One of the primary features of modern government-to-citizen (G2C) service provision is the ability to offer a citizen-centric view of the e-government portal. Life-event approach is one of the most widely adopted paradigms supporting the idea of solving a complex event in a citizen’s life through a single service provision. Several studies have used this approach to design e-government portals. However, they were limited in terms of use and scalability. There were no mechanisms that show how to specify a life-event for structuring public e-services, or how to systematically match life-events with these services taking into consideration the citizen needs. We introduce the NOrm-Based Life-Event (NoBLE) framework for G2C e-service provision with a set of mechanisms as a guide for designing active life-event oriented e-government portals.

The recognition that Web 2.0 applications and social media sites will strengthen and improve interaction between governments and citizens has resulted in a global push into new e-democracy or Government 2.0 spaces. These typically follow government-to-citizen (g2c) or citizen-to-citizen (c2c) models, but both these approaches are problematic: g2c is often concerned more with service delivery to citizens as clients, or exists to make a show of ‘listening to the public’ rather than to genuinely source citizen ideas for government policy, while c2c often takes place without direct government participation and therefore cannot ensure that the outcomes of citizen deliberations are accepted into the government policy-making process. Building on recent examples of Australian Government 2.0 initiatives, we suggest a new approach based on government support for citizen-to-citizen engagement, or g4c2c, as a workable compromise, and suggest that public service broadcasters should play a key role in facilitating this model of citizen engagement.

The purpose of this paper is to advance our understanding of what contextual factors influence the service bundling process in an organizational setting. Although previous literature contains insights into the mechanisms underlying bundling and the artefacts for performing the bundling task itself, the body of knowledge seems to lack a comprehensive framework for analysing the actual scenario in which the bundling process is performed. This is required as the scenario will influence the bundling method and the IT support. We address this need by designing a morphological box for analysing bundling scenarios in different organizational settings. The factors featured in the box are systematised into a set of four categories of bundling layers which we identify from reviewing literature. The two core layers in the framework are the service bundling on a type level and on an instance level (i.e. configuration). To demonstrate the applicability and utility of the proposed morphological box, we apply it to assess the underlying differences and commonalities of two different bundling scenarios from the B2B and G2C sectors which stress the differences between bundling on a type and instance level. In addition, we identify several prospects for future research that can benefit from the proposed morphological box.

In recent years, life event approach has been widely used by governments all over the world for designing and providing web services to citizens through their e-government portals. Despite the wide usage of this approach, there is still a challenge of how to use this approach to design e-government portals in order to automatically provide personalised services to citizens. We propose a conceptual framework for e-government service provision based on life event approach and the use of citizen profile to capture the citizen needs, since the process of finding Web services from a government-to-citizen (G2C) system involves understanding the citizens’ needs and demands, selecting the relevant services, and delivering services that matches the requirements. The proposed framework that incorporates the citizen profile is based on three components that complement each other, namely, anticipatory life events, non-anticipatory life events and recurring services.

In today’s global age, e-government services have become the main channel for online communication between the government and its citizens. They aim to provide citizens with more accessible, accurate, real-time and high quality services. Therefore, the quality of government websites which provide e-services is an essential factor in the successful adoption of e-government services by the public. This paper discusses an investigation of the effect of the Website Quality (WQ) factor on the acceptance of using e-government services (G2C) in the Kingdom of Saudi Arabia (KSA) by adopting the Unified Theory of Acceptance and Use of Technology (UTAUT) Model. Survey Data collected from 400 respondents were examined using the structural equation modelling (SEM) technique and utilising AMOS tools. This study found that the factors that significantly influenced the Use Behaviour of e-government services in KSA (USE) include Performance Expectancy (PE), Effort expectancy (EE), Facilitating Conditions (FC) and Website Quality (WQ), while the construct known Social Influence (SI) did not. Moreover, the results confirm the importance of quality government websites and support systems as one of the main significant and influential factors of e-government services adoption. The results of this study can be helpful to Saudi’s governmental sectors to adjust their corporate strategies and plans to advance successful adoption and diffusion of e-government services (G2C) in KSA.

