The occurrence frequency of failure events serve as critical indexes representing the safety status of dam-reservoir systems. Although overtopping is the most common failure mode with significant consequences, this type of event, in most cases, has a small probability. Estimation of such rare event risks for dam-reservoir systems with crude Monte Carlo (CMC) simulation techniques requires a prohibitively large number of trials, where significant computational resources are required to reach the satisfied estimation results. Otherwise, estimation of the disturbances would not be accurate enough. In order to reduce the computation expenses and improve the risk estimation efficiency, an importance sampling (IS) based simulation approach is proposed in this dissertation to address the overtopping risks of dam-reservoir systems. Deliverables of this study mainly include the following five aspects: 1) the reservoir inflow hydrograph model; 2) the dam-reservoir system operation model; 3) the CMC simulation framework; 4) the IS-based Monte Carlo (ISMC) simulation framework; and 5) the overtopping risk estimation comparison of both CMC and ISMC simulation. In a broader sense, this study meets the following three expectations: 1) to address the natural stochastic characteristics of the dam-reservoir system, such as the reservoir inflow rate; 2) to build up the fundamental CMC and ISMC simulation frameworks of the dam-reservoir system in order to estimate the overtopping risks; and 3) to compare the simulation results and the computational performance in order to demonstrate the ISMC simulation advantages. The estimation results of overtopping probability could be used to guide the future dam safety investigations and studies, and to supplement the conventional analyses in decision making on the dam-reservoir system improvements. At the same time, the proposed methodology of ISMC simulation is reasonably robust and proved to improve the overtopping risk estimation. The more accurate estimation, the smaller variance, and the reduced CPU time, expand the application of Monte Carlo (MC) technique on evaluating rare event risks for infrastructures.

Water in sufficient quantities throughout the Colorado Front Range is becoming increasingly limited. This paper examines the consequences for continued unsustainable use of water for communities of the Denver metropolitan area. This paper also looks at the effect that water law in the West has for otherwise optimum distributions of water. In addition, four regional and state water studies are reviewed for their contribution to sustainable water. Finally, the Final Environmental Impact Statement of the Rueter-Hess dam and reservoir project in Parker, Colorado is explored. Key findings conclude that the Rueter-Hess project may not, by itself, provide sustainable water for Parker; but the project will create incentive and opportunity for communities throughout the region to address the question of sustainable water.

This thesis Entitled Post-Environmental Evaluation of The Rajjaprabha Dam In Thailand. This post evaluation of environmental consequences of Rajjaprabha dam IS conducted ten years after its commencement. The Rajjaprabha dam project was planned and implemented as a multipurpose project, mainly for hydropower production, flood protection, fisheries, recreation and irrigation. The project includes the dam and reservoir with a 240 MW hydropower plant located about 90 km upstream from Surat Thani province, and irrigation systems covering the coastal plain in Surat Thani. The upstream storage reservoir (with about 5,639 mcm storage) and the hydropower plant had already been implemented. The first phase of irrigation system covers an area of 23,100 hectares. The second phase is envisaged to cover about 50,000 hectares. This study was conducted with the following objectives: (I) to assess all existing environmental resources and their values with the help of input-output analysis (2) to findout the beneficial impacts of the project (3) to evaluate the actual positive effects vis-a-vis the estimated effects before the project was implemented and (4) to identify all significant changes in relatives to the impacts previously assessed. The study area includes the Phum Duang river basin of about 4,668 km2 (placed on the areas that are upstream and downstream to the damsite), The duration of study is limited to 10 years after the dam has become operational i.e. from 1987-1997. The results of the study reveal that there is no significant changes in climatic and ground water resources, with respect to the study area inspte of the fact that the physical and chemical properties of the soil have slightly changed. Sedimentation in the reservoir does not have much effect on the function of the dam.

Due to the increase in water demand and hydropower energy, it is getting more important to operate hydraulic structures in an efficient manner while sustaining multiple demands. Especially, companies, governmental agencies, consultant offices require effective, practical integrated tools and decision support frameworks to operate reservoirs, cascades of run-of-river plants and related elements such as canals by merging hydrological and reservoir simulation/optimization models with various numerical weather predictions, radar and satellite data. The model performance is highly related with the streamflow forecast, related uncertainty and its consideration in the decision making. While deterministic weather predictions and its corresponding streamflow forecasts directly restrict the manager to single deterministic trajectories, probabilistic forecasts can be a key solution by including uncertainty in flow forecast scenarios for dam operation. The objective of this study is to compare deterministic and probabilistic streamflow forecasts on an earlier developed basin/reservoir model for short term reservoir management. The study is applied to the Yuvacık Reservoir and its upstream basin which is the main water supply of Kocaeli City located in the northwestern part of Turkey. The reservoir represents a typical example by its limited capacity, downstream channel restrictions and high snowmelt potential. Mesoscale Model 5 and Ensemble Prediction System data are used as a main input and the flow forecasts are done for 2012 year using HEC-HMS. Hydrometeorological rule-based reservoir simulation model is accomplished with HEC-ResSim and integrated with forecasts. Since EPS based hydrological model produce a large number of equal probable scenarios, it will indicate how uncertainty spreads in the future. Thus, it will provide risk ranges in terms of spillway discharges and reservoir level for operator when it is compared with deterministic approach. The framework is fully data driven, applicable, useful to the profession and the knowledge can be transferred to other similar reservoir systems.

