The title of the 14th International Conference on Electronic Publishing (ELPUB), “Publishing in the networked world: Transforming the nature of communication”, is a timely one. Scholarly communication and scientific publishing has recently been undergoing subtle changes. Published papers are no longer fixed physical objects, as they once were. The “convergence” of information, communication, publishing and web technologies along with the emergence of Web 2.0 and social networks has completely transformed scholarly communication and scientific papers turned to living and changing entities in the online world. The themes (electronic publishing and social networks; scholarly publishing models; and technological convergence) selected for the conference are meant to address the issues involved in this transformation process. We are pleased to present the proceedings book with more than 30 papers and short communications addressing these issues. What you hold in your hands is a by-product and the culmination of almost a Year long work of many people including conference organizers, authors, reviewers, editors and print and online publishers. The ELPUB 2010 conference was organized and hosted by the Hanken School of Economics in Helsinki, Finland. Professors Turid Hedlund of Hanken School of Economics and Yaşar Tonta of Hacettepe University Department of Information Management (Ankara, Turkey) served as General Chair and Program Chair, respectively. We received more than 50 submissions from several countries. All submissions were peer-reviewed by members of an international Program Committee whose contributions proved most valuable and appreciated. The 14th ELPUB conference carries on the tradition of previous conferences held in the United Kingdom (1997 and 2001), Hungary (1998), Sweden (1999), Russia (2000), the Czech Republic (2002), Portugal (2003), Brazil (2004), Belgium (2005), Bulgaria (2006), Austria (2007), Canada (2008) and Italy (2009). The ELPUB Digital Library, http://elpub.scix.net serves as archive for the papers presented at the ELPUB conferences through the years. The 15th ELPUB conference will be organized by the Department of Information Management of Hacettepe University and will take place in Ankara, Turkey, from 14-16 June 2011. Bewegt man sich als Studentin oder Student in psychologischen, medizinischen oder pädagogischen Studiengängen, ist häufig eine systematische Literaturrecherche unerlässlich, um sich über den neuesten Forschungsstand in einem bestimmten Themenfeld zu informieren oder sich in ein neues Thema beispielsweise für die Abschlussarbeit einzuarbeiten. Literaturrecherchen sind zentraler Bestandteil jeden wissenschaftlichen Arbeitens. Die recherchierten Literaturangaben und Quellen bilden die Bausteine, auf denen die Darstellung des Wissens in Hausarbeiten, Magister-, Diplomarbeiten und später Doktorarbeiten basiert. In Form von Quellenangaben, z.B. durch indirekte oder direkte Zitate oder Paraphrasierungen werden Bezugnahmen auf die bereits vorhandene Literatur transparent gemacht. Häufig genügt ein Blick auf eine Literaturliste um zu erkennen, wie Literatur gesucht und zusammengestellt wurde. Wissenschaftliches Arbeiten unterscheidet sich von künstlerischem Arbeiten durch seine Systematik und intersubjektive Nachvollziehbarkeit. Diese Systematik sollte bereits bei der Literaturrecherche beginnen und sich am Ende der Arbeit in der Literaturliste widerspiegeln. Auch wenn in einer Magister-, Diplom- und noch weniger in einer Hausarbeit die gesamte, gefundene Literatur verwendet wird, sondern nur eine sehr kleine Auswahl in die Arbeit einfließt, ist es anstrebenswert, sich über die möglichen Suchstrategien im Einzelnen klar zu werden und sich systematisch durch den Berg von Literatur(einträgen) nach einer Recherche zu einer einschlägigen und begründeten Auswahl vorzuarbeiten. Hier stellen die schnell wachsenden Wissensbestände eine besondere Herausforderung an Studierende und Wissenschaftler. Die Recherche am „Zettelkasten‟ in der Bibliothek ist durch die Online-Recherche ersetzt worden. Wissenschaftliche Literatur wird heute in erster Linie digital gesucht, gefunden und verwaltet. Für die Literatursuche steht eine Vielfalt an Suchmaschinen zur Verfügung. Doch welche ist die richtige? Und wie suche ich systematisch? Wie dokumentiere ich meine Suche? Wie komme ich an die Literatur und wie verwalte ich die Literatur? Diese und weitere Fragen haben auch wir uns gestellt und für alle Studierenden der Fächer Psychologie, Psychoanalyse, Medizin und Pädagogik diese Handreichung geschrieben. Sie will eine Hilfe bei der konkreten Umsetzung einer Literaturrecherche sein.

