La falta disciplinaria será aquella conducta típica, antijurídica y culpable, pues eso se desprende de los principios rectores del derecho disciplinario, los cuales tienen una consagración normativa en el ordenamiento jurídico colombiano, más específicamente en la Ley 734 de 2002, actual Código Disciplinario Único. La Ilicitud Sustancial es el elemento que delimita la antijuridicidad de la responsabilidad disciplinaria, y se debe decir que el alcance de dicho concepto no ha sido definido de manera precisa por parte de la ley, ni de manera unánime por parte de la doctrina, ni muchos menos por parte de la jurisprudencia. Luego de exponer las reflexiones hechas respecto al alcance de la ilicitud sustancial, se argumentará el por qué se debe entender el alcance de ese concepto bajo la siguiente hipótesis: La ilicitud sustancial debe entenderse en términos de antijuridicidad material, lo cual apunta a que la falta, además de ser típica y culpable, debe vulnerar realmente la Función Pública como bien jurídico a proteger por el Derecho Disciplinario, o ponerla en peligro manifiesto, pues ese tipo de derecho sancionador debe ser estrictamente limitado, ya que sus consecuencias son muy gravosas para los derechos de la personas destinatarias de la Ley Disciplinaria.

Magnetic resonance imaging (MRI) magnets have very stringent constraints on the homogeneity of the static magnetic field that they generate over desired imaging regions. The magnet system also preferably generates very little stray field external to its structure, so that ease of siting and safety are assured. This work concentrates on deriving, means of rapidly computing the effect of 'cold' and 'warm' ferromagnetic material in or around the superconducting magnet system, so as to facilitate the automated design of hybrid material MR magnets. A complete scheme for the direct calculation of the spherical harmonics of the magnetic field generated by a circular ring of ferromagnetic material is derived under the conditions of arbitrary external magnetizing fields. The magnetic field produced by the superconducting coils in the system is computed using previously developed methods. The final, hybrid algorithm is fast enough for use in large-scale optimization methods. The resultant fields from a practical example of a 4 T, clinical MRI magnet containing both superconducting coils and magnetic material are presented.

The Amazon River basin is important in the contribution of dissolved material to oceans (4% worldwide). The aim of this work was to study the spatial and the temporal variability of dissolved inorganic materials in the main rivers of the Amazon basin. Data from 2003 to 2011 from six gauging stations of the ORE-HYBAM localized in Solimões, Purus, Madeira and Amazon rivers were used for this study. The concentrations of Ca2+, Na+, K+, Mg2+, Cl-, SO4 -2, HCO3 - and SiO2 were analyzed. At the stations of Solimões and Amazon rivers, the concentrations of Ca2+, Mg2+, HCO3 - and SO4 -2 had heterogeneous distribution over the years and did not show seasonality. At the stations of Madeira river, the concentration of these ions had seasonality inversely proportional to water discharge (dilution-concentration effect). Similar behavior was observed for the concentrations of Cl- and Na+ at the stations of the Solimões, Amazon and Madeira rivers, indicating almost constant release of Cl- and Na+ fluxes during the hydrological cycle. K+ and SiO2 showed almost constant concentrations throughout the years and all the stations, indicating that their flows depend on the river discharge variation. Therefore, the temporal variability of the dissolved inorganic material fluxes in the Solimões and Amazon rivers depends on the hydro-climatic factor and on the heterogeneity of the sources. In the Madeira and Purus rivers there is less influence of these factors, indicating that dissolved load fluxes are mainly associated to silicates weathering. As the Solimões basin contributes approximately 84% of the total flux of dissolved materials in the basin and is mainly under the influence of a hydro-climatic factor, we conclude that the temporal variability of this factor controls the temporal variability of the dissolved material fluxes of the Amazon basin.

The domestic hot water cylinder incorporates encapsulated pcm placed in 57 vertical pipes. The use of PCM increases the thermal energy storage capacity of the cylinder and allows the use of low cost electricity during low peak periods. After experimental validation the numerical model developed in the project will be used to optimize the distribution of the pcm inside the water tank.

