Newly immigrated Haitian adolescent students enrolled in the Miami-Dade Public School System and designated as Limited English Proficient (LEP) face many challenges as they adjust to new expectations for performance and success in the family, school, and community. The dissertation examines the emerging self-identities of 32 Haitian LEP students attempting to fit in and succeed within the classrooms and larger community of Miami. Research questions asked include (1) What models for self-identity, including education and careers, are postulated for young Haitians? (2) What are the discourses and cultural models through which these identities are expressed? (3) How does the school assign identities to Haitian students? (4) How do the notions of identities conflict? and (5) How do emergent identities affect the students, orientations, adaptation, and performance in the worlds of secondary and higher education? ^ Research was conducted longitudinally over a three-year period (1996–1999) within the Miami-Dade Public School System and within the Miami Haitian community. Research methods included ethnographic research (participant and nonparticipant observation); interview; collection of oral histories; focus groups; and the examination of school records (grades, attendance, test scores). ^ The findings suggest that despite pressures from school and peers many Haitian students maintain a strong ethnolinguistic identity that provides the means to maintain an ideal “student” identity even as it conflicts with the American school Is negative marking of the LEP students I social background, culture, and language. The label “limited proficient” also limits the Haitian students' access to strong remedial or advanced academic programs and hence to future opportunities. ^ In conclusion, it is recommended that a re-working of the ways Haitian immigrant students are identified, tested, counseled, and advanced to other academic programs is necessary. ^

Plusieurs milliers de citoyens haïtiens se sont établis au Québec après la survenue du séisme ayant frappé Haïti le 12 janvier 2010. Beaucoup d’entre eux ont été parrainés au Québec par leur famille. L’immigration au Canada en provenance d’Haïti a débuté à la fin des années 1950 en se concentrant plus particulièrement à Montréal. Le contexte politique, social et économique en Haïti est souvent cité dans la littérature pour expliquer le départ des Haïtiens et leur installation au Québec où la « communauté haïtienne » est estimée à environ 120 000 personnes. Nous avons mené une recherche qualitative exploratoire afin de mieux comprendre la situation de nouveaux arrivants haïtiens établis à Montréal suite au séisme. Pour cela, nous nous sommes inspirés des notions d'expérience (Dubet, 1994) et de représentation (Hall, 1997). Entre novembre 2012 et janvier 2013, nous avons réalisé neuf entrevues dont sept avec des femmes et deux avec des hommes âgés de 23 à 60 ans. Les résultats suggèrent que les participants accordent beaucoup d'importance à la vie dans le pays d'origine avant la migration dans l'élaboration de leurs expériences. L'expérience actuelle « ici » est élaborée en comparaison à l'expérience passée « là-bas ». Les participants insistent également sur l'importance du réseau familial lors du processus migratoire, à la fois dans les démarches d'émigration et dans l'accompagnement au pays d'accueil. Des émotions douloureuses ont été exprimées face à la séparation familiale, vécue comme une des conséquences de la migration. Les participants ont tous entamé des démarches d'insertion en emploi mais ils ont fait face à des difficultés dont la plupart d'entre eux qualifient de « structurelles » et que certains qualifient de difficultés « personnelles ». Enfin, les résultats indiquent que les participants sont porteurs d'un imaginaire migratoire qui s'exprime par des aspirations et des attentes par rapport à la société d'accueil et qui rend compte d’une tension entre ces aspirations et les expériences vécues.

EXECUTIVE SUMMARY Our research on Haitians in Miami reveals the common stereotypes to be wrong in virtually every respect. Miami Haitians are not a significant drain on community resources. They did not come to the U.S. anticipating benefits from the welfare system. They are not uneducated nor are they unskilled. To the contrary, Miami Haitians have a tremendous potential for productively contributing to U.S. society. They are well educated by Haitian standards and many come with readily employable skills. Their motivations for leaving Haiti are inseparably both political and economic. They possess a sound work ethic and are striving to improve themselves. Economic problems are severe, yet they confront and surmount them with virtually no help from the state welfare system. They rely largely upon opportunities and resources within Miami's own Haitian community. Yet, they do not isolate themselves from the large community around them. They work with, buy from, and live in the same neighborhoods as Cubans, Anglos, and American Blacks. In spite of the many personal difficulties they have encountered since arriving in the U.S., they maintain a positive view both of themselves and their experiences in U.S. society. If given sufficient opportunities, they are likely to adapt quickly and succeed economically. These findings stem from a recently completed survey of 129 Haitians enrolled in English for Speakers of Other Languages (ESOL) classes in Miami administered by the Haitian Adult Development Education Program (HADEP) of the Phelps Stokes Fund. The U.S. Department of Education funded the project to provide instruction in English communication and literacy skills, acculturation support and vocational training. The classes were free and open without restrictions to all Haitians. The Haitians neither paid nor received money to attend the classes. The classes were offered both during the day and evening and drew from all levels of the Haitian population in Miami. The survey was administered in June and July of this year and consisted of 146 questions in Creole on a broad range of subjects from background and experiences in Haiti to migration and employment history and perceptions of U.S. society.

