This paper develops some theoretical and methodological considerations for the development of a critical competence model (CCM). The model is defined as a set of skills and knowledge functionally organized allowing measurable results with positive consequences for the strategic business objectives. The theoretical approaches of classical model of competences, the contemporary model of competencies and human competencies model were revised for the proposal development. implementation of the model includes 5 steps: 1) conducting a job analysis considering which dimensions or facets are subject to revision, 2) identify people with the opposite performance (the higher performance and lower performance); 3) identify critical incidents most relevant to the job position, 4) develop behavioral expectation scales (bes) and 5) validate BES obtained for experts in the field. As a final consideration, is determined that the competence models require accurate measurement. Approaches considering excessive theoreticism may cause the issue of competence become a fashion business with low or minimal impact, affecting its validity, reliability and deployment in organizations.

Nas últimas décadas assistimos a transformações económicas, tecnológicas, políticas e sociais, que influenciaram diretamente o modo de pensar e agir nas organizações. O conceito de competências, com uma valorização crescente, surge como uma alternativa à abordagem da gestão de recursos humanos por funções, respondendo aos desafios atuais do mercado: necessidade de flexibilidade, de adaptação a mudanças contínuas, exigências crescentes do mercado e competitividade das organizações nesse mercado. A área da saúde, e concretamente a profissão de Enfermagem também tem evoluído, surgindo em 2009, uma nova forma de operacionalizar a carreira destes profissionais. No que diz respeito aos enfermeiros com funções de gestão, o conteúdo funcional está descrito, contudo, não existe uma definição clara das competências requeridas para estes profissionais. Este trabalho de investigação, de cariz exploratório, utilizando uma metodologia qualitativa, pretendeu propor uma estratégia de definição de um modelo de competências para os enfermeiros com funções de gestão em Portugal. Para isso, definimos categorias de competências, através da análise da literatura e da legislação. Seguiu-se a realização de entrevistas a um painel de doze peritos, e uma análise de conteúdo dos dados (categorização do tipo misto). Procedemos a uma comparação da recolha empírica de competências com as da recolha teórica, e definimos uma lista de 10 competências para as funções de gestão dos enfermeiros: Competências Técnicas de Gestão; Competências Interpessoais; Comunicação; Gestão de Recursos Humanos; Pensamento Crítico; Conhecimento de Políticas de Saúde; Competências Técnicas de Enfermagem; Organização e Planeamento; Trabalho de Equipa; Preocupação pela Qualidade. De forma a complementar o estudo, pretendemos identificar a perceção das lacunas de competências nos enfermeiros com funções de gestão, e identificar os processos de desenvolvimento de competências considerados mais relevantes para estes profissionais. As lacunas identificadas nas competências dos atuais enfermeiros com funções de gestão, face às mais valorizadas, são reduzidas e dispersas, pelo que consideramos pouco significativas. A forma de desenvolvimento de competências mais valorizado pelo painel de peritos foi a formação (académica e em contexto profissional). Foi também realçada a importância do empenho individual neste processo, assim como a avaliação de competências antes dos enfermeiros assumirem funções de gestão.Consideramos que esta investigação traz contributos quer para a literatura da Gestão por Competências, quer para a literatura da definição de competências das funções dos enfermeiros com funções de gestão, quer para a profissão de enfermagem, (nomeadamente, para as funções de gestão dos enfermeiros), quer para o próprio SNS, já que faz algumas propostas e sugestões para a evolução das práticas de gestão de pessoas.

The primary objective of this work is to obtain a CIO¿s Critical Competencies model which could be applied to Brazilian CIO. This study was conducted by an explanatory research in a quantitative approach. Theoretical studies were done to understand CIO¿s environment, his identity, his career and organizational relationship. The analysis was based on six CIO¿s competencies models which describe how this professional could have a better performance. The intention of this approach was to provide a better understanding about the research problem. Then a meta-model was done as well as a survey. Once applied on Internet, the survey had 111 valid respondents, all Brazilian CIOs. To obtain the final model statistical factorial analysis was applied to the answers. Each identified factor in the model corresponds to a critical competency for Brazilian CIO. The model was submitted to hypotheses tests trying to establish what is the relation between each resultant factor and the time in the role for each respondent as well as his company size. This study has emerged a CIO critical competencies model to the Brazilian CIO, regarding his good performance.

