Uma das políticas mais utilizadas pelo poder publico municipal para garantir o atendimento educacional às crianças de 0 a 3 anos e a ampliação do número de vagas em creches, tem sido a adoção de parcerias por meio de convênios com instituições privadas. Muitas questões emergem desta política pública como, por exemplo, a relação entre a laicidade do Estado e a religiosidade de grande parte destas instituições. Este estudo surgiu da necessidade de se dar maior transparência e ampliar o debate sobre os convênios entre o poder público municipal e entidades assistenciais, principalmente, no que tange o embate entre o público e o privado, entre o laico e o religioso. Este trabalho teve como objetivo investigar as parcerias público-privadas e os possíveis impactos sobre a laicidade do Estado e o direito à Educação. O problema de pesquisa posto foi o que o Parecer CME 12/2011 revela sobre a laicidade do Estado e a religiosidade das instituições conveniadas no atendimento a educação infantil do município de São Bernardo do Campo? Havia a hipótese de que a representação de uma entidade conveniada ao Conselho Municipal de Educação sobre educação espiritual expressasse uma possível projeção de ensino religioso na educação infantil pública. A discussão teórica envolveu autores como FISCHMANN (2009), ARELARO (2008), SARMENTO (2006), ADRIÂO (2009), OLIVEIRA (2005) e ideias que tratavam das deformações dos interesses públicos e privados, da oferta de vagas no seguimento de creche, do ensino religioso em escola pública. A metodologia empregada foi analise bibliográfica e documental. A literatura aponta uma histórica subordinação da educação infantil pública à assistência social privada e as disputas pela implantação do ensino religioso na educação básica pública. Os documentos analisados revelaram que é possível haver certo grau de comprometimento da laicidade do Estado quando se formaliza parcerias com entidades assistenciais de origem religiosa, principalmente, quando se avalia as deficiências e tendências de gestão e supervisão dos convênios realizados pelo poder público. Acredita-se que este estudo abre portas para novas investigações sobre políticas e práticas que enfrentam ou estimulam o ensino religioso em escolas públicas e creches conveniadas.

Lesson studies are a powerful form of professional development (Doig and Groves, 2011). The processes of creating, enacting, analyzing, and refining lessons to improve teaching practices are key components of lesson studies. Lesson studies have been the primary form of professional development in Japanese classrooms for many years (Lewis, Perry and Hurd, 2009). This model is now used to improve instruction in many South-East Asian countries (White and Lim, 2008), as well as increasingly in North America (Lesson Study Research Group, 2004), and South Africa (Ono and Ferreira, 2010). In China, this form of professional development aimed at improving teaching, has also been adopted, originating from Soviet models of teacher professional development arising from influences post 1949 (China Education Yearbook, 1986). Thus, China too has a long history of improving teaching and learning through this form of school-based professional learning.

This thesis uses a qualitative case study methodology to investigate kindergarten teachers' pedagogical practices in four Hong Kong (HK) kindergarten classrooms. It considers the transfer of early years teaching and learning approaches from Western cultural contexts to the predominantly Chinese, Confucian heritage culture, of Hong Kong. The study will be of particular interest in countries and contexts in which elements of traditional early childhood curricula are accorded different status.

