Motivated by the Chinese experience, we analyze a semi-open economy where the central bank has access to international capital markets, but the private sector has not. This enables the central bank to choose an interest rate different from the international rate. We examine the optimal policy of the central bank by modelling it as a Ramsey planner who can choose the level of domestic public debt and of international reserves. The central bank can improve savings opportunities of credit-constrained consumers modelled as in Woodford (1990). We find that in a steady state it is optimal for the central bank to replicate the open economy, i.e., to issue debt financed by the accumulation of reserves so that the domestic interest rate equals the foreign rate. When the economy is in transition, however, a rapidly growing economy has a higher welfare without capital mobility and the optimal interest rate differs from the international rate. We argue that the domestic interest rate should be temporarily above the international rate. We also find that capital controls can still help reach the first best when the planner has more fiscal instruments.

Most models currently used to determine optimal foreign reserve holdings take the level of international debt as given. However, given the sovereign`s willingness-to-pay incentive problems, reserve accumulation may reduce sustainable debt levels. In addition, assuming constant debt levels does not allow addressing one of the puzzles behind using reserves as a means to avoid the negative effects of crisis: why do not sovereign countries reduce their sovereign debt instead? To study the joint decision of holding sovereign debt and reserves, we construct a stochastic dynamic equilibrium model calibrated to a sample of emerging markets. We obtain that the reserve accumulation does not play a quantitatively important role in this model. In fact, we find the optimal policy is not to hold reserves at all. This finding is robust to considering interest rate shocks, sudden stops, contingent reserves and reserve dependent output costs. (c) 2008 Elsevier B.V. All rights reserved.

Global financial imbalances receive a great deal of attention in relation to the emerging economies China and India. This chapter analyzes this relation, but argues first that they are actually re-balancing the existing structural inequality in the world economy, in which for so long only the Western economies and Japan dominated economic growth and international trade, moving towards a more multi-polar world economy. China in particular, with its rapid export-led growth, has indeed been part and parcel of the emerging financial imbalances, feeding the ‘over-consumption’ in the US and using its accumulating international reserves in buying US-treasury bonds. Finance therefore is moving to the economy that ‘least needs it’. This imbalance can only be redressed if the US (and some of the other OECD countries) start saving more and consuming less (and become more competitive), with China further stimulating domestic demand (which it already did in response to the crisis). China and to a lesser extend India, as emerging large economies and a more important roles in global markets, also contribute to new imbalances, such as the influence of the insatiable appetite for resources (carbon-hydrates, minerals and bio-mass) of these relatively energy-inefficient economies, while at the same time attracting an increasing share of FDI towards them. The chapter finally raises the issue that these three mentioned imbalances make it more difficult for developing countries (except for those who are resource-rich) to get access to the necessary development finance.

Determinative common factors of currency and financial crisis. This paper identifies and evaluates determinative common factors of currency and financial crisis in relation to 86 crises episodes between 1970-2004, based on factor analysis, cluster and discriminant analysis. One evidenced that the rise of the ratios of domestic credit, fiscal deficit and residents bank deposits to the GDP is inherent to the different types of crises classified for economic literature. It was also identified as common factors to these episodes some indicators that capture the excessive monetary expansion of the economies and that reflect the fall in international reserves, represented by M2/Reserves and Imports/Reserves ratios and also the total volume of international reserves.

The recente Brazilian public management. We use two frameworks to analyze the recent Brazilian public debt management. The first one encompasses the Brazilian optimal public debt management analysis through the examination of the correlations among the main variables to which the public debt is indexed. The second seeks to address the consequences of recent Brazilian economic policies, such as international reserves accumulation through sterilized interventions by the Central Bank and excessive capitalization of federal financial institutions. Those policies have important, albeit often ignored, fiscal impacts, which became important to determine the current size, maturity and composition of the public debt stock.

The aim of this paper is to indicate that there was a significant change in the composition of the Brazilian International Investment Position in the period 2001-2010: international reserves became higher than the external debt and decreased the share of foreign liabilities denominated in foreign currency, getting smaller that the participation of the external liabilities denominated in domestic currency. These tend to suffer a double devaluation (prices and exchange rates) in times of crisis, thus characterizing the reduction of the external vulnerability in the financial sphere as evidenced in the global crisis hatched in 2008.

