Tässä diplomityössä on selvitetty merkittävimpien kotimaisten polttoaineiden määrät Etelä-Karjalassa vuonna 1999. Pääpaino työssä on metsäteollisuuden sivutuotepolttoaineiden tarkastelussa. Metsähakkeelle ja kierrätyspolttoaineille on määritetty tuotantopotentiaalit. Myös turpeen tuotantomäärät on selvitetty. Lisäksi työssä on tarkasteltu alueella sijaitsevien teollisuuslaitosten ja kuntien energialaitosten polttoaineiden käyttöä. Työn tuloksia käytetään tutkimuksen seuraavassa vaiheessa, jolloin pyritään kehittämään teollisuusyritysten ja yhdyskuntien välistä energiaintegraatiota. Etelä-Karjalan kemiallisen metsäteollisuuden oman käytön ylijäävä sivutuotepolttoaineiden määrä oli vuonna 1999 yli 230 000 k-m3 (370 GWh). Mekaanisen metsäteollisuuden vastaava luku oli noin 210 000 k-m3 (330 GWh). Puunkäyttömäärien, energiankäyttötietojen ja kirjallisuudesta saatavien osuuksien perusteella mekaanisen metsäteollisuuden sivutuotepolttoaineiden oman käytön ylijäävä määrä olisi noin 350 000 k-m3 (580 GWh). Eroa selittävät lähinnä tilastolliset virheet, sivutuoteliiketoiminnan vähyys ja vaihtoehtoiset käyttökohteet. Metsähakkeen tuotantopotentiaali oli vuoden 1999 hakkuutietoihin perustuen yli 640 000 k-m3, josta tekniset, taloudelliset ja ympäristölliset seikat huomioiden noin 210 000 k-m3 (410 GWh) olisi voitu hyödyntää energiantuotannossa. Etelä-Karjalassa vuonna 1999 syntyneistä jätemääristä olisi arvioiden mukaan voitu valmistaa noin 25 000 tonnia (100 GWh) kierrätyspolttoaineita. Kierrätyspolttoaineiden valmistus alkaa Joutsenossa vuosien 2003 - 2004 välillä. Turpeen tuotantomäärä oli vuonna 1999 noin 1 200 000 tonnia (1020 GWh). Etelä-Karjalan teollisuus ja kuntien energialaitokset käyttivät vuonna 1999 yli 17400 GWh polttoaineita. Ostopolttoaineiden tarve oli noin 4700 GWh, josta lähes 85 % täytettiin maakaasulla. Alueen kunnista kaikki, joissa ei ole kemiallista metsäteollisuutta, pystyisivät teoriassa täyttämään teollisuuden ja energialaitostensa ostopolttoaineiden tarpeen oman kunnan alueelta saatavilla kotimaisilla polttoaineilla.

Työn tavoitteena oli selvittää, miten asutuksen läheisyydessä sijaitsevasta kivilinjasta aiheutuvat merkittävät ympäristövaikutukset muuttuvat, kun kivilinja siirretään kallion sisältä maan pinnalle. Kivilinjan aiheuttamia merkittäviä ympäristövaikutuksia ovat erityisesti melu ja pöly. Lisäksi työssä tarkasteltiin toiminnan muutoksesta aiheutuvia vaikutuksia kasvillisuuteen ja eläimistöön, liikennevirtoihin sekä pinta- ja pohjavesiin. Työssä tarkasteltiin myös uuden kivilinjan vaikutuksia yrityksen sisäisiin ympäristönäkökohtiin, kuten työolosuhteiden hallintaan. Työssä laskettiin äänitaso lähimmässä häiriintyvässä kohteessa uuden kivilinjan rakentamisen jälkeen. Äänitaso ei todennäköisesti uuden kivilinjan käyttöönoton myötä tule ylittämään ympäristöluvassa asetettuja raja-arvoja. Kasvillisuuteen ja eläimistöön uudella kivilinjalla voi olla sekä positiivisia että negatiivisia vaikutuksia. Vesistövaikutukset eivät todennäköisesti tule olemaan merkittäviä. Alueen liikennevirtoihin tulee uuden kivilinjan käyttöönoton myötä muutoksia. Ajettavien kilometrien määrä vähenee noin 18 000 kilometriä. Erityisesti prosessin loppupään ajokilometrit vähenevät huomattavasti.

