Reflectance change due to binding of molecules on thin film structures has been exploited for bio-molecular sensing by several groups due to its potential in the development of sensitive, low cost, easy to fabricate, large area sensors with high multiplexing capabilities. However, all of these sensing platforms have been developed using traditional semiconductor materials and processing techniques, which are expensive. This article presents a method to fabricate disposable thin film reflectance biosensors using polymers, such as polycarbonate, which are 2-3 orders of magnitude cheaper than conventional semiconductor and dielectric materials and can be processed by alternate low cost methods, leading to significant reduction in consumable costs associated with diagnostic biosensing. Since 1988, quasi-markets have been introduced into many areas of social policy in the UK, the NHS internal market is one example. Markets operate by price signals. The NHS Internal Market, if it is to operate efficiently, requires purchasers and providers to respond to price signals. The research hypothesis is - cost accounting methods can be developed to enable healthcare contracts to be priced on a cost-basis in a manner which will facilitate the achievement of economic efficiency in the NHS internal market. Surveys of hospitals in 1991 and 1994 established the cost methods adopted in deriving the prices for healthcare contracts in the first year of the market and three years on. An in-depth view of the costing for pricing process was gained through case studies. Hospitals had inadequate cost information on which to price healthcare contracts at the inception of the internal market: prices did not reflect the relative performance of healthcare providers sufficiently closely to enable the market's espoused efficiency aims to be achieved. Price variations were often due to differing costing approaches rather than efficiency. Furthermore, price comparisons were often meaningless because of inadequate definition of the services (products). In April 1993, the NHS Executive issued guidance on costing for contracting to all NHS providers in an attempt to improve the validity of price comparisons between alternative providers. The case studies and the 1994 survey show that although price comparison has improved, considerable problems remain. Consistency is not assured, and the problem of adequate product definition is still to be solved. Moreover, the case studies clearly highlight the mismatch of rigid, full-cost pricing rules with both the financial management considerations at local level and the emerging internal market(s). Incentives exist to cost-shift, and healthcare prices can easily be manipulated. In the search for a new health policy paradigm to replace traditional bureaucratic provision, cost-based pricing cannot be used to ensure a more efficient allocation of healthcare resources.

Photonic crystals (PhCs) influence the propagation of light by their periodic variation in dielectric contrast or refractive index. This review outlines the attractive optical qualities inherent to most PhCs namely the presence of full or partial photonic band gaps and the possibilities they present towards the inhibition of spontaneous emission and the localization of light. Colloidal self-assembly of polymer or silica spheres is one of the most favoured and low cost methods for the formation of PhCs as artificial opals. The state of the art in growth methods currently used for colloidal self-assembly are discussed and the use of these structures for the formation of inverse opal architectures is then presented. Inverse opal structures with their porous and interconnected architecture span several technological arenas - optics and optoelectronics, energy storage, communications, sensor and biological applications. This review presents several of these applications and an accessible overview of the physics of photonic crystal optics that may be useful for opal and inverse opal researchers in general, with a particular emphasis on the recent use of these three-dimensional porous structures in electrochemical energy storage technology. Progress towards all-optical integrated circuits may lie with the concepts of the photonic crystal, but the unique optical and structural properties of these materials and the convergence of PhC and energy storage disciplines may facilitate further developments and non-destructive optical analysis capabilities for (electro)chemical processes that occur within a wide variety of materials in energy storage research.

This case study investigates, empirically, cost methods and criteria of price discrimination made from hospital organizations when they set up their prices of hospital services to private patients and push down their prices to patients affiliated to health insurance and/or health maintenance organizations (HMO). The theory sought to show the Brazilian health systems either public or private, the aspects about corporate culture, the relationship among three players of the private health system ¿ health insurance companies (or HMO), hospitals and the patients, the importance of the cost systems, and the criteria of price discrimination. With these theories, it was developed a qualitative exploratory research, through open interviews, with hospital¿s managers and co-workers from invoicing department from two hospitals located at the Rio de Janeiro City. Based on results we didn¿t identify appropriate cost systems to help the managers to make a correct decision about price discrimination, but was identified corporate culture factors that could influence the price discrimination. Among the results, we can see unprepared hospital managers. Finally, we discussed some contributions and weakness of this case study, and there are presented suggestions for future researches.

The monitoring of Earth dam makes use of visual inspection and instrumentation to identify and characterize the deterioration that compromises the security of earth dams and associated structures. The visual inspection is subjective and can lead to misinterpretation or omission of important information and, some problems are detected too late. The instrumentation are efficient but certain technical or operational issues can cause restrictions. Thereby, visual inspections and instrumentation can lead to a lack of information. Geophysics offers consolidated, low-cost methods that are non-invasive, non-destructive and low cost. They have a strong potential and can be used assisting instrumentation. In the case that a visual inspection and strumentation does not provide all the necessary information, geophysical methods would provide more complete and relevant information. In order to test these theories, geophysical acquisitions were performed using Georadar (GPR), Electric resistivity, Seismic refraction, and Refraction Microtremor (ReMi) on the dike of the dam in Sant Llorenç de Montgai, located in the province of Lleida, 145 km from Barcelona, Catalonia. The results confirmed that the geophysical methods used each responded satisfactorily to the conditions of the earth dike, the anomalies present and the geological features found, such as alluvium and carbonate and evaporite rocks. It has also been confirmed that these methods, when used in an integrated manner, are able to reduce the ambiguities in individual interpretations. They facilitate improved imaging of the interior dikes and of major geological features, thus inspecting the massif and its foundation. Consequently, the results obtained in this study demonstrated that these geophysical methods are sufficiently effective for inspecting earth dams and they are an important tool in the instrumentation and visual inspection of the security of the dams

