Este documento se centra en la presentación de información y análisis de la misma a la hora de establecer la manera en que empresas del sector de extracción de gas natural y generación de energía a base de dicho recurso, toman decisiones en cuanto a inversión, centrándose en la lógica que usan a la hora de emprender este proceso. Esto debido a la constante necesidad de establecer procesos que permitan tomar decisiones más acertadas, incluyendo todas las herramientas posibles para tal fin. La lógica es una de estas herramientas, pues permite encadenar factores con el fin de obtener resultados positivos. Por tal razón, se hace importante conocer el uso de esta herramienta, teniendo en cuentas de qué manera y en que contextos es usada. Con el fin de tener una mayor orientación, este estudio estará centrado en un sector específico, el cual es el de la extracción de petróleo y gas natural. Lo anterior entendiendo la necesidad existente de fundamentación teórica que permita establecer de manera clara la forma apropiada de tomar decisiones en un sector tan diverso y complejo como lo es el mencionado. El contexto empresarial actual exige una visión global, no basada en la lógica lineal causal que hoy se tiene como referencia. El sector de extracción de petróleo y gas natural es un ejemplo particular en cuanto a la manera en cuanto se toman decisiones en inversión, puesto que en su mayoría son empresas de capital intensivo, las cuales mantienen un flujo elevado de recursos monetarios.

Las Jefas y Jefes de Estado y de Gobierno, de América Latina y el Caribe, reunidos en Caracas, República Bolivariana de Venezuela, en ocasión de celebrar la III Cumbre CALC, el 02 y 03 de diciembre de 2011. Tomando en consideración los objetivos y principios definidos en la Declaración de Salvador de Bahía (2008), el Plan de Acción de Montego Bay (2009), Declaración de Cancún (2010), así como en las iniciativas plasmadas en el Programa de Trabajo de Caracas para la Implementación del Plan de Acción de Montego Bay (2010-2011), En cumplimiento de los mandatos de estas reuniones ministeriales y de altas autoridades, destacando y valorando los resultados de las actividades celebradas en el marco de su implementación (2010-2011), acuerdan adoptar con base en los principios de flexibilidad y participación voluntaria en las iniciativas, varias decisiones que componen el Plan de Acción de Caracas 2012.

This document was adapted from a paper originally presented to the 8th Annual Caribbean Conference of Comprehensive Disaster Management, held in Montego Bay, Jamaica in December, 2013. It summarizes several activities that ECLAC has undertaken to assess the current state of information and communications technology (ICT) in the field of disaster risk management (DRM) as practiced in the Caribbean. These activities included an in-depth study that encompassed a survey of disaster management organizations in the region, an Expert Group Meeting attended by the heads of several national disaster offices, and a training workshop for professionals working in DRM in the Caribbean. One of the notable conclusions of ECLAC’s investigation on this topic is that the lack of human capacity is the single largest constraint that is faced in the implementation of ICT projects for DRM in the Caribbean. In considering strategies to address the challenge of limited human capacity at a regional level, two separate issues are recognized – the need to increase the ICT capabilities of disaster management professionals, and the need to make ICT specialists available to disaster management organizations to advise and assist in the implementation of technology-focused projects. To that end, two models are proposed to engage with this issue at a regional level. The first entails the establishment of a network of ICT trainers in the Caribbean to help DRM staff develop a strategic understanding of how technology can be used to further their organizational goals. The second is the development of “Centres of Excellence” for ICT in the Caribbean, which would enable the deployment of specialized ICT expertise to national disaster management offices on a project-by-project basis.

Since 1998 the highly polluted Havana Bay ecosystem has been the subject of a mitigation program. In order to determine whether pollution-reduction strategies were effective, we have evaluated the historical trends of pollution recorded in sediments of the Bay. A sediment core was dated radiometrically using natural and artificial fallout radionuclides. An irregularity in the (210)Pb record was caused by an episode of accelerated sedimentation. This episode was dated to occur in 1982, a year coincident with the heaviest rains reported in Havana over the XX century. Peaks of mass accumulation rates (MAR) were associated with hurricanes and intensive rains. In the past 60 years, these maxima are related to strong El Niño periods, which are known to increase rainfall in the north Caribbean region. We observed a steady increase of pollution (mainly Pb, Zn, Sn, and Hg) since the beginning of the century to the mid 90s, with enrichment factors as high as 6. MAR and pollution decreased rapidly after the mid 90s, although some trace metal levels remain high. This reduction was due to the integrated coastal zone management program introduced in the late 90s, which dismissed catchment erosion and pollution.

