Dans le domaine du genre, le Mozambique est présenté comme un bon exemple en Afrique. Le pays est signataire de nombreuses conventions et est associé aux grandes déclarations internationales dédiées à l'égalité des droits entre hommes et femmes. Soutenue par les organisations nationales et internationales, la loi très controversée sur « la violence domestique contre les femmes », adoptée en juillet 2009, est une action prioritaire pour mettre en oeuvre le gender mainstreaming même si le pays est caractérisé par une forte diversité ethnique et deux traditions de genre fort différentes.

Gender mainstreaming emerged in the mid-1990s as an innovative and controversial policy tool for reducing gender inequalities. The European Union seeks to propagate the practice of gender mainstreaming both within EU institutions and among member states. Feminist scholars and policy elites discuss and debate gender main-streaming widely, but have yet to consider how local feminist activists, who could play a central role in diffusing gender mainstreaming, understand, interpret and respond to this agenda. This paper examines whether and why local feminist movements in two cities in eastern Germany adopt gender mainstreaming. Consideration of the characteristics of the contexts in which local feminist movements are embedded clarifies the conditions under which social movements rally round new policy paradigms.

Questo lavoro di tesi esplora i possibili sviluppi di un'architettura urbana sensibile alle questioni di genere, sotto un prisma femminista intersezionale. Dalla fine degli anni '90, le sperimentazioni in questa direzione hanno cominciato a farsi sempre più numerose, a cominciare dall'esempio pionieristico di Vienna, divenuta città di riferimento per eccellenza. Questa tesi è particolarmente interessata ai progetti sperimentali di Parigi, pur mantenendo una visione comparativa con progetti in altre città europee. In quanto approcci che influenzano l'architettura urbana, vengono esplorati anche le politiche pubbliche e l'attivismo, a livello francese e italiano. Il loro contributo evidenzia il potenziale di reinvenzione simbolica e materiale dell'architettura urbana, passando dal sistema eteropatriarcale verso una maggiore inclusione e giustizia spaziale. Gli interrogativi principali di questo lavoro si basano sull'influenza delle teorie femministe nella pratica professionale di architette·i e urbaniste·i, sul loro ruolo nella trasformazione degli approcci alla città e alla pianificazione urbana, nonché nella trasformazione dell'estetica architettonica e urbana. Attraverso un approccio metodologico situato, riflessivo e interdisciplinare, derivante dalle discipline dell'architettura e dell'urbanistica, il fieldwork svolto ha avuto l'obiettivo di ricercare tendenze, evoluzioni e costanti nei progetti di architettura urbana di genere. Tenendo conto dell'evoluzione temporale delle mentalità sul genere e della consapevolezza sempre più profonda delle questioni femministe, questa tesi assume un approccio critico al Gender Mainstreaming. The recently published National Women's Strategy (NWS) identified the need to incorporate a gender perspective into mainstream health policy, as well as implementing positive action measures to ensure that the health of women in this country is promoted and protected (Government of Ireland, 2007). The strategyalso refers to the importance of gender as a health determinant and the recognition by the Health Service Executive of the need to work in partnership with the Women's Health Council (WHC) to develop gender mainstreaming in the planning and delivery of its services (HSE, 2005). Recent efforts to implement gender mainstreaming in the field of security sector reform have resulted in an international policy discourse on gender and security sector reform (GSSR). Critics have challenged GSSR for its focus on 'adding women' and its failure to be transformative. This article contests this assessment, demonstrating that GSSR is not only about 'adding women', but also, importantly, about 'gendering men differently' and has important albeit problematic transformative implications. Drawing on poststructuralist and postcolonial feminist theory, I propose a critical reading of GSSR policy discourse in order to analyse its built-in logics, tensions and implications. I argue that this discourse establishes a powerful 'grid of intelligibility' that draws on gendered and racialized dualisms to normalize certain forms of subjectivity while rendering invisible and marginalizing others, and contributing to reproduce certain forms of normativity and hierarchy. Revealing such processes of discursive in/exclusion and marginalized subjectivities can serve as a starting point to challenge and transform GSSR practice and identify sites of contestation.

Over the course of the last two decades, IFIs (most prominently the World Bank) have begun acknowledging the centrality of human development as an essential element of the economic development process if the growth aimed at is to be holistic and sustainable. Strikingly, there is no agreement on the manner in which this approach is to be achieved, especially in the field of gender and development. This paper focuses on the issue of whether the Multilateral Development Banks’ policies have truly attempted at implementing their stated model of gender mainstreaming through their programmes and projects in India, with a specific focus on the legal sector, since that sector has both instrumental and intrinsic value for gender rights advocates. This article will aim at reviewing their approach towards rule of law projects and the manner in which gender equality norms have or have not been addressed within that framework; it will end with recommendations as to the necessary issues which gender programmes must address within the rule of law framework in order to achieve the Millennium Development Goal of gender equity.