Stabilizing human population size and reducing human-caused impacts on the environment are keys to conserving threatened species (TS). Earth's human population is ~ 7 billion and increasing by ~ 76 million per year. This equates to a human birth-death ratio of 2.35 annually. The 2007 Red List prepared by the International Union for Conservation of Nature and Natural Resources (IUCN) categorized 16,306 species of vertebrates, invertebrates, plants, and other organisms (e.g., lichens, algae) as TS. This is ~ 1 percent of the 1,589,161 species described by IUCN or ~ 0.0033 percent of the believed 5,000,000 total species. Of the IUCN’s described species, vertebrates comprised relatively the most TS listings within respective taxonomic categories (5,742 of 59,811), while invertebrates (2,108 of 1,203,175), plants (8,447 of 297,326), and other species (9 of 28,849) accounted for minor class percentages. Conservation economics comprises microeconomic and macroeconomic principles involving interactions among ecological, environmental, and natural resource economics. A sustainable-growth (steady-state) economy has been posited as instrumental to preserving biological diversity and slowing extinctions in the wild, but few nations endorse this approach. Expanding growth principles characterize most nations' economic policies. To date, statutory fine, captive breeding cost, contingent valuation analysis, hedonic pricing, and travel cost methods are used to value TS in economic research and models. Improved valuation methods of TS are needed for benefit-cost analysis (BCA) of conservation plans. This Chapter provides a review and analysis of: (1) the IUCN status of species, (2) economic principles inherent to sustainable versus growth economies, and (3) methodological issues which hinder effective BCAs of TS conservation.

In food industry, quality assurance requires low cost methods for the rapid assessment of the parameters that affect product stability. Foodstuffs are complex in their structure, mainly composed by gaseous, liquid and solid phases which often coexist in the same product. Special attention is given to water, concerned as natural component of the major food product or as added ingredient of a production process. Particularly water is structurally present in the matrix and not completely available. In this way, water can be present in foodstuff in many different states: as water of crystallization, bound to protein or starch molecules, entrapped in biopolymer networks or adsorbed on solid surfaces of porous food particles. The traditional technique for the assessment of food quality give reliable information but are destructive, time consuming and unsuitable for on line application. The techniques proposed answer to the limited disposition of time and could be able to characterize the main compositional parameters. Dielectric interaction response is mainly related to water and could be useful not only to provide information on the total content but also on the degree of mobility of this ubiquitous molecule in different complex food matrix. In this way the proposal of this thesis is to answer at this need. Dielectric and electric tool can be used for the scope and led us to describe the complex food matrix and predict food characteristic. The thesis is structured in three main part, in the first one some theoretical tools are recalled to well assess the food parameter involved in the quality definition and the techniques able to reply at the problem emerged. The second part explains the research conducted and the experimental plans are illustrated in detail. Finally the last section is left for rapid method easily implementable in an industrial process.

Background. The increasing emphasis on medical outcomes and cost containment has made it imperative to identify patient populations in which aggressive nutritional care can improve quality of care. The aim of this prospective study was to implement a standardized early jejunal feeding protocol for patients undergoing small and large bowel resection, and to evaluate its effect on patient outcome and cost.^ Methods. Treatment patients (n = 81) who met protocol inclusion criteria had a jejunal feeding tube inserted at the time of surgery. Feeding was initiated at 10 cc/hour within 12 hours after bowel resection and progressed if hemodynamically stable. The control group (n = 159) received usual care. Outcome measures included postoperative length of stay, total direct cost, nosocomial infection rate and health status (SF-36) scores.^ Results. By postoperative day 4, the use of total parenteral nutrition (TPN) was significantly greater in the control group compared to the treatment group; however, total nutritional intake was significantly less. Multiple regression analysis indicated an increased likelihood of infection with the use of TPN. A reduction of 3.5 postoperative days (p =.013) with 4.3 fewer TPN days per patient (p =.001) and a 9.6% reduction in infection rate (p =.042) was demonstrated in the treatment group. There was no difference in health status scores between groups at discharge and 3 months post-discharge.^ Conclusion. These positive outcomes and an average total cost savings of $4,145 per treatment patient indicate that the treatment protocol was effective. ^

