The initial timing of face-specific effects in event-related potentials (ERPs) is a point of contention in face processing research. Although effects during the time of the N170 are robust in the literature, inconsistent effects during the time of the P100 challenge the interpretation of the N170 as being the initial face-specific ERP effect. The interpretation of the early P100 effects are often attributed to low-level differences between face stimuli and a host of other image categories. Research using sophisticated controls for low-level stimulus characteristics (Rousselet, Husk, Bennett, & Sekuler, 2008) report robust face effects starting at around 130 ms following stimulus onset. The present study examines the independent components (ICs) of the P100 and N170 complex in the context of a minimally controlled low-level stimulus set and a clear P100 effect for faces versus houses at the scalp. Results indicate that four ICs account for the ERPs to faces and houses in the first 200ms following stimulus onset. The IC that accounts for the majority of the scalp N170 (icNla) begins dissociating stimulus conditions at approximately 130 ms, closely replicating the scalp results of Rousselet et al. (2008). The scalp effects at the time of the P100 are accounted for by two constituent ICs (icP1a and icP1b). The IC that projects the greatest voltage at the scalp during the P100 (icP1a) shows a face-minus-house effect over the period of the P100 that is less robust than the N 170 effect of icN 1 a when measured as the average of single subject differential activation robustness. The second constituent process of the P100 (icP1b), although projecting a smaller voltage to the scalp than icP1a, shows a more robust effect for the face-minus-house contrast starting prior to 100 ms following stimulus onset. Further, the effect expressed by icP1 b takes the form of a larger negative projection to medial occipital sites for houses over faces partially canceling the larger projection of icP1a, thereby enhancing the face positivity at this time. These findings have three main implications for ERP research on face processing: First, the ICs that constitute the face-minus-house P100 effect are independent from the ICs that constitute the N170 effect. This suggests that the P100 effect and the N170 effect are anatomically independent. Second, the timing of the N170 effect can be recovered from scalp ERPs that have spatio-temporally overlapping effects possibly associated with low-level stimulus characteristics. This unmixing of the EEG signals may reduce the need for highly constrained stimulus sets, a characteristic that is not always desirable for a topic that is highly coupled to ecological validity. Third, by unmixing the constituent processes of the EEG signals new analysis strategies are made available. In particular the exploration of the relationship between cortical processes over the period of the P100 and N170 ERP complex (and beyond) may provide previously unaccessible answers to questions such as: Is the face effect a special relationship between low-level and high-level processes along the visual stream?

Este artículo plantea cómo las juntas de gobierno establecidas en el Nuevo Reino de Granada (Colombia), desengañadas por la posición de las Cortes de Cádiz frente a la representación y las aspiraciones criollas, y al mismo tiempo recelosas de las pretensiones hegemónicas de la capital virreinal, optaron por desarrollar un temprano y disperso proceso constituyente que dio origen a varias constituciones que antecedieron en el tiempo, y en más de una ocasión superaron en su concepción de la ciudadanía, el Estado y la sociedad a la Constitución de Cádiz en marzo de 1812.

O objetivo do presente trabalho fora compreender de que modo se deu a tematização do racismo e das questões raciais no momento que inaugura as possibilidades de interlocução entre sociedade civil e instituições formais do Estado Brasileiro: a Assembleia Nacional Constituinte (ANC) de 1987-1988. Por meio do estudo dos documentos que registram a participação do Movimento Negro ao longo do processo Constituinte buscou-se responder as seguintes questões: 1- Quais foram as demandas pleiteadas por organizações do Movimento Negro no contexto da Assembleia Nacional Constituinte? 2- Que tipos de argumentos são mobilizados por tais atores/atrizes para sustentar a necessidade e viabilidade da inserção dos pleitos no texto constitucional? 3- Essas demandas foram incluídas na Constituição Federal? De que maneira? Para além da pesquisa documental, realizou-se pesquisa bibliográfica sobre o contexto sociopolítico em questão bem como fez-se considerações sobre a mobilização antirracista entre as décadas de 1970 e 1980. Através do estudo da atuação do movimento social na ANC e do balanço das inclusões e exclusões de dispositivos na Carta Constitucional apontamos os desafios do tratamento da temática pelo Estado brasileiro, os avanços e a persistência de determinadas questões passadas quase três décadas do evento histórico estudado.

O artigo analisa os acordos que formaram as maiorias nas assembléias constituintes de Brasil (1987-1988) e Espanha (1977-1978), buscando indentificar sua contribuição para a estabilidade constitucional dos dois países. O estudo foi desenvolvido em três níveis: estudo das normas regimentais das assembléias constituintes; tabulação das votações que aprovaram dispositivos constitucionais; e análise dos debates constitucionais, na qual foram identificados três processos de formação de maiorias, concessões mútuas, não-decisão e maioria aritmética. O trabalho demonstra que o uso de concessões mútuas e da não-decisão na constituinte favorece o processo de construção do consenso em torno da constituição, contribuindo para sua estabilidade.

It is this presentation of search results undergraduates, which had the purpose to analyze the legal regulation constitutional produced during the constituent process of 87/88 on the right of ownership of the media, in order to investigate the ban constitutional monopoly and oligopoly in the appropriation of the means. A research proposal considers that this prohibition is also, as a consequence, the seal of the oligopoly and monopoly in the transmission of information, assuming a market plural and diverse. Further considers that, notwithstanding the statutory prohibition on the plane of reality some media companies monopolize certain sectors of the economy, controlling the flow of information, as can be seen in the recent issue about the monopoly rights to broadcast games of the Championship Football Serie A, by the Globo Television Network, a theme that will be used to justify the illegality pointed to the sector. In this sense, the research revisited the constitutional process in order to analyze the projects and legislative debates that led to the current constitutional regulation of ownership of the media, as well as reviewed the decision of the Administrative Council for Economic Defense (CADE) in against the monopoly of the Globo broadcasts Brasileirão, series A.

