Resumo:
Colombia y Ecuador son países que por mucho tiempo no brindaron mayor importancia al tema migratorio y sus políticas enfocadas a dicha materia fueron incipientes y con resultados poco favorables. Desde principios del siglo XXI, el tema migratorio empezó a considerarse como prioridad dentro de las agendas políticas internas de cada Estado y de ahí surge la necesidad de crear políticas migratorias capaces de dar respuesta efectiva a los nuevos flujos migratorios y de proteger a los emigrantes residentes en el exterior por medio de la garantía de sus derechos fundamentales. No obstante, los resultados en la implementación de dichas políticas varío considerablemente entre los dos países debido a la importancia que se le asignó al tema dentro de la agenda política de cada Estado, mientras que en Ecuador la migración es un considerada como una prioridad interna, para Colombia el tema migratorio sigue siendo relegado por otros temas como el conflicto armado y el desplazamiento forzado interno.

Os direitos humanos consolidaram um conjunto de valores ético-políticos considerados fundamentais para assegurar o respeito à dignidade do ser humano. A problemática do desenvolvimento é fundamental para as considerações de política externa de países como o Brasil. A consagração do Direito ao Desenvolvimento (DaD) como um direito humano desafia a divisão artificial dos direitos humanos e revela a evolução temática deste campo de estudo. Essa dissertação usa o instrumental dos direitos humanos para avaliar a relevância e a singularidade de algumas posições brasileiras. Após uma dissonância observada nos anos 1970, reflexo do ciclo autoritário por que passava o país, verificou-se postura cooperativa do Brasil nas proposições que versavam sobre o DaD. No mesmo sentido, observou-se que, conquanto não seja conceito recorrente no discurso oficial brasileiro, as posições do país, no que dizem respeito ao modelo de desenvolvimento defendido e aos direitos humanos, autorizam a inferência de que há uma harmonia em relação aos princípios fundamentais dispostos na Declaração sobre o DaD, de 1986. Da análise das posições brasileiras, tornou-se possível particularizar a política externa do governo Lula. Do levantamento das variáveis internas e externas que exercem influência sobre a formulação política do governo, bem como das iniciativas públicas e dos discursos oficiais, encontramos alguma evidência empírica no sentido de que a política externa brasileira para os direitos humanos, na administração de Luiz Inácio Lula da Silva, passa por um viés de promoção do desenvolvimento e de crítica à ordem internacional. A política se singulariza por incorporar uma dimensão de valores à crítica. Com isso, harmoniza-se com as posições defendidas pelo país nos plenários internacionais, onde o tema do DaD tem sido objeto de debate.

Cloud computing is a new development that is based on the premise that data and applications are stored centrally and can be accessed through the Internet. Thisarticle sets up a broad analysis of how the emergence of clouds relates to European competition law, network regulation and electronic commerce regulation, which we relate to challenges for the further development of cloud services in Europe: interoperability and data portability between clouds; issues relating to vertical integration between clouds and Internet Service Providers; and potential problems for clouds to operate on the European Internal Market. We find that these issues are not adequately addressed across the legal frameworks that we analyse, and argue for further research into how to better facilitate innovative convergent services such as cloud computing through European policy – especially in light of the ambitious digital agenda that the European Commission has set out.

Over the last decades, a constant feature of the relations between the European Union (EU) and the countries in its neighbourhood has been the export of European law. Achieved through bilateral or multilateral agreements, the export of law has led to the ‘juridification’ of external policy. The energy sector is in the vanguard of this development. European energy law has been made applicable to third countries through the European Economic Area (EEA) and, most important for the European Neighbourhood Policy (ENP), the Energy Community. Bilateral agreements of relevance for energy include the (draft) Association Agreement with Ukraine which was rejected in November 2013 and came on the agenda again following a revolution in the country. Geopolitics has played and continues to play an eminent role in this respect. What does that mean for the export of European law to neighbouring countries? This paper argues that the export of European (energy) law does not only remain possible but is preferable to purely diplomatic relations between the EU and its neighbours if certain conditions are fulfilled. Based on the experience in the EEA and the Energy Community, multilateral integration agreements can be successful if they offer a well-designed institutional and procedural architecture based on mutual commitments, extend the benefits of the internal market to the participating third countries and create ‘win-win’ situations in satisfying also the participating third countries' vital interests in return for undergoing the hardship of economic reforms.