The dissertation focuses on the development of music education in Estonian kindergartens and the factors influencing it, analysed in the historical perspective relying on post-positivist paradigm. The study is based on the factors and subjects’ views on kindergarten music education from 1905 to 2008, recorded in written sources or ascertained by means of questionnaire and interview. The dissertation deals with music’s functions, music education in retrospective, factors influencing child’s musical aptitude and development and teacher’s role in it through the prism of history. The formation of Estonian kindergarten music education and the phenomenon of its development have been researched by stages: the first manifestations of music in kindergarten in 1905 - 1940; the formation of the concept of music education in 1941 - 1967 and the application of a unified system in 1968 - 1990. The work also outlines innovative trends in music education at the end of the last millennium and the beginning of this century, in 1991 - 2008. The study relies on a combined design and an analysis of historical archival material and empirical data. The empirical part of the study is based on the questionnaire (n=183) and interviews (n=18) carried out with kindergarten music teachers. The data has been analysed using both qualitative and quantitative methods. The subject of the research is the content and activity types of kindergarten music education and the role of music teacher in their implementation. The study confirmed that fundamental changes took place in Estonian kindergarten music education due to the change in political power in the 1940s. Following the example of the Soviet system of education, music in kindergarten became an independent music educational orientation and the position of a professionally trained music teacher was established (1947). It was also confirmed that in the newly independent Estonian Republic under the influence of innovative trends a new paradigm of music education arose from the traditional singing-centred education towards the more balanced use of music activity types (attaching importance to the child-centred approach, an increase in the number and variety of activity types). The most important conclusions made in the dissertation are that there has been improvement and development deriving from contemporary trends in the clear concept that has evolved in Estonian kindergarten music education over a century; professionally trained music teachers have had a crucial role in shaping it; and kindergarten music education is firmly positioned as a part of preschool education in Estonian system of education. Based on a one-month long ethnographic study conducted in two Chinese kindergartens, this study aims to understand the issue of discipline in the Chinese preschool setting through an examination of practices teachers use to manage everyday routines in the kindergarten. It also seeks to understand teachers’ values behind their choices of practices. Data of this study are comprised of three parts - notes of participant observation in eight classrooms with a focus on teacher-child interaction; interviews with nine teachers and directors of the two kindergartens; and written accounts of four teachers collected after the fieldwork in order to understand the particular practices of teachers’ praising and criticizing children. A grounded theory approach is applied to code and analyze data. Results of analysis are structured as followed. First the concept of routine is clarified based on teachers’ definition of it and observation notes on its main components, namely the timetable of everyday activities; general behavioral rules in the kindergarten; and detailed rules and procedures for various activities in the kindergarten. Then practices for managing routines are examined – how teachers organize children in activities, enforce routines, and restore routines when they are not followed well. After that, the matter of self-control is examined in relation with external control. Then teachers’ perception of their roles as the manager, director and executor of routines is presented in a discourse of control in which the values behind practices