The nature of this thesis is interventionist and aims to create an alternative on how to control and evaluate the public policies implementation developed at the Institute for Technical Assistance and Rural Extension of Rio Grande do Norte State. The cenarium takes place in a public institution , classified as a municipality that belongs to the Rio Grande do Norte government and adopts the design science research methodology , where it generates a set of artifacts that guide the development of a computerized information system . To ensure the decisions, the literature was reviewed aiming to bring and highlight concepts that will be used as base to build the intervention. The use of an effective methodology called Iconix systems analysis , provides a software development process in a short time . As a result of many artifacts created by the methodology there is a software computer able of running on the Internet environment with G2C behavior, it is suggested as a management tool for monitoring artifacts generated by the various methods. Moreover, it reveals barriers faced in the public companies environment such as lack of infrastructure , the strength of the workforce and the executives behavior

The response of bone metabolism is directly related to hormonal factors and mechanical stimuli that the bone is exposed. The ultrasonic energy on bone healing have been shown to be crucial for the stimulation and improvement in quality of newly formed tissue. The aim of this study was to analyze the action of low intensity ultrasound on bone healing of tibial osteotomy in rats subjected to tail suspension, through histological analysis and histomorphometry. Eighteen Rattus norvegicus albinos, Wistar, adults were divided into three groups, arranged as follows: G1 (n = 6), who remained free for a period of 15 days, G2 (n = 5), suspended by the tail for a period of 15 days and G3 (n = 7), suspended by the tail for a period of 36 days. In all three groups, both tibias were subjected to mono-cortical bone injury 4X2 mm in the medial region of the diaphysis, and the left limb was used as control and the right limb undergoing treatment with ultrasound (U.S.). The right tibia was treated with pulsed ultrasound at a frequency of 1.5 MHz, duty cycle 1:4, 30mW/cm2, for 12 sessions of 20 minutes each. Samples of tibia were subjected to histological analysis, blindly, with light microscopy and histomorphometric analysis by specific software Image-Pro 6.1. The average percentage of new bone formation were subjected to analysis of variance in subdivided parcels and multiple comparison test "Student-Newman-Keuls (SNK), with a significance level of 5%. The average values and standard deviations of the percentage of newly formed bone for the groups showed the least amount of bone repair G1t (13.62% ± 4.88%) - G1c (8.68% ± 4.16%) compared G2t groups (27.17% ± 11.36%) - G2c (10.10% ± 7.90%) and G3t (23.19% ± 5.61%) - G3c (15.74% ± 7 08%). However, the mean values and standard deviations of the percentage of newly formed bone repair in the tibia treated G2t and G3t were significantly higher when compared to the repair of tibia in the control group (G2c and G3c). Consequently, we conclude that ultrasound has helped to accelerate bone repair in both the presence and absence of cargo.

Despite its clear potential and attractiveness as a solution to a broad range of societal problems, E-Government has not been adopted to levels predicted in early 2000 literature. Whilst case studies of punctual development of E-Government initiatives abound, few countries have progressed to high levels of maturity in the systematic use of ICT in the relationship between government and citizens. At the same time, the current period brings challenges in terms of access to public services and costs of delivering these services which make the large scale use of ICT by governments more attractive than ever, if not even a necessity. This paper presents a detailed case study of a specific E-Government initiative in Ireland in the area of E-payments for G2C, in the social welfare area. Locating the current initiative in its historical context, it analyses the varied motivations and conflicting requirements of the numerous stakeholders and discusses the constraints that bear on the potential scenarios that could be followed at this point in time.

E-Government in its various forms and extensions, notably T-Government, is often presented as the panacea for resolving such complex social problems as social exclusion, lack of governance transparency, poor value for money and other ailments of modern societies. Yet, E-Government has not been adopted up to predicted levels. Many case studies investigating success factors, maturity models, and the application of acceptance models have been presented over the last 15 years, but a deep understanding of the potential impact and consequences of E-Government is still lacking. This is especially true for those initiatives that involve socio-economic and cultural contexts, which makes their evaluation and the prediction of their impact difficult. This paper reports on an on-going E-Government initiative in Ireland aimed at implementing E-payments for G2C, notably in the social welfare area. Three sets of personal surveys have been carried out to understand the perceived impact of governmental plans of moving from an almost fully cash-based payment system to a fully electronic based solution. Early results indicate that perceived pre-requisites for the planned change may be misleading. The impact on recipients’ lives cannot solely be measured in terms of economic gains: the consequences of such implementation may well reach further than expected.