O presente trabalho tem como objetivo principal a obtenção de um modelo de Competências Críticas que possa ser aplicado ao CIO brasileiro. Para isso foi realizada uma pesquisa de natureza explanatória por meio de abordagem quantitativa. Para atingir este objetivo, foram feitos estudos teóricos relacionados ao ambiente do CIO, sua identidade, seu desenvolvimento na carreira, bem como seu relacionamento com sua organização e com fornecedores. Para efeito de análise foi considerado nesta pesquisa um conjunto de seis modelos encontrados na literatura mundial que descrevem as competências necessárias ao desempenho profissional do CIO, buscando assim, obter-se um melhor entendimento do problema de pesquisa. A partir daí, foi proposto um metamodelo de competências críticas e elaborado um questionário, sendo este o instrumento de pesquisa que foi utilizado neste estudo. Aplicado o questionário a partir da Internet, obteve-se uma participação de 111 respondentes válidos, sendo todos CIOs brasileiros. Uma vez efetuada a coleta de dados, foram adotados testes estatísticos relativos à Análise Fatorial, com o propósito de obter-se um modelo definitivo. Neste modelo encontrado, cada fator identificado representa uma competência crítica para o CIO brasileiro. Foram também testadas hipóteses a partir do modelo identificado, apurando qual a relação existente entre a importância atribuída aos fatores resultantes e o tempo de atuação de cada respondente como CIO, bem como o porte das empresas em que atuou. Como resultado do estudo, estabeleceu-se um modelo de competências críticas aplicável ao CIO brasileiro, associado ao seu bom desempenho nas suas atribuições.

Nesta dissertação de mestrado, na forma de estudo de caso, procedeu-se ao levantamento das competências organizacionais de todos os serviços e estruturas da Universidade de Évora, usando o método de focus group e entrevistas semiestruturadas. Teve por base teórica o Modelo das oito competências de Dave Bartram (2011), e o Modelo das nove competências associadas à gestão da qualidade de Escrig-Tena e Bou-Llusar (2005). Das 38 entrevistas individuais realizadas a chefias de topo, emanou um modelo de cinco competências organizacionais (comprometimento, trabalho em equipa, eficiência, eficácia e formação e conhecimento) específico da Universidade de Évora. Foi ainda descrita a visão de futuro da organização por parte dos entrevistados, numa organização dedicada ao Ensino, mas com a pretensão de se expandir noutras áreas de destaque; Organizational Skills Model of Non-teaching Staff of the University of Évora - A Case Study Abstract In this dissertation, in the form of case study, we proceeded to survey the organizational skills of all services and structures of the University of Évora, using the method of focus groups and semi-structured interviews. We had as theoretical basis Dave Bartram’s model of the eight skills (2011), and the Escrig-Tena and Bou-Llusar’s Model of the nine skills associated with quality management (2005). Of the 38 individual interviews with top management, a model of five organizational skills emanated (commitment, teamwork, efficiency, effectiveness and training and knowledge), specific to the University of Évora. It was also described the future vision of the organization by the respondents, an organization dedicated to education, but with the intention to expand in other areas of emphasis.

It is known that cross-curricular competences are required for main companies all over the world to be part of our university graduates as technical knowledge does. That is the reason which has led the university structure to include these competences in the every degree curriculo validated since the European Higher Education Area (EHEA)was introduced in the Spanish university context. But the way used for incorporating them has been developed without the necessary guidelines to generate a qualified model.

For many years, humans and machines have shared the same physical space. To facilitate their interaction with humans, their social integration and for more rational behavior has been sought that the robots demonstrate human-like behavior. For this it is necessary to understand how human behavior is generated, discuss what tasks are performed and how relate to themselves, for subsequent implementation in robots. In this paper, we propose a model of competencies based on human neuroregulator system for analysis and decomposition of behavior into functional modules. Using this model allow separate and locate the tasks to be implemented in a robot that displays human-like behavior. As an example, we show the application of model to the autonomous movement behavior on unfamiliar environments and its implementation in various simulated and real robots with different physical configurations and physical devices of different nature. The main result of this work has been to build a model of competencies that is being used to build robotic systems capable of displaying behaviors similar to humans and consider the specific characteristics of robots.

