The physical environment of eastern boundary current systems is rarely uniform in time. ENSO and other perturbations produce profound anomalies in the atmosphere and ocean on interannual to decadal and century time scales. ... The objective of this paper is to describe the temporal variability in the spatial texture of the California Current system, a major eastern boundary current system off the west coast of North America, to provide a base from which to evaluate the effect of climate change - in the recent past, at present, and for the future.

The frequency of extreme rainfall events in Southern Brazil is impacted by Ell Nino - Southern Oscillation (ENSO) episodes, especially in austral spring. There are two areas in which this impact is more significant: one is on the coast, where extreme events are more frequent during El Nino (EN) and the other one extends inland, where extreme events increase during EN and decrease during La Nina (LN). Atmospheric circulation patterns associated with severe rainfall in those areas are similar (opposite) to anomalous patterns characteristic of EN (LN) episodes, indicating why increase (decrease) of extreme events in EN (LN) episodes is favoured. The most recurrent precipitation patterns during extreme rainfall events in each of these areas are disclosed by Principal Component Analysis (PCA) and evidence the separation between extreme events in these areas: a severe precipitation event generally does not occur simultaneously in the coast and inland, although they may Occur inland and in the coastal region in sequence. Although EN predominantly enhances extreme rainfall, there are EN years in which fewer severe events occur than the average of neutral years, and also the enhancement of extreme rainfall is not uniform for different EN episodes, because the interdecadal non-ENSO variability also modulates significantly the frequency of extreme events in Southern Brazil. The inland region, which is more affected, shows increase (decrease) of extreme rainfall in association with the negative (positive) phase of the Atlantic Multidecadal Variability, with the negative (positive) phase of the Pacific Multidecadal Variability and with the positive (negative) phase of the Pacific Interdecadal Variability. Numerous studies examine decadal-scale variability in basin-scale parameters in the Northern Pacific. Characterizing such interannual-to-interdecadal variability is essential to identifying long-term climate changes. The Pacific Fisheries Environmental Group (PFEG) coastal upwelling indices display variability on these time scales and may help explain the mechanisms responsible for such climate variability. ... In this study, examination of 49-year time series of monthly mean upwelling indices at the 15 PFEG-standard positions along the west coast of North America revealed variability on large spatial scales as well as temporal scales.

Three prominent quasi-global patterns of variability and change are observed using the Met Office's sea surface temperature (SST) analysis and almost independent night marine air temperature analysis. The first is a global warming signal that is very highly correlated with global mean SST. The second is a decadal to multidecadal fluctuation with some geographical similarity to the El Niño–Southern Oscillation (ENSO). It is associated with the Pacific Decadal Oscillation (PDO), and its Pacific-wide manifestation has been termed the Interdecadal Pacific Oscillation (IPO). We present model investigations of the relationship between the IPO and ENSO. The third mode is an interhemispheric variation on multidecadal timescales which, in view of climate model experiments, is likely to be at least partly due to natural variations in the thermohaline circulation. Observed climatic impacts of this mode also appear in model simulations. Smaller-scale, regional atmospheric phenomena also affect climate on decadal to interdecadal timescales. We concentrate on one such mode, the winter North Atlantic Oscillation (NAO). This shows strong decadal to interdecadal variability and a correspondingly strong influence on surface climate variability which is largely additional to the effects of recent regional anthropogenic climate change. The winter NAO is likely influenced by both SST forcing and stratospheric variability. A full understanding of decadal changes in the NAO and European winter climate may require a detailed representation of the stratosphere that is hitherto missing in the major climate models used to study climate change.