are found to be embedded. The next section of analysis examines the role of routine in relation with other activities in the kindergarten. Results indicate that routine which is supposed to be the foundation of other activities is in conflict with other activities. The last section of analysis provides some reflections on the rational of routine management in Chinese kindergartens in relation with the overall goals of Chinese preschool education. It also provides some reflections on the effect current mode of teacher-child interactions may have on children's self construction and their understanding of self in relation with the society. As a conclusion, this study suggests that the current mode of routine management in Chinese kindergartens relies heavily on teachers' control, leaving great room for better acknowledging children's agency.

Einer physiologisch angemessenen Ernährung in der Kindheit wird eine wichtige Rolle in der physischen, mentalen und emotionalen Entwicklung vom Kindes- bis zum späteren Erwachsenenalter zugeschrieben. Obwohl es bisher nur wenige Daten zum Gesundheits- und Ernährungsstatus im Kosovo gibt, zeigen diese Studien aus der Zeit vor und nach dem Kosovokrieg, dass Unterernährung und der Mangel einiger wichtiger Mikronährstoffe bei Kindern im Vorschulalter vorherrschen. Deshalb ist es erforderlich, die Daten von Kindern im Vorschulalter zu erfassen und zu untersuchen, was zum einen durch anthropometrische Parameter als auch durch die Analyse des Nährstoffgehaltes der Mahlzeiten in Kindergärten (Häufigkeit der Mahlzeiten, adäquate Mengen an z.B. Obst und Gemüse, etc.) in dieser Arbeit erfolgt. Diese wissenschaftliche Untersuchung stellt fest, dass das Wachstum der Vorschulkinder und die angebotene Lebensmittelvielfalt ebenso wie die Nähr- und Energiewerte der dargebotenen Mahlzeiten in Kindergärten im Kosovo nur teilweise den internationalen Ernährungsempfehlungen für diese Altersstufe genügen. Der Anteil an untergewichtigen Kindern wird mit 0,7% ermittelt, während 0,5% stark untergewichtig sind. 1,9% der Kinder leiden unter moderater und 0,8% der Kinder leiden unter schwerer akuter Unterernährung. Der Gewicht/Größe Indikator (12-24 Monate alter Kinder) zeigt, dass keine Kinder als adipös einzustufen sind, während 6,8% übergewichtig sind und 34,1% ein mögliches Risiko für Übergewicht zeigen. Die Verteilung der Geschlechter spielt bei Adipositas keine Rolle, da weder Jungen noch Mädchen adipös sind. Jedoch sind 7,4% der Jungen und 5,9% der Mädchen übergewichtig und 29,6% der Jungen und 41,2% der Mädchen zeigen ein mögliches Risiko für Übergewicht. Der BMI Indikator (24-83 Monate alte Kinder) zeigt, dass der Anteil der adipösen Kinder bei 2,3% liegt, während 8,94% übergewichtig sind und 27,3% ein Risiko für mögliches Übergewicht aufweisen. Was das Geschlecht anbelangt, sind 2,68% der Jungen und 1,44% der Mädchen adipös, 10,88% der Jungen und 5,86% der Mädchen sind übergewichtig und 29,12% der Jungen sowie 25,16% der Mädchen zeigen die Tendenz zu einem möglichen Übergewicht. Die durchschnittliche Energieaufnahme (ganztags – 8 Stunden) reicht von 455 kcal im Kindergarten 4 bis hin zu 992 kcal im Kindergarten 1, was 36% und 79% der empfohlenen Tageszufuhr ausmacht. Der durchschnittliche Verzehr von Proteinen/Aminosäuren der Kinder aus allen untersuchten Kindergärten erweist sich als höher als erforderlich für diese Altersstufe. Trotz der durchschnittlichen Aufnahme von 27% der absoluten Fettmenge beträgt der durchschnittliche Anteil der Energie von SFA, MUFA und PUFA nicht mehr als 35% der empfohlenen Menge. Der Gesamtballaststoffaufnahme (ganztags – 8 Stunden) liegt zwischen 2,3 Gramm und 8,1 Gramm, was 30% und 46% der empfohlenen Tageszufuhr ausmacht. Die Aufnahme von Kalzium, Eisen und besonders Jod liegt unter den Empfehlungen, während die Aufnahme von Chlorid und Natrium wesentlich höher ist als die empfohlene tägliche Menge. Die Aufnahme von Folsäure ist in öffentlichen Kindergärten (ganztags – 8 Stunden) relativ gering und deckt lediglich 23% der empfohlenen Tageszufuhr. Die tägliche Vitamin C Aufnahme der Kinder aus öffentlichen Kindergärten ist ziemlich gering und deckt 23% und 28% der empfohlenen Tageszufuhr. Die