Taking its inspiration from the ongoing debate on whether this time will be different for Greece and whether Syriza will deliver on its reform promises to the European partners, this Commentary expresses bemusement that the public debate on such an important issue as well as internal discussions among senior policy-makers frequently resort to ‘gut feelings’ or simple stereotypes. To counteract this tendency, the author presents a simple analytical framework that can be used to assess the likelihood that a government will deliver on its reform agenda. Its purpose is not to allow for a precise probabilistic calculation, but to enable better structuring of the knowledge we have. It emphasises that the change depends NOT only on the capacity of the state to design and deliver policies, but even more crucially on state autonomy from both illegitimate and legitimate interests and cognitive models used by policy-makers to make sense of the world.

This, the sixty-eighth edition of the Economic Survey of Latin America and the Caribbean, which corresponds to the year 2016, consists of three parts. Part I outlines the region’s economic performance in 2015 and analyses trends in the first half of 2016, as well as the outlook for the rest of the year. It examines the external and internal factors influencing the region’s economic performance and highlights some of the macroeconomic policy challenges that have arisen in an external context of weak growth and high levels of uncertainty. Part II analyses the challenges that the countries of Latin America and the Caribbean face at the domestic and international levels in mobilizing financing for development. On the domestic front, slower growth and tighter fiscal restrictions pose significant challenges for the mobilization of resources. Externally, the classification of many of the region’s countries in the middle-income category limits their access to concessional external financing or international support. Part III of this publication may be accessed on the web page of the Economic Commission for Latin America and the Caribbean (www.eclac.org). It contains the notes relating to the economic performance of the countries of Latin America and the Caribbean in 2015 and the first half of 2016, together with their respective statistical annexes. Background: Understanding how environmental attributes can influence particular physical activity behaviors is a public health research priority. Walking is the most common physical activity behavior of adults; environmental innovations may be able to influence rates of participation. Method: Review of studies on relationships of objectively assessed and perceived environmental attributes with walking. Associations with environmental attributes were examined separately for exercise and recreational walking, walking to get to and from places, and total walking. Results: Eighteen Studies were identified. Aesthetic attributes, convenience of facilities for walking (sidewalks, trails); accessibility of destinations (stores, park, beach); and perceptions about traffic and busy roads were found to be associated with walking for particular purposes. Attributes associated with walking for exercise were different front those associated with walking to get to and from places. Conclusions: While few studies have examined specific environment-walking relationships, early evidence is promising. Key elements of the research agenda are developing reliable and valid measures of environmental attributes and walking behaviors, determining whether environment-behavior relationships are causal, and developing theoretical models that account for environmental influences and their interactions with other determinants. The number of skin cancer clinics functioning within Australia's primary care environment is increasing rapidly, and significant concerns have been raised about the type and quality of work done by some doctors in some clinics. Mainstream general practice is threatened by perceived fragmentation, and specialist practice in dermatology and plastic surgery is threatened by encroachment into their domains of practice. We propose an agenda of training, standards, accreditation, audit and research to ensure that skin cancer clinics provide optimal health outcomes for patients.

The impact of service direction, service training and staff behaviours on perceptions of service delivery are examined. The impact of managerial behaviour in the form of internal market orientation (IMO) on the attitudes of frontline staff towards the firm and its consequent influence on their customer oriented behaviours is also examined. Frontline service staff working in the consumer transport industry were surveyed to provide subjective data about the constructs of interest in this study, and the data were analysed using structural equations modelling employing partial least squares estimation. The data indicate significant relationships between internal market orientation (IMO), the attitudes of the employees to the firm and their consequent behaviour towards customers. Customer orientation, service direction and service training are all identified as antecedents to high levels of service delivery. The study contributes to marketing theory by providing quantitative evidence to support assumptions that internal marketing has an impact on services success. For marketing practitioners, the research findings offer additional information about the management, training and motivation of service staff towards service excellence.
