A presente investigação desenvolve um estudo sobre o percurso histórico das elites municipais do concelho da Ponta do Sol, entre 1878 e 1886, inserindo-as no contexto global das regras definidas pelo suporte legislativo do Código Administrativo de 1878, bem como no espaço socioeconómico, onde detiveram um papel preponderante e decisivo nos destinos do mesmo. Esta dissertação analisa a realidade local na construção de uma identidade municipal, aplicando métodos e técnicas de investigação histórica. A partir de fontes manuscritas, como os recenseamentos eleitorais, este trabalho faz a inventariação do corpus eleitoral do concelho supramencionado, isto é, a caracterização socioeconómica dos cidadãos habilitados a votar (eleitores) e dos elegíveis, culminando nos eleitos para os cargos municipais. De igual modo, procurou conhecer as áreas de intervenção da Câmara Municipal da Ponta do Sol e respetivos espaços de atuação da elite dirigente camarária.

As câmaras municipais constituíram-se em um dos mais notáveis mecanismos de manutenção do vasto império ultramarino português. Originavam-se dos antigos conselhos medievais, aglutinavam os interesses das elites coloniais ao serem compostas pelos homens bons da colônia, detinham considerável poder sobre a sociedade local além de terem a liberdade de representar ao rei de Portugal seus anseios ou dificuldades. Paralelo, ao poder do senado da câmara municipal, encontravam-se as autoridades nomeadas pelo rei de Portugal: governadores coloniais. Este compartilhamento do poder na colônia gerava, muitas vezes, conflitos entre a câmara municipal e os funcionários régios. No Rio de Janeiro, setecentista, vários fatores internos e externos à colônia deterioraram as relações entre os governadores coloniais e os membros do senado.Tal situação agrava-se com as incursões corsárias francesas de 1710 e 1711 que demonstraram a fragilidade do império português que há muito deixara de ter um poder naval significativo, perdendo espaços para potências como a França, Inglaterra e Holanda. Incapaz de conter os inimigos no vasto oceano, desprovido de meios navais capazes de patrulhar os litorais de suas colônias na África, Ásia e América, em especial o do Brasil, o império português dependia cada vez mais dos recursos humanos de suas colônias para a manutenção do seu território ultramarino. A corte portuguesa sofreu duro impacto com a conquista da cidade do Rio de Janeiro por Duguay-Trouin e, ao longo dos próximos anos, procurou fortalecer o sistema defensivo de sua colônia com o envio de tropas e navios além da construção de novas fortalezas e o reaparelhamento do sistema defensivo já existente.Todo este esforço para a guerra era bancado, em sua maior parte, com recursos da própria colônia do Rio de Janeiro. Obviamente este ônus não agradava a incipiente elite mercantil que florescia na colônia resultando no fato de que a política de enclausurar o Rio de Janeiro entre muralhas e fortificações, ás custas da economia colonial, colocou em campos opostos os funcionários do rei e os membros do senado por várias vezes nas primeiras décadas do século XVIII. Surgiram inevitáveis conflitos pelo uso e posse do território urbano do Rio de Janeiro cada vez mais pontilhado por fortalezas, sulcado por extensas valas e trincheiras a impedir-lhe o crescimento urbano. Além do conflito territorial, em função da expansão da atividade mercantil desenvolvida pelos colonos, as disputas comerciais envolveram as elites locais, ávidas por lucros e impulsionadas ao comércio devido à descoberta do ouro na região das Minas, e as autoridades e comerciantes lusos, uns querendo controlar a atividade comercial que crescia em acelerado ritmo, outros querendo lucrar e disputar espaços com as elites coloniais locais. No meio destes embates encontrava-se a Câmara Municipal do Rio de Janeiro, objetivo maior desta pesquisa, a defender os interesses das elites da colônia, pois delas era representante. Era uma disputa em que, muitas vezes, seus membros pagaram com a perda da liberdade e dos seus bens frente a governadores coloniais mais intolerantes

