A weak link? Germany in the Euro-Atlantic security system. OSW Point of View Number 47, January 2015

The political, military and economic parameters of German power influence the vision of the international order that Berlin favours. Politically, Germany is a regional power in the EU with considerable diplomatic potential. Economically, it is the world's third largest power with growing global trade and investment links. At the same time, Germany's military potential is limited and the German strategic culture makes the country sceptical about the use of military instruments. Berlin is thus essentially interested in maintaining peace and stability, both in Europe and globally, and in developing diplomatic mechanisms to manage regional and global crises and conflicts. The German preference for dialogue and compromise in conflict situations in the regional and global dimensions may increasingly pose a risk to maintaining the cohesion and credibility of NATO – both from the perspective of the USA and Germany’s allies from Central-Eastern and Northern Europe.

Despite record-setting performance demonstrated by superconducting Transition Edge Sensors (TESs) and growing utilization of the technology, a theoretical model of the physics governing TES devices superconducting phase transition has proven elusive. Earlier attempts to describe TESs assumed them to be uniform superconductors. Sadleir et al. 2010 shows that TESs are weak links and that the superconducting order parameter strength has significant spatial variation. Measurements are presented of the temperature T and magnetic field B dependence of the critical current Ic measured over 7 orders of magnitude on square Mo/Au bilayers ranging in length from 8 to 290 microns. We find our measurements have a natural explanation in terms of a spatially varying order parameter that is enhanced in proximity to the higher transition temperature superconducting leads (the longitudinal proximity effect) and suppressed in proximity to the added normal metal structures (the lateral inverse proximity effect). These in-plane proximity effects and scaling relations are observed over unprecedentedly long lengths (in excess of 1000 times the mean free path) and explained in terms of a Ginzburg-Landau model. Our low temperature Ic(B) measurements are found to agree with a general derivation of a superconducting strip with an edge or geometric barrier to vortex entry and we also derive two conditions that lead to Ic rectification. At high temperatures the Ic(B) exhibits distinct Josephson effect behavior over long length scales and following functional dependences not previously reported. We also investigate how film stress changes the transition, explain some transition features in terms of a nonequilibrium superconductivity effect, and show that our measurements of the resistive transition are not consistent with a percolating resistor network model.

We study electronic transport in a Luttinger liquid with an embedded impurity, which is either a weak scatterer (WS) or a weak link (WL), when interacting electrons are coupled to one-dimensional massless bosons (e.g., acoustic phonons). We find that the duality relation, ?WS?WL=1, between scaling dimensions of the electron backscattering in the WS and WL limits, established for the standard Luttinger liquid, holds in the presence of the additional coupling for an arbitrary fixed strength of boson scattering from the impurity. This means that at low temperatures such a system remains either an ideal insulator or an ideal metal, regardless of the scattering strength. On the other hand, when fermion and boson scattering from the impurity are correlated, the system has a rich phase diagram that includes a metal-insulator transition at some intermediate values of the scattering.

We study manager-employee interactions in experiments set in a corporate environment where payoffs depend on employees coordinating at high effort levels; the underlying game being played repeatedly by employees is a weak-link game. In the absence of managerial intervention subjects invariably slip into coordination failure. To overcome a history of coordination failure, managers have two instruments at their disposal, increasing employees' financial incentives to coordinate and communication with employees. We find that communication is a more effective tool than incentive changes for leading organizations out of performance traps. Examining the content of managers' communication, the most effective messages specifically request a high effort, point out the mutual benefits of high effort, and imply that employees are being paid well.

In previous research, we have shown that financial incentives can be used to find a way out of such performance traps. Here we examine the sensitivity of this result to the ability of people to observe others' choices. Our experiments are set in a corporate environment where subjects' payoffs depend on coordinating at high effort levels; the underlying game being played repeatedly by the employees of an experimental firm is a weak-link game. Treatments vary along two dimensions. First, subjects either start with low financial incentives for coordination, which typically leads to coordination failure, and then are switched to higher incentives or start with high incentives, which typically yield effective coordination, and are switched to low incentives. Many organizations suffer poor performance because individuals within the organization fail to coordinate on efficient patterns of behavior. Using controlled laboratory experiments, we study how financial incentives can be used to find a way out of such performance traps. Our experiments are set in a corporate environment where subjects' payoffs depend on coordinating at high effort levels; the underlying game being played repeatedly by employees is a weak-link game. In an initial phase, the benefits of coordination are low relative to the cost of increased effort. Play in this initial phase typically converges to an inefficient outcome with employees failing to coordinate at high effort levels. The experimental design then explores the effects of varying the financial incentives to coordinate at a higher effort level. We study how the heterogeneity of agents affects the extent to which changes in financial incentives can pull a group out of a situation of coordination failure. We focus on the connections between cost asymmetries and leadership. Experimental subjects interact in groups of four in a series of weak-link games. The treatment variable is the distribution of high and low effort cost across subjects. We present data for one, two and three low-cost subjects as well as control sessions with symmetric costs. The overall pattern of coordination improvement is common across treatments. Early coordination improvements depend on the distribution of high and low effort costs across subjects, but these differences disappear with time. We find that initial leadership in overcoming coordination failure is not driven by low-cost subjects but by subjects with the most frequent cost. This conformity effect can be due to a kind of group identity or to the cognitive simplicity of acting with identical others.

