In recent years, the Brazilian construction industry has gone by changes like currency stability, increasing competition, shortage of skilled labor and increasing quality importance required by the customer, who made the sector companies seek solutions through new management practices in order to become more efficient. A alternative to these management practices is known as Lean Construction which is derived from the Toyota System Production. Lean Construction main goals are to reduce parts of activities that do not add value, increase product value by considering customer needs, reduce variability and production cycle time, simplify process by reducing the number of parts or steps, increase the flexibility in the product execution and transparency process, focus the control on overall process, introduce continuous improvement process, maintain a balance between improvements in flows and conversions and seek to learn from practices adopted by competitors. However, the construction industry is characterized by having nomadic activity, which undertakes an unique product with high cost of production and big inertia for behavioral change, making it difficult to implement the philosophy of lean construction in companies. In this sense, the main objective of this study is to develop a methodology for implementation of the principles of Lean Construction. The method of implementing the proposed management system was designed with the aid of 5W2H tool, and the implementation process is divided into three phases. The first one aims to know in a macro way the current operation of construction, identify who is its target audience and what are the products and services offered to the Market. The second phase aims to describe what actions should be taken and which documents are needed to be created or modified; finally, the third step goal consists in how to control and monitor established processes, where through Strategic Planning the company goals would be set along with their respective targets and indicators in order to keep the system working, aiming for continuous improvement with focus on the customer. This methodology was conceived as a case study analyzing a medium size construction with more than 18 years of activity and certified for almost 10 years with ISO9001 and level A in PBQP-H. Quality Management has become an essential requirement for all companies intending to compete and ensure its place in the labor market. Several tools have been created as a way of ensuring the effectiveness of quality management, in order to control and manage the quality of services and products to ensure a final product with a high degree of competition and quality, besides satisfaction and exceeding customer expectations. Due to the great importance it has at the presente time on the world stage and internationally, civil construction felt the need to eliminate the defects and the lack of quality that have become so common over time to ensure a quality product and it´s customers satisfaction. It was then that this industry began to implement and develop more modern techniques and tools for quality control in construction. Quality achieved position in global market, defining which companies would continue and which companies would leave it, not to mention it became insistently required by the customer. Some tools such as ISO 9000 guided companies seeking a quality management. This presentation will present some of these management tools and their applicability in the civil construction industry. Thus, it will be evident that despite the current resources it is necessary that civil construction professionals abandon the idea that considers quality management a problem and begin thinking about it as a solution to prevent future errors and ensure the quality of their services

O objetivo desta pesquisa é verificar de que maneira os princípios da Construção Enxuta estão sendo empregados em empresa de pequeno porte do segmento de Construção Civil. A pesquisa é de natureza qualitativa e exploratória, sendo o estudo de caso realizado em uma construtora de pequeno porte de edifícios verticais com o apoio do Sindicato das Empresas de Compra, Venda, Locação e Administração de Imóveis Residenciais e Comerciais de São Paulo - SECOVI. Observou-se grande interesse na implantação, sendo um ponto negativo a necessidade de mudança de cultura, visto que muitas atividades tidas como ”vícios” devem ser eliminadas, frente a novo conhecimento. Motivada pelos gestores e alta direção, a filosofia será bem vinda, assim como outras ferramentas de Produção Enxuta, tais como o kanban, housekeeping, 5S, Just in Time e melhorias nos canteiros de obra e processos logísticos. Concluiu-se nesta pesquisa que os princípios da Construção Enxuta são pouco conhecidos pelos profissionais, na prática sendo voltados para gestão da qualidade e produtividade. Constatou-se que, ao mencionar os princípios, estes são de pouco conhecimento, e tem-se uma aceitação imediata quando se fala em redução de tempo e aumento da produtividade com eliminação de tarefas consideradas como de não agregação de valor.