The paper analyzes the regulatory framework for the Media in Brazil in the Federal Constitution and the nexus between democratization and constitutional process, interpreting relevant actors (government, political parties, civil society) and figured as the themes of communication and institutional political agenda. The obstacles to the regulation of many of the statements remain constitutional (right of communication; seal monopolies / oligopolies; regionalization of cultural production; nationalist character in control of broadcasting; compatibility between segments state, public and commercial; Social Communication Council), that replaces debate on the very principle of the right to communication regulation by analyzing the corresponding decisionmaking processes. This conflictual agenda-setting involves multiple interests, from strictly commercial aspirations of companies operating in this market, going by the increasing share of religious institutions who also want to expand upon practices of proselytizing until the interests of policy makers who also have control over a slice of that business.

This text is part of ongoing research that aims to verify the constitutional regulation of the communication rights, elaborated by constituent process on 87/88. For hypothesis, the research considers that was the intention of the constituent regulate the rights related to the communication. To fulfill to these objectives the research analyzes the legislative proposals and debates during the constituent process, related to the regulation of communication rights. In this text specifically will be presented the results of the research the parliamentary debates that had occurred in the plenary of the National Constituent Assembly. The partial results of the research point that the constituent intended to impose a social control to the communication rights, corroborating in this way this hypothesis of the research.

The Tunisian constitution of 27 January 2014 was deemed essentially compatible with international human rights principles and standards. These were adopted at the outcome of a dual process, which was underway both inside the National Constituent Assembly (NCA) and outside it, between the NCA and civil society stakeholders. Three successive drafts fell considerably short of expectations (6 August 2012, 14 December 2012 and 22 April 2013). The fourth draft (1 June 2013) was still fraught with 20 or so fundamental divergences. These were resolved, thanks to the National Dialogue in cooperation with the ad hoc “consensus commission” (lajnet tawafuqat) within the NCA, which is chaired by Mustapha Ben Jaafar (President of the NCA). The final text was overwhelmingly adopted on 26 January 2014 by 200 votes, with 12 against and four abstentions. It was promulgated on 10 February.

As levels of investment in advanced manufacturing systems increase, effective project management becomes ever more critical. This paper demonstrates how the model proposed by Mintzberg, Raisinghani and Theoret in 1976, which structures complicated strategic decision processes, can be applied to the design of new production systems for both descriptive and analytical research purposes. This paper sets a detailed case study concerning the design and development of an advanced manufacturing system within the Mintzberg decision model and so breaks down the decision sequence into constituent parts. It thus shows how a structured model can provide a framework for the researcher who wishes to study decision episodes in the design of manufacturing facilities in greater depth.

After a brief review of the various forms of thermal spraying equipment and processes, descriptions of the basic principles involved and the general functions for which thermally sprayed coatings are used are given. The background of the collaborating company, Metallisation, is described and their position in the overall market discussed, providing a backdrop against which the appropriateness of various project options might be judged. Current arc-spraying equipment is then examined, firstly in terms of the workings of their constituent parts and subsequently by examining the effects of changes in design and in operating parameters both upon equipment operation and the coatings produced. Published literature relating to these matters is reviewed. Literature relating to the production, comminution and propulsion of the particles which form the spray is discussed as are the mechanisms involved at impact with the substrate. Literature on the use of rockets for thermal spraying and induction heating as a process for feedstock melting are also reviewed. Three distinct options for further study are derived and preliminary tests and costings made to allow one option alone, the use of rocket acceleration, to go forward to the experimental phase. A suitable rocket burner was developed, tested and incorporated into an arc-spray system so that the sprayability of the whole could be assessed. Coatings were made using various parameters and these are compared with coatings produced by a standard system. Coatings were examined for macro and micro hardness, cohesive strength, porosity and by microstructural examination. The results indicate a high degree of similarity between the coatings produced by the standard system and the high velocity system. This was surprising in view of the very different atomising media and velocities. Possible causes for this similarity and the general behaviour of this new system and the standard system are discussed before the study reaches its conclusions in not proving the hypothesis that an increase in particle velocity would improve the mechanical properties of arc-sprayed steel coatings. Systemic lupus erythematosus is an autoimmune disease that causes many psychological repercussions that have been studied through qualitative research. These are considered relevant, since they reveal the amplitude experienced by patients. Given this importance, this study aims to map the qualitative production in this theme, derived from studies of experiences of adult patients of both genders and that had used as a tool a semi-structured interview and/or field observations, and had made use of a sampling by a saturation criterion to determine the number of participants in each study. The survey was conducted in Pubmed, Lilacs, Psycinfo e Cochrane databases, searching productions in English and Portuguese idioms published between January 2005 and June 2012. The 19 revised papers that have dealt with patients in the acute phase of the disease showed themes that were categorized into eight topics that contemplated the experienced process at various stages, from the onset of the disease, extending through the knowledge of the diagnosis and the understanding of the manifestations of the disease, drug treatment and general care, evolution and prognosis. The collected papers also point to the difficulty of understanding, of the patients, on what consists the remission phase, revealing also that this is a clinical stage underexplored by psychological studies.
