutazione dell’impatto sull’uso del suolo (Land use Impact) generato dai due scenari a confronto, sono stati costruiti due modelli nel software per il calcolo del Soil Conditioning Index (SCI), un indicatore quali-quantitativo della qualità del terreno definito dal Dipartimento per l’Agricoltura degli Stati Uniti d’America (USDA).

Il progetto di ricerca è finalizzato allo sviluppo di una metodologia innovativa di supporto decisionale nel processo di selezione tra alternative progettuali, basata su indicatori di prestazione. In particolare il lavoro si è focalizzato sulla definizione d’indicatori atti a supportare la decisione negli interventi di sbottigliamento di un impianto di processo. Sono stati sviluppati due indicatori, “bottleneck indicators”, che permettono di valutare la reale necessità dello sbottigliamento, individuando le cause che impediscono la produzione e lo sfruttamento delle apparecchiature. Questi sono stati validati attraverso l’applicazione all’analisi di un intervento su un impianto esistente e verificando che lo sfruttamento delle apparecchiature fosse correttamente individuato. Definita la necessità dell’intervento di sbottigliamento, è stato affrontato il problema della selezione tra alternative di processo possibili per realizzarlo. È stato applicato alla scelta un metodo basato su indicatori di sostenibilità che consente di confrontare le alternative considerando non solo il ritorno economico degli investimenti ma anche gli impatti su ambiente e sicurezza, e che è stato ulteriormente sviluppato in questa tesi. Sono stati definiti due indicatori, “area hazard indicators”, relativi alle emissioni fuggitive, per integrare questi aspetti nell’analisi della sostenibilità delle alternative. Per migliorare l’accuratezza nella quantificazione degli impatti è stato sviluppato un nuovo modello previsionale atto alla stima delle emissioni fuggitive di un impianto, basato unicamente sui dati disponibili in fase progettuale, che tiene conto delle tipologie di sorgenti emettitrici, dei loro meccanismi di perdita e della manutenzione. Validato mediante il confronto con dati sperimentali di un impianto produttivo, si è dimostrato che tale metodo è indispensabile per un corretto confronto delle alternative poiché i modelli esistenti sovrastimano eccessivamente le emissioni reali. Infine applicando gli indicatori ad un impianto esistente si è dimostrato che sono fondamentali per semplificare il processo decisionale, fornendo chiare e precise indicazioni impiegando un numero limitato di informazioni per ricavarle.

En el estudio buscamos caracterizar el análisis de la SOSTENIBILIDAD (Suficiencia) del CICLO DE VIDA de una INFRAESTRUCTURA AEROPORTUARIA centrándonos en la evaluación de los aspectos SOCIALES (de forma Interdisciplinaria o Transversal) que le afectan y considerando todos los AGENTES involucrados (ingenieros/ operadores/ mantenedores/ usuarios/ stakeholders/ etc.). La complejidad de las interacciones entre los edificios y su entorno hace que sea difícil definir y evaluar con precisión la sostenibilidad de un edificio. Las NORMAS AMBIENTALES para la construcción (unas pocas existentes y algunos en fase de desarrollo) se centran en la sostenibilidad ECONÓMICA, SOCIAL Y AMBIENTAL que caracteriza a un edificio, siendo los aspectos socio-económicos difíciles de evaluar. En consecuencia, los métodos existentes para la evaluación de la construcción sostenible (por ejemplo, LEED, BREEAM, SBTool) tienden a superar los aspectos ambientales pues son más fáciles de evaluar de manera cuantitativa. Así desde el punto de vista holístico (global) y utilizando la teoría de sistemas complejos, la sostenibilidad debe ser evaluada, en parte, utilizando los INDICADORES DE SOSTENIBILIDAD SOCIALES Y ECONÓMICOS para cubrir todos los factores de Sostenibilidad. El estudio propone una metodología para valorar la sostenibilidad en la construcción aeroportuaria a través de la evaluación de los indicadores sostenibles de la construcción (SKPIs) sin y superando las carencias presentadas. Para ello hemos implementado una herramienta de evaluación de la sostenibilidad, donde: Puede evaluar, en primer aproximación e independientemente, la sostenibilidad del CICLO DE VIDA de la INFRAESTRUCTURA AEROPORTUARIA Puede COMPLETAR otras herramientas comerciales disponibles (ej. BREEAM, LEED), bajo un enfoque ECONÓMICO-SOCIAL y complementando el enfoque ambiental La evaluación de los KPIs se realiza por medio de TECNOLOGÍAS Y ESTRATEGIAS SOSTENIBLES, cuya aplicación supondría un aumento de la sostenibilidad del edificio La herramienta propuesta considera la complejidad y transdisciplinariedad del problema, fundada en un SISTEMA DE CRÉDITOS fácil de usar. Así el programa diseñado permite el análisis y la comparación del CICLO DE VIDA de la INFRAESTRUCTURA AEROPORTUARIA: Abarcando las etapas de construcción (diseño, operación, mantenimiento, etc.) Incluyendo a todos los agentes de construcción (ocupantes, stakeholders, constructores, etc.) Finalmente, se aporta un ejemplo teórico de una INFRAESTRUCTURA AEROPORTUARIA (Terminal Aeroportuaria) para fijar, demostrar y discutir el estudio presentado Abstract We seek to characterize the sustainability analysis of the life cycle of a building focus us on the evaluation of social aspect. From a holistic point of view and using complex systems theory, sustainability must be evaluated, in part, using social key performance indicator (KPI) to cover all factors of sustainability. The most remarkable of the proposed framework is to provide a methodology to achieve the sustainability in construction through the assessment of social KPIs. Besides we implement a tool to assess sustainability, where this tool could complete other commercial tools available (e.g. BREEAM, LEED). The proposed tool considers the complexity and trans-disciplinary of the problem. The procedure is based on a credit system easy to use. It also allows analysis and comparison of the boundary conditions of the building, embracing construction stages (design, operation), involving all the building agents (occupants, stakeholders, etc.)

