The authors address the growing call for research into the management of supply networks serving the public sector. Building on prior action research, this empirical paper focuses on the management of supply in interorganizational, health sector networks identifying the competence requirements (skills, knowledge, traits, and behavioural indicators) associated with effective team performance. Drawing on empirical data, the authors present a competence framework that aims to capture a team’s tacit understanding of strategic supply management. Competence indicators are organized into six themes: network understanding; developing network position; relationship management; learning, knowledge and knowledge management; strategy formulation; strategy implementation. Finally, the relevance of the framework to boundary spanning personnel outside the purchasing function and to other organizations is considered.

The importance of interorganizational networks in supporting or hindering the achievement of organizational objectives is now widely acknowledged. Network research is directed at understanding network processes and structures, and their impact upon performance. A key process is learning. The concepts of individual, group and organizational learning are long established. This article argues that learning might also usefully be regarded as occurring at a fourth system level, the interorganizational network. The concept of network learning - learning by a group of organizations as a group - is presented, and differentiated from other types of learning, notably interorganizational learning (learning in interorganizational contexts). Four cases of network learning are identified and analysed to provide insights into network learning processes and outcomes. It is proposed that 'network learning episode' offers a suitable unit of analysis for the empirical research needed to develop our understanding of this potentially important concept.

The ALBA 2002 Call for Papers asks the question ‘How do organizational learning and knowledge management contribute to organizational innovation and change?’. Intuitively, we would argue, the answer should be relatively straightforward as links between learning and change, and knowledge management and innovation, have long been commonly assumed to exist. On the basis of this assumption, theories of learning tend to focus ‘within organizations’, and assume a transfer of learning from individual to organization which in turn leads to change. However, empirically, we find these links are more difficult to articulate. Organizations exist in complex embedded economic, political, social and institutional systems, hence organizational change (or innovation) may be influenced by learning in this wider context. Based on our research in this wider interorganizational setting, we first make the case for the notion of network learning that we then explore to develop our appreciation of change in interorganizational networks, and how it may be facilitated. The paper begins with a brief review of lite rature on learning in the organizational and interorganizational context which locates our stance on organizational learning versus the learning organization, and social, distributed versus technical, centred views of organizational learning and knowledge. Developing from the view that organizational learning is “a normal, if problematic, process in every organization” (Easterby-Smith, 1997: 1109), we introduce the notion of network learning: learning by a group of organizations as a group. We argue this is also a normal, if problematic, process in organizational relationships (as distinct from interorganizational learning), which has particular implications for network change. Part two of the paper develops our analysis, drawing on empirical data from two studies of learning. The first study addresses the issue of learning to collaborate between industrial customers and suppliers, leading to the case for network learning. The second, larger scale study goes on to develop this theme, examining learning around several major change issues in a healthcare service provider network. The learning processes and outcomes around the introduction of a particularly controversial and expensive technology are described, providing a rich and contrasting case with the first study. In part three, we then discuss the implications of this work for change, and for facilitating change. Conclusions from the first study identify potential interventions designed to facilitate individual and organizational learning within the customer organization to develop individual and organizational ‘capacity to collaborate’. Translated to the network example, we observe that network change entails learning at all levels – network, organization, group and individual. However, presenting findings in terms of interventions is less meaningful in an interorganizational network setting given: the differences in authority structures; the less formalised nature of the network setting; and the importance of evaluating performance at the network rather than organizational level. Academics challenge both the idea of managing change and of managing networks. Nevertheless practitioners are faced with the issue of understanding and in fluencing change in the network setting. Thus we conclude that a network learning perspective is an important development in our understanding of organizational learning, capability and change, locating this in the wider context in which organizations are embedded. This in turn helps to develop our appreciation of facilitating change in interorganizational networks, both in terms of change issues (such as introducing a new technology), and change orientation and capability.