À Montréal, les Haïtiens forment le troisième groupe ethnique en importance et offrent un exemple de peuple en diaspora. Étudier leurs mobilités et pratiques transnationales, ainsi que leurs incidences sur la redéfinition des concepts d’identité et de territoire, permet alors de comprendre les articulations entre le local et le transnational, dans le contexte de globalisation et de rétrécissement du monde permis par les nouvelles technologies. L’objectif de la recherche est de comprendre l’impact des pratiques transnationales et des médias dans la construction territoriale et l’ancrage des Haïtiens montréalais. Pour ce faire, 18 entrevues de type récit de vie ont été menées auprès d’un échantillon représentant les différentes vagues d’immigration haïtienne et des tables rondes ont été organisées. L’analyse des discours a permis de mettre en lumière les trajectoires, les lieux et types d’ancrages ainsi que le rôle des nouvelles technologies dans les liens translocaux de cette communauté. Les résultats, non généralisables, mettent de l’avant le rôle important des médias dans l’ancrage. Par exemple, l’ancrage des migrants de la première vague a été facilité par la création de radios haïtiennes, ces dernières ayant aidé à cimenter la communauté d’alors. Pour les deuxièmes générations, les nouveaux médias permettent de s’identifier à la diaspora et de s’ancrer en Haïti, avec des projets de développement, comme à Montréal, à travers l’expérience du cosmopolitisme. Finalement, l’analyse des récits de vie des nouveaux arrivants le confirme : les médias donnent la possibilité d’un ancrage inédit gardé à disposition avec les nouvelles technologies d’information et de communication.

Without human beings, and human activities, hazards can strike but disasters cannot occur, they are not just natural phenomena but a social event (Van Der Zon, 2005). The rapid demand for reconstruction after disastrous events can result in the impacts of projects not being carefully considered from the outset and the opportunity to improve long-term physical and social community structures being neglected. The events that struck Banda Aceh in 2004 have been described as
a story of ‘two tsunamis’, the first being the natural hazard that struck and the second being the destruction of social structures that occurred as a result of unplanned, unregulated and uncoordinated response (Syukrizal et al, 2009). Measures must be in place to ensure that, while aiming to meet reconstruction
needs as rapidly as possible, the risk of re-occurring disaster impacts are reduced through both the physical structures and the capacity of the community who inhabit them. The paper explores issues facing reconstruction in a post-disaster scenario, drawing on the connections between physical and social reconstruction in order to address long term recovery solutions. It draws on a study of relevant literature and a six week pilot study spent in Haiti exploring the progress of recovery in the Haitian capital and the limitations still restricting reconstruction efforts. The study highlights the need for recovery management strategies that recognise the link between social and physical reconstruction and the significance of community based initiatives that see local residents driving recovery in terms of debris handling and rebuilding. It demonstrates how a community driven approach to physical reconstruction could also address the social impacts of events that, in the case of places such as Haiti, are still dramatically restricting recovery efforts.

Ethnicities within Black populations have not been distinguished in most nutrition studies. We sought to examine dietary differences between African Americans (AA) and Haitian Americans (HA) with and without type 2 diabetes using the Healthy Eating Index, 2005 (HEI-05), and the Alternate Healthy Eating Index (AHEI). The design was cross-sectional (225 AA, 246 HA) and recruitment was by community outreach. The eating indices were calculated from data collected with the Harvard food-frequency questionnaire. African Americans had lower HEI-05 scores (−8.67, 13.1); , than HA. Haitian American females and AA males had higher AHEI than AA females and HA males, respectively, () adjusting for age and education. Participants with diabetes had higher adherence to the HEI-05 (1.78, 6.01), , and lower adherence to the AHEI (16.3, −3.19), , , than participants without diabetes. The findings underscore the importance of disaggregating ethnicities and disease state when assessing diet.

Adequate care of type 2 diabetes is reflected by the individual’s adherence to dietary guidance; yet, few patients are engaged in diabetes self-care at the recommended level, regardless of race/ethnicity. Few studies on the effect of dietary medical advice on diabetes self-management (DSM) and glycemic control have been conducted on Haitian and African American adults with type 2 diabetes. These relationships were assessed in total of 254 Blacks with type 2 diabetes (Haitian Americans = 129; African Americans = 125) recruited from Miami-Dade and Broward Counties, Florida by community outreach methods. Although dietary advice received was not significantly different between the two Black ethnicities, given advice “to follow a diet” as a predictor of “using food groups” was significant for Haitian Americans, but not for African Americans. Haitian Americans who were advised to follow a diet were approximately 3 times more likely to sometimes or often use food groups (or exchange lists) in planning meals. Less than optimal glycemic control (A1C > 7.2) was inversely related to DSM for African Americans; but the relationship was not significant for Haitian Americans. A one unit increase in DSM score decreased the odds ratio point estimate of having less than optimal glycemic control (A1C > 7.2%) by a factor of 0.94 in African Americans. These results suggest that medical advice for diet plans may not be communicated effectively for DSM for some races/ethnicities. Research aimed at uncovering the enablers and barriers of diet management specific to Black ethnicities with type 2 diabetes is recommended.

