Fish is crucial to food and nutrition security in Solomon Islands, and demand is expected to increase due to a growing population. However, it is projected that current capture fisheries production will not meet this growing demand. Aquaculture has the potential to mitigate the capture fishery shortfall, and the Government of Solomon Islands is prioritizing aquaculture as a solution to meet future food and income needs. Aquaculture in Solomon Islands is still in early development. Mozambique tilapia (Oreochromis mossambicus) is farmed for household consumption, but its prolific reproductive rate and resulting slow growth limit its potential as a commercial aquaculture species. More productive fish species that are not indigenous to Solomon Islands but are successfully farmed overseas could be introduced; however, such a decision needs to take into account the potential ecological or social impacts. For land-based pond aquaculture, the only indigenous species that has been farmed extensively elsewhere is milkfish (Chanos chanos). This report presents a feasibility assessment for milkfish farming in Solomon Islands. It synthesizes the current knowledge about milkfish farming and presents results of a 4-year study on the potential for milkfish aquaculture in Solomon Islands.

The overall objective of the project is the reduction of poverty in rural areas of Solomon Islands through creation of livelihoods based on sustainable aquaculture. This fits within the over-arching goals of the WorldFish Center in the Pacific to reduce poverty and hunger in rural communities, and with the Ministry of Fisheries and Marine Resources (MFMR) to stimulate rural development and to develop aquaculture. It has been recognised that the nature of the pearl farming industry means that a high chance of success requires a long term investment from an established pearl farming organisation. This project has been specifically designed to compile the elements of a pre-feasibility study to provide offshore pearl companies with sufficient information to investigate the potential for long-term investment in pearl farming in Solomon Islands. This report also includes the following 6 appendices: Appendix I) Past research and development on black-lip pearl oysters in Solomon Islands; Appendix II) Suitability of habitats in the Solomon Islands and other regions of the Pacific for growth of black-lip and silver-lip pearl oysters; Appendix III) Water temperature and cyclone frequency in the Solomon Islands and other key regions of the Pacific: implications for pearl farming; Appendix IV) Abundance, size structure and quality of silver-lip pearl oysters in Solomon Islands; Appendix V) Solomon Islands: the investment climate for pearl farming; Appendix VI) Pearl farming policy and management guidelines.

Between 1999 and 2003, the WorldFish Center in Solomon Islands conducted research into the feasibility of a new fishery based on the capture and culture of postlarval coral reef fish for the live fish trade. The work was carried out in two phases: a research phase from late 1999 to the end of 2002; and a “finetuning” phase in 2003. Most of the species were of value to the marine aquarium trade, with very few live reef food fish recorded. The most valuable ornamentals were the banded cleaner shrimp, Stenopus species. Cleaner shrimp were harvested using crest nets, the method being modified with the addition of a solid, water-retaining cod-end designed to increase survival at capture. Grow-out techniques were improved by rearing the shrimp separately in jars to prevent aggression. The jars were painted black to protect the shrimp from sunlight. An economic model using experimental catch data and farm gate prices indicates that the fishery based on shrimp, supplemented with small numbers of lobster and fish is economically viable. The next step will be setting up a demonstration farm in a village in the Western Province of Solomon Islands.

Introduction In January 2013, clinicians in Honiara, Solomon Islands noted several patients presenting with dengue-like illness. Serum from three cases tested positive for dengue by rapid diagnostic test. Subsequent increases in cases were reported, and the outbreak was confirmed as being dengue serotype-3 by further laboratory tests. This report describes the ongoing outbreak investigation, findings and response. Methods Enhanced dengue surveillance was implemented in the capital, Honiara, and in the provinces. This included training health staff on dengue case definitions, data collection and reporting. Vector surveillance was also conducted. Results From 3 January to 15 May 2013, 5254 cases of suspected dengue were reported (101.8 per 10 000 population), including 401 hospitalizations and six deaths. The median age of cases was 20 years (range zero to 90), and 86% were reported from Honiara. Both Aedes aegyti and Aedes albopictus were identified in Honiara. Outbreak response measures included clinical training seminars, vector control activities, implementation of diagnostic and case management protocols and a public communication campaign. Discussion This was the first large dengue outbreak documented in Solomon Islands. Factors that may have contributed to this outbreak include a largely susceptible population, the presence of a highly efficient dengue vector in Honiara, a high-density human population with numerous breeding sites and favourable weather conditions for mosquito proliferation. Although the number of cases has plateaued since 1 April, continued enhanced nationwide surveillance and response activities are necessary.