This is a study of land use law in India. Land use Controls has been a subject of controversy since the human settlement. Gamut of control increased with human development. Now the controls are for many purposes.Nuisance created through various land use was tried to be avoidedthrough the common law controls7. Whether the utility of the activity outweighs the environmental consideration was the consideration before the court. A standard definition8 of nuisance could meet most of the problems relating to land use. Later on, planning and zoning laws brought in major changes. Health, safety and facilities of others attracted land use controls9. After the Stockholm the sphere of government interference increased. Several legislations were enacted. Existing legislations were modified. These come in conflict with the interests of different sections of society. Coastal Regulations10 and high range protection11 are manifestations of such unrest. A systematic study on these issues is of current interest. Exploring of some areas in this respect is also relevant in this respect.

Este proyecto pretende ofrecer una visión general de una de las tecnologías más actuales de recuperación de gas en formaciones no convencionales: fracturación hidráulica o “fracking”. El proyecto está motivado por la necesidad de responder a diferentes cuestiones sobre los efectos ambientales, sociales y en la salud humana derivados de la utilización de esa tecnología. Ofrece, además, una descripción del proceso y utilización de la tecnología haciendo especial mención de los riesgos inherentes de su uso, aunque también se intenta establecer una vía de aceptación para su desarrollo cuyo fin último, a parte de los beneficios económicos de quienes la usan, es el de posibilitar la transición hacia el uso de unos recursos (energías fósiles de extracción no convencional) que requieren de dichas técnicas para mantener, a lo largo del tiempo, el suministro de una energía que se supone más respetuosa con el medio ambiente: el gas natural. En primer lugar se expone, a modo introductorio, la necesidad de utilización de nuevas técnicas de estimulación de pozos y su utilización para satisfacer las necesidades energéticas mundiales en los próximos años. A continuación se hace una revisión del marco regulatorio aplicable al gas no convencional. Seguidamente, se hace una descripción de los recursos y fuentes no convencionales de gas y la descripción del proceso de fracturación hidráulica. Se analizan los incidentes relacionados con su desarrollo y las posibilidades y mecanismos que pueden adoptarse para reducirlos. Finalmente, se proponen vías alternativas basadas en las mejores técnicas aplicables al uso de la tecnología, cuya finalidad sea la mayor consideración ambiental posible y el menor riesgo posible en la salud de las personas. ABSTRACT This project aims to provide an overview of the latest technologies in gas recovery unconventional formations: hydraulic fracturing or "fracking". The project is motivated by the need to respond to various questions on the environmental, social and human health arising from the use of this technology. It also offers a description of the process and use of technology with special mention of the inherent risks of their use, but also tries to establish a path of acceptance for development whose ultimate goal, apart from the economic benefits of those who use is of enabling the transition to the use of certain resources (fossil energy extraction unconventional) which require such techniques to maintain, over time, of an energy supply which is more environmentally friendly: natural gas. First discussed the need to use new well stimulation techniques and their use to meet the world's energy needs in the coming years. Below is a review of the regulatory framework applicable to unconventional gas. Next, there is a description of resources and unconventional sources of gas, and the description of the process of hydraulic fracturing. We analyze the incidents related to its development and the possibilities and mechanisms that can be taken to reduce them. Finally, we suggest alternative routes based on the best techniques applicable to the use of technology, aiming at the highest possible environmental consideration and the least possible risk to the health of people.