Background: Omega-3 fatty acids (n-3) may be protective of cardiovascular risk factors for vulnerable populations. The purpose of this study was to assess the association between n-3 with, C-reactive protein (CRP), and homocysteine (HCY) in Black minorities with and without type 2 diabetes. Methods: A cross-sectional study was conducted with 406 participants: Haitian Americans (HA): n=238. African Americans (AA): n=172. Participants were recruited from a randomly generated mailing lists, local diabetes educators, community health practitioners and advertisements from 2008-2010. Sociodemographics and anthropometrics were collected and used to adjust analyses. All dietary variables were collected using the semi-quantitative food frequency questionnaire (FFQ) and used to quantify vitamin components. Blood was collected to measure CVD risk factors (blood lipids, HCY, and CRP). Results: African Americans had higher waist circumferences and C-reactive protein and consumed more calories as compared to Haitian Americans. Omega 3 fatty acid intake per calorie did not differ between these ethnicities, yet African Americans with low n-3 intake were three times more likely to have high C-reactive protein as compared to their counterparts [OR=3. 32 (1. 11, 9. 26) p=0.031]. Although homocysteine did not differ by ethnicity, African Americans with low omega 3 intake (<1 g/day) were four times as likely to have high homocysteine (>12 mg/L) as compared to their counterparts, adjusting for confounders [OR=4.63 (1.59, 12.0) p=0.004]. Consumption of n-3 by diabetes status was not associated with C-reactive protein or homocysteine levels. Conclusions: Consumption of n-3 may be protective of cardiovascular risk factors such as C-r

Background: Blacks have a higher incidence of diabetes and its related complications. Self-rated health (SRH) and perceived stress indicators are associated with chronic diseases. The aim of this study was to examine the associations between SRH, perceived stress and diabetes status among two Black ethnicities. Materials and Methods: The cross-sectional study included 258 Haitian Americans and 249 African Americans with (n = 240) and without type 2 diabetes (n = 267) (N = 507). Recruitment was performed by community outreach. Results: Haitian-Americans were less likely to report ‘fair to poor’ health as compared to African Americans [OR=0.58 (95% CI: 0.35, 0.95), P = 0.032]; yet, Haitian Americans had greater perceived stress than African Americans (P = 0.002). Having diabetes was associated with ‘fair to poor’ SRH [OR=3.14 (95% CI: 2.09, 4.72),P < 0.001] but not perceived stress (P = 0.072). Haitian-Americans (P = 0.023), females (P = 0.003) and those participants having ‘poor or fair’ SRH (P < 0.001) were positively associated with perceived stress (Nagelkerke R2=0.151). Conclusion: Perceived stress associated with ‘poor or fair’ SRH suggests that screening for perceived stress should be considered part of routine medical care; albeit, further studies are required to confirm our results. The findings support the need for treatment plans that are patient-centered and culturally relevant and that address psychosocial issues.

Few valid and reliable placement procedures are available to assess the English language proficiency of adults who enroll in English for Speakers of Other Languages (ESOL) programs. Whereas placement material exists for children and university ESOL students, the needs of students in adult community education programs have not been adequately addressed. Furthermore, the research suggests that a number of variables, such as, native language, age, prior schooling, length of residence, and employment are related to second language acquisition. Numerous studies contribute to our understanding of the relationship of these factors to second language acquisition of Spanish-speaking students. Again, there is a void in the research investigating the factors affecting second language acquisition and consequently, appropriate placement of Haitian Creole-speaking students. This study compared a standardized instrument, the NYS Place Test, used alone and in combination with a writing sample in English, to subjective judgement of a department coordinator for initial placement of Haitian adult ESOL students in a community education program. The study also investigated whether or not consideration of student profile data improved the accuracy of the test. Finally, the study sought to determine if a relationship existed between student profile data and those who withdrew from the program or did not enter a class after registering. Analysis of the data by crosstabulation and chi-square revealed that the standardized NYS Place Test was at least as accurate as subjective department coordinator placement and that one procedure could be substituted for li other. Although the writing sample in English improved accuracy of placement by the NYS test, the results were not significant. Of the profile variables, only length of residence was found to be significantly related to accuracy of placement using the NYS Place Test. The number of incorrect placements was higher for those students who lived in the host country from twenty-five to one hundred ten months. A post hoc analysis of NYS test scores according to level showed that those learners who placed in level three also had a significantly higher incidence of incorrect placements. No significant relationship was observed between the profile variables and those who withdrew from the program or registered but did not enter a class.