The Walker circulation is one of the major components of the large-scale tropical atmospheric circulation and variations in its strength are critical to equatorial Pacific Ocean circulation. It has been argued in the literature that during the 20th century the Walker circulation weakened, and that this weakening was attributable to anthropogenic climate change. By using updated observations, we show that there has been a rapid interdecadal enhancement of the Walker circulation since the late 1990s. Associated with this enhancement is enhanced precipitation in the tropical western Pacific, anomalous westerlies in the upper troposphere, descent in the central and eastern tropical Pacific, and anomalous surface easterlies in the western and central tropical Pacific. The characteristics of associated oceanic changes are a strengthened thermocline slope and an enhanced zonal SST gradient across the tropical Pacific. Many characteristics of these changes are similar to those associated with the mid-1970s climate shift with an opposite sign. We also show that the interdecadal variability of the Walker circulation in the tropical Pacific is inversely correlated to the interdecadal variability of the zonal circulation in the tropical Atlantic. An enhancement of the Walker circulation in the tropical Pacific is associated with a weakening zonal circulation in the tropical Atlantic and vise versa, implying an inter-Atlantic-Pacific connection of the zonal overturning circulation variation. Whether these recent changes will be sustained is not yet clear, but our research highlights the importance of understanding the interdecadal variability, as well as the long-term trends, that influence tropical circulation.

Rainfall variability occurs over a wide range of temporal scales. Knowledge and understanding of such variability can lead to improved risk management practices in agricultural and other industries. Analyses of temporal patterns in 100 yr of observed monthly global sea surface temperature and sea level pressure data show that the single most important cause of explainable, terrestrial rainfall variability resides within the El Nino-Southern Oscillation (ENSO) frequency domain (2.5-8.0 yr), followed by a slightly weaker but highly significant decadal signal (9-13 yr), with some evidence of lesser but significant rainfall variability at interclecadal time scales (15-18 yr). Most of the rainfall variability significantly linked to frequencies tower than ENSO occurs in the Australasian region, with smaller effects in North and South America, central and southern Africa, and western Europe. While low-frequency (LF) signals at a decadal frequency are dominant, the variability evident was ENSO-like in all the frequency domains considered. The extent to which such LF variability is (i) predictable and (ii) either part of the overall ENSO variability or caused by independent processes remains an as yet unanswered question. Further progress can only be made through mechanistic studies using a variety of models.

This paper summarizes the progress of large-scale air-sea interaction studies that has been achieved in China in the four-year period from July 1998 to July 2002, including seven aspects in the area of the air-sea interaction, namely air-sea interaction related to the tropical Pacific Ocean, monsoon-related air-sea interaction, air-sea interaction in the north Pacific Ocean, air-sea interaction in the Indian Ocean, air-sea interactions in the global oceans, field experiments, and oceanic cruise surveys. However more attention has been paid to the first and the second aspects because a large number of papers in the reference literature for preparing and organizing this paper are concentrated in the tropical Pacific Ocean, such as the ENSO process with its climatic effects and dynamics, and the monsoon-related air-sea interaction. The literature also involves various phenomena with their different time and spatial scales such as intraseasonal, annual, interannual, and interdecadal variabilities in the atmosphere/ocean interaction system, reflecting the contemporary themes in the four-year period at the beginning of an era from the post-TOGA to CLIVAR studies. Apparently, it is a difficult task to summarize the great progress in this area, as it is extracted from a large quantity of literature, although the authors tried very hard.

In the present paper, correlation between the South China Sea summer monsoon (SCSSM) onset and heat content in the upper layer of the warm pool in the western Pacific Ocean is examined using the Scripps Institution of Oceanography dataset for the period of 1955-1998 and an approach to prediction the SCSSM onset is proposed. Correlation showes that there exists interdecadal variability of the SCSSM onset demarcated by 1970 with the largest correlation coefficient in the area west of the center of the warm pool rather than near its centers, implying certain effect from other factors involved besides ENSO. As the correlation is poor for the period before 1970, the heat content anomaly of the warm pool after 1970 is used to indicate early or late onset of the SCSSM beforehand. An ideal representative area (1A degrees x1A degrees) for the warm pool heat content was determined with its center at 3A degrees N/138A degrees E. The nearest TAO (TAO-Tropical Atmosphere Ocean-array) mooring to the center is at 2A degrees N/137A degrees E, and chosen to calculate the heat content for prediction. It is suggested that the TAO mooring at 2A degrees N/137A degrees E could be used to predict the SCSSM onset with the heat content in the upper layer, if the correlation between the SCSSM onset and the heat content of the warm pool runs like that of after 1970. On the other hand, if the situation does like the one before 1970, the representative station is determined at 13A degrees S/74A degrees E with relatively poor correlation, meaning that the warm pool in the western Pacific Ocean plays more important role in the SCSSM onset than the Indian Ocean.