The Universidad Politécnica of Madrid (UPM) includes schools and faculties that were for engineering degrees, architecture and computer science, that are now in a quick EEES Bolonia Plan metamorphosis getting into degrees, masters and doctorate structures. They are focused towards action in machines, constructions, enterprises, that are subjected to machines, human and environment created risks. These are present in actions such as use loads, wind, snow, waves, flows, earthquakes, forces and effects in machines, vehicles behavior, chemical effects, and other environmental factors including effects of crops, cattle and beasts, forests, and varied essential economic and social disturbances. Emphasis is for authors in this session more about risks of natural origin, such as for hail, winds, snow or waves that are not exactly known a priori, but that are often considered with statistical expected distributions giving extreme values for convenient return periods. These distributions are known from measures in time, statistic of extremes and models about hazard scenarios and about responses of man made constructions or devices. In each engineering field theories were built about hazards scenarios and how to cover for important risks. Engineers must get that the systems they handle, such as vehicles, machines, firms or agro lands or forests, obtain production with enough safety for persons and with decent economic results in spite of risks. For that risks must be considered in planning, in realization and in operation, and safety margins must be taken but at a reasonable cost. That is a small level of risks will often remain, due to limitations in costs or because of due to strange hazards, and maybe they will be covered by insurance in cases such as in transport with cars, ships or aircrafts, in agro for hail, or for fire in houses or in forests. These and other decisions about quality, security for men or about business financial risks are sometimes considered with Decision Theories models, using often tools from Statistics or operational Research. The authors have done and are following field surveys about risk consideration in the careers in UPM, making deep analysis of curricula taking into account the new structures of degrees in the EEES Bolonia Plan, and they have considered the risk structures offered by diverse schools of Decision theories. That gives an aspect of the needs and uses, and recommendations about improving in the teaching about risk, that may include special subjects especially oriented for each career, school or faculty, so as to be recommended to be included into the curricula, including an elaboration and presentation format using a multi-criteria decision model.

Hazardous materials are substances that, if not regulated, can pose a threat to human populations and their environmental health, safety or property when transported in commerce. About 1.5 million tons of hazardous material shipments are transported by truck in the US annually, with a steady increase of approximately 5% per year. The objective of this study was to develop a routing tool for hazardous material transport in order to facilitate reduced environmental impacts and less transportation difficulties, yet would also find paths that were still compelling for the shipping carriers as a matter of trucking cost. The study started with identification of inhalation hazard impact zones and explosion protective areas around the location of hypothetical hazardous material releases, considering different parameters (i.e., chemicals characteristics, release quantities, atmospheric condition, etc.). Results showed that depending on the quantity of release, chemical, and atmospheric stability (a function of wind speed, meteorology, sky cover, time and location of accidents, etc.) the consequence of these incidents can differ. The study was extended by selection of other evaluation criteria for further investigation because health risk as an evaluation criterion would not be the only concern in selection of routes. Transportation difficulties (i.e., road blockage and congestion) were incorporated as important factor due to their indirect impact/cost on the users of transportation networks. Trucking costs were also considered as one of the primary criteria in selection of hazardous material paths; otherwise the suggested routes would have not been convincing for the shipping companies. The last but not least criterion was proximity of public places to the routes. The approach evolved from a simple framework to a complicated and efficient GIS-based tool able to investigate transportation networks of any given study area, and capable of generating best routing options for cargos. The suggested tool uses a multi-criteria-decision-making method, which considers the priorities of the decision makers in choosing the cargo routes. Comparison of the routing options based on each criterion and also the overall suitableness of the path in regards to all the criteria (using a multi-criteria-decision-making method) showed that using similar tools as the one proposed by this study can provide decision makers insights in the area of hazardous material transport. This tool shows the probable consequences of considering each path in a very easily understandable way; in the formats of maps and tables, which makes the tradeoffs of costs and risks considerably simpler, as in some cases slightly compromising on trucking cost may drastically decrease the probable health risk and/or traffic difficulties. This will not only be rewarding to the community by making cities safer places to live, but also can be beneficial to shipping companies by allowing them to advertise as environmental friendly conveyors.

To assure enduring success, firms need to generate economic value with respect for the environment and social value. They also need to be aware of the needs and expectations of relevant stakeholders and incorporate them in their business strategies and programs. These challenges imply that engineers should take into consideration societal, health and safety,environmental and commercial issues in their professional activity. This investigation accesses the influence of firms’ environmental management programs and community involvement programs on their own employees and in the community, with a focus on small and medium companies. Based on a quantitative research, the findings suggest that firms that invest both in environmental management programs and in community involvement programs have a higher involvement of their own employees with the community, while at the same time receiving more feedback (positive, but also negative) from the community, stressing the need to pay special attention to their communication policies.

