The sectoral and occupational structure of Britain and West Germany has increasingly changed over the last fifty years from a manual manufacturing based to a non-manual service sector based one. There has been a trend towards more managerial and less menial type occupations. Britain employs a higher proportion of its population in the service sector than in manufacturing compared to West Germany, except in retailing, where West Germany employs twice as many people as Britain. This is a stable sector of the economy in terms of employment, but the requirements of the workforce have changed in line with changes in the industry in both countries. School leavers in the two countries, faced with the same options (FE, training schemes or employment) have opted for the various options in different proportions: young Germans are staying longer in education before embarking on training and young Britons are now less likely to go straight into employment than ten years ago. Training is becoming more accepted as the normal route into employment with government policy leading the way, but public opinion still slow to respond. This study investigates how vocational training has adapted to the changing requirements of industry, often determined by technological advancements. In some areas e.g. manufacturing industry the changes have been radical, in others such as retailing they have not, but skill requirements, not necessarily influenced by technology have changed. Social-communicative skills, frequently not even considered skills and therefore not included in training are coming to the forefront. Vocational training has adapted differently in the two countries: in West Germany on the basis of an established over-defined system and in Britain on the basis of an out-dated ill-defined and almost non-existent system. In retailing German school leavers opt for two or three year apprenticeships whereas British school leavers are offered employment with or without formalised training. The publicly held view of the occupation of sales assistant is one of low-level skill, low intellectual demands and a job anyone can do. The traditional skills - product knowledge, selling and social-communicative skills have steadily been eroded. In the last five years retailers have recognised that a return to customer service, utilising the traditional skills was going to be needed of their staff to remain competitive. This requires training. The German retail training system responded by adapting its training regulations in a long consultative process, whereas the British experimented with YTS, a formalised training scheme nationwide being a new departure. The thesis evaluates the changes in these regulations. The case studies in four retail outlets demonstrate that it is indeed product knowledge and selling and social-communicative skills which are fundamental to being a successful and content sales assistant in either country. When the skills are recognised and taught well and systematically the foundations for career development in retailing are laid in a labour market which is continually looking for better qualified workers. Training, when planned and conducted professionally is appreciated by staff and customers and of benefit to the company. In retailing not enough systematic training, to recognisable standards is carried out in Britain, whereas in West Germany the training system is nevertheless better prepared to show innovative potential as a structure and is in place on which to build. In Britain the reputation of the individual company has a greater role to play, not ensuring a national provision of good training in retailing.

The shift from decentralized to centralized A-level examinations (Abitur) was implemented in the German school system as a measure of Educational Governance in the last decade. This reform was mainly introduced with the intention of providing higher comparability of school examinations and student achievement as well as increasing fairness in school examinations. It is not known yet if these ambitious aims and functions of the new centralized examination format have been achieved and if fairer assessment can be guaranteed in terms of providing all students with the same opportunities to pass the examinations by allocating fair tests to different student subpopulations e.g., students of different background or gender. The research presented in this article deals with these questions and focuses on gender differences. It investigates gender-specific fairness of the test items in centralized Abitur examinations as high school exit examinations in Germany. The data are drawn from Abitur examinations in English (as a foreign language). Differential item functioning (DIF) analysis reveals that at least some parts of the examinations indicate gender inequality. (DIPF/Orig.)

Estudio de caso en el análisis de la situación afrontada por la población de Papúa Occidental durante el periodo de 1962-1969, época en la que la nueva República de Indonesia y Holanda se disputaban la soberanía sobre el territorio papuano. Dicha disputa tuvo lugar durante la época de Guerra Fría, lo que llevó a que Estados Unidos junto con sus aliados en la región y la Unión Soviética intervinieran en él. Finalmente, Estados Unidos teniendo en cuenta sus intereses favoreció a la República de Indonesia y obligó a Holanda firmar el Acuerdo de Nueva York, en el que se establecía que sería la Autoridad Ejecutiva Temporal de las Naciones Unidas quien administrara y preparara el territorio para un futuro Acto de Libre Elección. En cualquiera que fuese el panorama, las Naciones Unidas no cumplieron con lo establecido en el Acuerdo lo que llevó a que fueran condescendientes con todas las peticiones indonesias sin tener en cuenta los deseos y los derechos de la población papuana, violándose su derecho de auto-determinación de los pueblos.