A tecnologia democratizou o acesso à informação, a competitividade das empresas do século XXI cada dia mais se baseia em conhecimento e as gestões das ações da administração pública ampliam a busca por um sistema coordenado, preocupado com a gestão eficiente que possa maximizar o retorno social, levando-se em consideração os direitos humanos fundamentais na esfera das relações informáticas. A administração pública avança em seus processos de aproximação com a sociedade, pautando-se cada dia mais nos benefícios proporcionados pela evolução dos processos de Tecnologia da Informação e Comunicação (TICs), os serviços disponibilizados pelo governo eletrônico vêm ganhando espaço na vida da população (G2C). Diante desta evolução os aspectos de acessibilidade são uma diretriz clara e o Decreto Lei nº 5.296, define como barreiras nas comunicações e informações “qualquer entrave ou obstáculo que dificulte ou impossibilite a expressão ou o recebimento de mensagens por intermédio dos dispositivos, meios ou sistemas de comunicação, sejam ou não de massa, bem como aqueles que dificultem ou impossibilitem o acesso à informação; “ (BRASIL 2004).  Após mais de 10 anos de promulgação da lei de Acessibilidade, é evidente que a qualidade dos serviços prestados pelo governo eletrônico só será efetiva se o instrumento de comunicação utilizado for realmente o facilitador da interação entre o cidadão e o governo, sem distinção do público utilizador de tais serviços. Esta pesquisa pretende avaliar aspectos de acessibilidade dos principais portais públicos brasileiros, sob a ótica de pessoas com limitação visual, avaliando ações, atividades e iniciativas conforme a abordagem da Engenharia Semiótica em prol das tecnologias assistivas de inclusão, permitindo a recomendação de requisitos para a construção de Portais Web Acessíveis em Multiplataforma, favorecendo a inclusão digital e maior independência dos mesmos.

Hasta Junio de 2014 la Administración Municipal de Itagüí contaba con una oficina de Recepción de Quejas y Reclamos encargada del relacionamiento entre los ciudadanos y las oficinas de gobierno a través de sus solicitudes. La incertidumbre acerca de la oportunidad en las respuestas y la falta del control fueron comunes en esta situación. El Servicio de Atención al Ciudadano en la Alcaldía de Itagüí, carece de estructura, fundamentos y funcionalidad tal como lo establece la Ley 1437 de 2011, CONPES 3649 de 2010, CONPES 3785 del 2013, Decreto 2573 de 2014 y el Manual 3.1 Gobierno en Línea; según el informe de Auditoría de ICONTEC para la Certificación en Calidad NTCGP:2009 del Municipio de Itagüí, en el año 2014 se evidenció la falta de institucionalidad para el tema de Atención al Ciudadano ya que se encuentra limitada por la estructura, personal y sistemas de recepción, seguimiento y monitoreo de las Peticiones, Quejas, Reclamos, Denuncias y Sugerencias-PQRDS, que ingresan a la Administración Municipal. La administración municipal se plantea un reto frente a las limitaciones en el cual se buscan estrategias que tienen como premisa principal ¿Cómo hacer posible que la Estrategia de Atención al Ciudadano del Municipio de Itagüí sea suficiente para lograr la satisfacción de los usuarios internos y externos desde el punto inicial de contacto hasta la resolución de la necesidad? Teniendo en cuenta el concepto de Gobierno al Ciudadano el trabajo pretende articular la Política Pública, los cambios institucionales (Procesos, Procedimientos, Formatos, Estrategias), la formulación del protocolo de la Atención al Ciudadano y los aspectos técnicos necesarios para garantizar la satisfacción de los usuarios; para lograr este cometido la Alcaldía de Itagüí encaminará sus acciones a implementar un modelo de gestión para el servicio a través del uso permanente de la Tecnología de la Información y la Comunicación-TIC y la capacitación del recurso humano enmarcado de los principios de calidez, amabilidad y eficiencia del servicio, teniendo como prioridad, el mejoramiento y fortalecimiento de los canales de Atención al Ciudadano con base en la normatividad TIC y en las buenas prácticas existentes en otras entidades a nivel nacional e internacional que permitan hacer del Protocolo de Atención al Ciudadano la carta de navegación para una administración incluyente, participativa y cercana al ciudadano que presta mejores servicios tal como lo establece la Estrategia de Gobierno en Línea (Decreto 2573 de 2014).