O objetivo deste trabalho é investigar a influência da elite empresarial local nas alternativas políticas para a cidade do Rio de Janeiro ao longo dos anos 1990. A importância de compreender o papel da elite empresarial carioca na construção de um projeto político para a cidade do Rio de Janeiro está pautada no postulado de que essa elite é peça fundamental para a projeção da cidade, atuando em várias esferas de poder, entre as quais o Executivo e o Legislativo estadual e municipal. A nossa investigação baseia-se, também, no fato de que os gestores da prefeitura, ao construir um projeto para cidade do Rio de Janeiro, estiveram atentos ao empresariado local, compondo parcerias. Neste sentido, a nossa pesquisa procurou analisar os aspectos políticos e ideológicos sobre os quais se fundamentaram tais parcerias. Tal influência ocorreu de diversas formas: projetos liderados pelos empresários cariocas, cargos no executivo e criação de conselhos empresariais para a resolução de determinados problemas da cidade.

The present work regards, as its subject, the management of the urban space. It aims to survey the role assumed by the Conselho de Intendência Municipal de Natal (Municipal Stewardship Council of Natal) in the formation of a new urban order between the years of 1904 and 1929. For a better comprehension of the object of research, the milestone of the time span analyzed in this work was receded to the year of 1890, specifically at the first chapter of this dissertation. In this chapter, we will turn our attention towards an analysis of the referred council, on the regulation of its operation, the relations of this institution with the state government and its mechanisms of action in the city, among other topics. In the next chapter, we will delve into an elite who administrated the city of Natal during the first republic, understanding that the analysis of the formation of a modern city project by the Municipal Stewardship undergoes the comprehension of those who leaded this institution. In the third chapter, we will examine the limits of the municipal management to put into practice its projects to the upraise of a new Natal, between the years of 1904 and 1921. The last chapter, on its turn, presents a new Stewardship, reformulated after a process of administrative streamlining, and a city that transforms itself, especially during the O Grady tenure by receiving major constructions, which alter its main features. We will regard, as the main resources of this study, articles from the daily newspapers A República (The Republic) and Diário de Natal (Daily Natal), dictums, announcements, laws, state decrees and the messages disclosed by the state government. To build a way of analysis, we make use of authors such as Anthony Giddens, Peter Burke and Laurent Vidal, among many others who discuss concepts related to the proposed theme

As America moved into the 2lst century financial scandals associated with large publicly traded corporations brought widespread concern about the reliability of financial reporting. In response the U.S. Congress adopted the Sarbanes-Oxley Act of 2002 (SOX). Undergirding SOX was the belief that improvements in the reliability of an organization's financial disclosures would lead to increased trust in the issuing organization. While SOX is aimed at publicly traded private sector organizations, the value of adopting SOX-like practices in the public and the nonprofit sectors have been recognized. Although SOX-like auditing practices have not at the time of this research become part of the auditing regime for municipalities, the results of this research provide a baseline "read" of municipal finance officers' perceptions of the value and obstacles associated with adoption of two major components of SOX: Principal Officer(s) Certification (POC) and the Independent Audit Committee (IAC) requirements. The author mailed surveys to all finance officers of municipalities in Florida and Ohio with populations of 10,000 or greater which did not contract out the operation of their finance departments. Post-survey "elite" interviews were conducted in an effort to obtain a deeper understanding of revealed issues and contradictions found in the analysis of the results of the mails survey. The findings suggest municipal finance officers are willing to adopt POC but have reservations about implementing IAC. With both POC and IAC the respondents appeared to consider intangible, non-pecuniary consequences as much or more than tangible, pecuniary consequences. Consistent with prior research, attitudes regarding POC and IAC were found to be unrelated to prior adoptive behavior, or personal and organizational demographic variables. Although accounting and auditing are inexorably intertwined, views of the recently implemented GASB 34 reporting model were found to be unrelated to the willingness to adopt POC or IAC. Findings dovetail with current discourse in public sector accounting suggesting local finance professionals may see benefits—both tangible and intangible—to some but not all accounting practices adopted in the private sector. This is consistent with the commonly accepted belief that public sector accounting maintains fundamental differences from its private counterpart.