General objective: to analyse the exercise of essential competencies for midwifery care by nurses and/or midwives in the public health system of Sao Paulo (eastern zone), Brazil. Specific objectives: to develop a profile of the public health institutions and of the nurses and/or midwives who care for women before, during and following child birth; to identify the activities performed in providing such care, as well as their frequency; and to specify the possible obstacles or difficulties encountered by them when exercising their competencies. Design: a descriptive and exploratory research design , using a quantitative approach. Setting: the study was conducted in all public health services of Sao Paulo (eastern zone), Brazil, namely 59 basic health-care units and six hospitals, during the period of October 2006-December 2007. Participants: the study population consisted of 272 nurses and/or midwives who provide care for pregnant women and newborns at the primary health-care units and maternity hospitals of the public health system. Participants comprised 100% of hospital nurse coordinators (n = 6), 61% of hospital maternity nursing and/or midwifery staff (n = 62) and 64% (n = 204) of nursing and/or midwifery staff working at primary health-care units. Methods and findings: the data collection was based on a single form given to the coordinators and two questionnaires, one handed out to antenatal and postnatal nursing and/or midwifery staff and another handed out to labour and birth nursing and/or midwifery staff. The results showed that nurses and/or midwives providing care for women during pregnancy, labour, birth and the postnatal period did not put the essential competencies for midwifery care into practice, because they encountered institutional barriers and personal resistance, and lacked protocols based on best practice and on the exercise of essential competencies needed for effective midwifery care. Key conclusions: the model of care in the public health services of Sao Paulo (eastern zone) is based much more on hierarchical positions than on professional competencies or on there commendations of the scientific community. As a result, health authorities need to review their midwifery policies to improve maternal-infant care by nurses and/or midwives in order to ensure the implementation of best midwifery practice. Practical implications: the results of this study support actions to improve the quality of care delivered to women and their families, while integrating nursing and midwifery care in Sao Paulo, Brazil. The changes introduced into the European Higher Education Area (EHEA) by the Bologna Process, together with renewed pedagogical and methodological practices, have created a new teaching-learning paradigm: Student-Centred Learning. In addition, the last few years have been characterized by the application of Information Technologies, especially the Semantic Web, not only to the teaching-learning process, but also to administrative processes within learning institutions. On one hand, the aim of this study was to present a model for identifying and classifying Competencies and Learning Outcomes and, on the other hand, the computer applications of the information management model were developed, namely a relational Database and an Ontology.

This research studies from an internal view based on the Competency-Based Perspective (CBP), key organizational competencies developed for small new business. CBP is chosen in an attempt to explain the differences characterizing the closed companies from the consolidated ones. The main contribution of this paper is the definition of a set of key organizational competencies for new ventures from services and low technology based sectors. Using the classification proposed by [1] and a review of the entrepreneurship literature, the main competencies were defined and classified as: managerial, input-based, transformation-based, and output-based competencies. Tämän diplomityön päämääränä oli tutkia Perloksen teknologiaosaamisia. Perloksen tavoitteena on tulevaisuudessa yhdistää ja soveltaa uusia teknologioita ja älykkäitä materiaaleja muovimekaniikkaan.Ideana oli mallintaa Perloksen osaamisia ja osaamisgapeja ottaen huomioon heidän tulevaisuuden visionsa. Projektituotteena osaamisten mallintamisessa oli Perlos Healthcaren asiakkaan analysoiva mittauslaite. Tutkimuksen arvo on huomattava sillä tunnistamalla osaamisensa ja kyvykkyytensä yritys pystyy luomaan paremman tarjooman vastatessaan koko ajan kasvaviin asiakasvaatimuksiin. Tutkimus on osa TEKESin rahoittamaa LIIMA -projektia. Työn ensimmäisessä osassa esitellään osaamiseen ja partneroitumiseen liittyviä teorioita. Osaamisten mallintaminen tehtiin Excel -pohjaisella työkalulla. Se sisältää projektituotteeseen liittyen osaamisriippuvuuksien mallintamisen ja gap -analyysin. Yhtenä tutkimusmetodina käytettiin haastattelututkimusta. Työ ja sen tulokset antavat operatiivista hyötyä teknologioiden ja markkinoiden välisessä kentässä.

Globaalin talouden rakenteet muuttuvat jatkuvasti. Yritykset toimivat kansainvälisillä markkinoilla aiempaa enemmän. Tuotannon lisäämiseksi monet yritykset ovat ulkoistaneet tuotteidensa tuki- ja ylläpitotoiminnot halvan työvoiman maihin. Yritykset voivat tällöin keskittää toimintansa ydinosamiseensa. Vapautuneita resursseja voidaan käyttää yrityksen sisäisessä tuotekehityksessä ja panostaa seuraavan sukupolven tuotteiden ja teknologioiden kehittämiseen. Diplomityö esittelee Globaalisti hajautetun toimitusmallin Internet-palveluntarjoajalle jossa tuotteiden tuki- ja ylläpito on ulkoistettu Intiaan. Teoriaosassa esitellään erilaisia toimitusmalleja ja keskitytään erityisesti hajautettuun toimitusmalliin. Tämän lisäksi luetellaan valintakriteerejä joilla voidaan arvioida projektin soveltuvuutta ulkoistettavaksi sekä esitellään mahdollisuuksia ja uhkia jotka sisältyvät globaaliin ulkoistusprosessiin. Käytäntöosassa esitellään globaali palvelun toimittamisprosessi joka on kehitetty Internet-palveluntarjoajan tarpeisiin.