Ernährung im Kindergarten zeigt Defizite in der Aufnahme von Mikronährstoffen, besonders von Kalzium, Eisen, Jod, Folsäure, Vitamin A, Vitamin C in öffentlichen Kindergärten und Vitamin D. Die überschrittene Aufnahme von Chlorid und Natrium konnte in allen Kindern beobachtet werden, unabhängig von Geschlecht, Alter und dem Kindergarten. Im Kindergarten konsumieren Kinder mehr Lebensmittel mit einer höheren Energiedichte und werden nicht dazu ermutigt, abwechslungsreichere und gesündere Lebensmittel zu wählen. Verarbeitete und raffinierte Lebensmittel werden von Vorschulkindern bereits ab dem ersten Lebensjahr konsumiert. Der Anteil der Kinder, welche ihre Mahlzeiten auslassen beträgt 12,9%, während 30,2% manchmal ihre Mahlzeiten auslassen. Das Ernährungsmuster zeigt geringe Werte für Vollkornprodukte, Früchte und Gemüse, jedoch hohe Werte für Softdrinks, süße und salzige Lebensmittel. Die Aufnahme von Obst und Gemüse der Vorschulkinder ist viel geringer als die täglich empfohlene Portionsmenge. Die Eltern werden nicht angeleitet, Vorschulkindern bei der Schaffung gesunder Ernährungsgewohnheiten zu helfen, demzufolge ist das kindliche Essverhalten und die Ernährungspraxis von den Eltern und ihrem eigenen Ernährungsstil beeinflusst. Nach dieser Studie muss festgestellt werden, dass gesunde Ernährungsmuster bei Vorschulkindern im Kosovo nicht etabliert sind. Im Vergleich zu den bereits durchgeführten Untersuchungen zeigt diese Studie, dass sich im Kosovo eine Ernährungswende andeutet: das Untergewicht im Vorschulalter nimmt leicht ab, jedoch steigt die Prävalenz von Übergewicht und Adipositas. Der beobachtete Anstieg von Übergewicht und Adipositas ist wahrscheinlich eine Konsequenz des rapiden Wandels des Ernährungsverhaltens nach dem Kosovokrieg. Das Land hat bis jetzt noch keine nationalen und lokalen Strategien oder Programme entwickelt, welche die Routineuntersuchungen von Kindern regulieren, um eventuelle negative Trends zu verfolgen und umzukehren. Zur Zeit gibt es keine Ernährungsrichtlinien und nur sehr wenig Beratung für die Menügestaltung in Kindergärten im Kosovo. Als erster Schritt wird empfohlen, dass die Gesellschaft und die Institutionen im Kosovo die Probleme der Unterernährung, des Übergewichts und der Adipositas sowie deren negativen Auswirkungen auf den gesamten Gesundheitsstatus verschiedener Bevölkerungsgruppen, insbesondere der Kinder, anerkennen. Gesundes Wachstum und die Kontrolle der Unterernährung und des Übergewichts im Kindesalter sollte alle Stufen der Gesellschaft einbeziehen. Gesundheits- und Bildungsbehörden im Kosovo sollten nationale Programme zur empfohlenen täglichen Aufnahme und zu Ernährungsrichtlinien für Kinder im Vorschulalter entwickeln. Die Richtlinien sollten Empfehlungen bezüglich Energie, Makro- und Mikronährstoffe in der täglichen Ernährung Auskunft erteilen aber auch über Ernährungsstile und – verhalten sowie das Strukturieren von Mahlzeiten für Vorschulkinder und andere Bevölkerungsgruppen informieren. Die beobachteten Defizite im Bereich der Mikronährstoffaufnahme wie zum Beispiel von Kalzium, Eisen, Jod, Folsäure, Vitamin A, Vitamin C, Vitamin D ebenso wie die zu hohe Aufnahme und Chlorid und Natrium in öffentlichen Kindergärten sollten sofort angesprochen werden. Erzieher in Kindergärten sollten eine Weiterbildung im Bereich der Entwicklung des Ernährungsverhalten bei Vorschulkindern erhalten und die Definitionen von Unterernährung und Übergewicht und deren Prävention kennen. Partnerschaften zwischen Kindergärten und Eltern sind erforderlich, um den Kindern eine gesündere Lebensmittelwahl zu ermöglichen. Kinder im Vorschulalter und auch Kinder anderer Altersgruppen sollten ermutigt werden, ihren Verzehr an Früchten, Gemüse, Vollkornbrot und –getreide sowie ungesättigten Fettsäuren zu steigern und somit mehr pflanzliche Produkte wie Gemüse und Obst zu ihren Gerichten hinzuzufügen. Dies würde auch den Gehalt an Ballaststoffen erhöhen, der in der Kindheit sehr wichtig ist. Es wird empfohlen, verarbeitete Lebensmittel so häufig wie möglich zu vermeiden und unverarbeitete oder minimal verarbeitete Lebensmittel zu bevorzugen. Es ist erforderlich, ein Ernährungssystem zu entwickeln und außerdem die