El Sistema de financiación de las comunidades autónomas de régimen común: un análisis crítico y algunas propuestas de reforma

We identify a number of elements of the current Spanish system of regional financing that do not conform satisfactorily to the principles of equity, autonomy and efficiency that should inspire its design. Our main conclusion is that although the system presents a series of shortcomings that would require an in-depth reform, its basic focus on the equalization of the service provision capacity of all regional governments should be preserved because it is in accordance with the constitutional guarantee of equal rights for all citizens and with notions of horizontal equity that are widely shared in our country. In fact, the main shortcoming of the system is, in our opinion, that it does not fully guarantee such equality in practice. El Nuevo acuerdo de financiación regional: un análisis de urgencia

El pasado 15 de julio el Consejo de Política Fiscal y Financiera (CPPF) aprobó un nuevo acuerdo de financiación para las comunidades autónomas de régimen común. El documento en el que se recoge el acuerdo no es precisamente un prodigio de claridad expositiva y describe además un modelo complejo. Como resultado de ambos factores, las descripciones del nuevo sistema que han aparecido en la prensa reciente y en el material "informativo" distribuido por algunas administraciones resultan bastante confusas y no reflejan correctamente, a mi entender, el funcionamiento del modelo o su previsible incidencia sobre la distribución territorial de los recursos públicos. Con el fin de facilitar un debate más informado sobre el tema, en este trabajo se intenta clarificar el funcionamiento del nuevo modelo, ofreciendo una descripción sistemática del mismo, un análisis de sus propiedades dinámicas y una primera estimación de sus resultados iniciales. Por otra parte, en el trabajo se realiza también una valoración crítica del nuevo sistema y se identifican ciertos aspectos del mismo que pueden ser problemáticos. Algunos de ellos son de carácter técnico y podrían corregirse durante el proceso de elaboración de la normativa en la que ha de plasmarse el nuevo acuerdo sin alterar la esencia de éste.

Sobre la puesta en marcha del nuevo sistema de financiación regional: proyecciones para 2009 y algunas reflexiones

This paper presents an estimate of the financial results of the new Spanish system of regional financing in 2009. According to these estimates, some regions will experience sharp reductions in their adjusted financing per capita between 2007 and 2009 which may be very difficult to accept. This would mean that there will be strong pressures for the reform of the new system from the very beginning. To avoid, or at least mitigate, this problem it would be helpful to introduce some changes in the bill currently being discussed by the Parliament. The necessary changes would not alter the nucleus of the recent agreement.

The central and regional governments of Spain have recently reached an agreement to reform the regional financing system. This paper describes the structure of the new system and provides preliminary estimates of its initial financial results. It also identifies some shortcomings of the new model.

El nuevo sistema de financiación regional: Adenda

This note contains some addenda to a recent paper (de la Fuente, 2010) that analyzed the new Spanish system of regional financing and estimated its financial results for 2009. The note updates my previous estimates using the information contained in the recently published liquidation of the system for 2009. It also discusses some aspects of the new financing law that have to do with the future evolution of the system and collects some data that may be useful to project its results.

¿Qué reformas necesita el sistema de financiación regional?

This paper argues that the current Spanish system of regional financing does not adequately respect the principles of equality, autonomy, responsibility and transparency that should guide its design. It also advances a series of recommendations for the reform of the system that can be classified into two broad headings: guaranteeing the effective application of the constitucional principle of equality and reinforcing the fiscal responsibility and the accountability of regional governments.

EL Nuevo sistema de financiación de las comunidades autónomas de régimen común: un análisis crítico y datos homogéneos para 2009 y 2010

En el presente trabajo se describe en detalle el funcionamiento del nuevo modelo de financiación regional aprobado en 2009, se analizan sus propiedades dinámicas y se ofrece una valoración crítica del mismo. También se cuantifican los resultados financieros a competencias homogéneas del nuevo sistema en sus dos primeros años de aplicación, 2009 y 2010.
