It has been called “the world’s worst recorded natural disaster,” and “the largest earthquake in 40 years,” galvanizing the largest global relief effort in history. For those of us involved in the discipline and/or the practice of communications, we realized that it presented a unique case study from a number of perspectives. Both the media and the public became so enraptured and enmeshed in the story of the tsunami of December 26, 2004, bringing to the fore a piece of geography and a peoples too rarely considered prior to the tragedy, that we felt compelled to examine the phenomenon. The overwhelming significance of this volume comes from its being a combination of both academic scholars and development practitioners in the field. Its poignancy becomes underscored from their wide-ranging perspectives, with 21 chapters representing some 14 different countries. Their realities provide not only credibility but also an unprecedented sensitivity to communication issues. Our approach here considers Tsunami 2004 from five communication perspectives: 1.) Interpersonal/ intercultural, 2.) Mass media, 3.) Telecommunications, 4.) Ethics, philanthropy, and development communication, and; 5.) Personal testimonies and observations. A valorização de diferentes resíduos industriais provenientes dosector de tratamento/revestimento de superfícies metálicas pode ser obtida utilizando-os como matérias-primas na formulação de pigmentos cerâmicos, sintetizados pelo método cerâmico convencional. Neste trabalho avaliou-se a viabilidade de incorporar lamas geradas pelos processos de (i) anodização, ricas em alumínio, (ii) de niquelagem e cromagem de torneiras, usadas como fonte de níquel e crómio, e (iii) da decapagem química de aços de uma trefilaria, ricas em ferro, utilizadas por si só, ou em conjunto com matérias-primas comerciais, para a obtenção depigmentos cerâmicos que coram, de forma estável, diversas matrizes cerâmicas e vítreas. Esta solução assegura ainda a inertização de potenciaisespécies perigosas presentes nos resíduos, resultando produtos inócuospara a saúde pública. Procedeu-se à caracterização de cada resíduo, em termos de composição química e mineralógica, comportamento térmico, grau de toxicidade, distribuição granulométrica, teor de humidade, etc. Verificou-se a constância das características das lamas, recorrendo à análise de lotes recolhidos em momentos distintos. Os resíduos são essencialmente constituídos por hidróxidos metálicos e foram utilizados após secagem e desagregação. No entanto, a lama de anodização de alumínio sofreu um tratamento térmico suplementar a 1400ºC. O método de síntese dos pigmentos englobou as seguintes etapas: (i) doseamento; (ii) homogeneização; (iii) calcinação; (iv) lavagem e moagem.Procedeu-se à caracterização dos pigmentos, avaliando a cor por espectroscopia de reflectância difusae pelo método CIELAB e determinando as características físico-químicas relevantes. Posteriormente, testou-se o seu desempenho em produtos cerâmicos distintos (corpos e vidrados), aferindo o desempenho cromático e a estabilidade. Numa primeira fase, desenvolveram-se e caracterizaram-se tipos distintos de pigmentos: (i) com base na estrutura do corundo (ii) verde Victória deuvarovite (iii) violeta de cassiterite com crómio (iv) pigmento carmim de malaiaíte; (v)pretos e castanhos com base na estrutura da espinela. Aprofundaram-se depois os estudos do pigmento carmim de malaiaítee do pigmento preto com base na estrutura da espinela. O pigmento carmim de malaiaíte, CaSnSiO5:Cr2O3, é formulado coma lama gerada no processo de niquelagem e cromagem. Avaliou-se a influência do teor de lama na temperatura de síntese e na qualidade cromática, em comparação com um pigmento formulado com reagentes puros. O pigmento preto com estrutura de espinela de níquel, crómio e ferro, foii formulado exclusivamente a partir das lamas geradas nos processos de cromagem/niquelagem e de decapagem química do aço. Avaliaram-se as características cromáticas e o grau de inertização dos elementos tóxicospresentes, em função da estequiometria e do tratamento térmico. Estudou-se ainda um novo sistema com base na estrutura da hibonite(CaAl12O19), que permite a obtenção de pigmentos azuis e que utiliza a lama de cromagem e niquelagem. As espécies cromóforas (Ni2+ ou Co2+) assumem coordenação tetraédrica quando substituem os iões Al3+ que ocupam as posições M5 da rede da hibonite. A formação simultânea de anortite permite reduzir a temperatura de síntese.Para além do carácter inovador deste pigmento de dissolução sólida, a qualidade cromática e a sua estabilidade são interessantes. Além disso, os teores de cobalto ou níquel são reduzidosrelativamente aos utilizados em formulações comerciais de pigmentos azuis, o que se traduz em importantes vantagens económicas e ambientais.