Abstract Objective: To propose a protocol for pulmonary angiography using 64-slice multidetector computed tomography (64-MDCT) with 50 mL of iodinated contrast material, in an unselected patient population, as well as to evaluate vascular enhancement and image quality. Materials and Methods: We evaluated 29 patients (22-86 years of age). The body mass index ranged from 19.0 kg/m2 to 41.8 kg/m2. Patients underwent pulmonary CT angiography in a 64-MDCT scanner, receiving 50 mL of iodinated contrast material via venous access at a rate of 4.5 mL/s. Bolus tracking was applied in the superior vena cava. Two experienced radiologists assessed image quality and vascular enhancement. Results: The mean density was 382 Hounsfield units (HU) for the pulmonary trunk; 379 and 377 HU for the right and left main pulmonary arteries, respectively; and 346 and 364 HU for the right and left inferior pulmonary arteries, respectively. In all patients, subsegmental arteries were analyzed. There were streak artifacts from contrast material in the superior vena cava in all patients. However, those artifacts did not impair the image analysis. Conclusion: Our findings suggest that pulmonary angiography using 64-MDCT with 50 mL of iodinated contrast can produce high quality images in unselected patient populations.

Abstract Bovine Spongiform Encephalopathy (BSE) is a virulent disease which may infect by affecting the central nervous system (CNS) tissues in cattle and causes degeneration in nerves. Central nervous system tissues such as brain and spinal cord which are classified as specified risk materials (SRMs) are regarded to be main source of infection. The contamination of the meat with the specific risk materials (SRMs) can occur in phases of slaughter, fragmentation of carcass and processing. This study was conducted in order to investigate the existence of CNS tissues in raw meat ball (cig kofte) which is commonly consumed in the Southeastern Region of Turkey, particularly in Şanlıurfa. For this purpose, 145 samples of raw meat ball were tested. The enzyme-linked immunosorbent assay (ELISA) kits (Ridascreen risk material 10/5, R-biofarm GmbH) which determine glial fibrillary acidic protein (GFAP) as determinant were used. As a result of the analyses, positivity was detected in 21 of totally 145 samples of raw meat ball (14.48%). 6 (4.14%) of the samples gave low level of positivity (≥ 0.1 standard absorbance), 10 (6.90%) gave medium level of positivity (>0.2 standard absorbance) and 5 (3.45%) gave high level of positivity (≥0.5 standard absorbance). As a consequence, meats are contaminated in any phase of both slaughter and meat production even if accidentally. Regarding this matter, necessary measures should be taken and hygiene rules should be applied.

La grande majorité des causes tranchées par la Cour fédérale relève du droit de l’immigration. Environ 80% des causes plaidées devant la Cour fédérale sont en matière d’immigration. La plupart des causes qui se rendent à la Cour fédérale aboutissent au renvoi de la personne concernée. La requête en sursis est généralement le dernier recours que la personne peut exercer afin d’éviter ou à tout le moins retarder son renvoi du Canada. Près de 800 de ces requêtes en sursis ont été décidées par la Cour fédérale en 2008. Malgré un si grand nombre de causes et malgré le rôle important que ces requêtes peuvent jouer dans la vie d’une personne, aucun auteur n’a organisé et présenté les règles législatives et jurisprudentielles qui s’appliquent à ces procédures. Aucun livre, article ou commentaire n’a été rédigé sur ce sujet. De même, il n’existe aucun cours d’université ni de formations professionnelles sur les requêtes en sursis. Le droit des sursis consiste exclusivement de la jurisprudence des cours fédérales. Ainsi, on s’attend à ce qu’un avocat prépare une requête en sursis intuitivement. Toutefois, à cause de la nature urgente de cette procédure, il est pratiquement impossible pour un avocat inexpérimenté de se préparer adéquatement et de bien représenter les intérêts de son client. Beaucoup de causes ayant un fort potentiel sont perdues par manque d’expérience de l’avocat ou à cause d’une préparation inadéquate. La jurisprudence émanant de la Cour fédérale relativement aux sursis semble être incohérente et parfois même contradictoire. Ce livre organise, présente et explique de façon claire et concise le droit des sursis. Plus particulièrement, nous examinerons en détail les trois types de sursis – les sursis législatifs, administratifs et judiciaires. Tant les juges que les plaideurs trouveront cet ouvrage de référence utile dans la préparation et l’adjudication des causes.

The presentation will focus on ICOM Switzerland‘s works concerning training designed for museums professionals. Its implication in this field is increasing, within the framework of its own offer of continuous education, as well as within partnerships with other external institutions (for example universities).In September 2008, the first Master in Museology in Switzerland (Master en études muséales) will be launched, as a result of the cooperation of ICOM Switzerland, the University of Neuchâtel and l‘Association des musées suisses (the National Swiss Museums Association).ICOM Switzerland is involved in reflections with museum professionnals. For instance, it collaborated with Swiss museum educators (the médiateurs culturels) in order to define quality standards for their working areas. This year also, a certification has also been set up, regarding training for museums professionals. The project has been presented in Vienna last year and it is now operational.
