This article analyses the Brazilian political process in the period between the beginning of the government of general Arthur da Costa e Silva in March 15, 1967 and the edition of the Institutional Act No. 5 (December 13, 1968). Through the analysis of the key moments in this context, seeks to qualify the actions of the main political players in terms of their goals and strategies and assess the impact that they had on the production of authoritarian legislation.

Variations on Charisma: Shakespeare’s Saintly, Villain, and Lustful Leaders est une étude des mécanismes du leadership charismatique dans Henry V, Richard III et Antoine et Cléopâtre de William Shakespeare, respectivement. Le mémoire explore certains outils, tels que la rhétorique, l'ironie et resignification, qui permettent aux dirigeants de gagner l'amour des disciples, la reconnaissance, et même la crainte. Cette thèse ne traitera pas avec l'essence du charisme en tant que telle, mais plutôt avec les techniques de leadership charismatique. Dans le premier chapitre, j'ai étudié le caractère du roi Harry dans trois différents aspects: en tant que chef militaire, en tant que chef spirituel, et comme un leader politique. Parmi les techniques de leadership charismatique qui déploie Henry V de gagner l'amour de ses disciples et de dévouement est rhétorique. La capacité de livrer le discours à droite dans la conjoncture à droite et à convaincre les adeptes, même dans les moments de difficultés formes sa force clé comme une figure centrale dans la pièce. Le deuxième chapitre traite du leadership charismatique Richard III, qui est évaluée sur le plan éthique parce qu'elle est acquise grâce à assassiner. J'ai essayé d'examiner les relations possibles qui pourraient exister entre le charisme et l'agence moral. Dans ce chapitre, j'ai soulevé des questions sur la mesure dans laquelle le charisme est d'ordre éthique et comment un chef de file, qui usurpes alimentation via assassiner, est charismatique. Une technique qui renforce le leadership charismatique de Richard est l'ironie. Richard III déploie l'ironie de gagner la complicité du public. Dans le troisième chapitre, l'accent est mis sur le caractère de Cléopâtre. La question soulevée dans le chapitre concerne la relation entre le charisme et la lutte pour une identité féminine orientale. politique sexuelle de Cléopâtre est également au cœur de mon étude, car il est revu et de nouveaux sens de Shakespeare d'une manière qui souligne les qualités charismatiques de Cléopâtre. What determines the emergence and survival of democracy? The authors apply extreme bounds analysis to test the robustness of fifty-nine factors proposed in the literature, evaluating over three million regressions with data from 165 countries from 1976 to 2002. The most robust determinants of the transition to democracy are gross domestic product (GDP) growth (a negative effect), past transitions (a positive effect), and Organisation for Economic Co-operation and Development membership (a positive effect). There is some evidence that fuel exporters and Muslim countries are less likely to see democracy emerge, although the latter finding is driven entirely by oil-producing Muslim countries. Regarding the survival of democracy, the most robust determinants are GDP per capita (a positive effect) and past transitions (a negative effect). There is some evidence that having a former military leader as the chief executive has a negative effect, while having other democracies as neighbors has a reinforcing effect.

Ao longo da segunda metade do século XIX, a região da África Centro-Ocidental foi palco do processo de intensificação de expedições europeias rumo ao interior do continente que conjugavam interesses econômicos, políticos e científicos. Esta pesquisa busca analisar o papel de relevo ocupado pela cultura material na agenda científica da expedição portuguesa à Lunda chefiada pelo militar português Henrique de Carvalho entre 1884 e 1888. Pretendemos também avaliar as potencialidades que o estudo sobre os objetos apresentam enquanto fontes para a compreensão mais ampla acerca das agências históricas africanas. Para tanto, selecionamos as obras Descripção da Viagem à Mussumba do Muatiânvua (1890-1894) e Ethnographia e História Tradicional dos Povos da Lunda (1890) e, de maneira complementar, o Album da Expedição ao Muatianvua (1887) e o catálogo Collecção Henrique de Carvalho (Expedição à Lunda), editado pela Sociedade de Geografia de Lisboa (1896). Assim, pela ótica da história social, pretendemos investigar como as exigências e predileções centro-africanas por determinados artigos moldaram as relações comerciais travadas nesse período, abordando os processos de incorporação e ressignificação de objetos particularmente, bens de prestígio e insígnias de poder - interpretados como expressões de identidades, códigos sociais e hierarquias políticas no âmbito dessas sociedades e de suas relações com os europeus.

This paper presents a multimodal analysis of online self-representations of the Elite Squad of the military police of Rio de Janeiro, the Special Police Operations Battalion BOPE. The analysis is placed within the wider context of a “new military urbanism”, which is evidenced in the ongoing “Pacification” of many of the city’s favelas, in which BOPE plays an active interventionist as well as a symbolic role, and is a kind of solution which clearly fails to address the root causes of violence which lie in poverty and social inequality. The paper first provides a sociocultural account of BOPE’s role in Rio’s public security and then looks at some of the mainly visual mediated discourses the Squad employs in constructing a public image of itself as a modern and efficient, yet at the same time “magical” police force.