The use of the term "Electronic Publishing" transcends any notions of the paperless office and of a purely electronic transfer and dissemination of information over networks. It now encompasses all computer-assisted methods for the production of documents and includes the imaging of a document on paper as one of the options to be provided by an integrated processing scheme. Electronic publishing draws heavily on techniques from computer science and information technology but technical, legal, financial and organisational problems have to be overcome before it can replace traditional publication mechanisms. These problems are illustrated with reference to the publication arrangements for the journal `Electronic Publishing Origination, Dissemination and Design'. The authors of this paper are the co-editors of this journal, which appears in traditional form and relies on a wide variety of support from electronic technologies in the pre-publication phase.

The technical, social and economic issues of electronic publishing are examined by using as a case study the evolution of the journal Electronic Publishing Origination, Dissemination and Design (EP-odd) which is published by John Wiley Ltd. The journal is a `hybrid' one, in the sense that it appears in both electronic and paper form, and is now in its ninth year of publication. The author of this paper is the journal's Editor-in- Chief. The first eight volumes of EP-odd have been distributed via the conventional subscription method but a new method, from volume 9 onwards, is now under discussion whereby accepted papers will first be published on the EP-odd web site, with the printed version appearing later as a once-per-volume operation. Later sections of the paper lead on from the particular experiences with EP-odd into a more general discussion of peer review and the acceptability of e-journals in universities, the changing role of libraries, the sustainability of traditional subscription pricing and the prospects for `per paper' sales as micro-payment technologies become available.

Electronic Publishing -- Origination, Dissemination and Design (EP-odd) is an academic journal which publishes refereed papers in the subject area of electronic publishing. The authors of the present paper are, respectively, editor-in-chief, system software consultant and senior production manager for the journal. EP-odd's policy is that editors, authors, referees and production staff will work closely together using electronic mail. Authors are also encouraged to originate their papers using one of the approved text-processing packages together with the appropriate set of macros which enforce the layout style for the journal. This same software will then be used by the publisher in the production phase. Our experiences with these strategies are presented, and two recently developed suites of software are described: one of these makes the macro sets available over electronic mail and the other automates the flow of papers through the refereeing process. The decision to produce EP-odd in this way means that the publisher has to adopt production procedures which differ markedly from those employed for a conventional journal.

