A presente dissertação demonstra as mudanças introduzidas na formulação de política externa para a Amazônia com a entrada de novos atores com interesses variados na área. Ao longo do texto é mostrado como a diversidade de atores que participa desse processo mostra-se diferenciada com relação ao de outras regiões do Brasil. A dissertação tem como objetivo ampliar o debate acerca do papel de atores não-tradicionais nessa área de estudos, inserindo-os em uma corrente de pensamento que olha a política externa tanto a partir de seus constrangimentos internos quanto pelo viés das forças profundas que atuam no cenário internacional. A importância desse estudo para as pesquisas envolvendo a Amazônia deve-se, principalmente, em função da área possuir uma variedade de atores com caráter doméstico, internacional ou transnacional que atuam através de lobbies e redes políticas na tentativa de influenciar as políticas domésticas e externas para o espaço. Apresenta então a discussão do surgimento das principais preocupações da política externa no que tange o espaço brasileiro da floresta em decorrência da maior atenção verificada na arena internacional com o meio ambiente, o que traz mudanças políticas importantes durante o período autoritário (1964-1985). Como consequência da redemocratização (1985-2002) e do aumento dos fluxos intra e interpaíses, o espaço amazônico devido a suas riquezas potenciais voltou ao cerne dos debates de meio ambiente, o que teve impactos diretos no rearranjo político doméstico. Mais atores passaram a atuar na discussão pública sobre a floresta o que gerou novas formas de promoção da política externa do país nesse campo por meio de grupos e novas condutas na sua história diplomática, porém em acordo com seu principal formulador de política externa: o Itamaraty.

Este artículo reflexiona acerca de la política exterior de George W. Bush, partiendo del argumento de que no son significativas las diferencias que han caracterizado en el pasado la política exterior de los demócratas y republicanos, y no hay razones para pensar que lo sean en el futuro. El autor señala que ambos partidos definen su política exterior dentro de parámetros flexibles, y anticipa algunas actitudes que la nueva administración estadounidense podría adoptar en materia de política exterior, con énfasis en las relaciones con América Latina, especialmente en los temas del ALCA y Plan Colombia.

The central thesis that we aim to survey in this paper is that the present South-American political scene has required of the American imperialism a strategical redesign, in the sense of the neutralization, weakening and, if it is possible, destruction of regional political experiences/tendencies not aligned to its foreign politics. Under the mask of the defense of democracy and beneath the argument that Latin American "market oriented politics" are at stake, due to questions that goes back from the "delin-quency" —in Mexico—, the global terrorism, the organized international crime up to the worldwide drug traffic, the global strategy of American imperialism then sets up the definition of a new doctrine of preventive war that justifies the utilization of hard power against any country, in the name of its own defense. At the heart of the question what —actually— is in the agenda is the defense (and reproduction) of the benefits of its multinationals corporations and financial capital, by means of the international sub-traction of profitable assets, such as financial, energetic, communicational and natural resources, in addition to the domination of local markets, beyond facilitating capital flee amongst others.

Italy and France in Trianon’s Hungary: two political and cultural penetration models During the first post-war, the Danubian Europe was the theatre of an Italian-French diplomatic challenge to gain hegemony in that part of the continent. Because of his geographical position, Hungary had a decisive strategic importance for the ambitions of French and Italian foreign politics. Since in the 1920s culture and propaganda became the fourth dimension of international relations, Rome and Paris developed their diplomatic action in Hungary to affirm not only political and economic influence, but also cultural supremacy. In the 1930, after Hitler’s rise to power, the unstoppable comeback of German political influence in central-eastern Europe determined the progressive decline of Italian and French political and economic positions in Hungary: only the cultural field allowed a survey of Italian-Hungarian and French-Hungarian relations in the contest of a Europe dominated by Nazi Germany during the Second World War. Nevertheless, the radical geopolitical changes in second post-war Europe did not compromise Italian and French cultural presence in the new communist Hungary. Although cultural diplomacy is originally motivated by contingent political targets, it doesn’t respect the short time of politics, but it’s the only foreign politics tool that guarantees preservations of bilateral relations in the long run.