Since 1991 Colombia has had a market-determined Peso - US Dollar Nominal Exchange Rate (NER), after more than 20 years of controlled and multiple exchange rates. The behavior (revaluation / devaluation) of the NER is constantly reported in news, editorials and op-eds of major newspapers of the nation with particular attention to revaluation. The uneven reporting of revaluation episodes can be explained by the existence of an interest group particulary affected by revaluation, looking to increase awareness and sympathy for help from public institutions. Using the number of news and op-eds from a major Colombian newspaper, it is shown that there is an over-reporting of revaluation episodes in contrast to devaluation ones. Secondly, using text analysis upon the content of the news, it is also shown that the words devaluation and revaluation are far apart in the distribution of words within the news; and revaluation is highly correlated with words related to: public institutions, exporters and the need of assistance. Finally it is also shown that the probability of the central bank buying US dollars to lessen revaluation effects increases with the number of news; even though the central bank allegedly intervenes in the exchange rate market only to tame volatility or accumulate international reserves.

O objetivo deste trabalho analisar acumulação de reservas internacionais por parte de países como Brasil, que acumulam reservas na tentativa de se proteger de crises externas bem como diminuir tal probabilidade. Desejamos analisar determinação do nível ótimo de reservas. Apresentaremos um breve histórico da literatura sobre acumulação de reservas. No estudo do Brasil, discutiremos nível ótimo de reservas internacionais brasileiras usando modelo de buffer stock, partir de uma abordagem de séries temporais, diferindo de trabalhos anteriores usando dados cross-section.

Existem divergências entre Lara Resende (1982) e Cysne (1993) sobre o que determinou o descumprimento das metas monetárias que serviram como um dos instrumentos de combate a inflação no PAEG. Para se entender o que de fato ocorreu, reconstruímos a oferta de moeda a partir das variáveis descritas por estes autores como relevantes na sua argumentação. Pelo descrito, tudo indicava uma mudança estrutural, mas, usando a técnica de Chow, ficou evidente que a mesma ocorreu com o advento do Plano Trienal, não com o PAEG. Para percebermos isto, trabalhamos com um período superior a implantação e execução do PAEG (1960:01 a 1968:12). Esta investigação demonstrou duas coisas: erros na utilização analítica (este é o caso do papel das reservas internacionais e mudança estrutural) e peso de argumentação desmedida (este é o caso do papel dado ao crédito concedido pela Autoridade Monetária via Banco do Brasil ao setor privado). Afora isto, o que se tem de concreto, é que a oferta de moeda não foi resultado de uma variável isolada, mas de um conjunto bem articulado que, apesar das suas diferenças de influência, produziram no período específico em que se tem o PAEG (não pelo PAEG), uma oferta de moeda cadente e fora das metas monetárias previstas.

As intervenções efetuadas pelo Banco Central do Brasil têm sido freqüentes no mercado de câmbio à vista nestes últimos anos. Essas intervenções geram incremento das reservas internacionais do país, mas podem gerar também, entre outros, efeitos sobre o ritmo da apreciação da moeda nacional e também sobre a volatilidade do mercado. O presente trabalho buscou identificar se tais intervenções resultaram em alterações da volatilidade do mercado, concluindo que houve efeito de redução desta volatilidade em apenas uma faixa dentro do universo do volume de compras realizadas pelo Banco Central. Secundariamente buscou-se observar qual foi a demanda dos agentes de mercado na contratação de instrumentos de proteção (hedge) cambial em resposta dessas alterações da volatilidade. Não foi verificado qualquer efeito acerca da busca de proteção. A análise foi baseada no período compreendido entre janeiro de 2001 e maio de 2007, sendo que a identificação do efeito das intervenções sobre a volatilidade do mercado utilizou o modelo GARCH, e a análise subseqüente, de influência sobre a busca de proteção, foi baseada no modelo SARIMA.

