The objectives of the 2009 Lisbon Treaty (LT) include ways to improve the democratic and international images of the European Union (EU). The focus of the literature has so far focused on the overall treaty impact and on the EU´s international role. This paper considers instead its impact on the question of the democratic accountability of the EU´s Common Foreign and Security Policy (CFSP), including its Common Security and Defence Policy dimension (CSDP). This paper consists of three parts: (1) The first part describes the changes the LT has made for the European Parliament (EP) in terms of its external relations. (2) The second part presents the many deficits that the EU suffers from in its foreign, security and defence policies. (3) The third part offers a preliminary analysis of the recently created Inter-Parliamentary Conference (IPC) on CFSP/CSDP, which in addition to MEPs (EP members) includes parliamentarians from the national EU parliaments. The paper concludes that although the IPC is a positive development in trying to bridge those existing democratic gaps, it remains only a step in the right direction due to the existence of many such deficits in the foreign, security and defence policies of the EU and of its member states.

El propósito de este trabajo es demostrar el análisis de los movimientos islamistas en Egipto, en este caso la Hermandad Musulmana. Para esto nos enfocaremos en una primera parte a estudiar el origen de la Hermandad musulmana, debatiremos si existe una carta fundacional o un programa político, incluso analizaremos el intento de formalizar un programa político durante la presidencia de Hosni Mubarak y la Hermandad contemporánea. En la segunda parte, será primordial el estudio de la reforma política de 2007 en Egipto, estudiaremos la posición de la reforma desde el punto de vista del Partido Nacional Democrático (PND), de Hosni Mubarak, de la Hermandad Musulmana, de los partidos políticos de oposición y de la comunidad internacional. Finalmente abordaremos las estrategias políticas de la Hermandad Musulmana durante el gobierno de Hosni Mubarak, luego estudiaremos las estrategias políticas implementadas por el Presidente Mubarak y analizaremos las relaciones entre la Hermandad Musulmana y Hosni Mubarak durante la presidencia.

Con el inicio del periodo Post-Guerra Fría el Sistema Internacional comienza a experimentar un incremento en el fortalecimiento de su componente social; la Sociedad de Estados alcanza un mayor nivel de homogenización, el estado, unidad predominante de esta, comienzan atravesar una serie de transformaciones que obedecerán a una serie de cambios y continuidades respecto al periodo anterior. Desde la perspectiva del Realismo Subalterno de las Relaciones Internacionales se destacan el proceso de construcción de estado e inserción al sistema como las variables que determinan el sentimiento de inseguridad experimentado por las elites estatales del Tercer Mundo; procesos que en el contexto de un nuevo y turbulento periodo en el sistema, tomara algunas características particulares que darán un sentido especifico al sentimiento de inseguridad y las acciones a través de las cuales las elites buscan disminuirlo. La dimensión externa del sentimiento de inseguridad, el nuevo papel que toma la resistencia popular como factor determinante del sentimiento de inseguridad y de la cooperación, así como del conflicto, entre los miembros de la Sociedad Internacional, la inserción como promotor de estrategias de construcción de Estado, son alguno de los temas puntuales, que desde la perspectiva subalterna, parecen salir a flote tras el análisis del sistema en lo que se ha considerado como el periodo Post-Guerra Fría. En este sentido Yemen, se muestra como un caso adecuado no solo para poner a prueba las postulados de la teoría subalterna, veinte años después de su obra más prominente (The third world security Predicament), escrita por M. Ayoob, sino como un caso pertinente que permite acercarse más a la comprensión del papel del Tercer Mundo al interior de la Sociedad Internacional de Estados.

This paper examines the EU-Neighbourhood East Parliamentary Assembly (EuroNest PA), an inter-parliamentary forum consisting of representatives from the European Parliament (EP) and from all Eastern Partnership (EaP) countries except Belarus, aiming at political and economic association between the EU and the EaP. More specifically, it analyzes the extent to which the EP tries and manages to socialize the national parliaments of the EaP countries. After introducing the theoretical framework, the paper outlines the structure and working methods of the EuroNest PA, clarifies the absence of Belarus in the framework, and examines the results of the first three plenary sessions. The paper concludes that, although the establishment of the EuroNest PA as such provides a framework to advance the EP’s goals of transmitting its norms and values to the EU’s Eastern neighbouring countries, in practice socialization has taken place only to a limited extent thus far.

O presente artigo discorre sobre o período de divulgação da revista Em Guarda (1941-1946). No decorrer de sua publicação, os norte-americanos apareciam como modelo de sociedade (político, cultural e social), enquanto aos latino-americanos cabia o papel de fornecer matérias-primas para a fabricação de produtos voltados à guerra. Pretendo discutir as estratégias adotadas pelo mensário na construção do discurso de união interamericana sob a ótica dos Estados Unidos. Desse modo, surgem novas possibilidades para o estudo das relações entre Brasil- Estados Unidos, em particular do pan-americanismo.

The role of national parliaments in the EU has been at the centre of a long debate. Since the Maastricht treaty, new powers to the EU level have been accompanied not only by an increasing role of the European Parliament (EP) in the legislative process, but also by a number of declarations and protocols to ensure that national parliaments received the information and documents required to effectively monitor their governments in EU affairs. The Lisbon Treaty extended the guarantees and also included new modes of direct participation. The proper use of the mechanisms in place, namely, the subsidiarity checks, the political dialogue with the Commission and the inter-parliamentary cooperation with the European Parliament, has become of vital importance in view of recent developments in EU economic policy and beyond. The choice for increasing inter-governmentalism in decision-making and the centralisation of the implementing and supervisory powers in the Commission and the Central Bank have raised questions about political accountability and the appropriate involvement of parliaments. However, the extent to which national parliaments should be more involved is also rather controversial. This essay examines the difficulty of defining and addressing the question of the democratic legitimacy in the EU. It examines the role of the national parliaments in the treaties and explores ways in which they can contribute to improving that legitimacy.

Hostility towards the process of European integration is generally considered to constitute one of the hallmarks of the far right ‘family’ in Europe. This article acknowledges such opposition but it also recognises that the rhetoric is often at odds with actual policy activities and aspirations. Not only have far right parties long advocated greater European inter-party co-operation but they are now actively pursuing engagement with the European Union, especially the European Parliament, as a means of advancing their own strategic interests and boosting their finances. This article focuses on one far right party, namely the British National Party (BNP) and examines the party's approach towards the EU, its activities within the EP and its efforts to boost pan European cooperation through the new Alliance of European National Movements (AENM). It argues that the party's engagement with the European Union may have allowed the BNP to take advantage of new political opportunity structures but in turn, opened it up to Europeanization and made it increasingly dependent on the EU.