Adaptada dos conceitos da produção enxuta, a construção enxuta é uma filosofia de gestão da produção voltada à construção civil. Dos cinco princípios enxutos em que se baseia, o que mais tem se estudado desde a publicação do Relatório Técnico n72 Aplicação da Nova Filosofia de Produção à Construção (publicado pelo CIFE Center for Integrated Facility Engineering, ligado à Universidade de Stanford, EUA) é o Fluxo Contínuo. A idéia de manter o fluxo contínuo está diretamente ligada à continuidade da produtividade, ou seja, manter a produtividade em uma taxa constante. Aplicar o conceito enxuto de fluxo contínuo através da manutenção das taxas de produtividade significa gerenciar o empreendimento de modo que a execução das atividades se mantenha de acordo com os parâmetros estabelecidos durante a fase de planejamento. Por meio de ferramentas enxutas de gerenciamento é feita a simulação em Excel de três atividades pertencentes ao processo de execução de lajes prediais de edifícios construídos em estruturas metálicas: steel deck, armação e concretagem. A elaboração da planilha possibilita a avaliação das perdas ocorridas durante a execução das atividades sob a ótica do conceito de atrasos e esperas. A soma destas perdas resulta ainda em dois efeitos distintos considerados como perdas acumuladas e perdas compensadas, proporcionando ao gerente do empreendimento dados consistentes para traçar estratégicas para eliminação do desperdício ou uma antevisão dos desperdícios que podem estar associados à execução das atividades se estas forem mal planejadas.

Trata das empresas atacadistas-distribuidoras e apresenta possíveis ações para a melhoria de suas práticas de gestão. Por meio de um estudo envolvendo quatro casos de Uberlândia-MG, combinado com a aplicação do método de pesquisa para sistemas pouco estruturados (Soft Systems Thinking), indicam-se proposições para a construção de um modelo fundamentado na gestão da qualidade e processos. Estas proposições são validadas por executivos atuantes em organizações do mundo real.

It also became clear, by means of this work: the strong influence of the concepts of Flow, of Continuous Improvement and of methods of prevention and resolutions of problems on the overall companies performance

Nowadays lives up in an era of tight credit caused by the global financial crisis, as occurred in the past, it is the responsibility of various sectors and segments of society find ways to reinvent itself. In this context, Lean Construction presents itself as a strong alternative production management for companies in the construction segment. Arising out of lean thinking that originated in Japan in the postwar period and has spread around the world in times of extreme scarcity with the oil crisis. In practice the Lean Construction is a philosophy that seeks to improve the process of production management, maximizing the value of the flow from the customer's perspective through the elimination of losses. And thrives in environments and cultures that consider the scarcity of resources like something natural, applying both the macroeconomic crisis as in times of prosperity. The Planning and Production Control - PCP presents itself as a fundamental building block for companies to protect themselves in the face of economic fluctuations, seeking for their survival and success in the competitive market. Motivated by the lack of discussion of the topic in the local academy, and for the identification of 93.33% of construction companies that do not make use of methodological tools for PCP in the state, this dissertation aims to study and propose the implementation of lean construction in methodology of planning projects implemented on construction sites. This characterized the management system, of the production of a construction company, pointing out the main causes of ineffectiveness related to consequent low performance of one of his ventures. In sequence, the PCP was implemented with the use of tools to serve the principles of lean construction. This being monitored through indicators that provided managers managerial view of process of actions control and production of protective mechanisms. All implementation guidelines and application of this management model, were exposed in a simplified way, practical and efficient, in order to break the resistance of new practices and old paradigms in the industry.

