This paper studies the coordinated motion of a group of agents evolving on a Lie group. Left-or rightinvariance with respect to the absolute position on the group lead to two different characterizations of relative positions and two associated definitions of coordination (fixed relative positions). Conditions for each type of coordination are derived in the associated Lie algebra. This allows to formulate the coordination problem on Lie groups as consensus in a vector space. Total coordination occurs when both types of coordination hold simultaneously. The discussion in this paper provides a common geometric framework for previously published coordination control laws on SO(3), SE(2) and SE(3). The theory is illustrated on the group of planar rigid motion SE(2). © 2008 IEEE.

The axial coordination effect of F- on the redox behavior of (TPP)Co was investigated and spectroeletrochemistry in dichloroethane. It was verified that mono(F-) axial adduct (TPP)Co(II)(F-) could be reduced at 0.1 V(SCE). and bis(F-) axis adduct (TPP)Co(II)(F-)(2) formed with added F- molar ratio>1 could be reduced at the potential <-0.6 V(SCE). The equilibrium between (TPP)Co(II)(F-) and (TPP)Co(II)(F-)(2) was demonstrated.

In this study we investigate the coordination between rhythmic flexion-extension (FE) and supination-pronation (SP) movements at the elbow joint-complex, while manipulating the intersegmental dynamics by means of a 2-degrees of freedom (df) robot arm. We hypothesized that constraints imposed by the structure of the neuromuscular-skeletal system would (1) result in predominant pattern(s) of coordination in the absence of interaction torques and (2) influence the capabilities of participants to exploit artificially induced interaction torques. Two experiments were conducted in which different conditions of interaction torques were applied on the SP-axis as a function of FE movements. These conditions promoted different patterns of coordination between the 2-df. Control trials conducted in the absence of interaction torques revealed that both the in-phase (supination synchronized with flexion) and the anti-phase (pronation synchronized with flexion) patterns were spontaneously established by participants. The predominance of these patterns of coordination is explained in terms of the mechanical action of bi-articular muscles acting at the elbow joint-complex, and in terms of the reflexes that link the activity of the muscles involved. Results obtained in the different conditions of interaction torques revealed that those neuromuscular-skeletal constraints either impede or favor the exploitation of intersegmental dynamics depending on the context. Interaction torques were indeed found to be exploited to a greater extent in conditions in which the profiles of interaction torques favored one of the two predominant patterns of coordination (i.e., in-phase or anti-phase) as opposed to other patterns of coordination (e.g., 90 degrees or 270 degrees). Those results are discussed in relation to recent studies reporting exploitation of interaction torques in the context of rhythmic movements.

This paper undertakes a content analysis of the discourse on the Open Method of Coordination on Health Care (OMC/HC) in order to show how equity and solidarity are increasingly linked to optimisation and, as such, how neoliberalism increasingly frames health care. Some of the side-effects of this reframing for politics are highlighted: legitimating and extending EU governance, reducing the space for oppositional formations and limited citizenship. The analysis begins by interrogating the broader context of the Lisbon Strategy II, after which the techniques of the OMC/HC and its substantive outputs are analysed.

This article assesses the responses of EU-15 member states to the poverty reduction objectives of the Open Method of Coordination (OMC) on social inclusion between 2001 and 2006. As a flexible mechanism of information sharing between governments, the OMC could not produce strong convergence. A thorough analysis of the OMC documents indeed points to the enduring power of national institutions and partisan politics, for the three dimensions of social inclusion identified by the EU (rights, labour market policies, and participation). There was however some learning and adaptation around emerging policy ideas like activation and the participation of people experiencing poverty.

The paper reviews the evolution of research and innovation in the EU and assesses how current policies and programmes have influenced the development of Europe's research landscape. Based on existing literature, evaluation reports and practice, the paper critically examines the effectiveness of current European research funding instruments in a context of open innovation and in the presence of global spillovers. It therefore develops a subsidiarity test to assess whether current rationales still prove sufficient to justify policy intervention in this area. The paper sheds light on how to improve the effectiveness of EU action by enriching it by the use of coordinated fiscal policy for research funding. This will constitute an incentive to genuine bottom-up research, development and innovation (R&D&I) and a stimulus to local investments in innovation. The paper also assesses the potentials of a reinforced open method of coordination as well as a review of state aid law in the field of research funding in the EU.

Last mile relief distribution is the final stage of humanitarian logistics. It refers to the supply of relief items from local distribution centers to the disaster affected people (Balcik et al., 2008). In the last mile relief distribution literature, researchers have focused on the use of optimisation techniques for determining the exact optimal solution (Liberatore et al., 2014), but there is a need to include behavioural factors with those optimisation techniques in order to obtain better predictive results. This paper will explain how improving the coordination factor increases the effectiveness of the last mile relief distribution process. There are two stages of methodology used to achieve the goal: Interviews: The authors conducted interviews with the Indian Government and with South Asian NGOs to identify the critical factors for final relief distribution. After thematic and content analysis of the interviews and the reports, the authors found some behavioural factors which affect the final relief distribution. Model building: Last mile relief distribution in India follows a specific framework described in the Indian Government disaster management handbook. We modelled this framework using agent based simulation and investigated the impact of coordination on effectiveness. We define effectiveness as the speed and accuracy with which aid is delivered to affected people. We tested through simulation modelling whether coordination improves effectiveness.