The construction industry is categorised as being an information-intensive industry and described as one of the most important industries in any developed country, facing a period of rapid and unparalleled change (Industry Science Resources 1999) (Love P.E.D., Tucker S.N. et al. 1996). Project communications are becoming increasingly complex, with a growing need and fundamental drive to collaborate electronically at project level and beyond (Olesen K. and Myers M.D. 1999; Thorpe T. and Mead S. 2001; CITE 2003). Yet, the industry is also identified as having a considerable lack of knowledge and awareness about innovative information and communication technology (ICT) and web-based communication processes, systems and solutions which may prove beneficial in the procurement, delivery and life cycle of projects (NSW Government 1998; Kajewski S. and Weippert A. 2000). The Internet has debatably revolutionised the way in which information is stored, exchanged and viewed, opening new avenues for business, which only a decade ago were deemed almost inconceivable (DCITA 1998; IIB 2002). In an attempt to put these ‘new avenues of business’ into perspective, this report provides an overall ‘snapshot’ of current public and private construction industry sector opportunities and practices in the implementation and application of web-based ICT tools, systems and processes (e-Uptake). Research found that even with a reserved uptake, the construction industry and its participating organisations are making concerted efforts (fortunately with positive results) in taking up innovative forms of doing business via the internet, including e-Tendering (making it possible to manage the entire tender letting process electronically and online) (Anumba C.J. and Ruikar K. 2002; ITCBP 2003). Furthermore, Government (often a key client within the construction industry),and with its increased tendency to transact its business electronically, undoubtedly has an effect on how various private industry consultants, contractors, suppliers, etc. do business (Murray M. 2003) – by offering a wide range of (current and anticipated) e-facilities / services, including e-Tendering (Ecommerce 2002). Overall, doing business electronically is found to have a profound impact on the way today’s construction businesses operate - streamlining existing processes, with the growth in innovative tools, such as e-Tender, offering the construction industry new responsibilities and opportunities for all parties involved (ITCBP 2003). It is therefore important that these opportunities should be accessible to as many construction industry businesses as possible (The Construction Confederation 2001). Historically, there is a considerable exchange of information between various parties during a tendering process, where accuracy and efficiency of documentation is critical. Traditionally this process is either paper-based (involving large volumes of supporting tender documentation), or via a number of stand-alone, non-compatible computer systems, usually costly to both the client and contractor. As such, having a standard electronic exchange format that allows all parties involved in an electronic tender process to access one system only via the Internet, saves both time and money, eliminates transcription errors and increases speed of bid analysis (The Construction Confederation 2001). Supporting this research project’s aims and objectives, researchers set to determine today’s construction industry ‘current state-of-play’ in relation to e-Tendering opportunities. The report also provides brief introductions to several Australian and International e-Tender systems identified during this investigation. e-Tendering, in its simplest form, is described as the electronic publishing, communicating, accessing, receiving and submitting of all tender related information and documentation via the internet, thereby replacing the traditional paper-based tender processes, and achieving a more efficient and effective business process for all parties involved (NT Governement 2000; NT Government 2000; NSW Department of Commerce 2003; NSW Government 2003). Although most of the e-Tender websites investigated at the time, maintain their tendering processes and capabilities are ‘electronic’, research shows these ‘eTendering’ systems vary from being reasonably advanced to more ‘basic’ electronic tender notification and archiving services for various industry sectors. Research also indicates an e-Tender system should have a number of basic features and capabilities, including: • All tender documentation to be distributed via a secure web-based tender system – thereby avoiding the need for collating paperwork and couriers. • The client/purchaser should be able to upload a notice and/or invitation to tender onto the system. • Notification is sent out electronically (usually via email) for suppliers to download the information and return their responses electronically (online). • During the tender period, updates and queries are exchanged through the same e-Tender system. • The client/purchaser should only be able to access the tenders after the deadline has passed. • All tender related information is held in a central database, which should be easily searchable and fully audited, with all activities recorded. • It is essential that tender documents are not read or submitted by unauthorised parties. • Users of the e-Tender system are to be properly identified and registered via controlled access. In simple terms, security has to be as good as if not better than a manual tender process. Data is to be encrypted and users authenticated by means such as digital signatures, electronic certificates or smartcards. • All parties must be assured that no 'undetected' alterations can be made to any tender. • The tenderer should be able to amend the bid right up to the deadline – whilst the client/purchaser cannot obtain access until the submission deadline has passed. • The e-Tender system may also include features such as a database of service providers with spreadsheet-based pricing schedules, which can make it easier for a potential tenderer to electronically prepare and analyse a tender. Research indicates the efficiency of an e-Tender process is well supported internationally, with a significant number, yet similar, e-Tender benefits identified during this investigation. Both construction industry and Government participants generally agree that the implementation of an automated e-Tendering process or system enhances the overall quality, timeliness and cost-effectiveness of a tender process, and provides a more streamlined method of receiving, managing, and submitting tender documents than the traditional paper-based process. On the other hand, whilst there are undoubtedly many more barriers challenging the successful implementation and adoption of an e-Tendering system or process, researchers have also identified a range of challenges and perceptions that seem to hinder the uptake of this innovative approach to tendering electronically. A central concern seems to be that of security - when industry organisations have to use the Internet for electronic information transfer. As a result, when it comes to e-Tendering, industry participants insist these innovative tendering systems are developed to ensure the utmost security and integrity. Finally, if Australian organisations continue to explore the competitive ‘dynamics’ of the construction industry, without realising the current and future, trends and benefits of adopting innovative processes, such as e-Tendering, it will limit their globalising opportunities to expand into overseas markets and allow the continuation of international firms successfully entering local markets. As such, researchers believe increased knowledge, awareness and successful implementation of innovative systems and processes raises great expectations regarding their contribution towards ‘stimulating’ the globalisation of electronic procurement activities, and improving overall business and project performances throughout the construction industry sectors and overall marketplace (NSW Government 2002; Harty C. 2003; Murray M. 2003; Pietroforte R. 2003). Achieving the successful integration of an innovative e-Tender solution with an existing / traditional process can be a complex, and if not done correctly, could lead to failure (Bourn J. 2002).

