In this paper we answer a question posed by Sertel and Özkal-Sanver (2002) on the manipulability of optimal matching rules in matching problems with endowments. We characterize the classes of consumption rules under which optimal matching rules can be manipulated via predonation of endowment.

In their assessment of the proposed European Endowment for Democracy (EED), Hrant Kostanyan and Magdalena Nasieniak conclude that an instrument along the lines currently envisaged could and should take on the challenge to make the EU a truly committed, pro-active and effective leader of democracy assistance. A flexible and fast-track path of assessing needs and granting funds could become the most visible results of the EU’s assistance in this area, delivering almost immediate tangible results. They argue that the EED therefore needs to become an instrument free of nationally-driven decisions, European ‘turf wars’ and cumbersome bureaucracy.

The present study aims to provide a wide panorama of the endowment funds in Brazil, addressing not only the concept of this kind of fund and its role in the development context of the Brazilian third sector, but also the current legal barriers that hinder the full consolidation of the endowment as an important tool for the sustainable management of nonprofit organizations’ assets. The methodology adopted for this purpose relies on a course that goes from a more abstract approach – the gathering and analysis of the (actual and expected) legislation concerning the endowment funds – and ends with a more concrete one – the study of the demands and challenges faced by a few endowments funds based in the state of São Paulo that were interviewed by the author.

In the current study, the contribution of the major angiogenic mechanisms, sprouting and intussusception, to vascular development in the avian lung has been demonstrated. Sprouting guides the emerging vessels to form the primordial vascular plexus, which successively surrounds and encloses the parabronchi. Intussusceptive angiogenesis has an upsurge from embryonic day 15 (E15) and contributes to the remarkably rapid expansion of the capillary plexus. Increased blood flow stimulates formation of pillars (the archetype of intussusception) in rows, their subsequent fusion and concomitant delineation of slender, solitary vascular entities from the disorganized meshwork, thus crafting the organ-specific angioarchitecture. Morphometric investigations revealed that sprouting is preponderant in the early period of development with a peak at E15 but is subsequently supplanted by intussusceptive angiogenesis by the time of hatching. Quantitative RT-PCR revealed that moderate levels of basic FGF (bFGF) and VEGF-A were maintained during the sprouting phase while PDGF-B remained minimal. All three factors were elevated during the intussusceptive phase. Immunohistoreactivity for VEGF was mainly in the epithelial cells, whereas bFGF was confined to the stromal compartment. Temporospatial interplay between sprouting and intussusceptive angiogenesis fabricates a unique vascular angioarchitecture that contributes to the establishment of a highly efficient gas exchange system characteristic of the avian lung.

Faculty in the Department of Animal Science initiated soliciting of funds in 1987 to establish a permanent endowment to recognize the distinguished career and major contributions of Dr. Wise Burroughs, a distinguished professor in animal science at Iowa State University. The endowment was established in the Iowa State University Foundation in 1991. The purpose of the fund is to support research and graduate education in the areas of fundamental factors regulating growth in food-producing animals, with emphasis on ruminants; to enhance growth of animals with the goal of improving the competitive position of ruminants as food-producing animals; and to develop innovative approaches to ruminant nutrition and/or growth enhancement as a means to improve desirability of meat produced by food animals. Dr. Burroughs’ research resulted in important and significant developments in technology for modern production systems for beef cattle. He was widely known for his ability to communicate complex ideas and research results for use by those involved in the animal industry. The current Burroughs Team has established three research projects: 1) Ghrelin--How does ghrelin affect blood and body composition in rats?; 2) Use of 25- hydroxyvitamin D3 to improve tenderness of beef; 3) Redesigning beef cattle to have a more healthful fatty acid composition.

The Council of Mutual Economic Assistance is the least known of all the regional organizations. This is attributable partly to the fact that it was largely dormant from its inception in 1949 until the late 1950s and partly to the scattered and fragmentary nature of information on its activities. The present article is an attempt to bring available knowledge into focus for a coherent pioture of the organization that "will probably play an increasing role in the economic development of East Central Europe." COMECON is of interest not only because of its importance as one of the regional bodies shaping a network of relations among European countries. Its interest lies also in the light it throws on the particular problems faced by centrally planned economies when they try to integrate and in its demonstration that international organizations have a life of their own.