internationalen Wachstumsstandards (WHO oder andere) anzuwenden, welche das Beobachten des Ernährungsstatus‘ bei Kindern durch Routineuntersuchungen regeln, damit eventuelle Negativtrends verfolgt und umgekehrt werden können. Die Entwicklung universitärer Bildungsprogramme mit Bezug auf Ernährung und die Einführung eines Faches zur gesunden Ernährung und zu gesunden Lebensstilen in die Curricula der Bildungsinstitutionen im Kosovo werden empfohlen. Weitere Untersuchungen zum Gesundheitsstatus und zur Ernährungsqualität bei Vorschulkindern würden zusätzliche Einblicke in die der Auswirkung der frühen Lebensjahre auf Beziehung von Kindheitsernährung und Krankheiten gewähren. Die Untersuchung von Gesundheitsrisiken gekoppelt mit ungesunden Ernährungsgewohnheiten bei Vorschulkindern wird empfohlen. Weitere Studien sind nötig, um die Nahrungszufuhr im Kindergarten zu untersuchen, jedoch sollten Vorschulkinder, welche keinen Kindergarten besuchen, ebenfalls mit eingeschlossen werden. Außerdem sind Studien erforderlich, welche die Auswirkungen des steigenden Konsums gesüßter Getränke und anderer Lebensmittel auf Übergewicht und Adipositas untersuchen. Ferner werden Studien empfohlen, um den Gesundheitseffekt der Ernährungsmuster in der Kindheit zu identifizieren. Außerdem sind periodische Studien erforderlich, um die Veränderung der Prävalenz von Übergewicht und Adipositas bei Kindern zukünftig zu vergleichen. Risikofaktoren für Adipositas bei Kindern durch periodische Studien zu identifizieren ist ebenfalls erforderlich, um die Prävalenz der Adipositas bei Kindern in den künftigen Jahren zu vergleichen.

Se hace un repaso de la historia educativa alemana, en concreto, se pone de manifiesto la estrecha relación entre los valores familiares y educativos. Así, la educación preescolar en Alemania en el siglo XIX ha estado marcada por una competencia continua entre las opiniones liberales y las conservadoras sobre la formación del niño. Se muestran dos tipos de instituciones con posturas contrastantes conservadoras y liberales ante la modernización de la familia: el Bewahranstalt o guardería, y el kindergarten. Se examina el movimiento del kindergarten como reflejo del desarrollo del pensamiento liberal del siglo XIX en general, como campaña con enfoques característicamente liberales hacia las estructuras familiares y políticas. Así, el desarrollo del kindergarten como alternativa al Bewahransralt constituye un importante paso hacia la modernización tanto de la educación como de la familia.

In Kazakhstan, a transitional nation in Central Asia, the development of public–private partnerships (PPPs) is at its early stage and increasingly of strategic importance. This case study investigates risk allocation in an ongoing project: the construction and operation of 11 kindergartens in the city of Karaganda in the concession form for 14 years. Drawing on a conceptual framework of effective risk allocation, the study identifies principal PPP risks, provides a critical assessment of how and in what way each partner bears a certain risk, highlights the reasons underpinning risk allocation decisions and delineates the lessons learned. The findings show that the government has effectively transferred most risks to the private sector partner, whilst both partners share the demand risk of childcare services and the project default risk. The strong elements of risk allocation include clear assignment of parties’ responsibilities, streamlined financing schemes and incentives to complete the main project phases on time. However, risk allocation has missed an opportunity to create incentives for service quality improvements and take advantage of economies of scale. The most controversial element of risk allocation, as the study finds, is a revenue stream that an operator is supposed to receive from the provision of services unrelated to childcare, as neither partner is able to mitigate this revenue risk. The article concludes that in the kindergartens’ PPP, the government has achieved almost complete transfer of risks to the private sector partner. However, the costs of transfer are extensive government financial outlays that seriously compromise the PPP value for money.

