An Independent Art Movement: The Independent Artist, Community Television, and the Age of Information

The history of community television shows that it has been a home to activist and non-profit organizations that have created programs focused on freedom of speech. This project proposes that community television is also a place where artists can have freedom of artistic expression. The reflective paper reviews the creation of my film designed to inform and attract artists to community television. In it I critically reflect on the artistic, technical, artistic/technical, and production changes made throughout my journey from being a visual artist to becoming a video-artist. The reflective paper, along with the film, act as a wake-up call to artists who are unaware of community television and the advantages it has to offer them.

Menestyäkseen nykymaailmassa ihmiset ovat turvautuneet toisiinsa muodostaen samallaerilaisia yhteisöjä ja verkostoja. Näille yhteisöille on tunnusomaista, että niissä vaikuttavien jäsenien ajatustavat yhtyvät keskenään. Yhteisöissä syntyy uusia ideoita ja keksintöjä. Niiden välittäminen maailmalle on usein kuitenkin ongelmallista. Digitaalisuus, Internet ja monet muut uudet teknologiat tuovat yhden ratkaisun ongelmaan. Eräs uuden teknologian mahdollistama kanava on yhteisötelevisio, jonka kautta yhteisön viestintää voidaan tehokkaasti välittää. Yhteisöilläei kuitenkaan ole teknistä taitoa toteuttaa tällaista palvelua. Yhteisöille, kuten pk-yrityksille, kouluille, seuroille, yhdistyksille ja jopa yksittäisille ihmisille, tuleekin pystyä tarjoamaan valmis konsepti, joka on helposti heidän käytettävissään. Tämä diplomityö toimii teknisenä pohjana Finnish Satellite Television Oy:n yhteisö-tv -palvelukonseptille, joka tullaan ottamaan laajamittaiseen käyttöön vuoden 2007 aikana. Työssä käydään läpi yhteisön ja yhteisöllisyyden tunnusmerkit ja peruspiirteet, luodaan katsaus yhteisötelevision alkutaipaleisiin, nykytilaan ja sen eri ratkaisuihin. Lisäksi tutustutaan yhteisö-tv:n kansainvälisiin ja kotimaisiin kokeiluihin ja pilottiprojekteihin. Työn teknisessä osassa tutkitaan yhteisötelevision mahdollistaviin teknologioihin, siirtoteihin sekä digitaalisiin tuotantojärjestelmiin. Lopuksi työssä kootaan yhteen käytettävyydeltään, liikutettavuudeltaan ja kustannustehokkuudeltaan sopivimmat tekniset toteutusvaihtoehdot konseptin käyttöönottoa varten.

Análisis de la incidencia de la televisión comunitaria en la conformación de espacios de participación ciudadana

Los fenómenos que produce la Televisión Comunitaria no se han estudiado ha profundidad en la academia. Sin embargo, la incidencia que produce este tipo de medio de comunicación va más allá de transmitir información, cuando la televisión comunitaria se usa de forma adecuada puede incidir en la conformación de espacios de participación ciudadana, lo que da como resultado una nueva relación entre medios de comunicación y comunidad. En esta monografía se intenta demostrar estos fenómenos a través de ejemplos de televisión comunitaria en Colombia, teniendo en cuenta preceptos teóricos de comunicación participativa.

Television and cultural studies: Unfinished business

This introductory article argues that the current state of debate on television within cultural studies is marked by considerable areas of theoretical and political uncertainty. The spread of deregulatory and privatizing public policies in relation to television, and the disarticulation of television from the idea of the national community and from the role of the citizen, have posed new problems for theorizing the relation between television and its audiences. In this article I survey a number of key areas of debate: the relation between television, the nation and the state; television and the citizen/consumer, television content and performance, and the likely future(s) of television.

Knowledge and practices related to dengue and its vector: a community-based study from Southeast Brazil

Abstract INTRODUCTION: This study investigated the knowledge of users of primary healthcare services living in Ribeirão Preto, Brazil, about dengue and its vector. METHODS: A cross-sectional survey of 605 people was conducted following a major dengue outbreak in 2013. RESULTS: Participants with higher levels of education were more likely to identify correctly the vector of the disease. CONCLUSIONS: The results emphasize the relevance of health education programs, the continuous promotion of educational campaigns in the media, the role of the television as a source of information, and the importance of motivating the population to control the vector.
