In recent decades higher education in Brazil has gone through several changes. The Programa de Reestruturação e Expansão das Universidades Federais REUNI has been the greatest overhaul performed by the government in public universities in the last years. REUNI is presented as the biggest reform in tertiary education in contemporary times, having as the main goal a gradual increase in the average rate of conclusion in live learning graduation courses up to 90%, as well as a rate expansion of graduating students in face to face classes per professor. This research aims at studying the perception of professors from UFRN concerning the REUNI program in execution from 2008 until 2012. The study seeks to understand how professors evaluate the program and what the dimensions that most influence in this evaluation are. The study made use of a research tool (survey) which was sent through the internal system of the university, SIGAdmin, to all professors of superior teaching from UFRN. The answers generated by the survey were processed using SPSS statistical software (Statistical Package for Social Science). Factorial Analysis and Multiple Linear Regression were used as an analysis technique. 180 answers were obtained, reaching all UFRN Centers and some academic units, as well as some campuses in the countryside of the state. Through the research was possible to analyze how professors from UFRN perceive the REUNI program implemented in the institution. The results point to the program approval by the professors. Statistical tests showed that the average values obtained in the Centers and academic units are basically the same. It was demonstrated that the extent that most influenced in the answers is linked to practical outcomes of the program, whereas the knowledge of REUNI goals was the least that impacted on the marks given to the program. Another dimension which influenced the perception of professors relates to the influence of REUNI in their activities. It was observed that professors from UFRN don t see REUNI as an impediment to them

Na presente comunicação pretende-se refletir sobre a pertinência do desenvolvimento, no domínio da administração educacional, de estudos inspirados na “análise das políticas públicas” centrados, particularmente, na conceção e gestão de políticas educativas concretas como é o caso da política de “Escola a Tempo Inteiro”, desenvolvida em Portugal a partir de 2005, no 1.º ciclo do ensino básico. A “análise das políticas públicas” fornece um quadro teórico que permite integrar o “estudo das ideias e dos valores que orientam a tomada de decisão” e pôr em evidência os “modos de intervenção governativa”, oferecendo, desta forma, um quadro interpretativo para o resultado da observação do “poder político em exercício” na condução de políticas públicas de educação. Permite, ainda, enquanto suporte interpretativo, pôr em evidência as representações e os modos de intervenção do Estado refletidos nos instrumentos que escolhe e utiliza e (re)construir a política pública pela própria análise que dela é feita. Por seu lado, as coordenadas de “análise cognitiva das políticas públicas” permitem apreender os “fundamentos” da política e compreender a que quadro referencial é reportada a representação dos problemas e explicar os processos de “problematização” e de “fabricação das ideias” (enquanto soluções políticas.

Poner de manifiesto la necesidad de evaluar la calidad de las políticas públicas de formación y la falta de un consenso político entorno a este aspecto. Es decir, señalan la ausencia o poca presencia de una acción pública evaluadora que permita racionalizar y valorar la incidencia del volumen del gasto público destinado a las políticas públicas de formación. La formación profesional ocupacional y los programas de garantía social. El trabajo se estructura de las siguiente forma: primero se analiza el papel que juega la formación no reglada en el mercado de trabajo, cual es su origen y la importancia que se da a la política pública de formación, además de las aportaciones teóricas consiguientes. Seguidamente, se muestra el origen y desarrollo de la evaluación de políticas públicas de formación y se señalan los diferentes modelos de evaluación que existen. Después realiza la presentación de dos casos de políticas públicas de formación a las que se ha realizado una propuesta de evaluación teniendo en cuenta la hipótesis del trabajo. Finaliza la tesis con el análisis de lo planteado y las conclusiones. Cuestionario; encuesta; observación; recopilación documental; e informe final. Análisis documental. A partir de los resultados obtenidos en los dos estudios de evaluación realizados, son varias las razones que pueden hacer pensar que la formación resulta insuficiente, que es muy limitada para conseguir los objetos que tiene asignados y que es inadecuada para los colectivos a los que se dirige. Pero no es del todo así, ante esto hay que estudiar y ofrecer alternativas que permitan subsanar estas diferencias.