En aquest article de revisió, hom estudia com aquests temes s'han concretat en la carpeta d'aprenentatge i n'han determinat la seva evolució. [eng] The learning portofolio represents a meeting point for the big questions than have concernend teaching since the 1990s: the formative character of the assessment, the issue of competencies, metacognition and the students's critical thinking, the role played by ICTs, and the idea of collaborative learning considered in the long term. The article looks at how these subjects have taken shape in the learning portofolio and how they have determinded its evolutin.

ABSTRACT Towards a contextual understanding of B2B salespeople’s selling competencies − an exploratory study among purchasing decision-makers of internationally-oriented technology firms The characteristics of modern selling can be classified as follows: customer retention and loyalty targets, database and knowledge management, customer relationship management, marketing activities, problem solving and system selling, and satisfying needs and creating value. For salespeople to be successful in this environment, they need a wide range of competencies. Salespeople’s selling skills are well documented in seller side literature through quantitative methods, but the knowledge, skills and competencies from the buyer’s perspective are under-researched. The existing research on selling competencies should be broadened and updated through a qualitative research perspective due to the dynamic nature and the contextual dependence of selling competencies. The purpose of the study is to increase understanding of the professional salesperson’s selling competencies from the industrial purchasing decision- makers’ viewpoint within the relationship selling context. In this study, competencies are defined as sales-related knowledge and skills. The scope of the study includes goods, materials and services managed by a company’s purchasing function and used by an organization on a daily basis. The abductive approach and ‘systematic combining’ have been applied as a research strategy. In this research, data were generated through semi- structured, person-to-person interviews and open-ended questions. The study was conducted among purchasing decision-makers in the technology industry in Finland. The branches consisted of the electronics and electro-technical industries and the mechanical engineering and metals industries. A total of 30 companies and one purchasing decision-maker from each company were purposively chosen for the sampling. The sample covers different company sizes based on their revenues, their differing structures – varying from public to family companies –that represent domestic and international ownerships. Before analyzing the data, they were organized by the purchasing orientations of the buyers: the buying, procurement or supply management orientation. Thematic analysis was chosen as the analysis method. After analyzing the data, the results were contrasted with the theory. There was a continuous interaction between the empirical data and the theory. Based on the findings, a total of 19 major knowledge and skills were identified from the buyers’ perspective. The specific knowledge and skills from the viewpoint of customers’ prevalent purchasing orientations were divided into two categories, generic and contextual. The generic knowledge and skills apply to all purchasing orientations, and the contextual knowledge and skills depend on customers’ prevalent purchasing orientations. Generic knowledge and skills relate to price setting, negotiation, communication and interaction skills, while contextual ones relate to knowledge brokering, ability to present solutions and relationship skills. Buying-oriented buyers value salespeople who are ‘action oriented experts, however at a bit of an arm’s length’, procurement buyers value salespeople who are ‘experts deeply dedicated to the customer and fostering the relationship’ and supply management buyers value salespeople who are ‘corporate-oriented experts’. In addition, the buyer’s perceptions on knowledge and selling skills differ from the seller’s ones. The buyer side emphasizes managing the subject matter, consisting of the expertise, understanding the customers’ business and needs, creating a customized solution and creating value, reliability and an ability to build long-term relationships, while the seller side emphasizes communica- tion, interaction and salesmanship skills. The study integrates the selling skills of the current three-component model− technical knowledge, salesmanship skills, interpersonal skills− and relationship skills and purchasing orientations, into a selling competency model. The findings deepen and update the content of these knowledges and skills in the B2B setting and create new insights into them from the buyer’s perspective, and thus the study increases contextual understanding of selling competencies. It generates new knowledge of the salesperson’s competencies for the relationship selling and personal selling and sales management literature. It also adds knowledge of the buying orientations to the buying behavior literature. The findings challenge sales management to perceive salespeople’s selling skills both from a contingency and competence perspective. The study has several managerial implications: it increases understanding of what the critical selling knowledge and skills from the buyer’s point of view are, understanding of how salespeople effectively implement the relationship marketing concept, sales management’s knowledge of how to manage the sales process more effectively and efficiently, and the knowledge of how sales management should develop a salesperson’s selling competencies when managing and developing the sales force.