Schools have seldom been examined by scholars in studies of organizational sites. Yet schools and the educational context in which they operate, offer potentially important insights into how organizations use rhetoric in their communications to persuade audiences and leverage advantage in the marketplace. This study, which utilises rhetorical analysis to examine the persuasive, yet ambiguous strategies used in 65 school prospectuses in Australia, revealed six strategies consistently used by schools to leverage competitive advantage and persuade internal and external audiences: identification, juxtapositioning, bolstering or self-promotion, partial reporting, selfexpansion and reframing or reversal. As well as illustrating how schools operate in the context of marketisation and privatization discourses in 21st century education, the organizational theory and methods utilised for the research demonstrates how rhetorical strategies draw on, as well as reproduce, socio-political and cultural discourses around economic and social privilege.

Asset management in local government is an emerging discipline and over a decade has become a crucial aspect towards a more efficient and effective organisation. One crucial feature in the public asset management is performance measurement toward the public real estates. This measurement critically at the important component of public wealth and seeks to apply a standard of economic efficiency and effective organisational management especially in such global financial crisis condition. This paper aims to identify global economic crisis effect and proposes alternative solution for local governments to softening the impact of the crisis to the local governments organisation. This study found that the most suitable solution for local government to solve the global economic crisis in Indonesia is application of performance measurement in its asset management. Thus, it is important to develop performance measurement system in local government asset management process. This study provides suggestions from published documents and literatures. The paper also discusses the elements of public real estate performance measurement. The measurement of performance has become an essential component of the strategic thinking of assets owners and managers. Without having a formal measurement system for performance, it is difficult to plan, control and improve local government real estate management system. A close look at best practices in public sectors reveals that in most cases these practices were transferred from private sector reals estate management under the direction of real estate experts retained by government. One of the most significant advances in government property performance measurement resulted from recognition that the methodology used by private sector, non real estate corporations for managing their real property offered a valuable prototype for local governments. In general, there are two approaches most frequently used to measure performance of public organisations. Those are subjective and objective measures. Finally, findings from this study provides useful input for the local government policy makers, scholars and asset management practitioners to establish a public real estate performance measurement system toward more efficient and effective local governments in managing their assets as well as increasing public services quality in order to soften the impact of global financial crisis.

Background The preservation of meniscal tissue is important to protect joint surfaces. Purpose We have an aggressive approach to meniscal repair, including repairing tears other than those classically suited to repair. Here we present the medium- to long-term outcome of meniscal repair (inside-out) in elite athletes. Study Design Case series; Level of evidence, 4. Methods Forty-two elite athletes underwent 45 meniscal repairs. All repairs were performed using an arthroscopically assisted inside-out technique. Eighty-three percent of these athletes had ACL reconstruction at the same time. Patients returned a completed questionnaire (including Lysholm and International Knee Documentation Committee [IKDC] scores). Mean follow-up was 8.5 years. Failure was defined by patients developing symptoms of joint line pain and/or locking or swelling requiring repeat arthroscopy and partial meniscectomy. Results The average Lysholm and subjective IKDC scores were 89.6 and 85.4, respectively. Eighty-one percent of patients returned to their main sport and most to a similar level at a mean time of 10.4 months after repair, reflecting the high level of ACL reconstruction in this group. We identified 11 definite failures, 10 medial and 1 lateral meniscus, that required excision; this represents a 24% failure rate. We identified 1 further patient who had possible failed repairs, giving a worst-case failure rate of 26.7% at a mean of 42 months after surgery. However, 7 of these failures were associated with a further injury. Therefore, the atraumatic failure rate was 11%. Age and size and location of the tears were not associated with a higher failure rate. Medial meniscal repairs were significantly more likely to fail than lateral meniscal repairs, with a failure rate of 36.4% and 5.6%, respectively (P < .05). Conclusion Meniscal repair and healing are possible, and most elite athletes can return to their preinjury level of activity.