Despite thirty years of research in interorganizational networks and project business within the industrial networks approach and relationship marketing, collective capability of networks of business and other interorganizational actors has not been explicitly conceptualized and studied within the above-named approaches. This is despite the fact that the two approaches maintain that networking is one of the core strategies for the long-term survival of market actors. Recently, many scholars within the above-named approaches have emphasized that the survival of market actors is based on the strength of their networks and that inter-firm competition is being replaced by inter-network competition. Furthermore, project business is characterized by the building of goal-oriented, temporary networks whose aims, structures, and procedures are clarified and that are governed by processes of interaction as well as recurrent contracts. This study develops frameworks for studying and analysing collective network capability, i.e. collective capability created for the network of firms. The concept is first justified and positioned within the industrial networks, project business, and relationship marketing schools. An eclectic source of conceptual input is based on four major approaches to interorganizational business relationships. The study uses qualitative research and analysis, and the case report analyses the empirical phenomenon using a large number of qualitative techniques: tables, diagrams, network models, matrices etc. The study shows the high level of uniqueness and complexity of international project business. While perceived psychic distance between the parties may be small due to previous project experiences and the benefit of existing relationships, a varied number of critical events develop due to the economic and local context of the recipient country as well as the coordination demands of the large number of involved actors. The study shows that the successful creation of collective network capability led to the success of the network for the studied project. The processes and structures for creating collective network capability are encapsulated in a model of governance factors for interorganizational networks. The theoretical and management implications are summarized in seven propositions. The core implication is that project business success in unique and complex environments is achieved by accessing the capabilities of a network of actors, and project management in such environments should be built on both contractual and cooperative procedures with local recipient country parties.

The market’s challenges bring firms to collaborate with other organizations in order to create Joint Ventures, Alliances and Consortia that are defined as “Interorganizational Networks” (IONs) (Provan, Fish and Sydow; 2007). Some of these IONs are managed through a shared partecipant governance (Provan and Kenis, 2008): a team composed by entrepreneurs and/or directors of each firm of an ION. The research is focused on these kind of management teams and it is based on an input-process-output model: some input variables (work group’s diversity, intra-team's friendship network density) have a direct influence on the process (team identification, shared leadership, interorganizational trust, team trust and intra-team's communication network density), which influence some team outputs, individual innovation behaviors and team effectiveness (team performance, work group satisfaction and ION affective commitment). Data was collected on a sample of 101 entrepreneurs grouped in 28 ION’s government teams and the research hypotheses are tested trough the path analysis and the multilevel models. As expected trust in team and shared leadership are positively and directly related to team effectiveness while team identification and interorganizational trust are indirectly related to the team outputs. The friendship network density among the team’s members has got positive effects on the trust in team and on the communication network density, and also, through the communication network density it improves the level of the teammates ION affective commitment. The shared leadership and its effects on the team effectiveness are fostered from higher level of team identification and weakened from higher level of work group diversity, specifically gender diversity. Finally, the communication network density and shared leadership at the individual level are related to the frequency of individual innovative behaviors. The dissertation’s results give a wider and more precise indication about the management of interfirm network through “shared” form of governance.

Despite recent research on time (e.g. Hedaa & Törnroos, 2001), consideration of the time dimension in data collection, analysis and interpretation in research in supply networks is, to date, still limited. Drawing on a body of literature from organization studies, and empirical findings from a six-year action research programme and a related study of network learning, we reflect on time, timing and timeliness in interorganizational networks. The empirical setting is supply networks in the English health sector wherein we identify and elaborate various issues of time, within the case and in terms of research process. Our analysis is wide-ranging and multi-level, from the global (e.g. identifying the notion of life cycles) to the particular (e.g. different cycle times in supply, such as daily for deliveries and yearly for contracts). We discuss the ‘speeding up’ of inter-organizational ‘e’ time and tensions with other time demands. In closing the paper, we relate our conclusions to the future conduct of the research programme and supply research more generally, and to the practice of managing supply (in) networks.

O contexto Darwiniano em que vivem as Agências de Viagens Independentes (AVI) em Portugal, impõe uma estratégia de colaboração em rede entre os diversos players do setor, numa inovadora e interativa filosofia de coopetição interorganizacional. Atualmente as contendas negociais não são mais entre empresas individuais, mas entre alianças de múltiplas empresas e os fornecedores com quem interagem. Os constrangimentos, os conflitos e os obstáculos contextuais e transacionais que as AVI enfrentam, são considerados como um dos principais motivos que as impelem a integrar redes de coopetição Interorganizacionais. Foi dado maior enfoque ao setor das AVI, em Portugal, por possuírem um peso significativo no mercado (69% em 2011), e ao tipo de aliança – Grupo de Gestão de agências de viagens (por representar 44% dessas AVI). Pretende-se nesta tese efetuar um estudo de caso da “Aliança RAVT”, e construir um mosaico de ideias que possam explicar a realidade de criação de valor entre os parceiros dentro da rede. Será apresentado um modelo de negócio designado por “e-Marketplace P2P com Cocriação de valor” para Grupos de Gestão, elencando as premissas que obrigam à reconfiguração das regras de negócio e das relações dentro da constelação de atores, visando mobilizá-los no incremento de novas maneiras de cocriar valor.