This article examines the problems of elite capture in community driven development (CDD). Drawing on two case studies of non-governmental organisation (NGO) intervention in rural Mozambique, the authors consider two important variables – 1) the diverse and complex contributions of local elites to CDD in different locations, and 2) the roles that non-elites play in monitoring and controlling leader activities – to argue that donors should be cautious about automatically assuming the prevalence of malevolent patrimonialism and its ill-effects in their projects. This is because the ‘checks and balances’ on elite behaviour that exist within locally-defined and historically-rooted forms of community-based governance are likely to be more effective than those introduced by the external intervener.

Contemporary citizenship studies have been more concerned with the theory and philosophy of citizenship than with empirical studies. The general objective of this contribution is to broaden the understanding of how notions of citizenship are constructed and re-valued in the social world. The study draws on a qualitative analysis of political elite discourse on Romani issues in the Finnish Parliament from 1989-2003. How issues concerning the Roma are debated elucidates the dilemmas of universal rights and duties within the Nordic welfare model, and the possibilities for cultural diversity within this framework. While the Finnish parliamentary debate accentuated tolerance and the acceptance of difference as strengthening factors for Finnish social citizenship, it was not before the new millennium that the political discourse changed to increasingly stress notions of discrimination and structural inequalities in relation to the incapability to provide for a full an inclusive citizenship as regards the Romani minority.

This paper explores the development of civil–military relations in Myanmar since 1988. After the Tatmadaw (Myanmar Armed Forces) took over the state by means of a coup d’état in 1988, the top generals ruled the country without recourse to significant formal political institutions such as a constitution, elections and parliament. A unique authoritarian regime, where political power was predominantly under the military’s influence, lasted for more than 20 years in the country. It seemed to many observers that the military regime was highly durable and that its dictator, General Than Shwe, had no intention of altering the highly repressive character of the political system. However, a new leader, President Thein Sein, who came to power in March 2011, has decided to implement some political and economic reforms that could undermine the Tatmadaw’s dominant role in politics and the economy. This paper examines the background to this sudden political change in Myanmar, focusing on the relationship between its dictator, the military and the state. This paper’s main argument is that Than Shwe has carefully prepared the transition of 2011 as a generational change in the Tatmadaw and in state leadership. The argument is also made that the challenges created by Thein Sein can be understood as a result of his redefinition of national security and balancing of security-centralism with state-led developmentalism.

The last month has seen a public confrontation between Igor Sechin, the president of Rosneft, and Arkady Dvorkovich, the deputy prime minister, concerning the consolidation of the energy sector. This is the latest in a series of disputes between the Kremlin & businessmen from Putin’s inner circle on one side, and the government & Prime Minister Medvedev on the other. These disputes have been wide-ranging in nature, concerning economic policy, the scope of competency of individual members of the elite, but also the ‘tough line’ adopted by the Kremlin since Vladimir Putin’s return to the presidency. The Kremlin, which is still the main decision-making centre in Russia, has been effectively forcing its opinions through in its short-term disputes with the government. However, a new element in the ongoing conflicts, which is unfavourable to President Putin, is their exceptional strength, their much more public nature, and their wide range (which has included criticism of the president himself) and ever-changing context, especially the worsening socio-economic situation. These conflicts have been overlapping with signs of dissent among Putin’s business supporters, and their declining political willingness to support the leader unconditionally. The Kremlin’s response to the unrest consists of intensifying efforts to discipline the elite and weakening those groups in which Vladimir Putin has limited confidence. The elite’s support is crucial to the stability of his government; to maintain this support, the Kremlin is ready to introduce restrictive and repressive actions against both parliamentarians and government officials. In the short term, such a policy will force the Kremlin’s supporters back into obedience, but fears of a further increase in repression are also starting to be expressed on the sidelines.

Con el inicio del periodo Post-Guerra Fría el Sistema Internacional comienza a experimentar un incremento en el fortalecimiento de su componente social; la Sociedad de Estados alcanza un mayor nivel de homogenización, el estado, unidad predominante de esta, comienzan atravesar una serie de transformaciones que obedecerán a una serie de cambios y continuidades respecto al periodo anterior. Desde la perspectiva del Realismo Subalterno de las Relaciones Internacionales se destacan el proceso de construcción de estado e inserción al sistema como las variables que determinan el sentimiento de inseguridad experimentado por las elites estatales del Tercer Mundo; procesos que en el contexto de un nuevo y turbulento periodo en el sistema, tomara algunas características particulares que darán un sentido especifico al sentimiento de inseguridad y las acciones a través de las cuales las elites buscan disminuirlo. La dimensión externa del sentimiento de inseguridad, el nuevo papel que toma la resistencia popular como factor determinante del sentimiento de inseguridad y de la cooperación, así como del conflicto, entre los miembros de la Sociedad Internacional, la inserción como promotor de estrategias de construcción de Estado, son alguno de los temas puntuales, que desde la perspectiva subalterna, parecen salir a flote tras el análisis del sistema en lo que se ha considerado como el periodo Post-Guerra Fría. En este sentido Yemen, se muestra como un caso adecuado no solo para poner a prueba las postulados de la teoría subalterna, veinte años después de su obra más prominente (The third world security Predicament), escrita por M. Ayoob, sino como un caso pertinente que permite acercarse más a la comprensión del papel del Tercer Mundo al interior de la Sociedad Internacional de Estados.