The threats posed by climate change are placing governments under increasing pressure to meet electricity demand from low carbon sources. Wind energy has been has been identified as one of the main technologies to help in meeting these demands. The public in general favour wind energy yet proposed targets for generation capacity lag behind proposed goals. The N IM B Y phenomenon has been suggested as one of the reasons why we are behind our wind generation capacity targets. It is a common mistake to take general support for granted and expect the public to support developments when confronted with them in their local area. In many cases it is not unheard of that governing bodies whether social, political, regulatory, environmental, or cultural can overrule general public support and halt developments. Motives to halt developments will vary depending on the institutional body involved. The problem with the term N IM B Y is that it is too basic a term to describe the broad spectrum of complex motives that various institutions including the public may have against a development. This research focuses on a case study where the developer had major problems with the local county council and its wind energy policies when he was erecting a wind turbine despite having gained planning permission. A survey questionnaire was also used as part o f the research to seek the perception a rural community had on wind energy. The research findings and results are discussed with respect to the literature review highlighting a general public support for wind energy and the influence institutional bodies have over the progress of developments.

The decisions of many individuals and social groups, taking according to well-defined objectives, are causing serious social and environmental problems, in spite of following the dictates of economic rationality. There are many examples of serious problems for which there are not yet appropriate solutions, such as management of scarce natural resources including aquifer water or the distribution of space among incompatible uses. In order to solve these problems, the paper first characterizes the resources and goods involved from an economic perspective. Then, for each case, the paper notes that there is a serious divergence between individual and collective interests and, where possible, it designs the procedure for solving the conflict of interests. With this procedure, the real opportunities for the application of economic theory are shown, and especially the theory on collective goods and externalities. The limitations of conventional economic analysis are shown and the opportunity to correct the shortfalls is examined. Many environmental problems, such as climate change, have an impact on different generations that do not participate in present decisions. The paper shows that for these cases, the solutions suggested by economic theory are not valid. Furthermore, conventional methods of economic valuation (which usually help decision-makers) are unable to account for the existence of different generations and tend to obviate long-term impacts. The paper analyzes how economic valuation methods could account for the costs and benefits enjoyed by present and future generations. The paper studies an appropriate consideration of preferences for future consumption and the incorporation of sustainability as a requirement in social decisions, which implies not only more efficiency but also a fairer distribution between generations than the one implied by conventional economic analysis.

The Federal Highway Administration (FHWA) approves the selection of the Reconstruction of All or Part of the Interstate (Construction Alternative) as the Preferred Alternative to provide improvements to the interstate system in the Omaha/Council Bluffs metropolitan area, extending across the Missouri River on Interstate 80 to east of the Interstate 480 interchange in Omaha, Nebraska. The study considered long-term, broad-based transportation improvements along Interstate I-29 (I-29), I-80, and I-480, including approximately 18 mainline miles of interstate and 14 interchanges (3 system, 11 service), that would add capacity and correct functional issues along the mainline and interchanges and upgrade the I-80 Missouri River Crossing. FHWA also approves the decisions to provide full access between West Broadway and I-29, design the I-80/I-29 overlap section as a dual-divided freeway, and locating the new I-80 Missouri River Bridge north of the existing bridge. Improvements to the interstate system, once implemented, would bring the segments of I-80 and I-29 (see Figure 1) up to current engineering standards and accommodate future traffic needs. This Record of Decision (ROD) concludes Tier 1 of the Council Bluffs Interstate System (CBIS) Improvements Project. Tier 1 included an examination of the area’s transportation needs, a study of alternatives to satisfy them, and broad consideration of potential environmental and social impacts. The Tier 1 evaluation consisted of a sufficient level of engineering and environmental detail to assist decision makers in selecting a preferred transportation strategy. During Tier 1 a Draft EIS (FHWA-IA- EIS-04-01D) was developed which was approved by FHWA, Iowa DOT, and Nebraska Department of Roads (NDOR) in November 2004 with comments accepted through March 15, 2005. The Draft EIS summarized the alternatives that were considered to address the transportation needs around Council Bluffs; identified reconstruction of all or part of the interstate, the “Construction Alternative,” as the Preferred Alternative; identified three system-level decisions that needed to be made at the Tier 1 level; and invited comment on the issues. The Final EIS (FHWA-IA- EIS-04-01F) further documented the Construction Alternative as the Preferred Alternative and identified the recommended decisions for the three system level decisions that needed to be made in Tier 1. This ROD defines the Selected Alternative determined in the Tier 1 studies.
