Descubrir el papel que juega el proceso de escolarización en el desarrollo de la región transmontana de Portugal en el periodo comprendido entre 1759 y 1835.. El objeto de estudio es el mencionado proceso de escolarización.. La investigación trata de responder a dos cuestiones específicas: ¿qué aspectos de la política educativa influenciaron de algún modo el desarrollo regional?; ¿qué estrategias de actuación de los órganos pedagógicos y sociales definen la línea de desarrollo regional?. A partir de estas cuestiones, se realiza un reflexión sobre algunos aspectos de la historia de la educación de esta región: la administración y financiación de la enseñanza, la red escolar, el currículo y la enseñanza, los profesores y los resultados de la enseñanza. Con el fin de situar dichos aspectos, proporciona tanto un marco geográfico-administrativo y socio-productivo de la región como una exposición de la política e ideas pedagógicas de la época con el objetivo de facilitar la comprensión de la estructura del sistema educativo de la región y del sistema educativo del país.. Siempre que es posible se prefieren las fuentes directas a las indirectas. La documentación consultada puede dividirse en cuatro categorías principales: documentos que regulaban la vida social, económica y política de la época: leyes, decretos, testamentos, registro de nacimientos, óbitos, casamientos, etc.; las formas elementales de historiografía que incluyen actas y documentos de cuño oficial; producciones literarias, científicas, filosóficas y religiosas; las fuentes historiográficas que incluyen los oficios de varias entidades oficiales, memorias, planos, proyectos, periódicos, revistas, anuarios, manuales escolares y libros históricos.. Se trata de un estudio socio-histórico en el que se da prioridad metodológica a determinados tipos de historia: a la historia problema frente a la historia relato; a la historia funcional por oposición a la puramente descriptiva; a la historia interaccionista frente a la unilineal; a la historia cuantitativa sin olvidar por ello la cualitativa.. La enseñanza en cuanto componente del desarrollo regional no fue el resultado de una política debidamente planificada y articulada con las restantes políticas sectoriales del Estado Absoluto. Las reformas pombalinas aunque afectan a todos los niveles de enseñanza, no tienen ni la extensión ni la globalidad suficientes. Sus doctrinas son portadoras de un proyecto escolar demasiado selectivo que no va a contemplar el grueso de la población. La educación de base que se ve forzada a suplir el vacío educativo dejado por la expulsión de los jesuitas, no irá acompañada de cambios ideológicos y económicos. Se imparte un tipo de enseñanza separada de la realidad, esencialmente apoyada en el sistema tradicional, donde los contenidos de carácter científico-utilitario o profesional estaban ausentes, al contrario que lo que se practicaba en el resto del occidente europeo, especialmente en Francia e Inglaterra.. La escuela forjada y concebida a nivel nacional, ofrece una enseñanza totalmente inadaptada a la colectividad transmontana. No existe ninguna tentativa de ajuste a las necesidades económicas o culturales del medio. El fomento de la instrucción tenía limitaciones sociales, la mayoría del pueblo no podía aspirar a través de ésta a los niveles intermedios o superiores de la escala social. Quiere decirse que la instrucción y la clase social continuaba en perfecta ligazón. Mediante la oferta educativa se estimula notablemente una integración y una adaptación generadoras de comportamientos conservadores de la estructura social. En suma, puede afirmarse que el peso de la escolarización en lo que afecta al desarrollo de la región transmontana en este periodo, ofrece resultados negativos..

Police services in a number of Australian states and overseas jurisdictions have begun to implement or consider random road-side drug testing of drivers. This paper outlines research conducted to provide an estimate of the extent of drug driving in a sample of Queensland drivers in regional, rural and metropolitan areas. Oral fluid samples were collected from 2657 Queensland motorists and screened for illicit substances including cannabis (delta 9 tetrahydrocannibinol [THC]), amphetamines, ecstasy, and cocaine. Overall, 3.8% of the sample (n = 101) screened positive for at least one illicit substance, although multiple drugs were identified in a sample of 23 respondents. The most common drugs detected in oral fluid were ecstasy (n = 53), and cannabis (n = 46) followed by amphetamines (n = 23). A key finding was that cannabis was confirmed as the most common self-reported drug combined with driving and that individuals who tested positive to any drug through oral fluid analysis were also more likely to report the highest frequency of drug driving. Furthermore, a comparison between drug vs. drink driving detection rates for one region of the study, revealed a higher detection rate for drug driving (3.8%) vs. drink driving (0.8%). This research provides evidence that drug driving is relatively prevalent on Queensland roads, and may in fact be more common than drink driving. This paper will further outline the study findings’ and present possible directions for future drug driving research.

Driving under the influence (DUI) is a major road safety problem. Historically, alcohol has been assumed to play a larger role in crashes and DUI education programs have reflected this assumption, although recent evidence suggests that younger drivers are becoming more likely to drive drugged than to drive drunk. This is a study of 7096 Texas clients under age 21 who were admitted to state-funded treatment programs between 1997 and 2007 with a past-year DUI arrest, DUI probation, or DUI referral. Data were obtained from the State’s administrative dataset. Multivariate logistic regressions models were used to understand the differences between those minors entering treatment as a DUI as compared to a non-DUI as well as the risks for completing treatment and for being abstinent in the month prior to follow-up. A major finding was that over time, the primary problem for underage DUI drivers changed from alcohol to marijuana. Being abstinent in the month prior to discharge, having a primary problem with alcohol rather than another drug, and having more family involved were the strongest predictors of treatment completion. Living in a household where the client was exposed to alcohol abuse or drug use, having been in residential treatment, and having more drug and alcohol and family problems were the strongest predictors of not being abstinent at follow-up. As a result, there is a need to direct more attention towards meeting the needs of the young DUI population through programs that address drug as well as alcohol consumption problems.

Crash data involving taxis indicates that such drivers are over represented in crashes and are one to two times more likely to be involved in a fatality crash. This study reports on the pre intervention survey to provide a baseline measure of the self-reported attitudes and corresponding driving behaviours of a sample of taxi drivers. Results indicate that some taxi drivers willingly admit to engaging in unsafe driving practices. In addition, preliminary results of a post intervention survey revealed that taxi drivers’ safety perceptions, attitude and behaviours improved after completing a Driving Diary intervention.

Work-related driving safety is an emerging concern for Australian and overseas organisations. An in depth investigation was undertaken into a group of fleet drivers’ attitudes regarding what personal and environment factors have the greatest impact upon driving behaviours. A number of new and unique factors not previously identified were found including: vehicle features, vehicle ownership, road conditions, weather, etc. The major findings of the study are discussed in regards to practical solutions to improve fleet safety.

Professional drivers and safety Within the industrialised world, work-related crashes are the most common cause of work-related death, injury and reduced productivity (Charbotel et al., 2001; Toscano and Windau, 1994). Likewise in Australia, road crashes are the most common cause of work-related fatalities, injuries and absence from work (Haworth et al., 2000), with the average time lost being greater than any other workplace claim (Stewart-Bogle, 1999). There are obvious costs related to work crashes such as vehicle and property repair costs. There are also many hidden expenses including third party costs, workers compensation, medical costs, rehabilitation, customer-related costs, increased insurance premiums, administrative costs, legal fees and loss of productivity (Collingwood, 1997; Haworth et al, 2000).