El desarrollo de la presente investigación, centra su atención en las capacidades dinámicas que influyen en la operación de la Red de Turismo de La Candelaria de Bogotá. Para este fin, se realizó una encuesta a 100 directivos o dueños de las empresas que conforman dicha red, y que es una muestra significativa para los propósitos de la investigación, puesto que permite describir a nivel de la empresa y a nivel de la red, la influencia de las capacidades dinámicas de absorción, adaptación e innovación. Como resultados, se obtuvieron que al nivel de empresas las tres capacidades dinámicas influyen en la operación de la misma, encontrándose una mayor relación entre las capacidades de “Innovación – Adaptación"; a nivel de red empresarial ocurre lo contrario, puesto que la relación de las capacidades dinámicas de “Innovación – Adaptación” es nula, mientras que las relaciones entre “Absorción – Innovación” y “Absorción – Adaptación” poseen una alta relación para la operación de la red. Lo anterior, se deriva del análisis realizado de los datos tabulados de la encuesta aplicada a las empresas de la red de turismo, con los estudios empíricos hallados que proponen escalas de medición para las capacidades dinámicas de absorción, adaptación e innovación, y el marco teórico elaborado como soporte para la presente investigación.

Este estudio tiene como objetivo identificar cuáles son las variables que repercuten en la efectividad de las redes empresariales. Esto, con base en la búsqueda de literatura existente de la efectividad en equipos, en organizaciones y en las redes interorganizacionales, así como el análisis de modelos y estudios empíricos que permitieron el análisis. De acuerdo con la búsqueda, se encontró que variables como la estructura de la red, la estabilidad del sistema, el compromiso de los empleados en cada una de las organizaciones que hacen parte de la red, la confianza dentro de la red, la transferencia de conocimiento y la apertura del sistema son las variables que en conclusión, mostraron ser buenas predictoras de efectividad dentro de las redes empresariales.

Hoy en día en el mundo empresarial, son cada vez más las compañías que forman parte de redes interorganizacionales, debido a que al hacer parte de estas se genera un apoyo mutuo entre organizaciones sin que ninguna de ellas imponga acciones a realizar sobre la otra (Sulbrandt, Lira, Ibarra, 2001). En años anteriores se han realizado diversas investigaciones acerca de redes interorganizacionales, estudiando factores económicos, financieros y de mercado, pero poco se ha estudiado acerca del campo de recursos humanos y sus prácticas. Es por esto que esta investigación busca describir, explicar, analizar, y comparar, entre otras actividades intelectuales, conceptos de redes interorganizacionales, prácticas de recursos humanos y benchmarking, para finalmente proponer el diseño de un sistema de benchmarking que logre reunir y evaluar las mejores prácticas de recursos humanos de cada empresa dentro de una red interorganizacional.

The constructivist model of 'soft' value management (VM) is contrasted with the VM discourse appropriated by cost consultants who operate from within UK quantity surveying (QS) practices. The enactment of VM by cost consultants is shaped by the institutional context within which they operate and is not necessarily representative of VM practice per se. Opportunities to perform VM during the formative stages of design are further constrained by the positivistic rhetoric that such practitioners use to conceptualize and promote their services. The complex interplay between VM theory and practice is highlighted and analysed from a non-deterministic perspective. Codified models of 'best practice' are seen to be socially constructed and legitimized through human interaction in the context of interorganizational networks. Published methodologies are seen to inform practice in only a loose and indirect manner, with extensive scope for localized improvization. New insights into the relationship between VM theory and practice are derived from the dramaturgical metaphor. The social reality of VM is seen to be constituted through scripts and performances, both of which are continuously contested across organizational arenas. It is concluded that VM defies universal definition and is conceptualized and enacted differently across different localized contexts.

