This report contains an estimate of the cost of highway resurfacing necessitated by damage from studded tires. The total is $95,620,000 for the twenty-five years from 1971 to 1996. This total includes $51,937,000 to resurface pavements and bridges on Interstate routes and $43,683,000 for other Primary highways. The estimate for Interstate routes includes those sections now open to traffic and those planned for completion by November 1974. The estimate for other Primary routes includes rural and municipal sections open to traffic as of November 1970. The estimate was prepared by computing the cost of expected pavement and bridge resurfacing costs for the twenty-five year period assuming continued use of studded tires, then subtracting from this the expected resurfacing ) cost for the same period assuming that the use of' studded tires is prohibited. The total figure, $95,620,000, should be regarded as a conservative estimate of the cost which may be avoided by prohibiting the use of studded tires in Iowa. The conservative nature of the estimate may be demonstrated by the following examples of the guidelines used iri its preparation. 1. Only mainline pavements were included in the cost estimate for the Interstate routes. The connecting loops, exit ramps and entrance ramps at Interstate interchanges contain many additional miles of pavement subject to wear by studded tires. This pavement was omitted from the estimate because reliable ' information about the rate of pavement wear at such locations is not available. As a result, the Interstate resurfacing costs are underestimated. 2. Several other costs were also omitted from the estimate because of a lack of sufficient information. These include the cost of repairing damage caused by studded tires to city streets other than those designated as Primary routes, the damage to pavements and bridges on the more-heavily travelled Secondary roads, and the damage to pavement traffic markings on all highway systems. Experience indicates that portland cement concrete pavements in Iowa have a normal service life of twenty-five years before resurfacing becomes necessary. The service life for asphalt pavements is thirteen years. In making this cost estimate, the need for resurfacing was attributed to wear from studded tires only when the normal service life of the pavement was shortened by that wear. Consequently, this cost estimate does not account for the reduced safety and convenience to Iowa motorists during the time when pavement wear caused by studded tires is significant but less than the critical amount.

Tämän työn tavoitteena oli tarkastella liikenneturvallisuuden kehittymistä moottoritien rakentamisen jälkeen valtatiellä 1 Varsinais-Suomen ja Uudenmaan ELY-keskusten alueilla välillä Turku – Lohja. Laadittu tarkastus perustui onnettomuustietoihin, tierekisteritietoihin sekä maastokäynteihin. Valtatien 1 liikenneturvallisuustaso on lähtökohtaisesti hyvä ja liikenneympäristön turvallisuusriskit ovat pienet. Liikenneturvallisuustilanne on parantunut merkittävästi moottoritieksi rakentamisen jälkeen. Valtatiellä 1 tapahtuneet henkilövahinkoon johtaneet onnettomuudet ovat vähentyneet 60 - 80 % moottoritien rakentamisen jälkeen, mikä tarkoittaa lähes 40 henkilövahinko-onnettomuutta vähemmän vuosittain. Kuolemaan johtaneiden onnettomuuksien vähenemä oli 2-3 onnettomuutta vuosittain. Moottoritiellä tapahtuneista henkilövahinkoon johtaneista onnettomuuksista yleisimpiä ovat yksittäisonnettomuudet ja peräänajo-onnettomuudet. Henkilövahinko-onnettomuuksista noin 60 % johtuu tieltä suistumisista. Onnettomuusrekisteritietojen mukaan henkilövahinkoon johtaneita kohtaamisonnettomuuksia ei tapahtunut vuosina 2007– 2011, vaikka väärään suuntaan ajamisesta johtuvat kuolonkolarit on aikaisemmin todettu vakiintuneeksi onnettomuustyypiksi moottoriteillä. Tehdyn onnettomuusanalyysin sekä maastokäyntien perusteella etenkin vanhempien moottoritieosuuksien liikenneturvallisuuden tilaa voidaan ja tulee kuitenkin edelleen parantaa ja liikenneturvallisuustasoa nostaa. Yksittäisonnettomuuksia voidaan estää ja niiden seurauksia merkittävästi lieventää reunaympäristöä kehittämällä. On kuitenkin huomattava, että kaikkia onnettomuuksia ei voida estää tieteknisin keinoin ja liikennejärjestelmää kehittämällä. Maastokäynneillä silmämääräisesti todettuihin puutteisiin pohdittiin parantamistoimenpiteitä Varsinais-Suomen ELY-keskuksen alueelle. Toimenpiteissä erityishuomiota on kiinnitetty tieympäristön törmäysturvallisuuteen ja väärään suuntaan ajamisen riskin estämiseen ramppiliittymissä. Tieympäristön törmäysturvallisuutta on esitetty parannettavaksi pääasiassa puuston raivauksella ja kaiteiden lisäämisellä. Kaiteiden lisäämisen sijasta on mahdollista parantaa törmäysturvallisuutta maatäytöllä niissä kohdissa, jossa ulkoluiska on liian matala kallioleikkauksen kohdalla. Ramppiliittymissä väärään suuntaan ajamisen riskiä pyritään taas estämään mm. lisäämällä kielletyn ajosuunnan liikennemerkkejä.