A crescente urbanização global tem como consequência o aumento dos níveis de poluentes na atmosfera e a respetiva deterioração da qualidade do ar. O controlo da poluição atmosférica e monitorização da qualidade do ar são passos fundamentais para implementar estratégias de redução e estimular a consciência ambiental dos cidadãos. Com este intuito, existem várias técnicas e tecnologias que podem ser usadas para monitorizar a qualidade do ar. A utilização de microsensores surge como uma ferramenta inovadora para a monitorização da qualidade do ar. E, apesar dos desempenhos dos microsensores permitirem uma nova estratégia, resultando em respostas rápidas, baixos custos operacionais e eficiências elevadas, que não podem ser alcançados apenas com abordagens convencionais, ainda é necessário aprofundar o conhecimento a fim de integrar estas novas tecnologias, particularmente quanto à verificação do desempenho dos sensores comparativamente aos métodos de referência em campanhas experimentais. Esta dissertação, desenvolvida no Instituto do Ambidente e Desenvolvimento em forma de estágio, teve como objetivo a avaliação do desempenho de sensores de baixo custo comparativamente com os métodos de referência, tendo como base uma campanha de monitorização da qualidade do ar realizada no centro de Aveiro durante 2 semanas de outubro de 2014. De forma mais específica pretende-se perceber até que ponto se podem utilizar sensores de baixo custo que cumpram os requisitos especificados na legislação e as especificidades das normas, estabelecendo assim um protocolo de avaliação de microsensores. O trabalho realizado passou ainda pela caracterização da qualidade do ar no centro de Aveiro para o período da campanha de monitorização. A aplicação de microsensores eletroquímicos, MOS e OPC em paralelo com equipamento de referência neste estudo de campo permitiu avaliar a fiabilidade e a incerteza destas novas tecnologias de monitorização. Com este trabalho verificou-se que os microsensores eletroquímicos são mais precisos comparativamente aos microsensores baseados em óxidos metálicos, apresentando correlações fortes com os métodos de referência para diversos poluentes. Por sua vez, os resultados obtidos pelos contadores óticos de partículas foram satisfatórios, contudo poderiam ser melhorados quer pelo modo de amostragem, quer pelo método de tratamento de dados aplicado. Idealmente, os microsensores deveriam apresentar fortes correlações com o método de referência e elevada eficiência de recolha de dados. No entanto, foram identificados alguns problemas na eficiência de recolha de dados dos sensores que podem estar relacionados com a humidade relativa e temperaturas elevadas durante a campanha, falhas de comunicação intermitentes e, também, a instabilidade e reatividade causada por gases interferentes. Quando as limitações das tecnologias de sensores forem superadas e os procedimentos adequados de garantia e controlo de qualidade possam ser cumpridos, os sensores de baixo custo têm um grande potencial para permitir a monitorização da qualidade do ar com uma elevada cobertura espacial, sendo principalmente benéfico em áreas urbanas.

A weighted Bethe graph $B$ is obtained from a weighted generalized Bethe tree by identifying each set of children with the vertices of a graph belonging to a family $F$ of graphs. The operation of identifying the root vertex of each of $r$ weighted Bethe graphs to the vertices of a connected graph $\mathcal{R}$ of order $r$ is introduced as the $\mathcal{R}$-concatenation of a family of $r$ weighted Bethe graphs. It is shown that the Laplacian eigenvalues (when $F$ has arbitrary graphs) as well as the signless Laplacian and adjacency eigenvalues (when the graphs in $F$ are all regular) of the $\mathcal{R}$-concatenation of a family of weighted Bethe graphs can be computed (in a unified way) using the stable and low computational cost methods available for the determination of the eigenvalues of symmetric tridiagonal matrices. Unlike the previous results already obtained on this topic, the more general context of families of distinct weighted Bethe graphs is herein considered.

A evidente competitividade de mercado que se regista na atualidade no meio empresarial, promove o esforço por parte dos organismos do Estado em controlar os seus gastos e maximizar a eficiência dos serviços, mantendo o nível de satisfação por parte do cliente. A Contabilidade Analítica tem a capacidade de custear os produtos ou as atividades de uma organização recorrendo a métodos de custeio como sejam, o método das Secções Homogéneas ou o Activity Based Costing. A presente dissertação, seguindo a metodologia de investigação em Ciências Socias, produz um modelo de custeio dos produtos e atividades de um organismo da Marinha Portuguesa, a Direção de Abastecimento. A construção do modelo, com recurso ao método de investigação estudo de caso, requere um estudo aprofundado da entidade e dos processos que realiza. A análise realizada permitiu definir o modelo de Secções Homogéneas com custeio acessório das atividades como o mais apropriado à organização em estudo. A constituição do modelo teórico permitiu a recolha dos procedimentos necessários à sua implementação, tendo sido verificada a exequibilidade do mesmo em SIGDN, com resultados positivos. Realizou-se acessoriamente um teste em condições reais ao modelo sendo possível obter resultados do custeio dos produtos e das atividades da Direção de Abastecimento. A investigação permitiu dar resposta a todas as questões enunciadas, cumprir os objetivos propostos e solucionar a problemática evidenciada. Foi assim possível, verificar a importância dada pela Marinha ao desenvolvimento da Contabilidade Analítica, efetuar uma análise profunda da organização da Direção de Abastecimento e criar um modelo de custeio dos produtos e atividades, capaz de acrescentar valor no suporte à tomada de decisão.