Kindergartens in China offer structured full-day programs for children aged 3-6. Although formal schooling does not commence until age 7, the mathematics program in kindergartens is specifically focused on developing young children’s facility with simple addition and subtraction. This study explored young Chinese children’s strategies for solving basic addition facts as well as their intuitive understanding of addition via interview methods. Results indicate a strong impact that teacher-directed teaching methods have on young children’s cognitions in relation to addition.

The introduction of a voucher scheme for early childhood education in Hong Kong has resulted in significant changes in the field. This paper reports data from a pilot study that aimed at gaining a deeper understanding of how parents chose early childhood education service following the introduction of a voucher scheme in Hong Kong. Eight-six Chinese parents with children aged three participated in interviews and focus group discussions. This group of parents had just gone through the process of selecting a kindergarten or nursery for their child for the school year of 2007-2008. Parents from a range of socioeconomic circumstances and educational levels who had selected non-profit kindergartens and nurseries in public and private housing estates participated. Results showed that what parents looked in their choice of service matched closely with how they defined quality. As evidenced in the study, parents’ changing views on quality shared a great deal of resemblance with the specific notion of quality being heavily promoted by recent reform policy. The findings pointed to the complex interactions of policy, choice and practices of early childhood education. The new voucher scheme is intensifying the governing of the self and the field, the impact of which can be worrying.

This study examined the everyday practices of families within the context of family mealtime to investigate how members accomplished mealtime interactions. Using an ethnomethodological approach, conversation analysis and membership categorization analysis, the study investigated the interactional resources that family members used to assemble their social orders moment by moment during family mealtimes. While there is interest in mealtimes within educational policy, health research and the media, there remain few studies that provide fine-grained detail about how members produce the social activity of having a family meal. Findings from this study contribute empirical understandings about families and family mealtime. Two families with children aged 2 to 10 years were observed as they accomplished their everyday mealtime activities. Data collection took place in the family homes where family members video recorded their naturally occurring mealtimes. Each family was provided with a video camera for a one-month period and they decided which mealtimes they recorded, a method that afforded participants greater agency in the data collection process and made available to the analyst a window into the unfolding of the everyday lives of the families. A total of 14 mealtimes across the two families were recorded, capturing 347 minutes of mealtime interactions. Selected episodes from the data corpus, which includes centralised breakfast and dinnertime episodes, were transcribed using the Jeffersonian system. Three data chapters examine extended sequences of family talk at mealtimes, to show the interactional resources used by members during mealtime interactions. The first data chapter explores multiparty talk to show how the uniqueness of the occasion of having a meal influences turn design. It investigates the ways in which members accomplish two-party talk within a multiparty setting, showing how one child "tells" a funny story to accomplish the drawing together of his brothers as an audience. As well, this chapter identifies the interactional resources used by the mother to cohort her children to accomplish the choralling of grace. The second data chapter draws on sequential and categorical analysis to show how members are mapped to a locally produced membership category. The chapter shows how the mapping of members into particular categories is consequential for social order; for example, aligning members who belong to the membership category "had haircuts" and keeping out those who "did not have haircuts". Additional interactional resources such as echoing, used here to refer to the use of exactly the same words, similar prosody and physical action, and increasing physical closeness, are identified as important to the unfolding talk particularly as a way of accomplishing alignment between the grandmother and grand-daughter. The third and final data analysis chapter examines topical talk during family mealtimes. It explicates how members introduce topics of talk with an orientation to their co-participant and the way in which the take up of a topic is influenced both by the sequential environment in which it is introduced and the sensitivity of the topic. Together, these three data chapters show aspects of how family members participated in family mealtimes. The study contributes four substantive themes that emerged during the analytic process and, as such, the themes reflect what the members were observed to be doing. The first theme identified how family knowledge was relevant and consequential for initiating and sustaining interaction during mealtime with, for example, members buying into the talk of other members or being requested to help out with knowledge about