The present paper provides a historical note on the evolution of the behavioral study of interlimb coordination and the reasons for its success as a field of investigation in the past decades. Whereas the original foundations for this field of science were laid down back in the seventies, it has steadily grown in the past decades and has attracted the attention of various scientific disciplines. A diversity of topics is currently being addressed and this is also expressed in the present contributions to the special issue. The main theme is centered on the brain basis of interlimb coordination. On the one hand, this pertains to the study of the control and learning of patterns of interlimb coordination in clinical groups. On the other hand, basic neural approaches are being merged together with behavioral approaches to reveal the neural basis of interlimb coordination. (C) 2002 Elsevier Science B.V. Introduction: Les stratégies d’optimisation de la performance chez les athlètes sont de plus en plus exploitées par les entraîneurs et préparateurs physiques. La potentialisation de post- activation (PAP) est reconnue comme étant un phénomène pouvant mener à une augmentation des performances. L’objectif de la présente étude était de donc décrire les effets d’une pré-sollicitation à la hanche sur la coordination inter-musculaire et la performance au cours d’un exercice épuisant. Méthodes: Six athlètes de patins de vitesse de courte piste (3 de sexe masculin et 3 de sexe féminin; âge: 20.2 ± 2.8 ans; moyenne±écart-type) ont exécuté aléatoirement un exercice qui consistait en 2 séries de 9 blocs de squats sautés maximaux, entre-coupés d’un squat isométrique d’une durée de 5 secondes sans pré-sollicitation préalable (CON) et avec une tâche de pré-sollicitation unilatérale de squat isométrique (EXP) contre une barre fixe de 2x3 secondes. Le pic de puissance moyen, l’amplitude et la fréquence moyenne d’EMG, et la vitesse et l’accélération angulaires des premiers et derniers blocs étaient enregistrés. Résultats: La pré-sollicitation isométrique maximale des membres inférieurs n’a pas amélioré de manière significative la performance de sauts et la coordination des muscles stabilisateurs à la hanche. La fréquence spectrale moyenne a néanmoins témoigné de l’implication de stratégies compensatoires du membre inférieur gauche en réponse à la fatigue. Conclusion: La pré-sollicitation des stabilisateurs à la hanche n’augmenterait pas la performance de squats répétés. Par contre, la fréquence moyenne du grand fessier et du tibial antérieur gauche ont suggéré meilleure résistance à la fatigue des muscles du membre inférieur non-dominant avec une pré-sollicitation. Les résultats de la présente étude indiquent donc la pertinence de considérer la pré-sollicitation dans un objectif de performance et de réadaptation sachant que l’asymétrie est omniprésente chez les athlètes et qu’elle est impliquée dans le taux élevé de blessures enregistré chez cette population.

Arboreal and terrestrial habitats impose different constraints on tetrapod locomotion. We studied Polychrus acutirostris, a tree-dwelling lizard that also moves on the ground, in order to evaluate the effects of support incline and diameter on locomotion parameters. Limb movements of six specimens were filmed to quantify kinematic variables (velocity, stride frequency, stride length, and limb coordination) on distinct perch diameters (4.0, 1.5, 0.8 cm) and inclines (90, 45, and on level ground). The results show a notable slowness in arboreal habitat combined with a relatively fast locomotion when using the ground as temporary habitat. These animals developed walking trots mainly using lateral sequence. Non-symmetrical trots adopted at the highest velocities on the ground indicate difficulties of ""accommodation"" to the constraints imposed by this condition. Velocity generally decreases with the decreasing diameter, and with increasing incline, of the supports. Slowness, gaits favouring the body stability, elective role of the stride frequency in the modulation of the speed, and the role of the hindlimb in the force exchange to propel the body, constitute the main features of the locomotion pattern of P. acutirostris.

eLAC 2018 will coordinate the implementation of programmes to support the use of information and communications technologies (ICTs) in achieving social and economic development goals for Latin America in the Caribbean during the 2015-2018 timeframe. The conceptual framework for this programme of work is described by the eLAC 2018 Digital Agenda, which is anticipated to be ratified by the fifth Ministerial Conference on the Information Society in Latin America and the Caribbean, to be held in August 2015 in Mexico City. There is a need for broader input from Caribbean countries to the eLAC 2018 Digital Agenda. Accordingly, this working paper reviews the document’s current draft, considering each of its objectives in the context of Caribbean development needs. Amendments are recommended to 12 of the objectives. Two additional objectives are also proposed, in the areas of regional coordination on universal service funds, and the establishment of a spatial data infrastructure to support the use of geographic information systems. Representatives of Caribbean countries are invited to use the contents of this document as an input to the development of their own proposed amendments for inclusion in the final version of the eLAC 2018 Digital Agenda.

An on-line survey of experts was conducted to solicit their views on policy priorities in the area of information and communication technologies (ICT) in the Caribbean. The experts considered the goal to “promote teacher training in the use of ICTs in the classroom” to be the highest priority, followed by goals to “reduce the cost of broadband services” and “promote the use of ICT in emergency and disaster prevention, preparedness and response.” Goals in the areas of cybercrime, e-commerce, egovernment, universal service funds, consumer protection, and on-line privacy rounded out the top 10. Some of the lowest ranked goals were those related to coordinating the management of infrastructure changes. These included the switchover for digital terrestrial television (DTT) and digital FM radio, cloud computing for government ICT, the introduction of satellite-based internet services, and the installation of content distribution networks (CDNs). Initiatives aimed at using ICT to promote specific industries, or specific means of promoting the digital economy, tended toward the centre of the rankings. Thus, a general pattern emerged which elevated the importance of focusing on how ICT is integrated into the broader society, with economic issues a lower priority, and concerns about coordination on infrastructure issues lower still.