A multivariate analysis on flood variables is needed to design some hydraulic structures like dams, as the complexity of the routing process in a reservoir requires a representation of the full hydrograph. In this work, a bivariate copula model was used to obtain the bivariate joint distribution of flood peak and volume, in order to know the probability of occurrence of a given inflow hydrograph. However, the risk of dam overtopping is given by the maximum water elevation reached during the routing process, which depends on the hydrograph variables, the reservoir volume and the spillway crest length. Consequently, an additional bivariate return period, the so-called routed return period, was defined in terms of risk of dam overtopping based on this maximum water elevation obtained after routing the inflow hydrographs. The theoretical return periods, which give the probability of occurrence of a hydrograph prior to accounting for the reservoir routing, were compared with the routed return period, as in both cases hydrographs with the same probability will draw a curve in the peak-volume space. The procedure was applied to the case study of the Santillana reservoir in Spain. Different reservoir volumes and spillway lengths were considered to investigate the influence of the dam and reservoir characteristics on the results. The methodology improves the estimation of the Design Flood Hydrograph and can be applied to assess the risk of dam overtopping

El objetivo de este trabajo es analizar las propiedades dinámicas de una presa bóveda de doble curvatura (presa de La Tajera, Guadalajara) para ajustar un modelo de elementos finitos. Para ello se han utilizado acelerómetros de alta sensibilidad sincronizados inalámbricamente. Se han obtenido las frecuencias, amortiguamientos y formas modales frente a los efectos de las acciones de tipo ambiental (viento, paso de vehículos). Se ha modelado mediante elementos finitos la presa y su cimiento incorporando el efecto del nivel del embalse. Con las propiedades dinámicas de la estructura halladas numéricamente se ha realizado un plan de medidas en los puntos que se consideraban más significativos. Tras realizar las medidas, se ha procedido al análisis de resultados mediante un Análisis Modal Operacional. Ello permite estimar los parámetros modales (frecuencias, amortiguamientos y formas modales) experimentalmente y se ha valorado el alcance de los mismos. Posteriormente viene la parte fundamental de este trabajo, que es el ajuste del modelo de elementos finitos inicial considerando el comportamiento dinámico obtenido experimentalmente. El modelo actualizado puede utilizarse dentro de un sistema de detección de daños, o por ejemplo, para el estudio del comportamiento ante un sismo considerando la interacción presa-embalse-cimiento. The purpose of this paper is to study the dynamic characteristics of a double curvature arch dam (La Tajera arch dam) for a Finite Element Model Updating. To achieve it, high sensitivity accelerometers synchronized wirelessly have been used. The system modal dampings, natural frequencies mode shapes are identified using output only identification techniques under environmental loads (wind, vehicles). Firstly, a finite element model of the dam-reservoir-foundation system was created. Once the dynamic properties of the structure were numerically obtained, a testing plan was then carried out identifying the most significant test points. After the measurements were carried out, an Operational Modal Analysis was performed to obtain experimentally the structure dynamic properties: natural frequencies, modal dampings and mode shapes. experimentally and to assess its reach. Then, the finite element model updating of the initial model was carried out to match the recorded dynamic behavior. The updated model may be used within a structural health monitoring and damage detection system or, as it is proposed on this thesis, for the analysis of the seismic response of arch dam-reservoir-foundation coupled systems

The development of new drug delivery systems to target the anterior segment of the eye may offer many advantages: to increase the biodisponibility of the drug, to allow the penetration of drug that cannot be formulated as solutions, to obtain constant and sustained drug release, to achieve higher local concentrations without systemic effects, to target more specifically one tissue or cell type, to reduce the frequency of instillation and therefore increase the observance and comfort of the patient while reducing side effects of frequent instillation. Several approaches are developed, aiming to increase the corneal contact time by modified formulation or reservoir systems, or by increasing the tissue permeability using iontophoresis. To date, no ocular drug delivery system is ideal for all purposes. To maximize treatment efficacy, careful evaluation of the specific pathological condition, the targeted Intraocular tissue and the location of the most severe pathology must be made before selecting the method of delivery most suitable for each individual patient.

Information systems integration becomes critical in enhancing organisational competitiveness through effective use of information resource provided by the whole host of information systems. Information systems integration in its nature is a process of bringing about the capability of communication and information exchange between systems; while interoperability, often as the result of systems integration, is such a capability. However currently there is a lack of theoretical foundation for representation and measure of the interoperability in organisations. Organisational semiotics provides a theoretical foundation for systems interoperability. A notion of ‘semiotic interoperability’ is proposed in this paper as a paradigm, guiding systems integration and measuring degree of interoperability, covering aspects from physical properties, transmission structure of signs, placing emphasis on communicating meaning, intention to social consequence of information.

[EN] Sediment materials play an important role on the dynamic response of large structures where fluid-soil-structure interaction is relevant and materials of that kind are present. Dam-reservoir systems and harbor structures are examples of civil engineering constructions where those effects are significant.