Web is a powerful hypermedia-based information retrieval mechanism that provides a user-friendly access across all major computer platforms connected over Internet. This paper demonstrates the application of Web technology when used as an educational delivery tool. It also reports on the development of a prototype electronic publishing project where Web technology was used to deliver power engineering educational resources. The resulting hyperbook will contain diverse teaching resources such as hypermedia-based modular educational units and computer simulation programs that are linked in a meaningful and structured way. The use of Web for disseminating information of this nature has many advantages that cannot possibly be achieved otherwise. An institutional electronic portfolio called the "iPortfolio" had over 17,000 subscribers one year after its introduction at an Australian university. This paper reports on a study to determine how students use these "iPortfolio" accounts, and factors leading to uptake and effective use. Self-assessed competence with technology skills, factors motivating uptake, and barriers to adoption were examined using an online survey completed by 554 students. Of these, 339 had an "iPortfolio" at the time they completed the survey. Survey results were examined in the context of usage patterns based on data automatically collected for operational and administrative purposes. No statistically significant difference in prior technology use or self-assessed competence with information technology was observed when comparing students with "iPortfolio" accounts to those without. Assessment was found to be the principal driver of "iPortfolio" uptake. However, about two-fifths (42.9%) of students agreed that they were likely to use the "iPortfolio" in the future, even if it was not a course requirement. An additional 29.6% were neutral. Significant use of the "iPortfolio" to reflect on extracurricular activities was not observed. Improved employability outcomes were seen to be a benefit of "iPortfolio" adoption by about half (52%) of the students. Recommendations are made to promote "iPortfolio" uptake and encourage student reflection on "lifewide" experiences that enhance employability and augment learning within the formal curriculum.

This paper is the result of the Masters dissertation studying the role and history of scientific communication, especially the changes that have occurred after the appearance of electronic communication and computer networks. This study showed that hypertext systems are increasingly being used in the scientific and academic world in the production of electronic journals; this makes it possible for the user to rapidly access information in their area. However, these systems need to be improved to help the user during search and access to information. Both printed journals migrating to electronic media, and the exclusively electronic journals should present the current quality indicators. The attempt was made to discover whether characteristics related to printed journals are being maintained in their electronic counterparts. For this, a prototype model was developed to analyze the structure of electronic scientific journals; it composes 14 criteria expressing aspects of quality for these journals. It includes elements of Website Information Architecture and those already in place in printed scientific journals in order to ensure that basic functions - archiving and dissemination - are maintained in electronic publishing. Each criterion consists of variables, which measure the maintenance of these functions both in the migrating printed journals and the exclusively electronic ones. This prototype model was used to analyze Ciência da Informação On-line and DataGramaZero - Revista de Ciência da Informação. Results indicate that this model is able to find out if the basic functions of archiving and dissemination are being maintained in electronic journals. Therefore, its implementation is justified in electronic journals. The model can help librarians, authors, and users of electronic journals to identify quality journals, and assist editors in developing their projects. The material from the study may be included in the preservice and inservice education of Information Science professionals and to support editors of scientific journals.

This paper describes and analyzes the National Archives Experience Digital Vaults as a digital publishing web environment and as a cultural heritage. It is a complex system - synthesizer of information design options at information setting, provides new aesthetic aspects, but specially enlarges the cognition of the subjects who interact with the environment. It also enlarges the institutional spaces that guard the collective memory beyond its role of keeping the physical patrimony collected there. Digital Vaults lies as a mix of guide and interactive catalogue to be dealt in a ludic way. The publishing design of the information held on the Archives is meant to facilitate access to knowledge. The documents are organized in a dynamic and not chronological way. They are not divided in fonds or distinct categories, but in controlled interaction of documents previously indexed and linked by the software. The software creates information design and view of documental content that can be considered a new paradigm in Information Science and are part of post-custodial regime, independent from physical spaces and institutions. Information professionals must be prepared to understand and work with the paradigmatic changes described and represented by the new hybrid digital environments; hence the importance of this paper. Cyberspace interactivity between user and the content provided by the environment design provide cooperation, collaboration and sharing knowledge actions, all features of networks, transforming culture globally. © 2011 - IOS Press and the authors.
