In the last few decades, Brazil has experienced an accelerated urbanization process in which many cities have grown in a disorderly way occupying environmentally fragile areas unsuitable for habitation. Anthropogenic actions such as high levels of impermeable soil, structural changes in watercourses, lack of riparian vegetation, illegal presence of trash and rubbish along the river banks added to irregular settlements in floodplains result in the rise of high risk areas. When accompanied by intense and prolonged rainfall phenomena, those areas have been the scenery of serious accidents such as floods. This study aims to classify the level of the risk of floods in the neighborhood of Jardim Inocoop, in the town of Rio Claro, São Paulo countryside, Brazil. One of the main technical support to tackle this issue is the identification and classification of the risks. In order to classify the risk level of flood in this case study, the methodology adopted was developed by the Ministry of Cities and Technology Research Institute, and take into account the arrangement of the hydrological scenario, vulnerability of households and dangerous process according to the distance of the houses from the axis of drainage. Therefore, the risk levels adopted to classify are listed below: very high (MA), high risk (A), moderate (M) and low risk (B). In conclusion, it is imperative to develop prevention plans in order to avoid or to minimize the damages caused by natural disasters. Therefore, the zoning of the risk sceneries remains as an important issue once it helps to identify the areas with high level risk of flood. Consequently, the occupation must be regulated where there is low or absent risk and it must be often forbidden where the high risk of flood is detected. Despite the current Environmental Legislation resolution, concerning the protection of the Permanent Preservation Areas (PPA), be quite rigid, in practice, is observed noncompliance with the minimum limits of protection, especially in urban areas where, historically, the urbanization processes have been executed without compliance with the minimum standards of urban and environmental planning. Given the above, the present study aimed to analyze the urban sprawl evolution at the Olinda stream APP, located in the city of Rio Claro - SP. By means of the visual interpretation of aerial photographs in the GIS/ARCGIS environment, thematic maps of the urban sprawl of the years 1972, 1995 and 2010, as well as the Olinda Stream APP surroundings, were prepared. From the maps, it was possible to measure the occupation density for each scenario and indicate from which period the urbanization process has intensified. It was also possible to quantify the loss of vegetation area and indicate the major environmental problems in the basin of the Olinda stream. Therefore, the development of this research shows its importance, considering that its results can support the public administration, assisting in proper planning of land use and occupation in urban watersheds

Understanding the linkages between the natural elements is essential for being promoted the land use, occupation and sustainable management of environmental systems. Universal Soil Loss Equation (USLE), as a predictive model of erosion, is important to allowing the prevention of possible environmental impacts which may drastically interfere in natural or anthropic environments, as well as prevent potential financial wastes and even contribute to greater efficiency of agricultural production. This research will be working some USLE parameters, emphasizing topographic factor from Ribeirão Monjolo Grande watershed. Among the factors considered by the USLE, the Topographic Factor interferes directly in the erosive dynamic of a watershed because it involves variables related to hydrological processes that occur on it. In this research, were discussed different methods for obtaining the Topographic Factor (BERTONI e LOMBARDI NETO, 1985; MOORE e BURCH, 1986; DESMET E GOVERS, 1996) in GIS environment. After comparison between the methods, was indicated that best represents the conditions of geometry strand of the study area. Finally, other factors (R, K, C, P) considered by the USLE were obtained. The attainment of these parameters were guided by the use of geotechnologies, especially in Geographic Information Systems (GIS), with the assistance of secondary data and periodic field visits. The results obtained contributed to the understanding of hydrosedimentological dynamic in this area and serve as a viable strategy for studies of soil loss, aiming at developing consistent material for future researches about environmental planning and land management
