This dissertation addresses the broader antecedents of the Communist Party of Albania (CPA) as one of a number of associations whose experience was central to Albanian political history. This long experience dates back to the informal national associations formed in the Ottoman Empire of the late nineteenth century. The dissertation examines the role of these associations which, pursuing language rights and political representation through imperial state reforms, set a pattern that struggled to connect nation and state, rather than asserting the territorial demands for a nation-state familiar across the region. Starting out in the Ottoman Empire, but then maturing in the Albanian diaspora in Romania, Bulgaria, Egypt and the United States, this dissertation shows politically significant processes of longer-term adaptation that created informal associations as institutional structures able to channel collective action. It then traces the reframing of these patterns through their destruction in the Balkan Wars and the First World War to the emergence of communist associations in the interwar period and beyond. This dissertation is a sustained study that traces long-term Ottoman imperial political legacies in the Albanian successor state. The story of the associations, based on hitherto unexamined archival documents, shows that the Albanians possessed a far greater capacity for political mobilization that previously acknowledged by historians. Moreover, the dissertation successfully challenges the conventional wisdom that portrays the Albanians as irreparably divided along sectarian and regional faultlines. It finds that Albanian national activism was civic in character rather than ethnic as elsewhere in the Balkans. The Albanians fought to remain within a multinational framework because this afforded them political security, social advancement and potential economic growth. In the late Ottoman period, this political objective was manifested in the acceptance of the supranational imperial order whereas during the Second World War, in the aspiration to become members of the Comintern internationalist movement. Another important find, is the newly-discovered evidence concerning the founding of the CPA and its wartime conduct as an organization created and led by the Albanians themselves, albeit with Yugoslav ideological assistance under the transnational umbrella of the Comintern.

A presente dissertação investigou as concepções do Secretariado Sul-Americano (SSA), órgão da Internacional Comunista (IC), com sede na Argentina, e analisou relações entre este órgão e o Partido Comunista do Brasil (PCB). Esta pesquisa foi realizada através do estudo dos textos da revista La Correspondencia Sudamericana, a revista oficial do SSA, publicada entre 1926 e 1930. A partir deste estudo foram identificadas as concepções do SSA no que tange às atividades parlamentar, sindical, de propaganda e agitação revolucionárias, e em relação à tática da frente única proletária. Analisou-se a dominação exercida pelo SSA em relação ao PCB, assim como a reformulação e radicalização que perpassara este órgão entre 1928 e 1930. Investigou-se a crise do SSA que se ligara, diretamente, à crise do Partido Comunista da Argentina (1927) e à atuação do então editor da revista La Correspondencia Sudamericana e vereador de Buenos Aires, Fernando José Penelón. Analisou-se ainda as leituras realizadas pelos comunistas brasileiros acerca da realidade nacional, as questões que envolveram a aprovação da Lei Celerada, que pôs o PCB na ilegalidade em meados de 1927, a tentativa do partido de entabular uma aproximação com a pequena-burguesia radicalizada, a atuação eleitoral e parlamentar do BOC, e as superposições entre este organismo e o PCB. Investigou-se ainda o processo de assimilação por parte dos comunistas brasileiros da linha política radicalizada da IC, e a expectativa da IC e do PCB frente ao vislumbre da revolução democrático burguesa no Brasil no final dos anos 1920, a qual fornecera, internamente, uma lógica para a emergência do obreirismo no PCB.

This work studies the dispute by Party Communist s memory in Brazil during and after division which it resulted in the appearance of two parties entitled communists, in the brazilian political context, in the final of the fifties and beginning of the sixties: the Brazilian Communist Party (in Portuguese, Partido Comunista Brasileiro) and the Communist Party of Brazil (in portuguese, Partido Comunista do Brasil). Along of yours three chapters, the author tries to answer some questions as: what were the elements which constituted the Communist Party s memory, in the period from 1922 to 1956? At which moment did this memory pass to be fiercely contested? Who and which documents reveal this? How did it happen the dispute by this memory? The approach to topic consider which the production of memory by Communist Party and the dispute for your possession by communists of PCB and of PCdoB happened in scope of national reality and of party, spaces notions understand from concept of memory developed for authors as Halbwachs, Le Goff, Pollack and Pierre Nora. To explain the objectives of historical research it has used as methodology the exam and the interpretation of documentary and bibliographical sources, with priority for the party s documents then it was depicted a collective interpretation about the events considered more importants. O artigo analisa o impacto das transformações no Leste Europeu sobre o Partido Comunista do Brasil (PC do B), entre o 7a Congresso Partidario (maio de 1988) e o 8° Congresso (fevereiro de 1992). Esse impacto levou a mudanças no partido, as quais podem ser assim resumidas: crítica moderada a Stalin, mais importante por ser a primeira na história do PC do B (manteve-se, entretanto, a concepção de partido marxista-leninista de vanguarda); abandono da teoria das duas etapas da revolução brasileira; realinhamento político no plano internacional, em apoio a partidos comunistas dentro e fora do poder; pêndulo à esquerda na política interna brasileira.

Italy is currently experiencing profound political change. One aspect of this change involves the decline in electoral support for the Italian Christian Democratic Party (DC) and the Italian Communist Party (PCI), now the Democratic Party of the Left (PDS). Signs of the electoral decline of both parties began to appear in the late 1970s and early 1980s and accelerated in the late 1980s and early 1990s. The pr imar y purpos e of th is thes is is to expla i n the electoral decline of the DC and PCI/PDS in the last decade. The central question being addressed in this thesis is the following: What factors contributed to the decline in electoral support for the DC and PCI? In addition, the thesis attempts to better comprehend the change in magni tude and direction of the Italian party system. The thesis examines the central question within an analytical framework that consists of models explaining electoral change in advanced industrial democracies and in Italy. A review of the literature on electoral change in Italy reveals three basic models: structural (socioeconomic and demographic factors), subcultural (the decline of the Catholic and Communist subcultures), and pol i tical (factors such as party strategy, and the crisis and collapse of communism in iv Eastern Europe and the former soviet Union and the end to the Cold War). Significant structural changes have occurred in Italy, but they do not invariably hurt or benefit either party. The Catholic and Communist subcultures have declined in size and strength, but only gradually. More importantly, the study discovers that the decline of communism and party strategy adversely affected the electoral performances of the DC and PC!. The basic conclusion is that political factors primarily and directly contributed to the decline in electoral support for both parties, while societal factors (structural and subcultural changes) played a secondary and indirect role. While societal factors do not contribute directly to the decline in electoral support for both parties, they do provide the context within which both parties operated. In addition, the Italian party system is becoming more fragmented and traditional political parties are losing electoral support to new political movements, such as the Lega Nord (LN-Northern League) and the Rete (Network). The growing importance of the North-South and centre-periphery cleavages suggests that the Italian party system, which is traditionally based on religious and ideological cleavages, may be changing.