Il primo capitolo della tesi verte sull’ultimo anno di vita del Partito d’Azione, sulle modalità di partecipazione di Lombardi allo scontro elettorale del 1948 nelle liste del Fronte democratico popolare, e sul breve periodo di direzione ‘centrista’ del Psi a cavallo tra il 1948 e il 1949, quando Lombardi, appena entratovi, fu magna pars nel gruppo dirigente del partito. Il secondo capitolo abbraccia il periodo in cui Lombardi agì all’interno del Psi ‘morandiano’, o frontista: si è cercato di dare ragione sia dell’inserimento di Lombardi nelle logiche del frontismo socialista, sia della peculiarità di quell’inserimento negli ambiti privilegiati della politica economica e della politica estera. Oggetto del terzo capitolo è il ruolo giocato da Lombardi nella definizione delle linee guida dell’autonomismo socialista, un ruolo fattosi via via più pregnante a partire dal 1956, che ebbe la sua massima consacrazione col XXXIV Congresso del Psi, celebrato a Milano nel 1961: centrale in questo periodo la riflessione lombardiana sulle «riforme di struttura», un argomento che ci si è sforzati di inquadrare storicamente, sfuggendo dai luoghi comuni storiografici di cui spesso – con lodevoli eccezioni – è caduto vittima. Tali «riforme di struttura» Lombardi avrebbe voluto alla base dei governi di centro-sinistra. La tesi si chiude con un ultimo capitolo dedicato ad illustrare l’apporto di Lombardi al quarto Governo Fanfani e al primo Governo Moro, il ruolo da lui giocato nella loro nascita e il suo progressivo allontanamento da quell’esperimento che era stato, in gran parte, sua creatura.

The Argentina and the world from the bicentennial of the may revolution not intended to be a story acontecimental but a working analytical and interpretive on our insertion in the successive international scenarios forms, marked by a tension between the separatist schemes and inclusion to the dominant powers in the successive global scenarios since the 19th century. It is divided into three thematic nuclei: 1. birth, peak and end of the traditional Argentine foreign policy: the secondment to the British influence. (1810-1946); 2. This study examines the contours of Turkish-American foreign relations in the post-Cold War era from 1990 to 2005. While providing an interpretive analysis, the study highlights elements of continuity and change and of convergence and divergence in the relationship between Ankara and Washington. Turkey’s encounter with its Kurdish problem at home intertwined with the emergence of an autonomous Kurdish authority in northern Iraq after the Gulf War that left a political vacuum in the region. The main argument of this dissertation is that the Kurdish question has been the central element in shaping and redefining the nature and scope of Turkish-American relations since 1991. This study finds that systemic factors primarily prevail in the early years of the post-Cold War Turkish-American relations, as had been the case during the Cold War era. However, the Turkish parliament’s rejection of the deployment of the U.S. troops in Turkey for the invasion of Iraq in 2003 could not be explained by the primacy of distribution of capabilities in the system. Instead, the role of identity, ideology, norms, and the socialization of agency through interaction and language must be considered. The Justice and Development Party’s ascension to power in 2002 magnified a wider transformation in domestic and foreign politics and reflected changes in Turkey’s own self-perception and the definition of its core interests towards the United States.

The paper presents a model where the median voter in the donor country determines the support of foreign aid. It is first established that an individual in the donor country is affected by the direct benefits (due to altruism) and costs (due to taxes) of giving aid, and by the indirect benefits or costs of a change in the terms of trade. Then it is shown that the latter effect works through changing both the donor country's average income and its distribution of income. Given the stylized facts of a capital-abundant donor country and relatively capital-poor median voter, it is shown how redistribution-of-income effects soften the impact of terms-of-trade changes on the political support for foreign aid.
The British Labour Party and the Wider World: Domestic Politics, Internationalism and Foreign Policy

British politics has been described as a sub-discipline crying out for methodological and ideational cross-fertilisation. Where other areas of political science have benefited from new ideas, British politics has remained largely atheoretical and underdeveloped. This has changed recently with the rise of interpretivism but the study of British politics would also benefit from more serious engagement with poststructuralism. With this in mind, I examine how the thought of Jacques Derrida and deconstruction could be useful for thinking through the foundations of British politics, re-examining what appears natural or given and revealing the problematic and contradictory status of these foundations. After suggesting the need to 'textualise' British politics', I illustrate how deconstruction operates in a specific context, that of British foreign policy since 1997. This exploration reveals how certain decisions (such as the invasion of Iraq in 2003) became possible in the first place, and how their basis in an idea of an 'us' and a 'them', a coherent, autonomous subject separate from its object, is deeply problematic. Such a critical reading of British politics is impossible within the dominant interpretivist framework, and opens up new possibilities for thought which form an important supplement to existing ways of studying the field.

Ethical foreign policy persists as a problem of international relations, especially regarding humanitarian intervention. However, despite apparent international upheavals, the debate about the ethics of humanitarian intervention has remained fundamentally unchanged. To escape the limits of this debate, this article deconstructs British claims to ethical foreign policy since 1997, reading these claims against themselves and against contemporary humanitarian intervention literature. It finds that Britain’s ethical framework, the ‘doctrine of international community’, which justifies interventions in Kosovo, Sierra Leone and Afghanistan, is undone by the anomalous, yet exemplary, invasion of Iraq. This demonstrates the politics of ethical foreign policy: first, that any intervention, no matter how ‘ethical’ or ‘right’, produces suffering and death; and, second, that we cannot know for sure whether we are doing the right thing by intervening. Embracing, rather than effacing, the political nature of ethical foreign policy opens up a more intellectually honest and positive potential future for relating to the foreign in a responsible manner.
