The proliferation of designated areas following the implementation of Natura 2000 in Greece has initiated changes in the protected area design and conservation policy making aiming at delivering action for biodiversity and integrative planning on a wider landscape. Following the sustainability concept, an integrative approach cannot realistically take place simply by extending the protected area and designations. The paper addresses public involvement and inter-sectoral coordination as major procedural elements of integrative management and evaluates the nature and strength of their negative or positive influences on the fulfillment of an integrative vision of nature conservation. A review of the history of protected areas and administration developments in Greece provide useful input in the research. The analysis has shown that the selected network of Natura 2000 sites has been superimposed upon the existing system and resulted in duplication of administrative effort and related legislation. As a result the overall picture of protected areas in the country appears complex, confusing and fragmented. Major failures to integrated conservation perspective can be traced to structural causes rooted in politico-economic power structures of mainstream policy and in a rather limited political commitment to conservation. It is concluded that greater realisation. of integrated conservation in Greece necessitates policy reforms related mainly to sectoral legal frameworks to promote environmentalism as well as an increased effort by the managing authorities to facilitate a broader framework of public dialogue and give local communities incentives to sustainably benefit from protected areas. After providing some brief background on Dendrolagus species in Australia, two consecutive surveys of Brisbane’s residents are used to assess public knowledge of tree-kangaroos and the stated degree of support for their conservation in Australia. The responses of participants in Survey I are based on their pre-survey knowledge of wildlife. The same additional set of participants completed Survey II after being provided with information on all the wildlife species mentioned in Survey I. Changes in the attitudes of respondents and their degree of support for the protection and conservation of Australia’s tree-kangaroos are measured, including changes in their contingent valuations and stated willingness to provide financial support for such conservation. Reasons for wanting to protect tree-kangaroos are specified and analyzed. Furthermore, changes that occur in the relative importance of these reasons with increased knowledge are also examined. Support for the conservation of tree-kangaroos is found to increase with the additional knowledge supplied. Furthermore, support for the conservation of Australia’s less well-known tropical mammals is shown to increase relative to better known mammals (icons) present in temperate areas, such as koalas and red kangaroos with this increased knowledge. Possible implications of the results for government conservation policies in Australia are examined.

A perennial issue for land use policy is the evaluation of landscape biodiversity and the associated cost effectiveness of any biodiversity conservation policy actions. Based on the CUA methodology as applied to species conservation, this paper develops a methodology for evaluating the impact on habitats of alternative landscape management scenarios. The method incorporates three dimensions of habitats, quantity change, quality change and relative scarcity, and is illustrated in relation to the alternative landscape management scenarios for the Scottish Highlands (Cairngorms) study area of the BioScene project. The results demonstrate the value of the method for evaluating biodiversity conservation policies through their impact on habitats.

A review is given of the major conceptual changes that have taken place during the last 50 years in our understanding of the nature of plant conservation and of the principal methodological advances in undertaking conservation assessments and actions, largely through the incorporation of tools and techniques from other disciplines. The interrelationships between conservation and sustainable use are considered as well as the impact of the development of the discipline of conservation biology, the effects of the general acceptance of the concept of biodiversity and the practical implications of the implementation of the Convention on Biological diversity. The effect on conservation policy and management of the accelerating loss or conversion of habitats throughout the world and approaches for combating this are discussed.

With increasing emphasis being placed on concentrating development in urban areas and improving the quality of life in British cities and towns, the importance of accommodating necessary development without compromising the valued heritage and architectural quality of urban areas is now becoming central to sustainable urban development. Urban conservation policy and practice has the potential to contribute to this and other aspects of sustainability. This paper explores this contribution and develops an analytical framework which draws out the key linkages between conservation area policy and sustainable development. The framework is then used to research the potential and actual contribution of urban conservation policy and practice in England, using a selective survey and two case studies (i.e. Winchester and Basingstoke). The main conclusions from the research are that: Conservation area policy can make a significant contribution to the principles of sustainable development; Most local planning authorities in England have not fully woken-up to this potential and have not developed policies or practices to address it; and Urban conservation policy needs to develop a more proactive approach in which local planning authorities actively guide and encourage new development with regard to use, design, layout, methods of construction, materials and energy efficiency.

This paper examines some broad issues concerning the role that conservation policy plays in statutory planning in Britain. It argues that planning contains a number of different, often conflicting, objectives. Conservation, in contributing to one of these objectives, exacerbates this conflict. The paper further argues that since different objectives are accorded different priorities depending upon the prevailing political ideology, conservation policy is not only operating within the context of possibly opposing planning objectives, but also within a particular political environment which will separately determine the degree of importance attached to it. The British example is used to explore these themes, particularly in examining the ideological basis for the redefinition of preservation and protection away from their welfarist traditions towards issues of private rights and market supremacy. The paper concludes that rather than contributing to social welfare, planning and conservation policy is now contributing to the increasing division between rich and poor in society.

Since the destruction and despair caused by the dust bowl of the 1930’s, Americans and their government have taken a keen interest in natural resource conservation policy on agricultural land. The Soil Conservation and Domestic Allotment Act of 1936 was the first farm bill to include provisions that provided payments to farmers willing to employ soil conservation measures (Cain and Lovejoy, 2004). While the main purpose of this bill was to provide financial support to impoverished farmers, the fact remains that natural resource conservation was starting to become an important issue for the American public.

The importance of long-term historical information derived from paleoecological studies has long been recognized as a fundamental aspect of effective conservation. However, there remains some uncertainty regarding the extent to which paleoecology can inform on specific issues of high conservation priority, at the scale for which conservation policy decisions often take place. Here we review to what extent the past occurrence of three fundamental aspects of forest conservation can be assessed using paleoecological data, with a focus on northern Europe. These aspects are (1) tree species composition, (2) old/large trees and coarse woody debris, and (3) natural disturbances. We begin by evaluating the types of relevant historical information available from contemporary forests, then evaluate common paleoecological techniques, namely dendrochronology, pollen, macrofossil, charcoal, and fossil insect and wood analyses. We conclude that whereas contemporary forests can be used to estimate historical, natural occurrences of several of the aspects addressed here (e.g. old/large trees), paleoecological techniques are capable of providing much greater temporal depth, as well as robust quantitative data for tree species composition and fire disturbance, qualitative insights regarding old/large trees and woody debris, but limited indications of past windstorms and insect outbreaks. We also find that studies of fossil wood and paleoentomology are perhaps the most underutilized sources of information. Not only can paleoentomology provide species specific information, but it also enables the reconstruction of former environmental conditions otherwise unavailable. Despite the potential, the majority of conservation-relevant paleoecological studies primarily focus on describing historical forest conditions in broad terms and for large spatial scales, addressing former climate, land-use, and landscape developments, often in the absence of a specific conservation context. In contrast, relatively few studies address the most pressing conservation issues in northern Europe, often requiring data on the presence or quantities of dead wood, large trees or specific tree species, at the scale of the stand or reserve. Furthermore, even fewer examples exist of detailed paleoecological data being used for conservation planning, or the setting of operative restorative baseline conditions at local scales. If ecologist and conservation biologists are going to benefit to the full extent possible from the ever-advancing techniques developed by the paleoecological sciences, further integration of these disciplines is desirable.