Este estudo tem como objetivo contribuir para o desenvolvimento de competências gerenciais necessárias à implementação dos conceitos e princípios da Produção Enxuta na Construção, partindo da premissa de que esta implementação impfica mudança do paradigma gerencial predominante no setor. A estratégia de pesquisa adotada neste estudo consistiu no desenvolvimento de estudos exploratórios em dois ciclos de aprendizagem que levaram ao desenvolvimento do estudo empírico final, através de pesquisa-ação. O primeiro ciclo consistiu em um estudo sobre métodos de ensino para formação gerencial, cujos resultados conduziram a uma mudança de foco para o processo de aprendizagem com o uso da Aprendizagem na Ação. No segundo ciclo, foram desenvolvidos estudos exploratórios sobre a abordagem da Aprendizagem na Ação e o uso de Mapas Conceituais para negociação de significados dos conceitos da Produção Enxuta, visando o planejamento da pesquisa-ação e preparação de instrumentos de coleta e análise de dados. Para este estudo empírico final foi constituído um grupo, composto por gerentes de produção de empresas construtoras de pequeno e médio porte, com o uso da Aprendizagem na Ação. Os dados coletados foram analisados através de Anáfise de Consteúdo, sendo que os resultados obtidos permitiram a identificação de barreiras de origem cultural para a disseminação dos conceitos e princípios da Produção Enxuta na Construção. Além disso, o estudo resultou em contribuições conceituais para a construção de uma teoria sobre a Aprendizagem na Ação: perfildos membros do grupo, condução do processo pelo facilitador e indução mudança de atitudes através da reflexão na ação e nos significados dos conceitos utilizados na análsie e resolução de problemas.

This work brings to its content proposed deployment of a system of quality management in paving asphalt based on the elaboration of a basic training to meet those entering this area of civil engineering at a technical manual for the implementation of major services running on paving of roads. The training was designed to serve both those entering the field of asphalt paving, synthesizing the complex processes involved in paving services and providing an overview of the steps in implementation thereof, as well as entrants must meet the enterprise user of this system, providing them an idea of the method used by the company designing the paving of roads. The technical manual presented in turn, has 8 (eight) of the main services components of a work of paving, which are: Mobilization and Maintenance of construction site, Regularization and subfloor preparation, execution or sub-base BGS base (graded gravel plain), Execution of sub-base or base BGTC (graded gravel treated with cement), Implementation of subbase or base Macadam hydraulic Priming bituminous waterproofing, asphalt binder Priming and finally the execution flexible pavement - HMA (hot milled asphalt concrete). These services are presented in the form of IT-Education work, this seven items are presented that guide the performance of services, thus providing overall guidelines to perform the services described in it. The development of IT's was based on experiences in day-to-day paving near the theoretical precepts presented in the literature, so the conditions specified in these documents aim to always guide the implementation of services in general, giving the process a versatility major operation, as this work takes into account the dynamics of such services, as well as the variety of their execution according to local conditions and specified in the project. Considered as one of the oldest activities done by men, the civil construction represents one of the most important sectors for the economic growth of a country, in spite of the low results of growth in the past few years and also in the current year. To make this industry grow, even with an unfavourable economic scenario, it is necessary to implement an effective planning in its activities. This is one of the most important concepts brought by the Lean Construction philosophy, which had its origin through the adaptation of the concepts established by the Toyota Production System (TPS) or Lean Production. By having as a scenario the city of Natal\RN, the main goal of this dissertation consists in investigating how the 11 principles of the lean construction influenced the schedule of a construction field that started to implement its lean concepts. As a methodology, it was used the case study of a big enterprise located in Natal (RN). During the execution of the method, documents related to the short-term, midterm and long-term planning were analysed , aiming to describe its planning process; it was also described the factors that caused the delays at the enterprises’ field ;in addition, a comparison was made between the results obtained at the case study and the ones presented at the literature; in the end, the actions were listed by the company, which had the purpose to solve the main causes of delays, verifying if they were linked to the lean construction principles. This research finds its reason of existence in the relevance of its theme at the nowadays reality of the construction industry, since the principles of the lean construction uphold the reduction of processes that are useless, diminishing wastes as well as costs in construction. The relevance is perceived for the academy, in terms of the possibility to discuss if the concepts established by the lean production are being adapted to the civil construction sector and how this adaptation is influencing at the buildings planning project. Economic importance, because with the reduction of the wastes and costs, the companies may reduce the building´s value into a more accessible value, even with the sector´s lower growth. And social significance, because lean construction gives a better participation of the labour at the planning activity. Among the main results, the high frequency of planning errors stands out, mainly the programming deviations and not the task programming, as well as the execution errors, low productivity and activities executed by the workers. Amongst the 11 principles of lean construction, only five were related with the 12 actions analysed by the author. From the 12 actions, four were completely cohesive to one or more from these five principles. Some improvement proposals were also highlighted and established by the research.

