The text came from the UNESP-Project in Partnership with the Public Administration: City of Echaporã ‖, a multidisciplinary project, interdepartmental and that results from a term partnership signed between the State University / Campus Marilia, the Regional Office of Articulation Planning and the Municipality of Echaporã.Given the serious social problems diagnosed in this county Administrative Region of Marilia, somaramse forces and, since April 2002, Echaporã account with the performance of a design matrix that involves the community in six (6) subprojects, among which a which emphasizes the dissemination of information (the public library as a center of information and knowledge irradiator for urban and rural areas, seeking to enter the Society daInformação). By their nature, the project-matrix is considered open and can accommodate new subprojects, where they concern the problems identified in the initial diagnosis. For its validity, each subproject has its own methodology, some innovative and will be subject to further systematization and dissemination, however, after a few months of deployment, the results show the correctness of community involvement (being representative) in all discussions and steps of research, and activities developed, widely disseminated to the target audience. The membership of the community, the leaders and the authorities can be considered a good barometer of the actions carried out in Echaporã and evidence of change in information culture that is already noticeable in the city, setting the socio-cultural dynamics of the same, in terms a new public policy to be strengthened with the participation of specialists in this specific area, in direct work with local managers, in this case, specific examples relating to the strength of information in the process of change in small municipalities.

The Finnish society developed rapidly in the 1960´s and 1970´s. This was result of international trends. Development of education, urbanization and wide organization of society increased discontent towards prevailing social structure and towards the power elite. Development of technology created possibility to present radical perspectives in mass media. This caused widely spread discussions dividing opinions. The purpose of this thesis was to complement research on national defence and the Finnish Defence Forces especially between years 1965 and 1975. The task of research was to clarify how changes in society and how the significance of this change was interpreted in public discussion about national defence and development of the Defence Forces. The most essential points for this thesis turned out to be discourses structured from public discussion. Main research material consisted of approximately 35000 news, editorials, articles and opinions presented in mass media supplemented by literature, committee reports and other archival sources. Frame of reference for this thesis is based on relativistic worldview. According to this, social reality is relative and there is no single truth. Environment has significant influence on the issue how knowledge and truth are formed. Data analysis was based on critical discourse. The key objective was to clarify the effects of broad changes in society using discursive methods. One essential goal was to form order of discourse using linguistic analysis and also connect discourses to wider sociocultural custom. On this thesis I came to the conclusion that on the review period there were five significant ensembles of discourse. They consisted of several discussions focused on different themes. The discourse of official security policy aimed to define national defence and the position of the Defence Forces as parts of foreign policy. Foreign policy is often perceived as the most significant part of security policy. Historical memory, geographical position of Finland and also the state contracts, changes in international warfare, tasks of the Defence Forces and increasing critic of national defence and the difference in thinking between generations formed the discourse of security policy. In the discourse of the liability to military service, the issue was about individual responsibility to society and national defence. Resisters and unarmed defence demands, encouraged by international examples were the themes. The discourse pointed out how mass media is used to influence and forced the Defence Forces to develop the practices in public information. The discourses of democracy and politics were closer to internal development of the Defence Forces to integrate more into society. The discourse of democracy focused in changing power relationships of the Defence Forces that were known as authoritarian. Issues like conscript and personnel union activity had lot of similarities to general social development. The discourse of politics presented how the Defence Forces were pushed towards parliamentary decision making. The personnel was granted the same rights as other population. Themes related to the discourse on the will to national defence were development of mental national defence, increasing education on national defence and creation of more open public information culture. According to discourses presented above I can state, that the position of the Defence Forces in society was changed between years 1965-1975. This change was advanced by the Defence Forces reformed attitude towards mass media and public information in general. Active participation in public information important became important instead of only answering topics. This positive development created an atmosphere, that was easier for the public to understand and create own pictures of the armed forces. Due to this, I can describe that the defenders and supporters of the armed forces were stuck in their trenches, until discussions presented in discourses and themes developed the Defence Forces to be better fitting part of society. Avec le web, les moteurs de recherche, les blogues et les wikis, la relation à l’information s’est transformée au point où les repères habituels s’émoussent et doivent être redéfinis de fond en comble. Du coup, le travail des archivistes et des bibliothécaires doit l’être tout autant. Riches d’une solide tradition et conscientes des défis posés par la modernité la plus radicale, les sciences de l’information se sont élargies. Mais il ne s’agit plus seulement de conserver et de diffuser le savoir, il s’agit d’en repenser le traitement et l’accès. Conçu par l’École de bibliothéconomie et des sciences de l’information (EBSI) de l’Université de Montréal, cet ouvrage se situe au carrefour de deux grandes traditions, américaine et française, et a pour ambition de fournir les clés du monde des sciences de l’information en se fondant sur des savoirs pratiques et concrets. In a Report for the Society of Bookmen in 1928, British publishers estimated that between a quarter to two thirds of all the books they published went to four circulating libraries: Boots, Smith’s, Mudie’s, and The Times bookclub. This essay examines the literary impact of one of the largest of these, Boots Book-lovers’ Library (1899-66), which by 1935 had around 400 libraries attached to their high-street pharmacies catering for the tastes of over one million subscribers a year. Compared to the wealth of studies examining the influence of the library market in the Victorian period, the significance of the subscription libraries as key distributors of fiction in the twentieth century is not well known. But private libraries expanded rapidly in the early twentieth century to cater for what Sidney Dark termed a ‘new reading public’, and records in publishers’ archives indicate that authors routinely adapted their unpublished manuscripts in order to meet the perceived demands of this library reader. This article examines the impact of the Boots Book-lovers’ Library market on authors’ practices of writing and revision, and on literary marketing and censorship. It focuses in particular on the author James Hanley (1897-1985), using unpublished correspondence in the Chatto & Windus archive at the University of Reading to demonstrate how the publisher’s sense of the tastes and expectations of the Boots library reader influenced the editorial process.

In the organizational context culture and communication are fundamental to the processes of appropriation, sharing, generation and use of knowledge. However, in organizations, it is evident that there is little awareness about the influence of information culture and informational communication in the scope of knowledge management. In this perspective and considering the theoretical context, we analyze the influence of culture and communication in the construction of knowledge in an organizational context. This study presents a qualitative research covering national literature focusing theoretical literature published about this thematic. Analyzing this literature we have verified that without an appropriate information culture and an appropriate information communication favoring the organizational processes, hardly the managers would reach the purpose of stimulating knowledge creation within the organization's environment. In conclusion we consider that culture and communication are the foundations for the effectiveness of activities that occur within the context of knowledge management.