Though several scientific expeditions surveyed tha Indian ocean. their findings on larval fishes were fragmentory and incomplete. During the International Indian ocean expedition (1960-1965) zooplankton samples were collected from vast area at the lndian ocean adopting standard procedures by participating vessels. These planktons provided an opportunity for a general study of the zooplanltton as well as their anotomy. abundance and distribution.. Realising the imortance of the analysis and classification of fish larvae at the family level being one of the most important information required then for the Indian Ocean region the fish larval portion sorted out from the above zooplankton samples was allocated to the author by the UNESCO consultative committee for the Indian Ocean Biological centre. In spite of the emhasis laid on The study of the family scombridae. owing to the paucity of the scombridae material in tne collection. much could not be done about it.However the record and description of the very early stages of morakel larvae made in 1967 as part of this study was the first of its kind. The present study on the distribution aspects o fish larva of such large area in the Indian ocean is also unique and first of its kind

Plagioscion magdalenae (pescada-curuca) é um sciaenídeo bentopelágico, de importância comercial, amplamente distribuído na bacia do rio Amazonas. O objetivo deste trabalho foi descrever a biologia reprodutiva dessa espécie na baía do Marajó, estuário Amazônico, Brasil. Neste estudo foi determinado o estádio do desenvolvimento gonadal, tamanho de primeira maturação gonadal (L50), proporção entre sexos, época e o tipo de desova. A coleta foi realizada bimestralmente no período de dezembro de 2005 a outubro de 2006. Foi examinado um total de 251 exemplares, variando entre 220 e 590 mm de comprimento total (CT). A relação peso-comprimento para fêmeas, machos e sexos agrupados foi altamente significativa, com alometria positiva. O L50 foi de 279 mm considerando sexos agrupados, 305 e 269 mm CT para fêmeas e machos respectivamente. A proporção entre sexos para o total de indivíduos foi favorável aos machos (2,02 machos: 1 fêmea). Macroscopicamente, as gônadas foram classificadas em imatura, em maturação, matura e desovada. Considerando-se as avaliações macro e microscópicas das gônadas, foi registrado um período prolongado de desova, principalmente entre agosto e fevereiro.

A estrutura populacional (machos, fêmeas e juvenis) e densidade de Mesacanthion hirsutum Gerlach foram estudadas durante as marés (baixa, enchente, alta e vazante) de dois ciclos de maré consecutivos, em quatro meses diferentes do ano (Maio, Julho, Setembro e Novembro). As variações de densidade de Mesacanthion hirsutum mostraram associação com o ciclo de chuvas, com densidades mais baixas durante Julho e Setembro e significativamente maiores em Maio e Novembro. A estrutura populacional constituiu-se em sua maior parte por juvenis indicando uma reprodução continua durante todo o período de estudo. Não foram encontradas diferenças significativas entre os períodos claros e escuros do dia, contudo maiores densidades foram detectadas durante as marés altas e vazantes demonstrando que a espécie pode estar se dispersando através da coluna d'água e/ou migrando dentro do sedimento.

A thorough census of Admiralty Bay benthic biodiversity was completed through the synthesis of data, acquired from more than 30 years of observations. Most of the available records arise from successive Polish and Brazilian Antarctic expeditions organized since 1977 and 1982, respectively, but also include new data from joint collecting efforts during the International Polar Year (2007-2009). Geological and hydrological characteristics of Admiralty Bay and a comprehensive species checklist with detailed data on the distribution and nature of the benthic communities are provided. Approximately 1300 species of benthic organisms (excluding bacteria, fungi and parasites) were recorded from the bay`s entire depth range (0-500 m). Generalized classifications and the descriptions of soft-bottom and hard-bottom invertebrate communities are presented. A time-series analysis showed seasonal and interannual changes in the shallow benthic communities, likely to be related to ice formation and ice melt within the bay. As one of the best studied regions in the maritime Antarctic Admiralty Bay represents a legacy site, where continued, systematically integrated data sampling can evaluate the effects of climate change on marine life. Both high species richness and high assemblage diversity of the Admiralty Bay shelf benthic community have been documented against the background of habitat heterogeneity. (C) 2010 Elsevier Ltd.