Der 1795-1798 verfasste Text "De re scholastica Anglica cum Germanica comparata" (Über das englische Schulwesen im Vergleich zum deutschen) des sächsischen Rektors Friedrich August Hecht ist die erste bekannte Schrift zur Vergleichenden Erziehungswissenschaft. Ihre zentrale Materialgrundlage bilden englische und deutsche Schulbücher für Latein- und Gelehrtenschulen. Aus deutschsprachiger Sekundärliteratur übernimmt Hecht darüber hinaus Informationen über schulorganisatorische, curriculare und didaktische Besonderheiten der englischen Public Schools Westminster und Eton, und setzt sie zu den ihm aus eigener Praxis bekannten deutschen (sächsischen) Schulverhältnissen in Beziehung. Der Gedanke der Transnationalität im Bildungsbereich, der sich aktuell etwa im Begriff von transnationalen Bildungsräumen ausdrückt, hat bei Hecht der Sache nach drei Anknüpfungspunkte: die bildungspolitische Wirksamkeit transnationaler Herrscherfamilien, die gemeineuropäische Bedeutung der Gebildeten- und Gelehrtensprache Latein und die nationübergreifende Dimension des humanistischen Bildungskanons. Das alte Europa kannte Nationen und Staaten, aber es kannte noch keine Nationalstaaten. Die Deutschen sind für Hecht noch eine alteuropäische Nation, die Engländer dagegen auf dem Wege zur oder sind schon Staatsnation. Die Vergleichende Erziehungswissenschaft entsteht mit Hechts Schrift in einer Situation, da die alte transnationale Ordnung der Nationen und Staaten in die neue internationale Ordnung der Nationalstaaten übergeht. The article reflects on a pilot teacher training programme in Tanzania, where videos are used for implementing new teaching methods, but also for initiating a discourse about corporal punishment. The culture of instruction in Tanzania is strictly based on a teacher-centred approach which leaves all activity to the teacher and turns students into passive listeners. In most cases, teachers deal with up to 80 students in one classroom. Therefore, discipline is an important matter of instruction and many teachers still use corporal punishment that is widely accepted in Tanzania. The launched training programme has the aim of implementing learner-centred teaching methods without using corporal punishment and offers Tanzanian teachers the possibility to participate in a workshop that connects these methods with subject-related topics. In the English teaching workshop, the facilitator used filmed English lessons from a German school to discuss with the participants both the application of learner-centred methods and the absence of corporal punishment. The use of these German videos shows advantages but also limitations that are strongly related to the European versus African setting. The article discusses these dimensions on the basis of data that are generated by ethnographical observation and audiotranscripts of the piloted workshop.

Auf der Basis eines theoretischen Modells zum Übergangsprozess, in dem primäre und sekundäre Herkunftseffekte nach Boudon unterschieden werden, fasst der vorliegende Beitrag den empirischen Kenntnisstand zum Einfluss der familiären Herkunft auf den Übergang von der Grundschule in die Sekundarstufe I zusammen. Dabei wird neben den primären Effekten zwischen verschiedenen Arten von sekundären Herkunftseffekten unterschieden: sekundäre Effekte der Leistungsbeurteilung, der Schullaufbahnempfehlung und des Übergangsverhaltens. Die Befunde sprechen für die Existenz primärer und sekundärer Herkunftseffekte im deutschen Schulsystem: Kinder aus sozial schwachen Familien haben schlechtere Schulleistungen, erhalten jedoch selbst bei gleichen Testleistungen noch schlechtere Beurteilungen durch die Lehrkräfte (Noten und Schullaufbahnempfehlungen) und gehen bei gleichen Testleistungen und Schulnoten und gleicher Empfehlung häufiger auf niedrigere Schulformen über. Weiterhin werden Ergebnisse aus Studien zur Quantifizierung und Neutralisation von primären und sekundären Herkunftseffekten vorgestellt und diskutiert sowie mögliche Interventions- und Fördermöglichkeiten zur Verringerung der Herkunftseffekte beim Übergang aufgezeigt.

Need for cognition (NFC) reflects a relatively stable trait regarding the degree to which one enjoys and engages in cognitive endeavors. We examined whether the previously demonstrated one-dimensional structure of the German NFC Scale could be replicated in three samples of undergraduates and secondary school students. Moreover, we investigated the test-retest reliability of the German NFC Scale, which has not yet been tested. Further, we investigated whether the scale would be valid in a sample of secondary school students. Multigroup confirmatory factor analyses established the one-dimensional factor structure of the long form as well as the short form of the German NFC Scale for undergraduates (N = 559), students of academic track secondary schools (German Gymnasium; N = 555), and students of vocational track secondary schools (German Realschule; N = 486). The scale proved to have a high test-retest reliability in a university student sample (N = 43). For secondary school students, we again found a high test-retest reliability (N = 157), and also found the scale to be valid (N = 181).