A presente tese trata do tema redes de cooperação interorganizacionais no contexto brasileiro. O estudo aborda uma política pública governamental desenvolvida no Sul do Brasil voltada a ampliar a competitividade das pequenas empresas e gerar desenvolvimento econômico e social através do incentivo a formação de redes de cooperação entre empresas. O objetivo principal da tese é identificar e compreender os principais fatores que afetam a gestão de redes de cooperação. A partir de uma pesquisa quantitativa realizada em uma amostra de 443 empresas participantes de 120 redes, os resultados evidenciaram os principais elementos de gestão. O Programa Redes de Cooperação, desenvolvido pelo Governo do Estado do Rio Grande do Sul, trata-se de uma política pública que, desde o ano 2000, objetiva o fortalecimento competitivo de pequenas empresas e o desenvolvimento socioeconômico regional. Esse programa sustenta-se em três pilares de atuação: a) uma metodologia de formação, consolidação e expansão de redes entre empresas; b) uma estrutura regionalizada de suporte à implementação formada por uma rede de universidades regionais e c) uma coordenação central por parte do Governo do Estado, responsável pelos instrumentos de promoção, orientação e apoio aos empresários e gestores das redes. Cabe destacar que o caso estudado envolve 120 redes de cooperação, nas quais participam três mil empresas que, juntas, empregam 35.000 pessoas e faturam mais de US$ 1 bilhão. Além disso, a relação próxima com as universidades vem possibilitando uma interação acadêmica em nível nacional que tem gerado avanços teórico-práticos para o fortalecimento da cooperação interorganizacional. Com base nas referências teóricas e em evidências observadas por estudos exploratórios, realizados ex ante no campo de pesquisa, identificaram-se cinco atributos de gestão de redes – mecanismos sociais, aspectos contratuais, motivação e comprometimento, integração com flexibilidade e organização estratégica – e cinco benefícios – ganhos de escala e de poder de mercado, provisão de soluções, aprendizagem e inovação, redução de custos e riscos, e relações sociais. Para confirmação ou não dos dez fatores identificados ex ante e o seu grau de importância, realizou-se uma análise conjunta em uma amostra de 443 proprietários de empresas de uma população de 3.087 associados às 120 redes do programa. Os dados empíricos foram coletados pelo pesquisador em 2005, sendo agregados e processados através do programa estatístico SPSS versão 12.0. Os resultados obtidos pela análise conjunta confirmaram a importância dos dez fatores identificados. Nenhum dos fatores destacou-se significativamente em relação aos demais, o que indica que todos eles têm impacto semelhante na gestão das redes. No campo de estudos sobre redes interorganizacionais, as conclusões da pesquisa contribuíram para uma melhor compreensão dos fatores que influenciam em maior ou menor grau a gestão de redes de cooperação. Demonstraram empiricamente, no caso brasileiro, a coerência de postulados teóricos, desenvolvidos por pesquisas realizadas em outros contextos. No que tange às políticas públicas, os resultados evidenciaram que a promoção da cooperação em redes possibilita ganhos competitivos para as pequenas empresas. No âmbito organizacional, os fatores realçados poderão orientar os gestores nas suas decisões estratégicas no sentido de ampliar os ganhos competitivos da ação em rede.

Este trabalho investiga as contribuições da interação entre os órgãos públicos para a efetividade do Sistema de Justiça Criminal, à luz dos atores envolvidos e tendo como arcabouço conceitual as teorias de redes interorganizacionais, notadamente redes de políticas públicas. O estudo foi orientado pela suposição inicial de que a atuação em rede pode proporcionar melhores resultados para a administração pública, comparativamente àqueles obtidos com as instituições trabalhando isoladamente. A literatura sobre o tema apresenta que, dentre outras vantagens, redes podem ser mais apropriadas para lidar com problemas complexos, proporcionando mais flexibilidade que as hierarquias, complementaridade nas ações e incentivo à colaboração. Por outro lado, aponta limitações de ordem gerencial ou relacionadas a prestação de contas e responsabilização, a questões legais e culturais, a conflitos de interesses e ao poder. Para a obtenção de dados empíricos, foram entrevistados Delegados de Polícia Federal, Peritos Criminais Federais, Auditores Federais de Controle Externo, Analistas de Finanças e Controle e Procuradores da República, todos detentores de função de gestão. Mediante a categorização dos depoimentos colhidos na pesquisa de campo foi possível sintetizar a percepção dos entrevistados, o que revelou que, corroborando os atributos identificados na literatura, vários são os benefícios da atuação em rede. Mas, do mesmo modo que verificado na literatura, os entrevistados igualmente destacaram que redes apresentam muitos desafios e limitações.