Este trabalho faz uma resenha da literatura sobre Fundos Soberanos, destacando tópicos como suas origens, objetivos, impactos de seus investimentos, transparência e atuação destes instrumentos governamentais na recente crise financeira global. Analisa ainda a criação do Fundo Soberano Brasileiro buscando ressaltar seus prós e contras. Ressaltamos a necessidade de se observar superávits consistentes em Conta Corrente no Balanço de Pagamentos para justificar a constituição destes instrumentos. A simples existência de elevados volumes de reservas internacionais não serve como prerrogativa para sua criação, devendo-se analisar a sustentabilidade e volatilidade das fontes das divisas. Ainda, destacamos que os Fundos Soberanos são veículos de investimentos governamentais cuja relevância no mercado financeiro não justifica os temores que possam causar desequilíbrios relevantes, apesar das críticas e questionamentos em relação à falta de transparência na divulgação de informações acerca de seus investimentos.

The paper aims to investigate on empirical and theoretical grounds the Brazilian exchange rate dynamics under floating exchange rates. The empirical analysis examines the short and long term behavior of the exchange rate, interest rate (domestic and foreign) and country risk using econometric techniques such as variance decomposition, Granger causality, cointegration tests, error correction models, and a GARCH model to estimate the exchange rate volatility. The empirical findings suggest that one can argue in favor of a certain degree of endogeneity of the exchange rate and that flexible rates have not been able to insulate the Brazilian economy in the same patterns predicted by literature due to its own specificities (managed floating with the use of international reserves and domestic interest rates set according to inflation target) and to externally determined variables such as the country risk. Another important outcome is the lack of a closer association of domestic and foreign interest rates since the new exchange regime has been adopted. That is, from January 1999 to May 2004, the US monetary policy has no significant impact on the Brazilian exchange rate dynamics, which has been essentially endogenous primarily when we consider the fiscal dominance expressed by the probability of default.

O objetivo deste trabalho é estimar os efeitos da crise financeira recente sobre os spreads dos títulos soberanos dos países emergentes. Os resultados corroboram a visão de que a atual crise financeira teve um impacto significativo sobre a percepção de risco dos países emergentes, elevando o prêmio de risco. A taxa de crescimento da economia, a taxa de câmbio real, as reservas internacionais, as dívidas interna e externa e o VIX também afetaram significativamente os spreads soberanos. Por fim, mostramos que a percepção de risco do Brasil foi menos afetada pela crise que nos demais países emergentes.

The recent emerging market experiences have posed a challenge to the conventional wisdom that unsustainable fiscal deficits are the key to understanding financial crises in these countries. The health of the domestic banking system has emerged as the main driving force behind the perverse dynamics of partial reforms. The current paper shares this view and uses a model of contractual inefliciencies in the banking sector to understand the dynamics of these reforms. We find that the threat of a large exchange rate devaluation depends on the stock of international reserves relative to the stock of domestic credit that must be extended by the Central Bank in response to a large capital outflow. Moreover, if a country has a weak banking sector but high net reserve ratios, the capital flow reversal might only increase the vulnerability to a currency crisis without necessarily causing it. The results are in accordance with much of the empiricalliterature on the determinants of financiaI crises in emerging markets. Some aspectsof the recent policy debate on the introduction of capital controls are also analysed.

Este trabalho analisa, sob a ótica da sustentabilidade da dívida, os efeitos de se manter um elevado nível de reservas internacionais juntamente com um elevado estoque de dívida pública. Busca-se o nível ótimo de reservas para o Brasil através de uma ferramenta de gestão de risco, por simulações de Monte Carlo. Considerando as variáveis estocásticas que afetam a equação de acumulação da dívida, e entendendo a relação entre elas, pode-se estudar as propriedades estocásticas da dinâmica da dívida. Da mesma forma, podemos analisar o impacto fiscal de um determinado nível de reservas ao longo do tempo e verificar quais caminhos se mostram sustentáveis. Sob a ótica da sustentabilidade da dívida, a escolha que gera a melhor relação dívida líquida / PIB para o Brasil é aquela que utiliza o máximo das reservas internacionais para reduzir o endividamento local. No entanto, como há aspectos não capturados nesta análise, tais como os benefícios das reservas em prevenir crises e em funcionar como garantia para investimentos externos, sugere-se que as reservas não excedam os níveis reconhecidos pela literatura internacional que atendam a estes fins. A indicação final deste estudo é que as reservas internacionais funcionam como um instrumento de proteção ao país quando o endividamento e o custo dele não são tão expressivos, como são atualmente no Brasil.