A Qualidade é um dos fatores dinâmicos de competitividade e é, incontestavelmente, um dos pilares fundamentais para a construção do sucesso das organizações. O conceito de Qualidade não é de fácil definição, dado que é algo complexo e de difícil consenso. E muitas são as noções de Qualidade existentes na literatura, mas todas elas convergem num sentido único da busca da melhoria contínua e da excelência. Por outro lado, a implementação da Contabilidade de Gestão (designadamente o Custeio Baseado em Atividades - ABC) numa organização, sobretudo numa instituição de ensino, fornece recursos suficientes para a identificação dos melhores indutores de custo. Assim, toma-se inevitável observar as atividades, inquirir os colaboradores internos e externos, desenvolver e aplicar métodos quantitativos que monitorizem os processos e os procedimentos e, especialmente, que exista o empenho da gestão de topo, de modo a que a estratégia e a qualidade organizacional se inter-relacionem. Este trabalho apresenta diversos aspetos referentes à temática dos custos da qualidade (ou da não qualidade), a própria técnica contemporânea ABC e os principais resultados obtidos através da aplicação de listas de verificação e de um inquérito por questionário, junto dos alunos, colaboradores docentes e não docentes, com o objetivo de analisar a situação dos custos da qualidade baseados na contabilidade e avaliar o grau de satisfação/motivação com a qualidade do serviço prestado na sede do Agrupamento de Escolas do concelho de Estremoz. Os resultados do presente estudo evidenciaram alguns benefícios e dificuldades da aplicabilidade da Gestão da Qualidade numa instituição de ensino. A cultura organizacional deste tipo de instituições será um dos aspetos a ter em consideração, de modo a que os princípios da Gestão da Qualidade sejam implementados de forma harmoniosa e que poderá encaminhar essas organizações num verdadeiro percurso de qualidade, numa filosofia de melhoria contínua até à excelência. ABSTRACT: As a crucial factor for competitiveness, quality is undoubtedly one of the foundations on which a successful organization rests. The complexity surrounding the notion of quality makes it hard to reach a consensus about its meaning, and that is why it has so many different definitions. However, all of them have one thing in common - that it involves a continuous search for improvement and excellence. Nowadays, an organization that uses accounting methods to support management (namely the Activity-based Costing method) has the necessary means to identify where the main costs are originating from, particularly if the organization is somehow related to teaching. It is therefore inevitable to study activities, inquire everyone involved in the organization's activities, as well as develop and apply quantitative methods to monitor processes and procedures. Moreover, it is especially important that top management is fully committed to quality in order to reflect it on its strategy. This work focuses on several aspects pertaining costs associated with quality- and lack of quality and shows the Activity-based Costing method in particular, as well as the main results gathered from the verification lists and questionnaires made to students, teachers and staff, with the purpose of analyzing - based on accounting - the amount of costs derived from quality, and evaluating the degree of satisfaction and/or motivation as regards the quality of service provided at a group of schools in Portuguese region of Estremoz. The results of this study show that there are some benefits in applying quality management to teaching institutions, but there are also some difficulties. The organizational culture of these institutions is one aspect that should be taken into consideration, so that quality management principles can be implemented harmoniously. This may direct these organizations to the true path of quality, so they can continuously seek improvement and achieve excellence.