Seated shot-putters rely on a customized assistive device called a throwing frame. Currently, the construction of each individual throwing frame is mainly driven by an empirical approach. One way to refine the conception is to improve the basic understanding of performance of seated shot-putters. The relationship between performance and throwing technique has been well described. Remarkably, the relationship between performance and throwing frame characteristics has received limited attention. The primary objective of this study was to present a cataloguing of characteristics of throwing frames used by seated shot-putters. This cataloguing consisted of defining and grouping 26 characteristics into three main categories (i.e., whole body, foot and upper limb specific characteristics) and seven sub-categories. The secondary objective of this study was to provide raw characterisations of the throwing frames for a group of athletes who participated in a world-class event. The characterisation consisted of describing the characteristics of each throwing frame. Potential relationships between characteristics, performance and classification were also identified. The cataloguing was achieved using a 6-step heuristic approach, involving expert opinions and the analysis of 215 attempts produced by 55 male athletes during the 2006 IPC Athletics World Championships. The distribution of samples across characteristics suggested a relevant level of comprehensiveness for the proposed cataloguing. The raw data, the profile of best athletes and the frequency of characteristics provided key benchmark information for construction of a throwing frame as well as coaching, classification and officiating. Analysis of data sets relating to characteristics, performance and classification were inconclusive.

Scholars of local government have repeatedly lamented the lack of literature on the subject (e.g., Mowbray 1997; Pini, Previte, Haslam & McKenzie 2007). As Dollery, Marshall and Worthington (2003: 1) have commented, local government has often been the ‘poor cousin of its more exalted relatives in terms of the attention it attracts from the research community.’ The exalted relatives Dollery et al. (2003) refer to are national political environments, where women’s participation has elicited significant attention. However, the dearth of research on the specific subject of women’s representation in local government is rarely acknowledged (Neyland & Tucker 1996; Whip & Fletcher 1999). This edited book attempts to redress this situation. Each chapter applies an explicit gender analysis to their specific topic of focus, making ‘gender visible in social phenomenon; [and] asking if, how, and why social processes, standards, and opportunities differ systematically for women and men’ (Howard, Risman & Sprague 2003: 1). These analyses in the local government context are critical for understanding the extent and nature of balanced representation at all levels of government. Furthermore, some women start their elective careers serving on school boards, city or town councils or as mayors, before progressing to state and national legislative offices. Hence, the experiences of women in local government illustrate broader notions of democracy and may for some individual women, shape their opportunities further along the political pipeline.

This paper examines the interactions between knowledge and power in the adoption of technologies central to municipal water supply plans, specifically investigating decisions in Progressive Era Chicago regarding water meters. The invention and introduction into use of the reliable water meter early in the Progressive Era allowed planners and engineers to gauge water use, and enabled communities willing to invest in the new infrastructure to allocate costs for provision of supply to consumers relative to use. In an era where efficiency was so prized and the role of technocratic expertise was increasing, Chicago’s continued failure to adopt metering (despite levels of per capita consumption nearly twice that of comparable cities and acknowledged levels of waste nearing half of system production) may indicate that the underlying characteristics of the city’s political system and its elite stymied the implementation of metering technologies as in Smith’s (1977) comparative study of nineteenth century armories. Perhaps, as with Flyvbjerg’s (1998) study of the city of Aalborg, the powerful know what they want and data will not interfere with their conclusions: if the data point to a solution other than what is desired, then it must be that the data are wrong. Alternatively, perhaps the technocrats failed adequately to communicate their findings in a language which the political elite could understand, with the failure lying in assumptions of scientific or technical literacy rather than with dissatisfaction in outcomes (Benveniste 1972). When examined through a historical institutionalist perspective, the case study of metering adoption lends itself to exploration of larger issues of knowledge and power in the planning process: what governs decisions regarding knowledge acquisition, how knowledge and power interact, whether the potential to improve knowledge leads to changes in action, and, whether the decision to overlook available knowledge has an impact on future decisions.
