Quand le bilinguisme individuel résout les conflits linguistiques collectifs Frontière linguistique et discours identitaires à Fribourg/Freiburg : la perspective des jeunes adultes bilingues Cette thèse aborde la question linguistique fribourgeoise et l’importance de la langue à Fribourg / Freiburg (Suisse) dans la cohabitation de ses habitants. Elle porte également sur les points de discorde des groupes linguistiques, l’influence de la langue sur la construction des identités (collectives) et son rôle comme marqueur de différenciation entre les Fribourgeois alémaniques et romands. À cette fin, une analyse de discours portant sur un débat mené dans les quotidiens fribourgeois La Liberté et les Freiburger Nachrichten a été réalisée pour établir le contexte du travail. Ce débat, d’une durée de quatre ans, portait sur la nouvelle constitution cantonale. De plus, 17 entrevues furent menées auprès de 18 jeunes adultes bilingues (français et allemand) fribourgeois, afin d’aborder la question linguistique depuis une nouvelle perspective. L’analyse de discours a démontré l’existence de différentes perceptions de l’identité collective fribourgeoise, perceptions souvent liées à l’appartenance à un groupe linguistique : d’une part, la perception d’une ville francophone comptant une minorité germanophone prédomine chez les Fribourgeois romands, alors que, d’autre part, la perception d’une ville traditionnellement bilingue caractérise davantage les Fribourgeois alémaniques, divisant ainsi les Fribourgeois en deux camps. Les uns aspirent à une identité collective (bilingue) qui inclue l’altérité respective, tandis que les autres tentent de renforcer leur propre identité en soulignant l’altérité et en négligeant plutôt les points communs. Les entrevues réalisées ont démontré que la langue est le principal marqueur de différenciation des Fribourgeois alémaniques et romands – bien avant certains paramètres tels que les normes et valeurs, la mentalité, la religion, les habitudes de vie ou la culture. Les informateurs bilingues et la plupart du temps biculturels montrent des attitudes et perceptions particulières : se distinguant de plusieurs argumentaires présents dans l’analyse de discours, ceux-ci s’approprient les deux camps et montrent un sentiment d’appartenance avec le Fribourg romand et alémanique. Ce faisant, ils dénouent la majorité des sources de conflit et des contradictions de la question linguistique fribourgeoise. Leurs attitudes et perceptions spécifiques en font les médiateurs des groupes linguistiques dans le canton-pont et posent des questions potentiellement désagréables aux acteurs sociaux impliqués dans le débat linguistique fribourgeois.

This is a Named Entity Based Question Answering System for Malayalam Language. Although a vast amount of information is available today in digital form, no effective information access mechanism exists to provide humans with convenient information access. Information Retrieval and Question Answering systems are the two mechanisms available now for information access. Information systems typically return a long list of documents in response to a user’s query which are to be skimmed by the user to determine whether they contain an answer. But a Question Answering System allows the user to state his/her information need as a natural language question and receives most appropriate answer in a word or a sentence or a paragraph. This system is based on Named Entity Tagging and Question Classification. Document tagging extracts useful information from the documents which will be used in finding the answer to the question. Question Classification extracts useful information from the question to determine the type of the question and the way in which the question is to be answered. Various Machine Learning methods are used to tag the documents. Rule-Based Approach is used for Question Classification. Malayalam belongs to the Dravidian family of languages and is one of the four major languages of this family. It is one of the 22 Scheduled Languages of India with official language status in the state of Kerala. It is spoken by 40 million people. Malayalam is a morphologically rich agglutinative language and relatively of free word order. Also Malayalam has a productive morphology that allows the creation of complex words which are often highly ambiguous. Document tagging tools such as Parts-of-Speech Tagger, Phrase Chunker, Named Entity Tagger, and Compound Word Splitter are developed as a part of this research work. No such tools were available for Malayalam language. Finite State Transducer, High Order Conditional Random Field, Artificial Immunity System Principles, and Support Vector Machines are the techniques used for the design of these document preprocessing tools. This research work describes how the Named Entity is used to represent the documents. Single sentence questions are used to test the system. Overall Precision and Recall obtained are 88.5% and 85.9% respectively. This work can be extended in several directions. The coverage of non-factoid questions can be increased and also it can be extended to include open domain applications. Reference Resolution and Word Sense Disambiguation techniques are suggested as the future enhancements

Die Autoren stellen die Auseinandersetzungen um die Sprachenfrage und die Kulturdominanz des Französischen im flämischen Teil Belgiens in ihrer historischen Entwicklung bis heute dar. Der Gebrauch des Französischen diente in den vergangenen Jahrhunderten bis in die jüngste Zeit als Instrument der sozialen Unterscheidung. Sowohl durch die Aktivitäten verschiedener flämischer Bewegungen als auch durch eine ökonomische Machtverschiebung von Wallonien nach Flandern gewann das Niederländische an Gewicht. In Kultur und Politik, in den Schulen und Universitäten wurden Sprachen nun nach dem Regionalprinzip verteilt. Die Sprache der Region wurde endgültig die Sprache des Unterrichts. Konflikte um die kulturelle Autonomie und eine Förderalisierung des sozialen Lebens sind aber weiterhin das Belgien bestimmende politische Thema. (DIPF/Orig.)

