Resumo:
This study investigates the properties imparted to extruded asphalt curb mixes by five different additives. The AC used in these mixes was also tested with various amounts of the additives. All of the additives stiffened the AC as indicated by a reduction of penetration and increased viscosity. Only the powdered asphalts, gilsonite and Witcurb improved the Marshall stability and the indirect tensil strength enough to justify their use in curb mixes.

Cichlid fish species of Lake Victoria can interbreed without loss of fertility but are sexually isolated by mate choice. Mate choice is determined on the basis of coloration, and strong assortative mating can quickly lead to sexual isolation of color morphs. Dull fish col- oration, few color morphs, and low species diversity are found in areas that have become turbid as a result of recent eutrophication. By constraining color vision, turbidity interferes with mate choice, relaxes sexual selection, and blocks the mechanism of reproductive isolation. In this way, human activities that increase turbidity destroy both the mechanism of diversification and that which maintains diversity.

A criação de infraestruturas passa pela construção de estradas que ligam pontos estratégicos, permitindo acesso a bens e serviços, de forma cómoda e segura. No desenvolvimento deste trabalho é abordado o estudo e projeto de uma variante urbana no concelho de Cinfães, nas especificidades de traçado, pavimentos e sinalização. Inicia-se por uma apresentação sobre o trabalho, os objetivos, estrutura e metodologia utilizada na sua elaboração. São apresentados os softwares utilizados, como editores de imagem (Google Earth, Microsoft ICE e Caesium) que permitem obter e trabalhar imagens panorâmicas, o Civil 3D que possibilita a realização ágil de um projeto de vias, e o Alize-LCPC que determina as caraterísticas de dimensionamento de um pavimento flexível. São apresentados os estudos necessários para a construção da variante em questão passando pela localização da via, o trabalho sobre o levantamento topográfico fornecido pela Câmara Municipal, condicionantes de traçado e serviços afetados. Posteriormente, são abordados alguns conceitos teóricos como geometria do traçado, velocidade, tráfego e visibilidade. Descrevem-se as caraterísticas geométricas de infraestruturas rodoviárias a conhecer anteriormente à realização de um projeto de execução de uma via, como o traçado em planta (alinhamentos retos, curvas, raios, sobreelevação, sobrelargura), perfil longitudinal (trainéis, inclinações, concordâncias verticais) e perfil transversal (faixa de rodagem, bermas, valetas e taludes). É realizada ainda uma apresentação sobre os elementos integrantes de uma plataforma rodoviária e passeio, os seus critérios de dimensionamento, como caraterização do tráfego, temperaturas de serviço e deformações, assim como os elementos teóricos para o estudo de drenagem (período de retorno, precipitação e tipos de dispositivos). São ainda apresentadas as caraterísticas gerais de um projeto de sinalização e segurança, enunciando as marcas rodoviárias e a sinalização vertical. Termina-se apresentando as soluções encontradas e os meios utilizados, para a elaboração do projeto de uma via nova, alargamento de via existente e requalificação de pavimento de um troço de ligação à EN222, expondo ainda as conclusões obtidas na realização do projeto com propostas para desenvolvimento futuros.

The percentage of adults who smoke daily is below 15% in Sweden and Iceland, from over 30% in 1980. At the other end of the scale, over 30% of adults in Greece smoke daily. Smoking rates continue to be high in Bulgaria, Ireland and Latvia (Figure 2.5.1). Alcohol consumption has also fallen in many European countries. Curbs on advertising, sales restrictions and taxation have all proven to be effective measures. Traditional wine-producing countries, such as France, Italy and Spain, have seen consumption per capita fall substantially since 1980. When referenced, the 2012 edition of the Iowa Department of Transportation’s (Iowa DOT) Standard Specifications for Highway and Bridge Construction shall be used for contract work awarded by the Iowa DOT. They may also be incorporated by reference in other contract work on secondary, urban, local systems, or other contract work in which the Iowa DOT has an interest. As modified by the General Supplemental Specifications, these Standard Specifications represent the minimum requirements and may be modified by Supplemental Specifications, Developmental Specifications, and Special Provisions on specific contracts. These Standard Specifications have been written so the Contractor’s responsibilities are indicated by plain language using the Imperative Mood and Active Voice form. Sentences are of the form: Construct isolation joints at all points where driveways meet other walks, curbs, or fixtures in the surface. Ensure finished members are true to detailed dimensions and free from twists, bends, open joints, or other defects resulting from faulty fabrication or defective work. Personnel preparing the JMF shall be Iowa DOT certified in bituminous mix design. The Contracting Authority’s responsibilities are (with some exceptions) indicated by the use of the modal verb “will”. Sentences are of the form: The Engineer will obtain and test density samples for each lot according to Materials I.M. 204. Payment will be the contract unit price for Fabric Reinforcement per square yard (square meter). These standard specifications contain dual units of measure: the United States Standard measure (English units) and the International System of Units (SI or “metric” units). The English units are expressed first then followed by the metric units in parentheses. The measurements expressed in the two systems are not necessarily equal. In some cases the measurements in metric units is a “hard” conversion of the English measurement; i.e. the metric unit has been approximated with a rounded, rationalized metric measurement that is easy to work with and remember. Pavements constructed in Iowa during the period of the 1920's through the late 1940's were built with an integral curb. The purpose of the curb was to control drainage of water from the pavement surface in areas where runoff took place at a very rapid rate. It is for this reason that curbing is found on pavements constructed during this period. The curbing led the water flowing on the pavement surface to drainage outlets; this helped reduce erosion along the edge of the slab. The curbs have satisfactorily performed the job for which they were intended. The advent of bigger and faster vehicles has created a demand for changes in the design of pavements. Current designs provide wider driving surfaces with reduced grades which can better accommodate the wider cars and trucks. By present day design standards the narrow highways are inadequate and are being replaced or improved. The normal improvement procedure is to widen to 24 feet by providing additional driving surface at each edge of the pavement. Curbing is removed from the pavement so that the surface of the widening can be placed at the same level as that of the slab.