利用ERA40逐日再分析资料、NCEP/NCAR2逐日再分析资料、中国740个测站日降水资料、上海台风研究所提供的西太平洋热带气旋资料、Kaplan等重建的月平均SSTA资料、NOAA逐日长波辐射(OLR)等资料,应用离散功率谱分析、带通滤波、EOF分析等统计方法,研究了东亚夏季风(EASM)的移动特征、东亚地区季节内振荡(ISO)的基本特征、季节内振荡对东亚夏季风活动的影响、季节内振荡对东亚夏季风异常活动的影响机理。主要结论如下: (1)综合动力和热力因素定义了可动态描述东亚夏季风移动和强度的指数,并利用该指数研究了东亚夏季风的爆发和移动的季节内变化及其年际和年代际变化特征。研究发现,气候平均东亚夏季风前沿分别在28候、33候、36候、38候、40候、44候出现了明显的跳跃。东亚夏季风活动具有显著的年际变率,主要由于季风前沿在某些区域异常停滞和突然跨越北跳或南撤引起,造成中国东部旱涝灾害频繁发生。东亚夏季风的活动具有明显的年代际变化,在1965年、1980年、1994年发生了突变,造成中国东部降水由“南旱北涝”向“南涝北旱”的转变。 (2)东亚季风区季节内变化具有10~25d和30~60d两个波段的季节内振荡周期,以30-60d为主。存在三个主要低频模态,第一模态主要表征了EASM在长江中下游和华北地区活动期间的低频形势;第二模态印度洋-菲律宾由低频气旋式环流控制,主要表现了ISO在EASM爆发期间的低频形势;第三模态主要出现在EASM在华南和淮河活动期间的低频形势。第一模态和第三模态是代表东亚夏季风活动异常的主要低频形势。 (3)热带和副热带地区ISO总是沿垂直切变风的垂直方向传播。因此,在南海-菲律宾东北风垂直切变和副热带西太平洋北风垂直切变下,大气热源激发菲律宾附近交替出现的低频气旋和低频反气旋不断向西北传播,副热带西太平洋ISO以向西传播为主。中高纬度地区,乌拉尔山附近ISO以向东、向南移动或局地振荡为主;北太平洋中部ISO在某些情况下向南、向西传播。 (4)季风爆发期,伴随着热带东印度洋到菲律宾一系列低频气旋和低频反气旋, 冷空气向南输送,10~25天和30~60天季节内振荡低频气旋同时传入南海加快了南海夏季风的爆发。在气候态下,ISO活动表现的欧亚- 太平洋(EAP)以及太平洋-北美(PNA)低频波列分布特征(本文提出的EAP和PNA低频波列与传统意义上的二维定点相关得到的波列不同)。这种低频分布形式使得欧亚和太平洋中高纬度的槽、脊及太平洋副热带高压稳定、加强,东亚地区的低频波列则成为热带和中高纬度ISO相互作用影响东亚夏季风活动的纽带。不同的阶段表现不同的低频模态,30~60d低频模态的转变加快了EASM推进过程中跳跃性;30-60d低频模态的维持使得EASM前沿相对停滞。 (5)30-60d滤波场,菲律宾海域交替出现的低频气旋和低频反气旋不断向西北传播到南海-西太平洋一带。当南海-西太平洋地区低频气旋活跃时,季风槽加强、东伸,季风槽内热带气旋(TC)频数增加;当南海-西太平洋低频反气旋活跃时,季风槽减弱、西退,TC处于间歇期,生成位置不集中。 (6)在El Nino态下,大气季节内振荡偏弱,北传特征不明显,但ISO由中高纬度北太平洋中部向南和副热带西太平洋向西的传播特征显著,东亚地区ISO活动以第三模态为主,EASM集中停滞在华南和淮河流域,常伴随着持续性区域暴雨的出现,易造成华南和江淮流域洪涝灾害,长江和华北持续干旱。在La Nina态下,大气季节内振荡活跃,且具有明显的向北传播特征,PNA低频波列显著,东亚地区ISO活动以第一模态单峰为主;EASM主要停滞在长江中下游和华北地区,这些地区出现异常持续强降水,华南和淮河流域多干旱;在El Nino态向La Nina态转换期,ISO活动以第一模态双峰为主,长江中下游常常出现二度梅。