Monte Carlo (MC) dose calculation algorithms have been widely used to verify the accuracy of intensity-modulated radiotherapy (IMRT) dose distributions computed by conventional algorithms due to the ability to precisely account for the effects of tissue inhomogeneities and multileaf collimator characteristics. Both algorithms present, however, a particular difference in terms of dose calculation and report. Whereas dose from conventional methods is traditionally computed and reported as the water-equivalent dose (Dw), MC dose algorithms calculate and report dose to medium (Dm). In order to compare consistently both methods, the conversion of MC Dm into Dw is therefore necessary. This study aims to assess the effect of applying the conversion of MC-based Dm distributions to Dw for prostate IMRT plans generated for 6 MV photon beams. MC phantoms were created from the patient CT images using three different ramps to convert CT numbers into material and mass density: a conventional four material ramp (CTCREATE) and two simplified CT conversion ramps: (1) air and water with variable densities and (2) air and water with unit density. MC simulations were performed using the BEAMnrc code for the treatment head simulation and the DOSXYZnrc code for the patient dose calculation. The conversion of Dm to Dw by scaling with the stopping power ratios of water to medium was also performed in a post-MC calculation process. The comparison of MC dose distributions calculated in conventional and simplified (water with variable densities) phantoms showed that the effect of material composition on dose-volume histograms (DVH) was less than 1% for soft tissue and about 2.5% near and inside bone structures. The effect of material density on DVH was less than 1% for all tissues through the comparison of MC distributions performed in the two simplified phantoms considering water. Additionally, MC dose distributions were compared with the predictions from an Eclipse treatment planning system (TPS), which employed a pencil beam convolution (PBC) algorithm with Modified Batho Power Law heterogeneity correction. Eclipse PBC and MC calculations (conventional and simplified phantoms) agreed well (<1%) for soft tissues. For femoral heads, differences up to 3% were observed between the DVH for Eclipse PBC and MC calculated in conventional phantoms. The use of the CT conversion ramp of water with variable densities for MC simulations showed no dose discrepancies (0.5%) with the PBC algorithm. Moreover, converting Dm to Dw using mass stopping power ratios resulted in a significant shift (up to 6%) in the DVH for the femoral heads compared to the Eclipse PBC one. Our results show that, for prostate IMRT plans delivered with 6 MV photon beams, no conversion of MC dose from medium to water using stopping power ratio is needed. In contrast, MC dose calculations using water with variable density may be a simple way to solve the problem found using the dose conversion method based on the stopping power ratio.

Much of the research on industry dynamics focuses on the interdependence between the sectorial rates of entry and exit. This paper argues that the size of firms and the reaction-adjustment period are important conditions missed in this literature. I illustrate the effects of this omission using data from the Spanish manufacturing industries between 1994 and 2001. Estimates from systems of equations models provide evidence of a conical revolving door phenomenon and of partial adjustments in the replacement-displacement of large firms. We study the problem of a society choosing a subset of new members from a finite set of candidates (as in Barberà, Sonnenschein, and Zhou, 1991). However, we explicitly consider the possibility that initial members of the society (founders) may want to leave it if they do not like the resulting new society. We show that, if founders have separable (or additive) preferences, the unique strategy-proof and stable social choice function satisfying voters' sovereignty (on the set of candidates) is the one where candidates are chosen unanimously and no founder leaves the society.

This paper provides a comprehensive evaluation of the effects of benefit sanctions on post-unemployment outcomes such as post-unemployment employment stability and earnings. We use rich register data which allow us to distinguish between a warning that a benefit reduction may take place in the near future and the actual withdrawal of unemployment benefits. Adopting a multivariate mixed proportional hazard approach to address selectivity, we find that warnings do not affect subsequent employment stability but do reduce post-unemployment earnings. Actual benefit reductions lower the quality of post-unemployment jobs both in terms of job duration as well as in terms of earnings. Copyright © 2012 John Wiley & Sons, Ltd.

This article enquires into the causes of union growth and decline by analysing flows in and out of membership at the level of 70 Swiss union locals over 2006-2008. Gross flows in union membership are much larger than the resulting net changes: annual membership turnover of 10 per cent is a surprisingly constant feature across unions. Net changes in membership are primarily determined by inflows: successful and languishing union locals differ in their entry rates, whereas exit rates are similar. Variance in union locals' entry rates is not usefully explained by the labour market context, but by differences in union strategy.