Les politiques migratoires européennes sont conçues en termes de contrôle de l’entrée et du séjour des étrangers. Depuis la mise en place des conditions de libre circulation dans les années 1980, l’Union européenne est impliquée dans le traitement des non-nationaux qui, auparavant, relevait exclusivement de la discrétion étatique. La migration et l’asile sont aujourd’hui des domaines de compétence partagée entre l’Union et ses membres. La priorité est accordée à la lutte contre la migration irrégulière, perçue non seulement comme un défi à la souveraineté, mais aussi comme une menace à l’État providence et un risque pour la sécurité. Cette recherche porte sur l’européanisation de la lutte contre la migration irrégulière et ses effets sur les droits humains des étrangers. Il est soutenu que l’européanisation définie comme un processus de construction, de diffusion et d’institutionnalisation des normes, des pratiques et des convictions partagées, permet aux États d’atteindre leur objectif de limiter le nombre d’étrangers indésirés, y compris des demandeurs d’asile, sur leur sol. L’européanisation légitime et renforce les mesures préventives et dissuasives existantes à l’encontre des migrants clandestins. De nouvelles normes communes sont produites et de nouveaux dispositifs de coopération européenne sont créés en vue de réprimer la migration irrégulière. Ce phénomène transforme le paradigme migratoire dans les États membres ainsi que les pays candidats à l’adhésion qui se trouvent désormais chargés de la sécurisation des frontières extérieures de l’Union. La recherche démontre que ces développements ont un impact négatif sur les droits fondamentaux. Ils exacerbent aussi la vulnérabilité des demandeurs d’asile assimilés aux migrants économiques. Une analyse comparative de l’européanisation du renvoi forcé en France, au Royaume-Uni et en Turquie montre que la politique européenne engendre des atteintes aux droits et libertés des étrangers et limite leur capacité de contester les violations devant les tribunaux. L’accent est mis sur la nécessité de trouver un équilibre entre la préoccupation légitime des États et de l’Union d’assurer la sécurité et le bien-être de leurs citoyens et la protection des droits des migrants irréguliers. Il revient ultimement aux tribunaux de veiller à ce que le pouvoir discrétionnaire étatique s’exerce en stricte conformité avec les normes constitutionnelles et les obligations internationales découlant du droit international des réfugiés et des droits de l’homme.

We study the desirability of limits on the public debt and of political competition in an economy where political parties alternate in office. Due to rent-seeking motives, incumbents have an incentive to set public expenditures above the socially optimal level. Parties cannot commit to future policies, but they can forge a political compromise where each party curbs excessive spending when in office if it expects future governments to do the same. In contrast to the received literature, we find that strict limits on government borrowing can exacerbate political-economy distortions by rendering a political compromise unsustainable. This tends to happen when political competition is limited. Conversely, a tight limit on the public debt fosters a compromise that yields the efficient outcome when political competition is vigorous, saving the economy from immiseration. Our analysis thus suggests a legislative tradeoff between restricting political competition and constraining the ability of governments to issue debt.

Electric-powered wheelchairs improve the mobility of people with physical disabilities, but the problem to deal with certain architectural barriers has not been resolved satisfactorily. In order to solve this problem, a stair-climbing mobility system (SCMS) was developed. This paper presents a practical dynamic control system that allows the SCMS to exhibit a successful climbing process when faced with typical architectural barriers such as curbs, ramps, or staircases. The implemented control system depicts high simplicity, computational efficiency, and the possibility of an easy implementation in a microprocessor-/microcontroller-based system. Finally, experiments are included to support theoretical results.

Elevated expression of the marORAB multiple antibiotic-resistance operon enhances the resistance of Escherichia coli to various medically significant antibiotics. Transcription of the operon is repressed in vivo by the marR-encoded protein, MarR, and derepressed by salicylate and certain antibiotics. The possibility that repression results from MarR interacting with the marO operator-promoter region was studied in vitro using purified MarR and a DNA fragment containing marO. MarR formed at least two complexes with marO DNA, bound > 30-fold more tightly to it than to salmon sperm DNA, and protected two separate 21-bp sites within marO from digestion by DNase I. Site I abuts the downstream side of the putative -35 transcription-start signal and includes 4 bp of the -10 signal. Site II begins 13 bp downstream of site I, ending immediately before the first base pair of marR. Site II, approximately 80% homologous to site I, is not required for repression since a site II-deleted mutant (marO133) was repressed in trans by wild-type MarR. The absence of site II did not prevent MarR from complexing with the site I of marO133. Salicylate bound to MarR (Kd approximately 0.5 mM) and weakened the interaction of MarR with sites I and II. Thus, repression of the mar operon, which curbs the antibiotic resistance of E. coli, correlates with the formation of MarR-site I complexes. Salicylate appears to induce the mar operon by binding to MarR and inhibiting complex formation, whereas tetracycline and chloramphenicol, which neither bind MarR nor inhibit complex formation, must induce by an indirect mechanism.