The comparison of observed global mean surface air temperature (GMT) change to the mean change simulated by climate models has received much public and scientific attention. For a given global warming signal produced by a climate model ensemble, there exists an envelope of GMT values representing the range of possible unforced states of the climate system (the Envelope of Unforced Noise; EUN). Typically, the EUN is derived from climate models themselves, but climate models might not accurately simulate the correct characteristics of unforced GMT variability. Here, we simulate a new, empirical, EUN that is based on instrumental and reconstructed surface temperature records. We compare the forced GMT signal produced by climate models to observations while noting the range of GMT values provided by the empirical EUN. We find that the empirical EUN is wide enough so that the interdecadal variability in the rate of global warming over the 20(th) century does not necessarily require corresponding variability in the rate-of-increase of the forced signal. The empirical EUN also indicates that the reduced GMT warming over the past decade or so is still consistent with a middle emission scenario's forced signal, but is likely inconsistent with the steepest emission scenario's forced signal.

A novel statistic for local wave amplitude of the 500-hPa geopotential height field is introduced. The statistic uses a Hilbert transform to define a longitudinal wave envelope and dynamical latitude weighting to define the latitudes of interest. Here it is used to detect the existence, or otherwise, of multimodality in its distribution function. The empirical distribution function for the 1960-2000 period is close to a Weibull distribution with shape parameters between 2 and 3. There is substantial interdecadal variability but no apparent local multimodality or bimodality. The zonally averaged wave amplitude, akin to the more usual wave amplitude index, is close to being normally distributed. This is consistent with the central limit theorem, which applies to the construction of the wave amplitude index. For the period 1960-70 it is found that there is apparent bimodality in this index. However, the different amplitudes are realized at different longitudes, so there is no bimodality at any single longitude. As a corollary, it is found that many commonly used statistics to detect multimodality in atmospheric fields potentially satisfy the assumptions underlying the central limit theorem and therefore can only show approximately normal distributions. The author concludes that these techniques may therefore be suboptimal to detect any multimodality.

The western North Pacific (WNP) is the area of the world most frequently affected by tropical cyclones (TCs). However, little is known about the socio-economic impacts of TCs in this region, probably because of the limited relevant loss data. Here, loss data from Munich RE's NatCatSERVICE database is used, a high-quality and widely consulted database of natural disasters. In the country-level loss normalisation technique we apply, the original loss data are normalised to present-day exposure levels by using the respective country's nominal gross domestic product at purchasing power parity as a proxy for wealth. The main focus of our study is on the question of whether the decadal-scale TC variability observed in the Northwest Pacific region in recent decades can be shown to manifest itself economically in an associated variability in losses. It is shown that since 1980 the frequency of TC-related loss events in the WNP exhibited, apart from seasonal and interannual variations, interdecadal variability with a period of about 22 yr – driven primarily by corresponding variations of Northwest Pacific TCs. Compared to the long-term mean, the number of loss events was found to be higher (lower) by 14% (9%) in the positive (negative) phase of the decadal-scale WNP TC frequency variability. This was identified for the period 1980–2008 by applying a wavelet analysis technique. It was also possible to demonstrate the same low-frequency variability in normalised direct economic losses from TCs in the WNP region. The identification of possible physical mechanisms responsible for the observed decadal-scale Northwest Pacific TC variability will be the subject of future research, even if suggestions have already been made in earlier studies.
