In 2008, 132 law enforcement officers were killed in the line of duty in The United States. Additionally, some have explored both the public health implications of interactions with law enforcement as well as the potential benefits of the use of law enforcement officers as public health and emergency healthcare providers. By virtue of these novel analyses and techniques, professional medical direction of the emerging specialty of law enforcement medicine is needed. This paper, an analysis of law enforcement medical direction through a look at the Dallas Police Medical Direction Program, seeks to examine origins of law enforcement medicine through a comprehensive literature review, as well as begin to define to core competencies of law enforcement medical direction. ^ The unique intersection of public health, medicine and law enforcement, and the subsequent specialty that is developing to manage this interface, is in its relative infancy. An analysis of this nature is in order to begin to lay down the foundations necessary for future study and improvements in the field. ^

Background: Little is known about the health effects of worksite wellness programs on police department staff. Objective: To examine 1-2 year changes in health profiles of participants in the Queensland Police Service’s wellness program. Methods: Participants underwent yearly physical assessments. Health profile data collected during assessments from 2008 to 2012 were included in the analysis. Data Analysis: Repeated-measures ANOVA was used for continuous outcome variables, related-samples Wilcoxon Signed Rank test for non-normally continuous variables, and McNemar’s test for binary variables. Results: Significant changes in physical measures included decreases in waist circumference and percent body fat, and increases in cardiorespiratory fitness and flexibility (p<0.01). Changes in serum cholesterol, haemoglobin, total cholesterol ratios, HDL, LDL and Triglyceride levels were also significant (p<0.01). Conclusion: Participants’ health profiles mostly improved between cycles although most changes were not clinically significant. As this evaluation used a single-group pre-test post-test design, it provides initial indications that wellness programs can benefit staff in police departments.

O Departamento de PolÃcia Técnica (DPT) é um órgão da Secretaria de Segurança Pública do Estado da Bahia (SSP/BA), que tem por finalidade gerir os serviços no campo da polÃcia-técnica-cientÃfica, promovendo estudos e realizando exames e outros procedimentos, visando à prova pericial. Possui diversas coordenadorias regionais que recebem suporte das seis coordenações regionais distribuÃdas pelo interior do Estado. Tais coordenações foram criadas para atender a uma demanda crescente pelos trabalhos periciais ao longo do processo de interiorização da PolÃcia Técnica pelos municÃpios baianos. O objetivo do estudo exploratório aqui relatado foi descrever a maneira como o processo de descentralização administrativa se efetivou na Coordenação Regional de PolÃcia Técnica do Planalto-BA. Para isso, foram adotados os procedimentos de uma pesquisa bibliográfica a fim de aprofundar as definições dos diversos conceitos de centralização, descentralização, concentração e desconcentração, de modo a possibilitar a análise dos principais aspectos e a relevância da descentralização administrativa para a administração pública. Por meio de observação sistemática, foi delineada uma descrição do funcionamento da Coordenação Regional do Planalto-BA e foram empregadas técnicas de entrevista semiestruturada e de aplicação de questionário estruturado fechado para ouvir os dirigentes das coordenadorias vinculadas à Coordenação Regional do Planalto, entre os quais o seu coordenador e as diretorias do DPT. Foram também ouvidos os peritos que laboram nas coordenadorias envolvidas, para colher dados que possibilitaram identificar, dentre as atividades administrativas realizadas pela coordenação, aquelas que apresentam as caracterÃsticas da descentralização. Ao final do estudo foi possÃvel concluir que o DPT ainda não alcançou a descentralização que vem almejando desde 2004, processo que iniciou com a interiorização das Coordenadorias Regionais. A pesquisa de campo revelou carências de ordens diversas que resultam em trabalhos incompletos, ineficientes e sem a celeridade que a justiça necessita. Tudo isso aponta para a urgência na elaboração de um estudo aprofundado que tenha como resultado uma proposta de padronização procedimentais e estruturais que tornem efetiva a descentralização do DPT.