Las áreas naturales en México se encuentran sujetas a intensos procesos de deterioro como resultado de la creciente intervención humana. Tal es el caso del Parque Nacional Nevado de Toluca localizado en la zona central del país. Mediante la aplicación del SIG Idrisi fue posible generar una base de datos para su caracterización general y evaluar los cambios en el uso del suelo a lo largo de un periodo de 30 años. Con los datos generados se analizaron los procesos de regeneración y deterioro de los bosques. También se determinó el nivel de adecuación del territorio para el desarrollo deespecies agrícolas y forestales dentro del área natural protegida. Los resultados obtenidos permiten corroborar que el parque nacional se viene deteriorando muy rápidamente y está siendo ocupado por actividades agrícolas y pecuarias para las que presenta niveles bajos de aptitud. La aplicación del Idrisi se vislumbra como una alternativa importante para continuar con el monitoreo del parque.Palabras clave: SIG Idrisi, uso del suelo, Parque Nacional Nevado de Toluca, México, nivel de adecuación.ABSTRACTPopulation growth in Mexico is affecting the natural protected areas of the country. This is the case of the Nevado de Toluca National Park, located in central Mexico. Application of the GIS Idrisi has been very useful to generate a cartographical database of the protected area and to evaluate the land-use changes over a 30-year period. With the land-change results it was possible to analyze the recovery-degradation processes. In order to define alternatives for the protection of the national park, a sustainability analysis is carried out for the main forestall and agricultural species. The primary results of the application allowed us to confirm there is a serious degradation process in the protected area. Sustainable development is about making societal investments. These investments should be in synchronization with the natural environment, trends of social development, as well as organisational and local economies over a long time span. Traditionally in the eyes of clients, project development will need to produce the required profit margins, with some degrees of consideration for other impacts. This is being changed as all citizens of our society are becoming more aware of concepts and challenges such as the climate change, greenhouse footprints, and social dimensions of sustainability, and will in turn demand answers to these issues in built facilities. A large number of R&D projects have focused on the technical advancement and environmental assessment of products and built facilities. It is equally important address the cost/benefit issue, as developers in the world would not want to loose money by investing in built assets. For infrastructure projects, due to its significant cost of development and lengthy delivery time, presenting the full money story of going green is of vital importance. Traditional views of life-cycle costing tend to focus on the pure economics of a construction project. Sustainability concepts are not broadly integrated with the current LCCA in the construction sector. To rectify this problem, this paper reports on the progress to date of developing and extending contemporary LCCA models in the evaluation of road infrastructure sustainability. The suggested new model development is based on sustainability indicators identified through previous research, and incorporating industry verified cost elements of sustainability measures. The on-going project aims to design and a working model for sustainability life-cycle costing analysis for this type of infrastructure projects.