As cablagens metálicas são aplicadas abundantemente na montagem dos automóveis, para accionamento de diversos dispositivos, tais como a abertura de portas, abertura da mala ou da tampa do motor, abertura do tampão do depósito de combustível, accionamento do travão de mão, etc. Nas cablagens metálicas utilizadas na indústria automóvel é comummente utilizado arame entrançado de aço zincado, o qual foi já estudado resistir à agressividade das condições em que habitualmente trabalham. No entanto, para que esta estabilidade de funcionamento exista, torna-se necessário que a qualidade do arame entrançado seja a mais adequada. O presente trabalho surgiu da necessidade de averiguar quais as razões que estariam por detrás do aparecimento de quantidades relativamente abundantes de Óxido de Zinco (ZnO) em cablagens metálicas utilizadas na indústria automóvel, poucas semanas depois do seu fabrico. O estudo foi levado a cabo com vista a satisfazer as necessidades de investigação deste problema por parte de uma empresa de cablagens metálicas instalada no nosso país, a FicoCables, estabelecendo quais as causas-raiz deste problema, com vista a poder evitálo no futuro. O trabalho foi concluído com sucesso, tendo-se averiguado que existiam lacunas graves de limpeza do cabo entre as operações de conformação do arame e de zincagem, com deposição de elementos potenciadores do Óxido de Zinco na interface, os quais viriam a revelar-se cruciais à posteriori, para a nucleação e desenvolvimento do Óxido de Zinco na superfície do cabo.

A/though steel is most commonly used as a reinforcing material in concrete due to its competitive cost and favorable mechanical properties, the problem of corrosion of steel rebars leads to a reduction in life span of the structure and adds to maintenance costs. Many techniques have been developed in recent past to reduce corrosion (galvanizing, epoxy coating, etc.) but none of the solutions seem to be viable as an adequate solution to the corrosion problem. Apart from the use of fiber reinforced polymer (FRP) rebars, hybrid rebars consisting of both FRP and steel are also being tried to overcome the problem of steel corrosion. This paper evaluates the performance of hybrid rebars as longitudinal reinforcement in normal strength concrete beams. Hybrid rebars used in this study essentially consist of glass fiber reinforced polymer (GFRP) strands of 2 mm diameter wound helically on a mild steel core of 6 mm diameter. GFRP stirrups have been used as shear reinforcement. An attempt has been made to evaluate the flexural and shear performance of beams having hybrid rebars in normal strength concrete with and without polypropylene fibers added to the concrete matrix

This paper will present a failure analysis of a chain component, manufactured with AISI 1045 steel and used for sugarcane transport. During the fabrication process, this component is submitted to induction hardening, just on one surface, before the galvanizing process. The occurrence of surface cracks, during storage, disables the usage of these components. Chemical and metallographic analyses, tensile, fracture toughness, and hardness tests, and fractography were conducted in order to determine the causes of failure. The steel chemical composition was in accordance with AISI 1045. The metallographic analyses and fractography did not exhibit the presence of zinc into the cracks; this is an indication that the cracks occurred after the galvanizing process. Tensile and fracture toughness test results are as expected. The crack surface and the fracture toughness specimen surfaces showed two different fracture micromechanisms: dimples and intergranular. The delayed fracture associated with the predominance of intergranular fracture micromechanism at the induction hardened layer and the high hardness level is a clear indication of the hydrogen embrittlement. The passage of the Native American Graves Protection and Repatriation Act (NAGPRA) in 1991 significantly changed the way archaeology would be done in the United States. This act was presaged by growing complaints and resentment directed at the scientific community by Native Americans over the treatment of their ancestral remains. Many of the underlying issues came to a head with the discovery and subsequent court battles over the 9,200-year-old individual commonly known as Kennewick Man. This had a galvanizing effect on the discipline, not only perpetuating the sometimes adversarial relationship between archaeologists and Native Americans, but also creating a rift between those archaeologists who understood Native American concerns and those who saw their ancestral skeletal remains representing the legacy of humankind and thus belonging to everyone. Similar scenarios have emerged in Australia.