a shared experience. Knowledge about members and their activities was evident with the design of questions evidencing an orientation to coparticipant’s knowledge. The second theme found how members used topic as a resource for social interaction. The third theme concerned the way in which members utilised membership categories for producing and making sense of social action. The fourth theme, evident across all episodes selected for analysis, showed how children’s competence is an ongoing interactional accomplishment as they manipulated interactional resources to manage their participation in family mealtime. The way in which children initiated interactions challenges previous understandings about children’s restricted rights as conversationalists. As well as making a theoretical contribution, the study offers methodological insight by working with families as research participants. The study shows the procedures involved as the study moved from one where the researcher undertook the decisions about what to videorecord to offering this decision making to the families, who chose when and what to videorecord of their mealtime practices. Evident also are the ways in which participants orient both to the video-camera and to the absent researcher. For the duration of the mealtime the video-camera was positioned by the adults as out of bounds to the children; however, it was offered as a "treat" to view after the mealtime was recorded. While situated within family mealtimes and reporting on the experiences of two families, this study illuminates how mealtimes are not just about food and eating; they are social. The study showed the constant and complex work of establishing and maintaining social orders and the rich array of interactional resources that members draw on during family mealtimes. The family’s interactions involved members contributing to building the social orders of family mealtime. With mealtimes occurring in institutional settings involving young children, such as long day care centres and kindergartens, the findings of this study may help educators working with young children to see the rich interactional opportunities mealtimes afford children, the interactional competence that children demonstrate during mealtimes, and the important role/s that adults may assume as co-participants in interactions with children within institutional settings.

In 2012, Australia introduced a new National Quality Framework, comprising enhanced quality expectations for early childhood education and care services, two national learning frameworks and a new Assessment and Rating System spanning child care centres, kindergartens and preschools, family day care and outside school hours care. This is the linchpin in a series of education reforms designed to support increased access to higher quality early childhood education and care (ECEC) and successful transition to school. As with any policy change, success in real terms relies upon building shared understanding and the capacity of educators to apply new knowledge and to support change and improved practice within their service. With this in mind, a collaborative research project investigated the efficacy of a new approach to professional learning in ECEC: the professional conversation. This paper reports on the trial and evaluation of a series of professional conversations to support implementation of one element of the NQF, the Early Years Learning Framework (DEEWR,2009), and their capacity to promote collaborative reflective practice, shared understanding, and improved practice in ECEC. Set against the backdrop of the NQF, this paper details the professional conversation approach, key challenges and critical success factors, and the learning outcomes for conversation participants. Findings support the efficacy of this approach to professional learning in ECEC, and its capacity to support policy reform and practice change in ECEC.

Aim The benefits of promoting physical activity (PA) in counteracting the high prevalence of childhood obesity have become increasingly important in the past decade. The aim of this study was to examine the association between compliance of daily PA recommendations and the risk of being overweight or obese in preschool-aged children. Methods The sample comprised 607 children aged 4–6 years, recruited from kindergartens located in the metropolitan area of Porto, Portugal. Preschooler’s body mass index was classified according to International Obesity Task Force. PA was assessed during 7 consecutive days by accelerometer. Children were classified as meeting or not meeting PA recommendations based on two guidelines: (i) at least 3 h per day of total PA (TPA); and (ii) at least 1 h per day of moderate to vigorous PA (MVPA). Results The prevalence of overweight and obesity was 23.5 and 10.6% in girls and 17.2 and 8.9% in boys. In all, 90.2 and 97.3% of girls met the 1 h MVPA and 3 h TPA recommendations, respectively. In all, 96.2 and 99.4% boys met the 1 h MVPA and 3 h TPA recommendations, respectively. Boys were significantly more likely to achieve the 1 h MVPA and 3 h TPA recommendations than girls (P0.001). Not meeting the 1 h MVPA guideline was associated with obesity status (OR: 3.8; IC: 1.3–10.4), in girls, but not boys. No other statistically significant associations were found. Discussion These findings suggest that over 90% of children met the recommended guidelines. There is an association with low levels of MVPA and higher obesity status among preschool girls. Further, longitudinal studies are needed to confirm these data.