Background Many countries are scaling up malaria interventions towards elimination. This transition changes demands on malaria diagnostics from diagnosing ill patients to detecting parasites in all carriers including asymptomatic infections and infections with low parasite densities. Detection methods suitable to local malaria epidemiology must be selected prior to transitioning a malaria control programme to elimination. A baseline malaria survey conducted in Temotu Province, Solomon Islands in late 2008, as the first step in a provincial malaria elimination programme, provided malaria epidemiology data and an opportunity to assess how well different diagnostic methods performed in this setting. Methods During the survey, 9,491 blood samples were collected and examined by microscopy for Plasmodium species and density, with a subset also examined by polymerase chain reaction (PCR) and rapid diagnostic tests (RDTs). The performances of these diagnostic methods were compared. Results A total of 256 samples were positive by microscopy, giving a point prevalence of 2.7%. The species distribution was 17.5% Plasmodium falciparum and 82.4% Plasmodium vivax. In this low transmission setting, only 17.8% of the P. falciparum and 2.9% of P. vivax infected subjects were febrile (≥38°C) at the time of the survey. A significant proportion of infections detected by microscopy, 40% and 65.6% for P. falciparum and P. vivax respectively, had parasite density below 100/μL. There was an age correlation for the proportion of parasite density below 100/μL for P. vivax infections, but not for P. falciparum infections. PCR detected substantially more infections than microscopy (point prevalence of 8.71%), indicating a large number of subjects had sub-microscopic parasitemia. The concordance between PCR and microscopy in detecting single species was greater for P. vivax (135/162) compared to P. falciparum (36/118). The malaria RDT detected the 12 microscopy and PCR positive P. falciparum, but failed to detect 12/13 microscopy and PCR positive P. vivax infections. Conclusion Asymptomatic malaria infections and infections with low and sub-microscopic parasite densities are highly prevalent in Temotu province where malaria transmission is low. This presents a challenge for elimination since the large proportion of the parasite reservoir will not be detected by standard active and passive case detection. Therefore effective mass screening and treatment campaigns will most likely need more sensitive assays such as a field deployable molecular based assay.

Solomon Islands has recently developed substantial policy aiming to support inshore fisheries management, conservation, climate change adaptation and ecosystem approaches to resource management. A large body of experience in community based approaches to management has developed but “upscaling” and particularly the implementation of nation-wide approaches has received little attention so far. With the emerging challenges posed by climate change and the need for ecosystem wide and integrated approaches attracting serious donor attention, a national debate on the most effective approaches to implementation is urgently needed. This report discusses potential implementation of “a cost-effective and integrated approach to resource management that is consistent with national policy and needs” based on a review of current policy and institutional structures and examination of a recent case study from Lau, Malaita using stakeholder, transaction and financial cost analyses.

This report is a literature review on Food and Nutrition Security in Solomon Islands, based on data from surveys conducted by Solomon Islands National Statistical Office, as well as from national and international organizations working in Solomon Islands. The purpose of the report is to present information outlining the current food and nutrition situation in Solomon Islands before implementation of the CGIAR Research Program on Aquatic Agricultural Systems (AAS), led by WorldFish. The aim of the AAS program is to enhance production in natural freshwater and/or coastal ecosystems to improve household livelihood, including income and food security. This report summarizes national statistics and also focuses in more detail on a subset of provinces: Guadalcanal, Malaita and Western. In 2012, the AAS program was rolled out in Guadalcanal, Central and Malaita Provinces, designated the Central Hub. In 2013, roll out is beginning in the Western Hub (Western and Isabel Provinces). The priority province for the Central Hub has been identified as Malaita.

In late 2012, a governance assessment was carried out as part of the diagnosis phase of rollout of the CGIAR Aquatic Agricultural Systems Program in Malaita Hub in Solomon Islands. The purpose of the assessment was to identify and provide a basic understanding of essential aspects of governance related to Aquatic Agricultural Systems in general, and more specifically as a case study in natural resource management. The underlying principles of the approach we have taken are drawn from an approach known as “Collaborating for Resilience” (CORE), which is based on bringing all key stakeholders into a process to ensure that multiple perspectives are represented (a listening phase), that local actors have opportunities to influence each other’s understanding (a dialogue phase), and that ultimately commitments to action are built (a choice phase) that would not be possible through an outsider’s analysis alone. This report begins to address governance from an AAS perspective, using input from AAS households and other networked stakeholders. We attempt to summarize governance issues that are found not only within the community but also, and especially, those that are beyond the local level, both of which may need to be addressed by the AAS program.

The CGIAR Research Program (CRP) Aquatic Agricultural Systems (AAS) will target five countries, including Solomon Islands. The proposed hubs for Solomon Islands were to cover most provinces, referencing the Western, Central and Eastern regions. Scoping of the initial ‘Central’ hub was undertaken in Guadalcanal, Malaita and Central Islands provinces and this report details findings from all three. As scoping progressed however, it was agreed that, based on the AAS context and priority needs of each province and the Program’s capacity for full implementation, the Central Hub would be restricted to Malaita Province only and renamed “Malaita Hub”. Consistent in each AAS country, there are four steps in the program rollout: planning, scoping, diagnosis and design. Rollout of the Program in Solomon Islands began with a five month planning phase between August and December 2011, and scoping of the first hub began in January 2012. This report, the second to be produced during rollout, describes the findings from the scoping process between January and June 2012. This report marks the transition from the scoping phase to the diagnosis phase in which output from scoping was used to develop a hub level theory of change for identifying research opportunities. Subsequent reports detail in-depth analyses of gender, governance, nutrition and partner activities and discuss Program engagement with community members to identify grass-roots demand for research.

The CGIAR Research Program on Aquatic Agricultural Systems (AAS) is a research in development program which aims to foster innovation to respond to community needs, and through networking and social learning to bring about development outcomes and impact at scale. It aims to reach the poorest and most vulnerable communities that are dependent upon aquatic agricultural systems. AAS uses monitoring and evaluation to track progress along identified impact pathways for accountability and learning. This report presents an evaluation of the recommended method for selecting communities during the participatory planning process, referred to as AAS “hub rollout,” in the first year of program implementation.