The research aims to analyze the reasons and the unique role of prosecutors in the promotion of public policies. The opening lines deal with the evolution and expansion of the general theory of the fundamental rights in the international and national levels and that have led to the creation of a welfare state concerned with carrying out positive actions which aim at the community well-being. Thus, it is clear that, after the uneven development of the Brazilian democracy, the Constitution of 1988 not only has erected to a state socially responsible, but also built a system of guarantees which highlights the significant expansion of the Powers of the Public Ministry and has now taken an outstanding position in regard to collective rights, allowing, at the same time, its members to perform the syndication of state actions, particularly public policies, correcting the course of these administrative processes in the presence of poor management and inactivity of the public administrator when acting in defense of fundamental rights. This ministerial activism, even facing the obstacles and boundaries submitted to its pursuit, has shown an increase in actions that culminated, in the last ten years, in a significant number of judicial and extrajudicial measures that indicated the correction of public policies and actions in areas of health, education, housing and the environment. In this process of monitoring and doing, the important role of the other social characters is highlighted, especially the one of the citizen who is responsible for most of the complaints that start the initiatives of the Public Ministry and that can be deployed through a significant list of judicial and extrajudicial instruments, especially the important procedure that allows the hearing and participation of the involved in the implementation of public policies, enabling a collective even a consensual solution of the matter generated among the Public Administration. Given these initiatives, the ministerial activism has established itself as a movement of its own characteristics, aimed to guarantee the fundamental rights, especially when these are not targeted by state actions that should contribute to the achievement of the democratic state of law idealized by the Federal Constitution without any distortion of direction. Nevertheless, this activism still seeks for its full accomplishment in the practical world

A presente dissertação tem como objeto de pesquisa as políticas públicas de democratização do ensino criadas após a Constituição Federal de 1988. Com as teorias de direito e desenvolvimento e a educação superior como pano de fundo, pretende-se relacionar aspectos do direito e políticas públicas sob o enfoque institucional, buscando compreender a realidade dos programas ProUni, Reuni, Fies e Lei de Cotas. Questiona-se, com base em uma em uma metodologia jurídica das políticas públicas, como são construídos os programas para democratização do acesso ao ensino superior tendo em vista os planos macro, meso e microinstitucional como definido por Bucci e como funcionam as ações governamentais de inclusão nas instituições superiores de ensino público e privado. A pesquisa possibilitou constatar que faltam arranjos mesoinstitucionais que coordenem as políticas, tornando-as complementares e mais coerentes entre si, Não foram encontradas agregações institucionais exclusivas para as políticas de acesso ao ensino superior.

There are three distinct and complementary objectives The first objective is to present a short historical overview on the establishment of evening courses in Brazil (classes are held on weekdays, generally from 7:00 pm to 10:30 pm), including those in the higher education level, occurred on the middle of last century. The second objective is to demonstrate the growth of evening higher education, considering that in 1998, of the 2.1 million college enrollments, 55.3% were enrolled in evening courses; in 2010, twelve years later, of the 5.4 million students enrolled, there were 63.5% enrolled in evening courses. The third objective is to discuss current public policies to expand evening openings in public institutions which represent nowadays only 16.1% of the 3.4 million enrollments for evening classes. In the third objective it is included the discussion of programs for scholarships and tuition loans. The research results pointed to the importance of federal programs for scholarships and tuition loans for students from private institutions such as the 1,382,484 scholarships since 2004 (PROUNI Program) and the 847,000 tuition loans since 1999 (FIES Program). Important steps have been made by the Brazilian government. Considering that there are 3,987,424 enrollments in private institutions, the effectiveness of the programs for scholarships and tuition loans is still insufficient to meet the universal benefits for the student’s needs. Evening courses became the real instrument of social inclusion for many Brazilian youths and must be expanded quantitatively and qualitatively, with aggressive public policies, including also, scholarships and tuition loans.

Este artigo analisa o papel do orçamento público como instrumento da ação governamental para viabilizar a formulação de políticas públicas de infraestrutura. As alterações promovidas na gestão orçamentária para a execução do Programa de Aceleração do Crescimento (PAC) são o objeto empírico da pesquisa. Adota-se a perspectiva teórica do orçamento como uma instituição técnica e política. A narrativa analítica é o recurso metodológico aplicado para dar consistência factual à análise do episódio, por incorporar a história na contextualização político-institucional dos eventos da formulação do Programa. A pesquisa usou dados documentais e bibliográficos. Conclui-se que a amplitude das alterações no instrumento teve a intensidade compatível com a disposição de os governos promoverem as medidas politicamente aceitáveis pelas doutrinas hegemônicas nos mandatos presidenciais.
