The globalization is a process of economical, social, cultural and political integration motivated by the needs generated by a consumption-orientated society and a set of factors that have led to its development, such as reducing transport costs, the technological advancement and the development of communication networks. However, the phenomenon of globalization has been accompanied by increasing levels of insecurity as a result of various types of threats and transnational crimes that the International Community seeks to control and minimize. Throughout this work, we examined how the globalization process has been developing and how nations are able to maintain security levels consistent with their economical status and social development, without disturbing the normal course of organizations’ economical activity and the well-being of people. From the investigation developed we concluded that, besides the confirmation that economic integration and the opening of markets have influence on internal consumption, market globalization and migrations have been causing modifications in the consumption habits. We also concluded that the security measures implemented by States or by the International Community affect international trade, but do not imply disproportionate costs or significant delays in transactions. Likewise, we concluded that the control measures implemented in international trade are sufficient to ensure the safety of the people and nations, enabling us to confirm two of the three conjectures raised in this study.

O processo de construção de uma comunidade europeia de segurança iniciou-se em 1953. Apenas em 2003 foi adotada uma Estratégia Europeia de Segurança e só em 2010, com a entrada em vigor do Tratado de Lisboa, se criou uma política comum de segurança e defesa. Desde 2003, nestes 10 anos de PESD/PCSD, foram lançadas cerca de 30 missões em regiões diferentes como os Balcãs, a África Subsahariana, o Sahel e o espaço da ex-União Soviética, tocando áreas tão vastas como a reforma do setor da segurança, a formação e controlo alfandegário, o combate à pirataria ou a formação militar. Portugal participou em 11 dessas missões. O elenco de riscos e ameaças constantes da Estratégia Europeia de Segurança, revisto e atualizado em 2008, é exaustivo e mantém-se ajustado à presente situação internacional. As dificuldades da UE, no domínio da PCSD, prendem-se sobretudo com um conjunto de défices, em particular de vontade política e de recursos materiais e finanaceiros e não com a revisão da EES. Uma abordagem pragmática, que passe pela melhor definição de prioridaddes, de estratégias regionais, do reforço das capacidades e das industriais de defesa, seria a melhor orientação que o Conselho EUropeu de Dezembro de 2013 poderia dar às Instituições Europeias e aos Estados membros, no sentido de um esforço conjunto com vista a manter e a reforçar o papel da União Europeia enquanto fornecedor de segurança no sistema internacional.

The twentieth Meeting of National Customs Directors of Latin America, Spain and Portugal was held from 26 to 29 October 1999 in Cancún, Quinta Roo, Mexico. Working groups discussed issues relating to control, harmonization of customs procedures, strategic alliances for combating commercial fraud, integrity and the impact of the year 2000 computer problem on customs services. At the plenary meeting of this session, agreement was reached on 30 points.Uruguay, headquarters for the twenty-first meeting: The delegation of Uruguay's offer to host the twenty-first meeting in October 2000 was accepted.

An unstructured mesh �nite volume discretisation method for simulating di�usion in anisotropic media in two-dimensional space is discussed. This technique is considered as an extension of the fully implicit hybrid control-volume �nite-element method and it retains the local continuity of the ux at the control volume faces. A least squares function recon- struction technique together with a new ux decomposition strategy is used to obtain an accurate ux approximation at the control volume face, ensuring that the overall accuracy of the spatial discretisation maintains second order. This paper highlights that the new technique coincides with the traditional shape function technique when the correction term is neglected and that it signi�cantly increases the accuracy of the previous linear scheme on coarse meshes when applied to media that exhibit very strong to extreme anisotropy ratios. It is concluded that the method can be used on both regular and irregular meshes, and appears independent of the mesh quality.
