Wild-harvest fisheries for live reef fish are largely over-exploited or unsustainable because of over-fishing and the widespread use of destructive fishing practices such as blast and cyanide fishing. Sustainable aquaculture – such as that of groupers – is one option for meeting the strong demand for reef fish, as well as potentially maintaining or improving the livelihoods of coastal communities. This report from a short study by the STREAM Initiative draws on secondary literature, media sources and four diverse case studies from at-risk reef fisheries, to frame a strategy for encouraging sustainable aquaculture as an alternative to destructive fishing practices. It was undertaken as a component of the APEC-funded project Collaborative Grouper Research and Development Network (FWG/01/2001) to better understand how recent technical advances in grouper culture and other complementary work – including that of the Asia-Pacific Marine Finfish Aquaculture Network (APMFAN) hosted by NACA – could better support the livelihoods of poor coastal communities. This case study describes the present status and trends, and provides recommendations for the improvement of aquatic resources management within Hon Mun Marine Protected Area (MPA), Nha Trang Bay, Khanh Hoa Province, Vietnam. The case study also evaluates options for improving the livelihoods of local villagers through the development of ecologically sustainable aquaculture and fisheries, which include diversification following careful selection and trial of appropriate culture species, and application of “best practice” culture methods. The marine grouper species are considered high value food fish in several countries. However, controlled breeding and hatchery production of grouper fingerlings for commercial farming is still in its infancy. Investigations on the growth performance of the brown marbled grouper Epinephelus fuscoguttatus (Forskal), camouflage grouper E. polyphekadion (Bleeker) and their hybrid (E. fuscoguttatus x E. polyphekadion) under hatchery and growout culture conditions indicate the potential of grouper hybrids for aquaculture.

Seabass (Lates calcarifer) are raised in ponds and cages in Southeast Asia. Details are given of the 2 phases involved in the pond and culture culture systems -- nursery and grow-out. Both monoculture and polyculture systems are used for pond production of seabass. Polyculture may involve milkfish and tilapia, groupers, seaweed, tilapia or snapper, grouper and shrimp.

The study focussed on three key suppliers of fingerlings and live fish in Asia. Grouper hatchery businesses are lucrative even at low survival rates. The findings indicate that farming practices across these countries are similar. Most farmers adopt traditional practices and lack incentives to reduce cost, but remain proce focussed.

Betanodavirus infections have a significant impact through direct losses and trade restrictions for aquaculture sectors in Australia. The giant grouper, Epinephelus lanceolatus, is a high-value, fast-growing species with significant aquaculture potential. With subacute to chronic mortalities reported from a commercial aquaculture facility in northern Queensland, the viral nervous necrosis in the affected fish was confirmed using a RT-qPCR followed by virus isolation using the SSN-1 cell line. The RNA1 and RNA2 segments were sequenced and nucleotide sequences were compared with betanodavirus sequences from GenBank. Phylogenetic analysis revealed that both these sequences clustered with sequences representing red spotted grouper nervous necrosis virus genotype and showed high sequence identity to virus sequences affecting other grouper species. This is the first report confirming infection by betanodavirus in E. lanceolatus from Australia with successful isolation of the virus in a cell culture system, and analysis of nearly full length RNA1 and RNA2 sequences.