The urban portion of the Kettle Creek Watershed is experiencing severe bank and bed erosion due to unchecked stormwater runoff and a steep stream slope. The Kettle Creek Urban Watershed Improvement Project will reduce sediment input to the stream by stabilizing the steam bed with rock-riffle stream stabilization structures and stream bank improvements at select locations. Other components of the watershed are being addressed for excess sediment loads including the agricultural portion by constructing sediment detention basins, and the urban stormwater component by separating the existing combined sanitary and stormwater systems. The urban stream erosion factor represents the weak link in the current watershed impairment. The benefits of the all the watershed improvements components will be realized by all the residents of Kettle Creek Watershed as well as the citizens of Ottumwa.

Esta monografía se realiza con el ánimo de analizar las relaciones militares entre Rusia y República Checa con el fin de valorar su incidencia en el reposicionamiento de Rusia como gran potencia y su repercusión en Europa Central. Se estudia cómo en los últimos años la relación de ambos países se ha definido por la inestabilidad política y la inseguridad que ha desembocado en un vínculo débil, lo cual trae consecuencias al proyecto ruso y le impide ejercer un liderazgo efectivo en la región. Dicho proyecto está sustentado en los elementos del poder nacional del Realismo Clásico que permiten hacer un recorrido por todos los aspectos relevantes de la construcción del proyecto ruso y dar cuenta de su efectividad frente a una República Checa inmersa en las dinámicas europeas.

We study the quantum coherent tunneling dynamics of two weakly coupled atomic-molecular Bose-Einstein condensates (AMBEC). A weak link is supposed to be provided by a double-well trap. The regions of parameters where the macroscopic quantum localization of the relative atomic population occurs are revealed. The different dynamical regimes are found depending on the value of nonlinearity, namely, coupled oscillations of population imbalance of atomic and molecular condensate, including irregular oscillations regions, and macroscopic quantum self trapping regimes. Quantum means and quadrature variances are calculated for population of atomic and molecular condensates and the possibility of quadrature squeezing is shown via stochastic simulations within P-positive phase space representation method. Linear tunnel coupling between two AMBEC leads to correlations in quantum statistics.

Cryptographic systems are safe. However, the management of cryptographic keys of these systems is a tough task. They are usually protected by the use of password-based authentication mechanisms, which is a weak link on conventional cryptographic systems, as the passwords can be easily copied or stolen. The usage of a biometric approach for releasing the keys is an alternative to the password-based mechanisms. But just like passwords, we need mechanisms to keep the biometrical signal safe. One approach for such mechanism is to use biometrical key cryptography. The cryptographic systems based on the use of biometric characteristics as keys are called biometrical cryptographic systems. This article presents the implementation of Fuzzy Vault, a biometrical cryptographic system written in Java, along with its performance evaluation. Fuzzy Vault was tested on a real application using smartcards.

Learned irrelevance (LIrr) refers to a form of selective learning that develops as a result of prior noncorrelated exposures of the predicted and predictor stimuli. In learning situations that depend on the associative link between the predicted and predictor stimuli, LIrr is expressed as a retardation of learning. It represents a form of modulation of learning by selective attention. Given the relevance of selective attention impairment to both positive and cognitive schizophrenia symptoms, the question remains whether LIrr impairment represents a state (relating to symptom manifestation) or trait (relating to schizophrenia endophenotypes) marker of human psychosis. We examined this by evaluating the expression of LIrr in an associative learning paradigm in (1) asymptomatic first-degree relatives of schizophrenia patients (SZ-relatives) and in (2) individuals exhibiting prodromal signs of psychosis ("ultrahigh risk" [UHR] patients) in each case relative to demographically matched healthy control subjects. There was no evidence for aberrant LIrr in SZ-relatives, but LIrr as well as associative learning were attenuated in UHR patients. It is concluded that LIrr deficiency in conjunction with a learning impairment might be a useful state marker predictive of psychotic state but a relatively weak link to a potential schizophrenia endophenotype.

Palaeoclimatic stability is regarded as an important factor in explaining patterns of endemism in the Azorean flora. However, modelling simulations and quantitative reconstructions for the last 6000 years suggest considerable palaeoclimatic variability. Here we explore the link between Holocene palaeoclimate and palaeovegetation on the islands of Flores and Pico. Modern pollen assemblages indicate that most major plant communities can be detected using pollen analysis and that, in some cases, the pre-colonisation vegetation was quite similar to present-day relict vegetation. A 200–500-year pollen record from Alagoinha, a low-elevation mire in western Flores, shows that Juniperus brevifolia-dominated communities were widespread at lower elevations prior to large-scale deforestation. Today these communities are generally restricted to higher elevations. While our results are preliminary, there appears to be a weak link between palaeovegetation (which was primarily influenced by volcanism, soil formation and human impact) and palaeoclimatic changes detected through geochemical proxies. Even if the Azorean palaeoclimate varied substantially, its impact on the pristine vegetation, at least in terms of pollen production, was relatively small.