Since the beginning of the 1990s, the majority of Latin American states have attempted to incorporate in some way or another human rights concern into their respective foreign policies, highlighting a history of human rights abuses and the return of democratic political rule as a trigger for galvanizing a commitment to assist in preventing such violations in other countries. Yet, while human rights have come to play a non-trivial role in the contemporary foreign policy of many Latin American states, there is great diversity in the ways and the extent to which they go about incorporating human rights concerns into their foreign policies. Explaining the diversity of human rights foreign policies of new Latin American democracies is at the heat of this project. The main research questions are the following: Why do new democracies incorporate human rights into their foreign policies? And what explains the different international human rights policies of new democracies? To answer these questions, this research compares the human rights foreign policies of Chile and Brazil for over two decades starting from their respective transitions to democracy. The study argues that states commitment to international human rights is the result of the intersection of domestic and international influences. At the international level, the search for international legitimacy and the desire for recognition and credibility affected the adoption of international human rights in both cases but with different degrees of impact. International values and pressures by themselves, while necessary, are an insufficient condition for human rights initiatives perceived to have not insubstantial political, economic or strategic costs. New democracies will be more or less likely to actively include human rights in their international policies depending on the following four domestic conditions: political leadership legitimizing the inclusion of human rights into a state's policies, civil society groups connected to international human rights advocacy networks with a capacity to influencing the foreign policy decisions of their government, and the Foreign Ministry's attitudes towards international human rights and the degree of influence it exercises over the outcome of the foreign policy process.

There is increasing advocacy for inclusive community-based approaches to environmental management, and growing evidence that involving communities improves the sustainability of social-ecological systems. Most community-based approaches rely on partnerships and knowledge exchange between communities, civil society organizations, and professionals such as practitioners and/or scientists. However, few models have actively integrated more horizontal knowledge exchange from community to community. We reflect on the transferability of community owned solutions between indigenous communities by exploring challenges and achievements of community peer-to-peer knowledge exchange as a way of empowering communities to face up to local environmental and social challenges. Using participatory visual methods, indigenous communities of the North Rupununi (Guyana) identified and documented their community owned solutions through films and photostories. Indigenous researchers from this community then shared their solutions with six other communities that faced similar challenges within Guyana, Suriname, Venezuela, Colombia, French Guiana, and Brazil. They were supported by in-country civil society organizations and academics. We analyzed the impact of the knowledge exchange through interviews, field reports, and observations. Our results show that indigenous community members were significantly more receptive to solutions emerging from, and communicated by, other indigenous peoples, and that this approach was a significant motivating force for galvanizing communities to make changes in their community. We identified a range of enabling factors, such as building capacity for a shared conceptual and technical understanding, that strengthens the exchange between communities and contributes to a lasting impact. With national and international policy-makers mobilizing significant financial resources for biodiversity conservation and climate change mitigation, we argue that the promotion of community owned solutions through community peer-to-peer exchange may deliver more long-lasting, socially and ecologically integrated, and investment-effective strategies compared to top-down, expert led, and/or foreign-led initiatives.

En la actualidad muchas compañías enfocan sus esfuerzos en la chequera del cliente generando con esto una cortina de humo al interior de la empresa que hace que se descuiden los costos, se conviva con actividades que no agregan valor y se desconozcan las causas de los principales problemas de calidad que afectan al cliente. Este es el caso de la compañía metalmecánica objeto de esta investigación, la cual venía sobrellevando altos niveles de inventarios, reprocesos, problemas de calidad, falta de corresponsabilidad del personal, y otras situaciones que la estaban dejando vulnerable ante la competencia. Este fue el motivo que inspiró esta investigación en aras de validar una metodología de mejora continua para identificar, analizar, proponer, evaluar y reducir los costos de no calidad y sus implicaciones, de una forma ordenada, rigurosa y disciplinada. Posterior a la implementación del plan de acción los resultados no se hicieron esperar y la compañía mejoró su servicio al cliente sin incurrir en excesos de inventario, al igual que disminuyó sus sobrecostos de producción, los cuales eran generados en gran medida por problemas de calidad. Pero lo más significativo es que asimiló que esta metodología es un proceso continuo que no puede parar y que todo el personal de la empresa debe estar implicado.