The current study investigated the effects that barriers (both real and perceived) had on participation and completion of speech and language programs for preschool children with communication delays. I compared 36 families of preschool children with an identified communication delay that have completed services (completers) to 13 families that have not completed services (non-completers) prescribed by Speech and Language professionals. Data findings reported were drawn from an interview with the mother, a speech and language assessment of the child, and an extensive package of measures completed by the mother. Children ranged in age from 32 to 71 mos. These data were collected as part of a project funded by the Canadian Language and Literacy Research Networks of Centres of Excellence. Findings suggest that completers and non-completers shared commonalities in a number of parenting characteristics but differed significantly in two areas. Mothers in the noncompleting group were more permissive and had lower maternal education than mothers in the completing families. From a systemic standpoint, families also differed in the number of perceived barriers to treatment experienced during their time with Speech Services Niagara. Mothers in the non-completing group experienced more perceived barriers to treatment than completing mothers. Specifically, these mothers perceived more stressors and obstacles that competed with treatment, perceived more treatment demands and they perceived the relevance of treatment as less important than the completing group. Despite this, the findings suggest that non-completing families were 100% satisfied with services. Contrary to predictions, there were no significant differences in child characterisfics and economic characteristics between completers and non-completers. The findings in this study are considered exploratory and tentative due to the small sample size.

This paper focuses on the language shift phenomenon in Singapore as a consequence of the top-town policies. By looking at bilingual family language policies it examines the characteristics of Singapore’s multilingual nature and cultural diversity. Specifically, it looks at what languages are practiced and how family language policies are enacted in Singaporean English-Chinese bilingual families, and to what extend macro language policies – i.e. national and educational language policies influence and interact with family language policies. Involving 545 families and including parents and grandparents as participants, the study traces the trajectory of the policy history. Data sources include 2 parts: 1) a prescribed linguistic practices survey; and 2) participant observation of actual negotiation of FLP in face-to-face social interaction in bilingual English-Chinese families. The data provides valuable information on how family language policy is enacted and language practices are negotiated, and what linguistic practices have been changed and abandoned against the background of the Speaking Mandarin Campaign and the current bilingual policy implemented in the 1970s. Importantly, the detailed face-to-face interactions and linguistics practices are able to enhance our understanding of the subtleties and processes of language (dis)continuity in relation to policy interventions. The study also discusses the reality of language management measures in contrast to the government’s ‘separate bilingualism’ (Creese & Blackledge, 2011) expectations with regard to ‘striking a balance’ between Asian and Western culture (Curdt-Christiansen & Silver 2013; Shepherd, 2005) and between English and mother tongue languages (Curdt-Christiansen, 2014). Demonstrating how parents and children negotiate their family language policy through translanguaging or heteroglossia practices (Canagarajah, 2013; Garcia & Li Wei, 2014), this paper argues that ‘striking a balance’ as a political ideology places emphasis on discrete and separate notions of cultural and linguistic categorization and thus downplays the significant influences from historical, political and sociolinguistic contexts in which people find themselves. This simplistic view of culture and linguistic code will inevitably constrain individuals’ language expression as it regards code switching and translanguaging as delimited and incompetent language behaviour.

J. M. Coetzee's Foe is not only a post-colonial novel, but it is also a re-writing of a classic, and its main themes are language, authorship, power and identity. Moreover, Foe is narrated by a woman, while written by a male, Nobel prize winning South African author. The aim of my tesina is to focus on the question of authorship and the role of language in Foe. Without any claim to be exhaustive, in the first section I will examine some selected extracts of Coetzee's book, in order to provide an analysis of the novel. These quotations will mainly be its metalinguistic parts and will be analysed in the “theory” sections of my work, relying on literary theory and on previous works on the novel. Among others, I will cover themes such as the relationship between speech and writing, the connection between writing, history, and memory, the role of silence and alternative ways of communicating and the relationship between literary authority and truth. These arguments will be the foundation for my second section, in which I will attempt to shed a light on the importance of the novel from a linguistic point of view, but always keeping an eye on the implication that this has on authorship. While it is true that it is less politically-permeated than Coetzee's previous works, Foe is above all a “journey of discovery” in the world of language and authorship. In fact, it becomes a warning for any person immersed in the ocean of language since, while everyone naturally tends to trust speech and writing as the only medium through which one can get closer to the truth, authority never is a synonym of reliability, and language is a system of communication behind which structures of power, misconceptions, lies, and treacherous tides easily hide.
